S&P raises Pakistan's outlook, forecasts higher growth

KARACHI (AFP) - Standard and Poors on Tuesday revised Pakistans credit rating outlook from stable to positive and forecast higher GDP growth for 2015 to 2017, amid a stint of economic reforms.In a statement, the agency said the country had made significant progress in stablising its economic, fiscal and external performance, alongside eased financing conditions.We are therefore revising the outlook on the long term ratings on Pakistan to positive from stable, the agency said, affirming a B- rating.S&P also revised its earlier average growth estimates for 2015 to 2017 to 4.6 percent from 3.8 percent.This reflected strong capital inflows and remittances, and lower oil prices, which support business confidence and investment spending, it said.Pakistans GDP grew by 4.1 percent in the fiscal year ending June last year.Net foreign exchange reserves with the central bank reached $12.36 billion dollars in recent weeks from just $3.2 billion in January 2014.The International Monetary Fund (IMF) has voiced satisfaction with Pakistans progress on reforms required under a $6.6-billion bailout agreed in 2013.The loan came on condition that Pakistan -- which was suffering an energy crisis -- would carry out extensive economic reforms, particularly in the energy and taxation sectors.In March, Moodys upgraded Pakistans dollar bonds rating one notch from stable to positive.Militant-plagued Pakistan has been trying to boost its flagging economy since Prime Minister Nawaz Sharif was elected nearly two years ago.

US oil prices rise above $60 on Libya strife

NEW YORK (AFP) - US oil prices shot up above $60 a barrel for the first time this year Tuesday as reports of rising tensions in petroleum-producer Libya fueled bullish momentum.US benchmark West Texas Intermediate for delivery in June jumped $1.47 to $60.40 a barrel on the New York Mercantile Exchange. European benchmark Brent oil for delivery in June advanced $1.12 to $67.52 a barrel in London.Its been strong all day, said John Kilduff, founding partner at Again Capital. Sixty dollars was a psychological level that got eclipsed. Kilduff and other analysts cited reports that protests in Libya had shut oil deliveries to a port in the eastern part of the North African country. The Libya news was the catalyst we basically needed, Kilduff said.Kilduff said oil was also lifted by worries about stability in the broader Middle East due to ongoing strife in Yemen and news that US naval forces have begun accompanying US ships in the Strait of Hormuz after Iran seized a cargo vessel.But Citi Futures analyst Tim Evans noted that oil traders have generally been in a more bullish mindset since US crude prices skidded below $45 a barrel in mid-March. The petroleum markets are on the upswing, with headlines on a drop in Libyan crude oil production due to protests helping to justify the advance, Evans said in a note. Its worth noting, however, that to some extent it is the rally in price that is driving the search for bullish news rather than genuine risk of market tightness.Wednesdays US oil inventory report could lend further upward momentum given the reaction to recent storage reports, where any minor decline in production or even a slowing in the rate of stock accumulation is deemed as bullish, Evans added.

Australian FM arrives today for 2-day visit

Britain's UKIP suspends candidate over shooting threat

LONDON (AFP) - Britains anti-EU, anti-immigration UK Independence Party on Tuesday suspended a parliamentary candidate two days from a general election for apparently threatening to shoot a rival.Robert Blay, a candidate for North East Hampshire in southern England, was filmed by the Daily Mirror newspaper insulting Conservative rival Ranil Jayawardena and calling him not British enough.In the video, Blay remarked that Jayawardena had been tipped to be Britains first Asian prime minister.If he is I will personally put a bullet between his eyes, Blay said in the footage.If this lad turns up to be our prime minister I will personally put a bullet in him. Thats how strong I feel about it... I wont have this fucker as our prime minister. I absolutely loathe him.A UKIP spokesman described Blays comments as abhorrent and said he had been immediately suspended from the party.The party, which campaigns for Britain to leave the EU, has fought to shake accusations of racism after several prominent members and candidates were caught up in scandals over their views.Jayawardena, whose father emigrated to Britain from Sri Lanka, is expected to win the constituency for the Conservative party of Prime Minister David Cameron.In the footage, Blay said Jayawardenas family had arrived in the country too recently and described him as not British enough to be in our parliament.Referring to the Conservative party colour of blue, Blay said Ive always said in my constituency you could put a monkey out there with a blue rosette on and it would win.UKIP said that Blay had been suspended from the party as soon as the video was brought to their attention.Any comments of this sort have absolutely no place in British politics or public life, and the party would like to take this opportunity to apologise to Mr Jayawardena for any distressed caused, a spokesman said.UKIP, a once-fringe party that campaigns to reduce immigration and end Britains membership of the European Union, has surged in popularity in recent years.It currently has 14 percent support according to a BBC poll of polls, and is predicted to win a handful of seats in Britains knife-edge general election on Thursday.No party is predicted to win a majority in the vote, and UKIP has said it could support a government that will hold a referendum on whether Britain should leave the EU -- something Cameron has promised if he is re-elected as prime minister.

Dollar drops as poor trade data cloud rate hike outlook

NEW YORK (AFP) - The dollar slid against the euro Tuesday after US data showed a sharp rise in the trade deficit that raised questions about the outlook for an increase in interest rates.The US trade deficit swelled more than 40 percent to $51.4 billion in March, the largest gap since October 2008, the Commerce Department reported. The stronger dollar in March, coupled with the end of the West Coast port shutdowns, largely unleashed the record flood of imports that far offset a small gain in exports.The greenback is softer, with lower US Treasury yields and soft trade data restraining the US currency, said Eric Viloria, a currency strategist at Wells Fargo Securities.The euro bought $1.1185 around 2100 GMT, up from $1.1146 late Monday.The large deficit was expected to force the government to lower its estimate for the first-quarter economic growth rate, originally put at 0.2 percent.It also cast a question mark over the timing of the Federal Reserves plan to raise near-zero interest rates. A rise in rates is typically supportive of the dollar.But analysts said the market was waiting for Fridays US jobs report for April to gauge the economys strength to weather a rate hike.The labor market numbers are much more important to the Fed than GDP growth, which is much more volatile than employment and is revised forever, said Ian Shepherdson of Pantheon Macroeconomics.The euro gained despite a spike in tensions over Greeces debt crisis, with the Greek government blaming its creditors -- the European Union and the International Monetary Fund -- for holding up an agreement that would unblock 7.2 million euros ($8.1 billion) in bailout cash.There have been some improvements in eurozone data but we believe that EUR/USD should be trading lower especially since higher yields will hurt Europe at a time when the US is expected to grow more swiftly, said Kathy Lien of BK Asset Management in a note.

Suit filed against Pacquiao for not disclosing injury

LAS VEGAS (AP) - Manny Pacquiao and his handlers have been hit with a lawsuit asking for damages for anyone who paid to watch his fight with Floyd Mayweather Jr. because he failed to disclose his shoulder was injured.The suit was filed Tuesday in federal court in Las Vegas on behalf of two plaintiffs, identified as Staphane Vanel and Kami Rahbaran.It alleges that the two were defrauded after paying to watch the fight, and seeks class action status on behalf of anyone who bought tickets, pay-per-view or bet on the fight.The suit comes as Nevada boxing regulators are looking into possible disciplinary action against Pacquiao for failing to disclose the injury suffered in training for the fight. Pacquiao, who would go on to lose a unanimous decision, is expected to undergo surgery this week for a rotator cuff tear.In particular, members of the Nevada Athletic Commission want to know why Pacquiao checked no when filling out a state form the day before the fight that asked whether he had a shoulder injury.Our job is to protect the health and safety of fighters and the integrity of the sport, commission chairman Francisco Aguilar said. We expect our fighters to be forthright.Pacquiaos promoter, Bob Arum, said earlier the injury suffered four weeks before the fight appeared to have sufficiently healed, but Pacquiaos handlers still unsuccessfully sought to get a pain-killing shot in the shoulder in the dressing room before the fight.Pacquiao said he reinjured the shoulder in the fourth round when he landed his best punches of the night against Mayweather.Meanwhile, Mayweather said in a text to ESPN personality Stephen A. War-torn Somalia 'turning around', Kerry says in landmark visit

MOGADISHU (AFP) - US Secretary of State John Kerry said Tuesday that war-torn Somalia was facing a better future, as he made a landmark visit as the most senior US official to visit since Washingtons doomed military intervention more than two decades ago.The top US diplomat spent just a few hours in the capital, Mogadishu, and did not venture out of the heavily-fortified airport, where he met Somalias internationally-backed President Hassan Sheikh Mohamud and Prime Minister Omar Abdirashid Ali Sharmake.More than 20 years ago, the United States was forced to pull back from your country, Kerry said, referring to the infamous Black Hawk Down battle of 1993, when 18 American soldiers and hundreds of Somalis were killed during a military and humanitarian intervention that went wrong.I visited Somalia today because your country is turning around, Kerry said. Now we are returning in collaboration with the international community and bearing high hopes - but also mixed with ongoing concerns.Kerrys visit was aimed at giving a diplomatic push to Somalias fragile government in their fight against Al-Qaedas Somalia branch, the Shebab. Despite losing territory, the militants have continued to attack in the capital, across the country, and in neighbouring states.The next time I come, we have to be able to just walk downtown, Kerry said as he met President Mohamud, whose presidential compound -- the Villa Somalia -- has been a regular target of Shebab suicide attackers.Downtown Mogadishu is very different now than it was two years ago, the Somali president replied, asserting that security was steadily improving and describing Kerrys flying visit as a great moment for the chronically unstable nation.Kerry promised further US support for Somalia, a country wracked by war and repeated humanitarian crises since the collapse of Siad Barres hardline regime in 1991.We all have a stake in your success. The world cannot afford to have places on the map that are essentially ungoverned. That is why Somalias return to effective government is an historic opportunity, Kerry said in a video message to the people of Somalia.The United States is prepared to do whatever we can to help Somalia get the security, the prosperity, and the peace that you deserve.Drone strikesKerry thanked Burundi, Djibouti, Ethiopia, Kenya and Uganda which contribute troops to the 22,000 African Union mission in Somalia (AMISOM) that defends the government in Mogadishu and fights the Shebab.Since 2007 the US has spent more than half a billion dollars funding AMISOM, US officials said.During the same period the US has carried out more than a dozen air and drone strikes against militants, according to the London-based Bureau of Investigative Journalists which tracks US covert operations. In September US missiles killed Shebab leader Ahmed Abdi Godane.Kerry also met with civil society leaders inside the airport compound, a giant seaside complex ringed by razor wire and blast walls, and which is also the military base of the AMISOM force.Other senior foreign officials and leaders have visited Mogadishu in recent years, including UN chief Ban Ki-moon, Britains former foreign minister William Hague and Turkish President Recep Tayyip Erdogan -- but such visits are generally quick, secretive affairs to minimise the risk of Shebab attacks.The appointment of President Mohamud in 2012 was supposed to signal the beginning of the end of years of instability with elections due in September 2016.However, the State Department official said that elections as we know them were not going to happen.This is not going to be a one-man, one-vote election as we would have hoped it to be, said the official.Instead the US is now eyeing some form of election or selection that is different from what theyve done before.Mohamud was elected by parliamentarians who were hand-picked by clan elders.In February the US appointed its first ambassador to Somalia in 25 years, although Kerry said there was no fixed timeline for reopening the embassy inside Mogadishu, with the ambassador based in Kenya.Kerry returned to Nairobi on Tuesday evening. He leaves on Wednesday for a visit to Djibouti, a key regional ally and host to US base.

Four killed in Baghdad car bombing near Shiite HQ

BAGHDAD (AFP) - A car bomb blast near the Baghdad headquarters of a Shiite militia fighting the Islamic State jihadist group in Iraq killed at least four civilians on Tuesday, police said.A police colonel told AFP that 13 other people were wounded in the explosion near the headquarters of Kataeb Imam Ali in the Karrada area of central Baghdad.The bomb went off in front of the Royal Hotel, less than 500 metres (yards) away, leaving the headquarters untouched but damaging cars and the hotel lobby, an AFP photographer said.There was no immediate claim of responsibility for the attack, the second in Karrada since Saturday when 15 people were killed in a car bombing outside a popular restaurant.Saturdays attack was claimed by the Islamic State group.

Zimbabwe to import 700,000 tonnes of corn to avert hunger

HARARE (AFP) - Zimbabwe will import 700,000 tonnes of the staple corn to avert hunger after annual crop yields shrunk by nearly half due to poor rains, the national television network reported Tuesday.The final crop assessment report shows that the countrys maize production went down by 49 percent, hence the need to import more grain, Zimbabwe television said quoting Agriculture Minister Joseph Made.The minister said the bulk of the corn crop was written off after an erratic rain season.It was not immediately clear where the corn will be imported from but Zimbabwe has in the past bought grain in neighbouring Zambia and South Africa.But it is expected to add pressure on the cash-strapped government that is already struggling to pay public service workers salaries.The UNs Food and Agricultural Organisation (FAO) says Zimbabwe needs around 1.8 million tonnes of corn to feed its people annually.The unfavourable rains in Zimbabwe, particularly impacting the low-producing regions in the south resulted in a write-off of nearly 300,000 tonnes, the FAO said in its latest report.For years the country has suffered a food deficit which President Robert Mugabe blames on low rainfall caused by climate change.But his critics say the low yields are a result of Mugabes controversial land reforms which saw the seizure of white-owned commercial farms for redistribution to landless blacks, most of whom lacked the means and skills to farm.Mugabe earlier this year admitted that he blundered by giving ill-equipped black farmers vast tracts of farmland seized from whites under his controversial land reforms.

US trade deficit balloons to six-year high in March

WASHINGTON (AFP) - The US trade deficit swelled in March to a six-year high as imports surged after the end of the West Coast port strike and the dollar stayed strong.The yawning trade gap raised expectations that the initial estimate of first quarter growth in the worlds largest economy could be cut from a weak 0.2 percent annual rate to possibly a contraction, with no momentum heading into the second quarter.The trade gap was $51.4 billion in March, the largest since October 2008 amid the financial crisis, the Commerce Department reported Tuesday.The deficit ballooned more than 40 percent from February in the largest month-over-month advance since 1996. The February deficit was $35.9 billion, having fallen sharply from January.The March deficit roared past analyst expectations of $40.0 billion as the sizzling pace of imports dwarfed exports.Imports surged 7.7 percent, the largest monthly increase on record, to $239.2 billion from $222.1 billion in February.Consumers armed with the strong dollar snapped up cheaper imports, pushing consumer goods imports to a record $54.2 billion.Exports edged up 0.9 percent to $187.8 billion amid a sluggish global economy and as the strong dollar made US goods and services more expensive to buy.The end of the West Coast ports slowdown in late February, in a deal between management and dock workers, unleashed a flood of imports that had been backed up for months.Clearance of the backlog from the West Coast port disruptions combined with the effects of a strong dollar led to the widest deficit since 2008, said Kyle Hillman of Moodys Analytics.Petroleum imports fell to $15.4 billion, the lowest since September 2004, helped by lower prices. The average price of imported crude oil was $46.47 a barrel, a level last seen in March 2009.Goods trade data showed a sharply smaller deficit with Canada, the largest US trade partner, at $762 million in March as the US sold its neighbor more cars and imported oil at cheaper prices.Meanwhile, the politically sensitive goods trade gap with China soared to $31.2 billion from $22.5 billion, led by imports of cell phones and computers.Ports backlog skews dataAnalysts pointed out that the volatility in the February and March trade data were probably largely due to the West Coast port delays, whose impact was fading in March.We do not view such a large trade deficit as a new trend for the US, said Barclays analyst Jesse Hurwitz.We do expect the net trade balance to drag on overall growth over the next several quarters as solid domestic consumption coupled with a stronger dollar favor growth in imports.Ian Shepherdson of Pantheon Macroeconomics noted the March trade deficit was bigger than what the government estimated in its first-quarter report on gross domestic product growth.The economy very probably shrank in the first quarter, as it did last year, Shepherdson said. Growth then averaged 4.8 percent in the following two quarters, so no need to be despondent.

France's Hollande in Saudi calls for death penalty ban

RIYADH (AFP) - French President Francois Hollande called on Tuesday for abolition of the death penalty, speaking in Saudi Arabia which this year has seen a large rise in the number of executions.The ultra-conservative Gulf kingdom has executed 78 locals and foreigners, compared with 87 during all of 2014, according to an AFP count.Hollande, who attended the Gulf Cooperation Council summit in Riyadh on Tuesday, said: France is campaigning across the world to abolish the death penalty.The death penalty should be banned, he told reporters after meeting GCC leaders including Saudi King Salman.He said Pariss position towards the death penalty is not because one of our citizens could be a victim of an execution, referring to Frenchman Serge Atlaoui who is on death row in Indonesia.Hollande said he would make the call to ban executions everywhere, and regardless who is involved. And I do it here too from Riyadh.Just hours before Hollandes arrival on Monday in Saudi Arabia, the kingdom beheaded five foreigners for murder and robbery, adding to what Amnesty International has called a macabre spike in the number of executions in the country.The five were two Yemenis, a Chadian, an Eritrean and a Sudanese.London-based Amnesty ranked Saudi Arabia among the worlds top three executioners of 2014.Drug trafficking, rape, murder, apostasy and armed robbery are all punishable by death under the Gulf nations strict version of Islamic sharia law.The interior ministry has cited deterrence as a reason for carrying out the punishment.

Greenpeace says India office may close within a month

NEW DELHI (AFP) - Greenpeace India said on Tuesday it may be forced to shut down operations in the country within a month after the government blocked it from receiving foreign funding.Executive director Samit Aich said the environmental groups cash reserves were drying up and it would soon no longer be able to afford staff salaries and office running costs.Greenpeace has accused the right-wing Indian governments Ministry of Home Affairs (MHA) of freezing its bank accounts in a bid to close it down.My staff deserve to know the truth, Aich said in a statement. We have one month left to save Greenpeace India from complete shutdown, and to fight MHAs indefensible decision to block our domestic accounts.Last month the Indian government withdrew the green watchdogs foreign funding licence, citing violations of rules governing international financial transactions.Following the ban Greenpeace said even many donors in India were unable to deposit money into the groups local accounts. It said it suspected they had been blocked by the government.India has accused Greenpeace of damaging the countrys economic interests through its campaigns against mining and nuclear projects.Prime Minister Narendra Modis government has clamped down on many activist groups since he took over last May, including restricting direct transfers of foreign donations. It blames campaigns by non-profit groups for causing delays in major industrial projects.India recently banned the the US-based Ford Foundation from funding local charities without its permission, saying it was necessary to ensure funds are used for bona fide welfare activities without compromising on concerns of national interest and security.MHA said it had recently cancelled the foreign funding licences of 9,000 NGOs, claiming they had failed to file annual tax returns.Aich said 340 employees would lose their jobs if Greenpeace India closes.

BERLIN (AFP) - Qatari authorities say they arrested a German television crew for filming a documentary without permission, not because of corruption allegations or the building conditions for the 2022 World Cup it exposed.Sold Football - Sepp Blatter and the power of FIFA was screened on Monday by German broadcaster ARD and highlights harsh conditions facing migrant workers building stadiums in Qatar.In the documentary, a member of FIFAs executive committee admits a business deal around the time the World Cup was awarded with leading companies in Qatar and Russia, which will host the 2018 tournament.It has emerged that while shooting, the crew were taken into custody for 14 hours in Qatar and interrogated by state security officials.The Germans were only allowed to leave the country five days later without their filming equipment, laptops and mobile phones which were confiscated.All their electronic devices were sent back to Germany separately, but arrived partially damaged after a four-week delay and all data had been deleted, according to their claims.Now its public. We got arrested in Qatar, interrogated by the police and the intelligence service. Not allowed to leave the country for days, ARD reporter Florian Bauer wrote on Twitter on Monday night.ARD say the reporting team had failed to obtain permission to film through the correct channels and various requests for interviews had not been answered.But authorities in Qatar say the arrests were made because the crew filmed without permits and they claim a second German television crew -- who had permission -- encountered no such problems.The journalist and the film crew concerned were not arrested as a result of reporting on allegations surrounding the 2022 FIFA World Cup Qatar or FIFA, said a statement from Qatars Supreme Committee for Delivery & Legacy (SC).Any media outlet wishing to film in Qatar requires a film permit to do so, as is common in many countries.Any working journalist who has visited Qatar will be aware of this process and understand filming in specific locations without permission runs the risk of legal repercussions.The journalist in question has visited Qatar several times before.Furthermore, during the same period a second film crew from the same German network also visited Qatar, gaining access to numerous locations and stakeholders throughout the country.To our knowledge they encountered no such problems.
