Islamic State group massacres more families

Posted:

BAGHDAD (AP) - Islamic State group militants shot and killed 36 Sunni tribesmen, women and children in public Monday, an Iraqi official and a tribal leader said, pushing the total number of members slain by the extremists in recent days to more than 200.Sheik Naim al-Gaoud, a senior figure in the Al Bu Nimr tribe, said the militant group killed 29 men, four women and three children, lining them up in the village of Ras al-Maa, north of Ramadi in Anbar province. The tribal leader said that 120 families were still trapped there. These massacres will be repeated in the coming days unless the government and its security forces help the trapped people, al-Gaoud said.An official with the Anbar governors office corroborated the account of Mondays killings. He spoke on condition of anonymity as he was not authorized to brief journalists. Some Sunnis in Anbar province supported the militants when they seized Fallujah and parts of Ramadi in December. That came after widespread Sunni protests against the Shiite-led government in Baghdad for what they described as second-class treatment. At least 214 members of the Al Bu Nimr tribe have been killed recently by the Islamic State group. Analysts believe IS may be trying to take revenge for the tribes siding with Iraqi security forces and, in the past, with U.S. forces. The killings are also likely intended as a warning to other Sunni tribes.A number of Sunni tribes have played an important role in stalling the IS advance across Iraq, taking up arms and fighting alongside Iraqi security forces. A U.S.-led campaign of airstrikes is targeting the group as well, with nine strikes hitting its fighters Sunday and Monday in Beiji, Fallujah and Ar Rutbah, U.S. Central Command said.Meanwhile, IS claimed responsibility for two bombing attacks against Shiite Muslim pilgrims that killed 23 people in Baghdad on Sunday. In a statement, the group boasted that the bombings took place despite the tight security measures protecting the Shiites biggest infidel event. The attacks targeted pilgrims on their way to the holy city of Karbala to mark the Ashoura holiday.Ashoura commemorates the 7th-century death of Imam Hussein, a grandson of Prophet Muhammad and an iconic martyr among Shiites. Sunni insurgents frequently target Shiites, whom they consider heretics. In Washington, State Department spokeswoman Jen Psaki said the reported massacres of the Al Bu Nimr tribe and other attacks on Shiite pilgrims proves once again that ISIL does not represent anything but its warped ideology, using an acronym for the Islamic State group. The attacks provide more evidence, if any were needed, why our coalition partners, including Iraqis from every background, must work together to defeat these terrorists, Psaki said Monday. Also Monday, police said a bomb struck a group of Shiite pilgrims, killing five people and wounding 11 in Baghdads southwestern suburb of Nahrawan.Another bomb blast on a commercial street killed three people and wounded 11 others in Baghdads western district of Amil, police said. In the western suburbs of Baghdad, police said a roadside bomb blast struck an army patrol, killing two soldiers. At night, police said three mortar shells landed on the edge of Baghdads district of Khazimiyah, where thousands of Shiites are converging to mark Ashoura, killing five people and wounding 17.Hospital officials confirmed the casualty figures. All officials spoke on condition of anonymity because they were not authorized to talk to journalists.

Suicide bomber kills 32 in northeast Nigeria

POTISKUM, Nigeria (AP) - A suicide bomber killed himself and 32 civilians Monday when he detonated explosives on the edge of a religious procession by the moderate Muslim Brotherhood in northeast Nigeria, a hospital official and witnesses said. The official said 119 people were wounded. He quoted hospital records in Potiskum, capital of Yobe state, and spoke on condition of anonymity because he is not authorized to give information to reporters. In a separate development, gunmen attacked a prison in central Kogi state and freed 145 inmates, prison chief Omale Adams told The Associated Press. He said one inmate died in Sunday nights attack and 12 escapees were recaptured by late Monday. The prison break took place in a central part of the country that sporadically has been attacked by the Islamic extremist Boko Haram group, though authorities would not say that the insurgents were the prime suspects. In Potiskum, Muslim Brotherhood members detained two suspects near the suicide bomber explosion and refused to hand them over to the military, said Mohammed Adamu, a tailor who was part of the parade. As the crowd began beating the suspects with fists and wooden clubs, soldiers fired several shots into the air and one bullet killed a Muslim Brotherhood member, Adamu said. One suspect turned out to be a policeman, and the crowd finally handed both over to the police. An AP reporter saw the two badly beaten men at the hospital, along with two dozen women and children injured in the blast. It is the first attack in months in Potiskum by suspected members of Boko Haram, which follows the strict Wahabi school of Islam. In July, extremists killed four Sunni Muslims in an attack on a mosque in Potiskum.Boko Haram recently has been seizing towns and villages in neighboring Borno and Adamawa states, hoisting the black-and-white flag of al-Qaida and declaring an Islamic caliphate in a large area bordering Cameroon.Nigerias military announced that Boko Haram had agreed to an immediate ceasefire on Oct. 17, and government officials said they expected more than 200 kidnapped schoolgirls to be released quickly as a result. But the fighting and abductions have continued unabated, and Boko Haram leader Abubakar Shekau said in a video released Friday that he had never agreed to a truce. He dashed hopes for the speedy release of the girls, abducted from a boarding school in northeastern Chibok town in April, saying they had all converted to Islam and been married off.

KHULNA (AP) - Opener Tamim Iqbals restrained batting helped Bangladesh reach 193-3 on the first day of the second test against Zimbabwe on Monday. At stumps, Iqbal was 74 not out with Shakib Al Hasan on 13, leaving the Zimbabwe bowlers frustrated.Mahmudullah was the other notable scorer with 56.Iqbal made two significant partnerships with Mominu Haque (35) and Mahmudullah to lay a solid platform for Bangladesh after captain Mushfiqur Rahim won the toss and elected to bat first. The day began for Zimbabwe almost perfectly as they dismissed Shamsur Rahman cheaply to leave Bangladesh 6-1.Shamsur Rahman was the only batsman to be dismissed in the morning session when he was trapped lbw for 2 by Elton Chigumbura. The umpires decision was not out but Zimbabwe captain Brendan Taylor called for review.Mominul Haque and Iqbal helped the side back on track as the pitch gradually slowed and Zimbabwe bowled in controlled aggression. Their 72-run partnership rescued Bangladesh from the early trouble.Haque was undone by the extra bounce off Panyangara to offer a return catch.Iqbal, however, stayed solid. Relying mostly on singles, he brought up his first 50 against Zimbabwe in the last over of the lunch session when he took a single off Natsai MShangwe. It was his 17th 50 overall for which he had to concede 169 balls, making it easily his slowest 50 ever in International cricket.Zimbabwe bowlers maintained a disciplined effort throughout the day but could not distract his concentration.Iqbal formed another important partnership with Mahmdullah who was trapped lbw by Panyangra just after the new ball was taken.Along with Shakib Al Hasan, he then saw off the day without further trouble.Tinshae Panyangara claimed 2-29 while Elton Chigumbura returned figures with 1-32 for Zimbabwe.

Hyundai-Kia to pay US $100M for overstating mpg

Posted:

WASHINGTON (AP) - Korean automakers Hyundai and Kia will pay the U.S. government a $100 million civil penalty to end a two-year investigation into overstated gas mileage figures on window stickers on 1.2 million vehicles. The penalty, announced Monday by the Justice Department and the Environmental Protection Agency, is the first under new rules aimed at limiting the amount of heat-trapping gases cars are allowed to emit. Those regulations are a cornerstone of President Barack Obamas plans to combat global warming and are achieved largely through improving vehicle fuel economy. The payment could also serve as a precedent for other automakers who overstate mileage in violation of the Clean Air Act.Under the settlement, Hyundai-Kia will forfeit greenhouse gas credits worth more than $200 million because the 13 affected vehicles will emit about 4.75 million more metric tons of greenhouse gases than the automakers originally claimed. The credits could have been sold to other automakers who arent meeting emissions standards.Hyundai-Kia must also audit test results on current models, and set up an independent group to certify future test results, at a cost of around $50 million.Businesses that play by the rules shouldnt have to compete with those breaking the law, EPA Administrator Gina McCarthy said in a statement. This settlement upholds the integrity of the nations fuel economy and greenhouse gas programs. The companies, which are both owned by Hyundai and generally sell different versions of the same models, denied allegations that they violated the law. Hyundai blamed the inflated mileage on honest misinterpretation of the EPAs complex rules governing testing. Both companies said they are paying the penalties, $56.8 million for Hyundai and $43.2 million for Kia, to end the probe and potential litigation. All automakers do their own mileage tests based on EPA guidelines, and the agency does audits to make sure they are accurate. In the past two years, the EPA has stepped up audits of automaker tests. Just two weeks ago, the agency told BMW to cut mileage estimates on four of its Mini Cooper models. Ford and Mercedes-Benz also had to cut numbers on their window stickers. In November of 2012, the EPA ordered Hyundai and Kia to redo the window stickers on cars that made up about one-third of their model lineup. Generally, gas mileage was overstated by one or two miles per gallon. But the EPAs tests found the highway mileage of one vehicle, the boxy Kia Soul, was 6 mpg too high. Both automakers started a program to reimburse automakers for the difference between their mileage tests and the EPAs lower numbers. The EPA and Justice, in an agreement filed in federal court, clearly said the automakers violated the law. But the agencies said they reached the agreement because it was fair and in the public interest. The government alleged Hyundai and Kia chose favorable results rather than average results from a large number of tests. But in a statement, Hyundai blamed the problem on the EPAs regulations. The company said that some EPA mileage tests are done on a dynamometer, which is a treadmill for cars. To calculate wind drag, friction in the engine and transmission, and tire rolling resistance, automakers do tests on a track, measuring how long it takes for cars to coast down to a stop. That test yields a number that is programmed into the dynamometer. But Hyundai said automaker interpretations of the tests vary because regulations dont specify exactly how to do the tests. Tire rolling resistance, engine warm-up, winds and other factors can vary between EPA tests and those done by automakers, the company said.It was our regulatory interpretation within this broad latitude that was responsible for the ratings restatement, spokesman Jim Trainor said.
