KHAIRPUR (Dunya News) – According to initial reports, a bus traveling from Karachi to Punjab collided with a truck on the National Highway near Khairpur on early Wednesday morning, killing at least seven people and injuring another 20.Rescue teams have reached the spot and started rescue operation. According to eye-witnesses, the death is expected to rise as several injured are in very critical condition.

Olympics: Rio needs planning, not Games - US economist

RIO DE JANEIRO (AFP) - Rio de Janeiro needs proper planned investment, rather than rush through improvements tailored to a three-week Olympic Games in August next year, a top US authority on major sports events planning said Tuesday.The Olympics are not the investment you need, or maybe 20 percent. Why not spend 80 percent of your money on the stuff you do need? Resources are scarce, Andrew Zimbalist, professor of economics at Smith College, told AFP.Zimbalist, whose recent book Circus Maximus is a study in the benefits -- or otherwise - of staging World Cups and Olympics, noted the London Games of 2012 had required less in terms of infrastructure investment than Rio, which is spending roughly $11.8 billion a mix of private and public cash on the event.Rio is much more dislocating and expensive and more of a strain on the system. Theres much more commotion in displacing people from some residential areas being given over to the Games and connecting four different districts via new bus and light rail services.I am confident they will find a way to pull off the events, predicted Zimbalist, who has worked as a consultant in Latin America for the United Nations Development Program.But he expressed concern at the febrile political atmosphere which last week saw hundreds of thousands of protesters take to the streets to express anger at a huge corruption scandal at state oil firm Petrobras which has left the government of President Dilma Rousseff reeling.Two years ago Brazil saw even larger protests over rising living costs and the cost of staging the World Cup whose price tag was similar to the Olympic tab.This is pushing Brazilians to a tipping point as most of the costs will not be recovered. PARIS (AFP) - Brazil coach Dunga will revisit the site of one of his greatest disappointments when he leads out his side against France at the Stade de France in Paris on Thursday.He was the Brazil captain in 1998 when his side were surpassed by a Zinedine Zidane-inspired France in the World Cup final.And as the World Cup winner from 1994 as a player bids now as coach to reconstruct the team so humiliated on home spoil at last years World Cup, he will be aiming to banish three sets of demons.First will be his own personal anguish from a final in which Zidanes brace helped the hosts to a 3-0 victory and their first World Cup success.And then there will be the demons of a country reeling from a 7-1 semi-final humbling at the hands of eventual champions Germany, not to mention the final nail in the coffin as the Netherlands trumped them 3-0 in the third-place play-off.Luis Felipe Scolari -- who led Brazil to victory at the 2002 World Cup -- was fired following the tournament with Dunga reinstated to a post hed held from 2006-2010.There too is another demon for him to exorcise as, despite winning the 2007 Copa America, he was dismissed after Brazils quarter-final exit to the Netherlands at the World Cup in South Africa.IncomparableWhile all that may be on Dungas mind, one of his main tasks will be trying to get the best out of Neymar, widely seen as Brazils sole world class talent.He may be the third top scorer in Spains La Liga behind the incomparable duo, Barcelona team-mate Messi and Real Madrids Cristiano Ronaldo, but Neymar has been struggling for goals these past two months.He has netted just three in his last nine games, and that while Barca have been in free-scoring form on a run of 18 wins from their last 19 matches.Neymar will likely be glad to join up with the national team as he has scored seven goals in his last six Brazil matches -- including four in one match against Japan.His tally of 42 international goals at just 23 suggests he could one day threaten legend Peles mark of 77.But while he has to share the limelight at Barca alongside Messi and now Luis Suarez, with Brazil the whole team is built around him, making him the focal point of the attack.He is also the Selecaos captain, something Dunga believes will help him develop as a player.The more responsibilities he has, the more he will progress, Dunga said recently.Stopping Neymar, though, isnt France coach Didier Deschampss primary concern as he tries to build a side to compete for glory on home soil at next years European Championships.Deschampss current dilemma is who to play up front, with Real Madrids Karim Benzema, Olivier Giroud of Arsenal and Atletico Madrids Antoine Greizmann all in fine club form.Not to mention that Lyons Alexandre Lacazette is top scorer in Ligue 1 while there are also his clubmate Nabil Fekir, Marseilles Dimitri Payet and Mathieu Valbuena of Dynamo Moscow vying for roles in attacking positions.Its a nice problem to have but a plethora of attacking options does not automatically translate into goals, as Frances last two friendly results attest: a 1-1 draw with Albania and 1-0 win over Sweden.Even so, with both sides concentrating on their own attacking forces, from a fans point of view it could make for a thoroughly entertaining game.

Football: Neymar's father defends Barca deal

SAO PAULO (AFP) - The father of Brazilian star Neymar on Tuesday said the mega-transfer deal which took the striker from Santos to Barcelona was absolutely legal.It comes with Spanish prosecutors requesting a prison sentence of two years and three months for Barcelona president Josep Maria Bartomeu and seven for his predecessor, Sandro Rosell, over the so-called Neymar affair.The two men and the club are charged with tax fraud and Rosell is also accused of accounting irregularities over his time in charge.The Madrid court is also calling for a fine of 22.2 million euros ($24.1 million) against the club over the transfer deal, which has been the subject of an anti-corruption probe.I am convinced the people involved in this process proceeded at all times respecting the laws of Brazil and Spain while also respecting statutes of (world governing body) FIFA, Neymar da Silva Santos said in a statement.Prosecutors say Neymars transfer cost in 2013 was at least 83,371,000 euros and not the 57 million initially reported by Barcelona.Neymar senior did not mention Rosell or Bartomeu in his statement, but said he wanted to stress that neither he nor any of his partners were the subject of investigations, contrary to what some Brazilian media have intimated in recent days.Following months of investigation, a Spanish judge must now consider whether the case should go to trial.

IMF 'Plan B' on reforms could slash US power

WASHINGTON (AFP) - Washingtons block on crucial IMF reforms has pushed the crisis lender into discussions of other options, with one proposal potentially slashing US voting power nearly in half, AFP learned Tuesday.Talks on Plan B have emerged because patience has run out with the US Congress failure to ratify the 2010 reforms originally strongly supported by the White House.The reforms would both realign the power of members on the IMF executive board, boosting emerging countries like China and India, and double the capital resources the bank uses to support countries in financial crisis.Brazils executive director at the IMF, Paulo Nogueira Batista, has outlined a plan to delink the two components of the reforms in a way that could allow them to go ahead without requiring the US Congress to approve them.The link between these two elements is unnecessary as each pursues independent objectives that can be delivered separately. Delinking them would require the support of the US administration but not ratification by US Congress, Batista said in the proposal.The delinking proposal is constructive and simple and could clear the way for the continuation of the IMF reform process.The Brazilian plan would first advance the modest realignment of power as planned since 2010 by giving emerging countries more seats on the executive board at the cost of Europe.That proposal was long-accepted by the White House, but blocked by Congress.After that happens, the resources increase could also be enacted separately, relieving the IMFs dependence since the financial crisis on borrowed funds.That could challenge Washingtons dominant role in the Fund since it was established in 1945.Because contributions to IMF resources determine a countrys voting quota, if Congress still does not give its support, its quota could fall from 17.7 percent to 9.8 percent, according to Batistas plan.That drop is significant because major IMF board decisions require 85 percent of quotas in support, giving the United States unique veto power.Batista allows that a deal could be done to allow Congress time to reconsider and endorse the resource increase, restoring Washingtons veto.With carefully chosen language such decisions can provide adequate assurances to the US Administration that the delinking option would preserve, de facto, its veto power over decisions requiring 85 percent, he said.In the meantime, Fund members able to consent to their quota increases would be allowed to replenish the Funds permanent resources.

WASHINGTON (AFP) - NASAs Curiosity rover has found nitrogen on the surface of Mars, a significant discovery that adds to evidence the Red Planet could once have sustained life, the space agency said Tuesday.By drilling into Martian rocks, Curiosity found evidence of nitrates, compounds containing nitrogen that can be used by living organisms.The Curiosity team has already found evidence that other ingredients needed for life, such as liquid water and organic matter, once existed at the site known as Gale Crater.Finding a biochemically accessible form of nitrogen is more support for the ancient Martian environment at Gale Crater being habitable, Jennifer Stern of NASAs Goddard Space Flight Center in Greenbelt, Maryland said in a statement.Nitrogen is essential for all known forms of life, because its a building block of DNA and RNA.However, there is no evidence to suggest that the fixed nitrogen molecules found by the team were created by life, NASA cautioned.The surface of Mars is inhospitable for known forms of life.The research team suggested that instead, the nitrates are ancient and likely came from meteorite impacts, lightning and other non-biological processes.On Earth and Mars, nitrogen is found in the form of nitrogen dioxide gas -- two atoms locked together so tightly that they do not react easily with other molecules.The nitrogen atoms must be separated or fixed so they can participate in the chemical reactions needed for life.On Earth, certain organisms are capable of fixing atmospheric nitrogen and this process is critical for metabolic activity, NASA said.However, smaller amounts of nitrogen are also fixed by energetic events like lightning strikes.Curiosity is currently at the foot of Mount Sharp, an 18,000-foot (5,500-meter) mountain formed by sedimentary layers.In December, the robot detected regular methane emissions near the Martian surface, but its source is unknown.Scientists do not expect Curiosity to find aliens or living creatures on Mars, but they hope to use it to analyze soil and rocks for signs the key elements to life are present and may have supported life in the past.The $2.5 billion Curiosity rover also aims to study the Martian environment to prepare for a possible human mission there in the coming years.US President Barack Obama has vowed to send humans to the planet by 2030.

Alps plane crash heartbreaking, Obama says

WASHINGTON (AFP) - President Barack Obama offered the United States condolences after a German airliner crashed Tuesday in the French Alps en route from Spain, calling it heartbreaking.All 150 passengers and crew died when the Germanwings airliner came down in a remote area -- victims included 16 German teenagers on a school trip.Its heartbreaking because it apparently includes the loss of so many children, some of them infants, Obama said, adding that he had called Germanys Chancellor Angela Merkel.Our teams are in close contact, and were working to confirm how many Americans may have been on board. Germany and Spain are among our strongest allies in the world.Obama also called Spanish Prime Minister Mariano Rajoy, offering US assistance.The president conveyed his condolences and those of the American people to Spain and to the families of those lost on the flight, a White House statement said.

Senator Ted Cruz to sign up for 'Obamacare:' reports

WASHINGTON (AFP) - Senator Ted Cruz is among Americas most vocal opponents of Obamacare, but the newly-announced presidential candidate is reportedly about to sign up for the health care program he loves to hate.We will presumably go on the exchange and sign up for health care and were in the process of transitioning over to do that, Cruz told The Des Moines Register on Tuesday.One day earlier, the 44-year-old freshman senator became the first major Republican politician to formally declare his campaign for the White House.In his announcement speech, Cruz proclaimed that if elected he would repeal every word of Obamacare.Meanwhile, he is signing up for the coverage as a requirement for members of Congress.The lawmakers family has been covered under the plan held by his wife Heidi Cruz through her employer Goldman Sachs.But Cruz told the Register that his wife is going on an unpaid leave of absence to join him full time on the campaign trail.The health care exchanges that Cruz would join became law under the Affordable Care Act (ACA).They constitute an online marketplace where small businesses, and individuals including the uninsured, can purchase health coverage.As a US lawmaker, Cruz will choose his insurance through the DC Health Link small business market.According to federal guidelines, members of Congress receive a government contribution if they purchase coverage through the ACA.Asked whether he would accept the government contributions, Cruz told CNN he will follow the text of the law.He reiterated his intent to keep fighting for a full Obamacare repeal, even though some Republicans have quietly and privately given up on that fight.The ACA came into effect five years ago Monday.

US lifts sanctions on Cuba-linked shippers, traders

WASHINGTON (AFP) - The United States on Tuesday removed sanctions on nearly five dozen shipping companies, trading firms and individuals that had been blacklisted for links to Cuba.The sweeping delisting came as Washington and Havana progress in negotiations to restore diplomatic relations after more than 50 years of hostility.Most of the companies removed from the US Treasury sanctions list were based in Panama.Also included were several ships registered elsewhere, and two firms in Florida.The US Treasury gave no details on why the companies had been on its sanctions list, but according to the Cuba-based news agency Prensa Latina, they are Cuban-controlled or have links to Cuba.Last week Washington and Havana wrapped up a third round of talks on normalizing relations, which were focused on the path towards reestablishing formal relations and reopening embassies.President Barack Obama is keen for the two countries to reopen embassies ahead of the Summit of the Americas in Panama on April 10-11.But the communist island has insisted it first be removed from the US blacklist of state sponsors of terror.The two sides remain at odds on several other thorny issues, such as compensation for American property nationalized after the Cuban Revolution and freedom of movement for diplomats.And lifting the trade and financial embargo the United States slapped on Cuba in 1962 would require approval from Congress -- a difficult political battle with both houses currently under Republican control.The two sides are next due to meet in late March, when they will address the delicate issue of human rights for the first time.

Yemen's Hadi again pleads for UN Security Council help

UNITED NATIONS (AFP) - Yemeni President Abedrabbo Mansour Hadi again pressed the United Nations Security Council on Tuesday to pass a binding resolution to halt the advance of Huthi militias on Aden, where he has taken refuge.In a letter addressed to the current French presidency of the council, Hadi paints a dark picture, raising concerns that Al-Qaeda will seize the current instability to spark further chaos.He also referred to an unspecified missile capability looted from the legitimate authority, and asked the Security Council to take control of the missiles.Invoking the UN principle of individual or collective self-defense, the president called for the council to pass a binding resolution under Chapter VII of the UN Charter.He asked that the measure invite countries to provide immediate support for the legitimate authority by all means and measures to protect Yemen and deter the Huthi aggression expected to occur at any hour from now in several strategic cities, including Aden.Hadi fled to Aden after escaping house arrest in the capital Sanaa last month.The council has so far only released a declaration of support for Hadi, during an emergency meeting the president requested Sunday.Diplomats on the council said no new meeting has been planned at this time.In his letter, Hadi said he had asked Gulf Cooperation Council members and other countries that belong to the Arab League to provide immediate support, including military intervention to help battle the Huthi militia.The militia, backed by troops allied to former president Ali Abdullah Saleh, earlier clashed with forces loyal to Hadi in at least two southern provinces as they pushed on Aden.

AUCKLAND (AFP) - Distraught South Africa captain AB de Villiers laid the blame for the World Cup semi-final loss to New Zealand on a string of costly errors led by his own failure to run out Corey Anderson.Anderson was on 33 at the time and scored a further 25 in a 103-run partnership with match-winner Grant Elliott.Elliott clouted a colossal six off the second-to-last ball of the game to get New Zealand home by four wickets as they reeled in a 298-run target, revised under the Duckworth/Lewis method in the rain-affected game.South Africa, batting first, made 281-5 after the match was reduced to 43 overs a side following a two-hour rain interruption.De Villiers, who proclaimed before the semi-final that South Africa would go on to win the Cup, believed it was a defendable target and his team had paid a high price for their own errors.We had our chances especially in the second half of the game and we didnt take them so its difficult to say what kind of emotions Im feeling. Its obviously painful, said the captain, who had made an undefeated 65 when his team batted.There were lots of people back home supporting us. It hurts to think of all of them. We wanted so badly wanted to take that trophy back home.De Villiers had a chance to break the Elliott-Anderson partnership with a run out when, with Anderson nowhere near the crease, he dropped the ball and removed the bails with his hand.I tried my best to catch it but I didnt. Life moves on. I didnt take that unfortunately, but yes if you want to see it that way that I cost us then Ill gladly take it.De Villiers said it was no consolation in knowing he had taken part in a classic match.We play to win games of cricket to take glory home and make a difference in our nations heart and hope, and we didnt do that. It hurts quite a bit. Gutted. We had our chances and didnt take them.In the final over, the plan was for Dale Steyn to try to lure Elliott into thinking the last two balls would be yorkers but instead they would be length balls.We were hoping he would play and miss but he played one of the best shots of his life. Probably the best.De Villiers ruled out using the rain as an excuse, despite South Africa losing seven overs when they had set themselves up for a big charge at the end of their innings.We had opportunities to adjust and we did and I felt it was enough. The chances we had in the second innings showed that it was enough, he said.So I dont think it played a big role in the game. We always talk about expecting the unexpected, and the unexpected happened today, and we adjusted as well as we could, and it wasnt good enough at the end.
