Lavrov and Kerry to meet in Zurich for Syria talks

MOSCOW (AFP) - Russian Foreign Minister Sergei Lavrov and US Secretary of State John Kerry will meet in Zurich on Tuesday next week for talks on Syria and Ukraine. During a telephone call, Lavrov and Kerry agreed to hold a personal meeting on January 20 in Zurich, the Russian foreign ministry said Thursday.The foreign affairs chiefs in their conversation continued examining ways to resolve the Syrian crisis and the conflict in Ukraine, the ministry said.It said Kerry and Lavrov were talking on the instructions of the Russian and US presidents after Vladimir Putin and Barack Obama spoke by telephone on Wednesday about the crises in Syria and Ukraine.In Washington, Kerrys spokesman John Kirby confirmed the meeting, and said the US side had raised concerns about Russias tactics in the conflict in Syria.The secretary again expressed his concern, deep concern, over attacks on civilians by Russian and regime military forces, he said.Kerry called on Russia to pressure its Syrian allies into allowing humanitarian aid to the Syrian people, particularly in besieged and hard-to-reach places.In their call, Putin and Obama discussed the effort to bring about a political transition inside of Syria, White House spokesman Josh Earnest said.The United Nations envoy for Syria, Staffan de Mistura, said Wednesday that the permanent Security Council members -- Britain, China, France, Russia and the United States -- had pledged to take immediate action to push for deliveries of aid to besieged areas of Syria.In December, the UN Security Council unanimously adopted a resolution endorsing a peace process to end the nearly five-year war in Syria, without touching on the contentious issue of the fate of Syrian President Bashar al-Assad.

14 dead in Japan ski bus accident

TOKYO (AFP) - Fourteen people were killed and dozens injured when a bus taking them to a ski resort ran off a mountain road in central Japan early Friday, the government said.The fully loaded bus with 41 people on board was driving from Tokyo to a ski resort in Nagano prefecture when it veered off the road in the resort town of Karuizawa in southern Nagano, according to the government.Chief Cabinet Secretary Yoshihide Suga told a news conference in Tokyo that 14 people were killed and 27 others were injured in the single vehicle crash.Suga, the top government spokesman, said the transport ministry had launched an investigation into the accident, sending inspectors to the site.Television footage showed the bus overturned in woods with its front window completely shattered after it broke through a crash barrier.The bus was descending from a pass before dawn, a local police spokesman told AFP, while local media said it was carrying passengers on a tour package sold by a Tokyo travel agency.Japan in recent years has seen several high-profile bus accidents, some blamed on drivers falling asleep at the wheel.

German town sends refugee bus to Merkel's office

BERLIN (AFP) - A German small town Thursday sent a bus with 31 Syrian refugees on a road trip to Chancellor Angela Merkels office in protest against her liberal migrant policy.The Bavarian district chief behind the journey to Berlin, Peter Dreier, said his rural area was buckling under the strain of a mass influx that brought 1.1 million migrants to Germany last year.Local citizens had told him its time we set a limit, he said. We are trying to help these people integrate. But that wont work if this year we face another wave of one million, or even more.Calling the trip an act of desperation, he said he had warned Merkel about his plans in a phone call last October, and had announced it to her office on Wednesday.Pro-refugee activists condemned the trip as a publicity stunt that exploited the refugees.The coach, carrying Syrian men with asylum status, left the southern town of Landshut in the morning and arrived at around 1700 GMT outside the chancellery, to be greeted by a large throng of media but no representatives of Merkels government.Merkels spokesman Steffen Seibert in a statement said that housing refugees was the task of state and local governments, who received federal support for this.The city state of Berlin had promised to help out and put up the 31 for the first night, Seibert said.Dreier, who had travelled to Berlin separately by car, said he was disappointed by Merkels refusal to engage, calling it an attempt to ignore and negate the problem.While media and police stood around the bus, Berlin city officials inside were seen negotiating with the Bavarians, as Syrians looked on with worried faces, glancing nervously at the TV cameras outside.After two hours, Dreier said he had agreed to personally pay for the refugees first night in a Berlin hotel, stressing that the bus had also been laid on by a private person, not with taxpayers money.He said some of the refugees wanted to later take a look at available Berlin accommodation, others had asked to travel on to another city, Hamburg, and whoever wanted to could return to Landshut.Lets get some rest and see tomorrow, said Dreier, of the small party Free Voters, sporting a traditional Bavarian coat for his trip to the capital.The head of German refugee support group Pro Asyl, Guenther Burkhardt, criticised the refugee road trip, saying people are being exploited for the sake of media footage.This doesnt solve the problems... this is a stunt that misuses the plight of refugees to send the message We want to close the borders, he said.Merkel has been praised for opening Germanys doors to those fleeing war and misery, but has also weathered harsh criticism, especially from Bavaria state, the main gateway for arriving refugees and migrants.Dreier said there is no end in sight to the wave of refugees, and our countrys ability to house them in a dignified way is deteriorating rapidly. And I dont see new apartments being built for the immigrants.He said his district had 66 migrant facilities, and around 70 more refugees were coming every week.Although the 31 Syrians had official asylum status and were now free to look for a home anywhere in Germany, he said he had been keeping them in shelters so they would not end up homeless.

Football: Real Madrid, Atletico hit by one year transfer bans

MADRID (AFP) - Spanish giants Real Madrid suffered another institutional embarrassment on Thursday as they and rivals Atletico Madrid were banned by FIFA from buying players for one year over their dealing in under-age players.The ban will start from the July transfer window this year and finish with the January transfer market in 2017 meaning newly appointed Real coach Zinedine Zidane will be unable to strengthen his squad this summer.Atletico were also fined 900,000 Swiss francs (820,000 euros) and Real 360,000 (330,000 euros). However, both clubs are still allowed to sign players until the end of the month.The two clubs were found to have violated several provisions concerning the international transfer and first registration of minor players as well as other relevant provisions with regard to the registration and participation of certain players in competitions, said a FIFA statement.Both clubs announced their intention to appeal the ban.Real Madrid will appeal this decision by FIFA to all sports authorities, considering it absolutely inadmissable, read a statement on the Madrid website.We will appeal, we think we are right and I think this is unjust, said Atletico president Enrique Cerezo.European champions Barcelona have just completed a one year ban for similar reasons.Barca were initially banned in April 2014, but managed to delay the sanction taking effect until the transfer windows in January and the summer of 2015 by launching an ultimately unsuccessful appeal to the Court of Arbitration for Sport (CAS).By delaying the ban, Barca managed to sign the likes of Luis Suarez and Ivan Rakitic in the summer of 2014 to propel them to a treble of La Liga, Champions League and Copa del Rey, a route potentially open to both clubs depending on how quickly CAS can hear their appeals.Real and Atletico were issued with a reprimand and given 90 days in which to regularise the situation of all minor players concerned, FIFA said. They can still sell players during the transfer ban.FIFA said the alarm was raised over the two clubs by FIFAs Transfer Matching System and its disciplinary committee completed the inquiry.Under international football rules, players under 18 cannot be transferred to another country, except in limited circumstances. All transfers need the approval of a special FIFA committee.However, the Spanish league labelled the sanctions disproportionate and called for a change in the rules, claiming they dont have the desired effect of protecting the rights of minors.Madrid admitted in January that they had supplied FIFA with the details of 51 players as part of their investigation, which they claimed were exempt from the regulations for various reasons.The news is the latest off-field blow for Real having sacked two Champions League winning coaches in Carlo Ancelotti and Rafael Benitez in the past seven months, as well as being thrown out of the Copa del Rey for fielding an ineligible player.The signing of Manchester United goalkeeper David de Gea was also frustrated at the last minute in August as the clubs failed to register the required paperwork in time.The sanction could also be bad news for the likes of Paris Saint-Germain and Manchester United, who had targeted Madrid stars Cristiano Ronaldo and Gareth Bale, with Real highly unlikely to dispose of their best players without the chance to sign suitable replacements.La Liga leaders Atletico Madrids usually hectic transfer policy will also be put on hold.However, Diego Simeones men look well-placed to cope with the ban having invested heavily in young talent over the past year.Not being able to sign is a problem because the seasons are very long and you always need players. SAN JUAN (AFP) - Last years winner Nasser Al-Attiyah won Thursdays Dakar Rally 11th stage, held in searing heat which made the going extra tough for the motorbike competitors.Mini driver Al-Attiyah picked up his second stage victory of this years Dakar, completing the drive from La Rioja to San Juan almost six minutes clear of Sebastien Loeb.Nine-time world rally champion and Dakar debutant Loeb crossed the line in unorthodox fashion, his Peugeot being towed by teammate Cyril Despres after it had packed up a handful of kilometres from the finish.Mikko Hirvonen was third while French Dakar legend Stephane Peterhansel kept the wheels on his bid for a 12th title, finishing fourth behind the wheel of his Peugeot at 8min 05sec.The rallys all-time most successful competitor maintained his lead at the top of the overall standings, 51min55sec ahead of Al-Attiyah with South African Giniel De Villers 1hr 17min 24sec off the pace in third.Despite his commanding position with only two stages remaining Peterhansel was keeping his feet firmly on Argentinian soil.Its never done: if you have ten minutes, two minutes or one hour and you have a big technical problem then youre stopped and its finished for the overall victory, said the 50-year-old who opened his Dakar account on two wheels in 1988.He added: Its never over. Rawalpindi: One dead, 12 injured in bus, truck collision

RAWALPINDI (Dunya News) – According to initial reports, a bus collided with a truck near Burhan Interchange in the Rawalpindi-Peshawar Motorway om Friday morning, killing one person and injured 12 other.Rescue teams reached the spot and shifted the injured to a nearby hospital. Rescue sources said that condition of five injured persons is stated to be critical.Note: Further details are awaited.

Navigational error to blame in Iran incident: Pentagon chief

WASHINGTON (AFP) - A navigational error caused two US Navy vessels to stray into Iranian waters, Pentagon chief Ashton Carter said Thursday, as opponents of the Obama administration voiced increasing anger over the US response to the incident.Carter provided no detail but said a navigational error of some kind led to the two small patrol boats ending up in Iranian water on Tuesday. The military had initially blamed mechanical problems.The vessels were apprehended by Irans Revolutionary Guards while en route from Kuwait to Bahrain. Ten sailors were held overnight before being released back to the United States.We will find out more what combination of factors led to that navigational error, but they were clearly out of the position that they intended to be in, Carter said.Critics of the administration of President Barack Obama are livid over the affair, saying it demonstrates weakness in the face of Iranian aggression.Video showing the US sailors kneeling and with their hands clasped behind their heads, and one of them apologizing, aired on US television Wednesday, further angering lawmakers.Carter, speaking at a news conference in Florida, deflected questions on whether Iran had breached the Geneva Convention by showing images of the captured sailors.Obviously I dont like to see our people detained by a foreign military, Carter said.What we dont know is the full context. What you are looking through is the lens of the Iranian media. More IS attacks likely as group suffers setbacks: US general

WASHINGTON (AFP) - Islamic State extremists will likely increase the tempo of attacks around the world as they come under increased pressure in Iraq and Syria, a top US general warned Thursday.General Lloyd Austin, who currently heads the militarys Central Command (CENTCOM) overseeing Middle East operations, made the argument that recent IS-claimed attacks like the ones this week in Istanbul and Jakarta are in fact evidence the group is faltering.ISIL has assumed a defensive posture in Iraq and Syria, Austin said at a news conference in Florida.Going forward, we can expect to see him rely increasingly on acts of terrorism such as we saw this week in Baghdad and in Turkey, and most recently in Jakarta, he added.The IS group, which swept through vast rgions of Iraq and Syria in 2014 and 2015 and captured a string of cities, has seen recent setbacks across its self-proclaimed caliphate, including the loss of the key Iraqi city of Ramadi to US-supported local forces.A US-led coalition has also been hammering the groups oil infrastructure, including by blowing up hundreds of trucks used to ferry illicit crude oil around Syria, and this week bombed a financial facility in the Iraqi city of Mosul that US officials said held millions of dollars in cash.Austin, who has headed CENTCOM since March 2013 and will shortly be stepping down, said the IS group is upping its overseas actions to distract from such losses.ISIL wants to draw attention away from the growing number of setbacks that it is experiencing, Austin said, using an alternative name for the IS group.It is important to understand that these terrorist acts dont necessarily mean ISIL is getting stronger, he added.ISIL by its nature is a terrorist organization and by conducting these attacks, he is attempting to produce an image of invincibility in the wake of setbacks. So overall, we are making progress.Pentagon chief Ashton Carter said he will recommend that President Barack Obama nominate General Joseph Votel to replace Austin.Votel currently heads the Special Operations Command. His nomination would reflect the increased role special operations troops are carrying out in the region as elite US commandos launch raids against IS jihadists.General Votel has a wealth of in-depth, politico-military experience -- that is working with foreign governments and militaries -- and is therefore well-equipped to handle the complex challenges of CENTCOM, Carter said.

KARACHI (Dunya News) – Police raided a shisha cafe in Clifton Block 9 area late Thursday night. 15 people including girls were arrested during the police raid.According to Superintedent of Police (SP) Clifton Amjad Hayat, the cafe has been sealed after the action and several shishas have been confiscated.SP Clifton stated that the owner and manager of the restaurant fled during the raid. Authorities said that cases have been registered against both and they shall soon be arrested.Shisha smoking, closely related to the traditional Hookah, has been a highly popular past time of the urban youth ever since it was first introduced in the country.The hip smoking trend was however soon banned after cases of people being drugged up using the smoke surfaced.Smoking of the vaporized, flavoured tobacco is also frowned upon due to its adverse effects on the health.

Oil prices bounce back from 12-year lows

NEW YORK (AFP) - Oil prices rose from 12-year lows Thursday in action seen as a technical bounce after they collapsed below $30 a barrel this week amid ongoing global oversupply.US benchmark West Texas Intermediate (WTI) for February rose 72 cents to $31.20 a barrel on the New York Mercantile Exchange. Brent North Sea crude for delivery in February also gained 72 cents, finishing at $31.03 a barrel in London.What weve seen, if anything, is a bit of a technical bounce, said Bart Melek, head of commodity strategy at TD Securities.Probably for now the market has oversold a little bit. So I wouldnt say that something fundamental is happening today, he said.Two weeks into 2016, oil prices have has shed more than 15 percent as investors worry about the prolonged global crude-oil oversupply and the uncertain demand outlook, particularly in China.The WTI fell below $30 a barrel on Tuesday and it was Brents turn on Wednesday, bringing the benchmark contracts to the lowest levels in about 12 years.Were starting to see some bottom here in the US, maybe were seeing a bottom at $30 dollars, not much less, said Carl Larry at Frost & Sullivan. Theres some consolidation going on.Nevertheless, most analysts expect gains will be short-lived.The wider market remains under moderate selling pressure... an ongoing physical supply/demand surplus still adding to global inventories, Tim Evans of Citi Futures said in a note to clients.Iran also continues to make progress toward implementation day on its nuclear agreement with international powers, with sanctions likely to be lifted within days and additional oil to flow soon thereafter, Evans added.Iran said Thursday it had removed the core of its Arak heavy water reactor and filled part of it with cement, a crucial step under a soon-to-be implemented nuclear agreement with six world powers.The implementation of the deal, allowing the removal of sanctions, is expected by Sunday.

NEW YORK (AFP) - The dollar climbed Thursday as the oil market bounced up from 12-year lows, providing relief on the US stock market after a bout of heavy selling.Oil prices rose both in New York and London, and Wall Street stocks rallied, in part reversing Thursdays rout.The euro dipped to $1.0865 around 2200 GMT from $1.0874 at the same time Wednesday.The yen, traditionally sought as a haven in times of uncertainty, lost ground as markets calmed. The euro edged up to 128.27 yen while the dollar jumped 2.9 percent, buying 118.06 yen. Investors are watching how central banks react to the sharp fall in oil prices that is muffling inflation. As widely expected, the Bank of England on Thursday unanimously decided to keep its main interest rate at a record-low 0.50 percent, where it has been since March 2009, and maintained its level of cash stimulus.It said that recent declines in oil prices will depress global inflation in the near term.The BoEs main task is to keep annual inflation close to a target of 2.0 percent. But the most recent official data showed that consumer prices rose by only 0.1 percent in November.The European Central Bank mets on policy next week, followed a week later by the Federal Reserve.Federal Reserve policy maker James Bullard warned Thursday that the huge slide in oil prices may delay a return of inflation to the central banks 2.0 percent target.In announcing its first interest rate hike in more than nine years in December, the Fed had said it was confident that inflation would pick up over the medium term.However, Bullard said, Inflation expectations in the US may be falling. If so, this would put downward pressure on inflation.He said the shift in market-based expectations is becoming worrisome.

KARACHI (Dunya News) – At least five Lyari gang war accused were arrested during search operation launched by Rangers and police in different localities of Lyari area of Karachi on Thursday, Dunya News reported.According to details, police conducted an operation in Machar Colony area of Lyari and arrested two gang war accused in injured condition after an encounter. Police have also recovered arms from their possession. On the other hand, Rangers conducted search operation in Gul Muhammad Lane and Phool Patti Lane and arrested three accused of Lyari gang war. Sources said that the arrested persons were members of Baba Ladla group.The arrested persons were shifted to some undisclosed location for further investigation.
