Third chemical arms shipment leaves Syria

DAMASCUS (AFP) - A third shipment of chemical weapons material left Syria on Monday under a deal to rid the country of its arsenal by mid-2014, the mission overseeing the operation said.The joint United Nations-Organisation for the Prohibition of Chemical Weapons (OPCW) mission did not give details about the shipment but said it left on a Norwegian cargo vessel, escorted by ships from four countries.The Joint Mission confirms that in-country destruction of some chemical materials has taken place alongside the removal of chemical weapons material, and welcomes progress to date, it said in a statement.The Syrian Arab Republic is encouraged to expedite systematic, predictable and high-volume movements to complete the safe removal of chemical materials, it added.Under a UN resolution that cemented a deal worked out by the United States and Russia, Damascus is to give up all its chemical weapons for destruction by June 30.But progress has slowed considerably in recent months, and the UN Security Council last week demanded that Syria move faster in the process of dismantling its arsenal of the banned weapons.Syria has missed several deadlines for removing material, and -- prior to the shipment Monday -- was estimated by Washington to have shipped out just five percent of its stockpile.Damascus blames the delays on insecurity in the country, where the government is locked in a brutal war with rebels seeking President Bashar al-Assad's overthrow.But the Security Council last week said Syria has sufficient material and equipment as well as substantial international support to meet the deadlines.In a statement, the OPCW's director general Ahmet Uzumcu said he hoped the latest shipment would generate new momentum for the operation.A significant effort is needed to ensure the chemicals that still remain in Syria are removed -- in accordance with a concrete schedule and without further delay -- consistent with the obligations of the Syrian Arab Republic, he said.The deal to destroy Syria's chemical arms came after an August 2013 chemical weapons attack on the outskirts of Damascus that reportedly killed hundreds of civilians.Washington and the opposition blamed the attack on the regime, which has denied responsibility.

UN says Homs operation extended until Wednesday night

UNITED NATIONS (AFP) - The United Nations said an operation to allow civilians to leave besieged districts of the Syrian city of Homs will be extended until Wednesday night.The announcement on Monday was welcomed by UN humanitarian chief Valerie Amos, and follows a successful but difficult three-day evacuation mission in Homs, where gunfire and attacks have frustrated progress.I hope this will allow us to evacuate yet more civilians and deliver much needed additional supplies, said Amos in a statement which reported that more than 800 people have been helped out of Homs since late Friday.The protection of civilians caught up in this horrendous conflict in Syria is the greatest priority for UN agencies and humanitarian partners, Amos added.The civilians who left were among an estimated 3,000 people trapped since June 2012 in parts of the old city held by rebels and under attack by troops from President Bashar al-Assad's regime. The Syrian army has staged huge offensives, with near-daily bombardments killing thousands.The humanitarian exit operation is part of a deal brokered by the United Nations between the regime and the Syrian opposition after months of negotiations.But a ceasefire underpinning the effort proved fragile, with the first aid convoy coming under attack Saturday and mortar shells hitting a rebel-held district Sunday, killing five people.Activists have blamed pro-regime factions in neighborhoods bordering the rebel-held districts for the attacks, while Syrian state television said armed terrorist groups had fired during the UN operation.Meanwhile, UN diplomats in New York on Monday resumed the task of trying to persuade Russia to back a new humanitarian resolution, only to see the effort firmly rejected by Moscow's ambassador.A draft text of the non-binding resolution, seen by AFP, prepared by Australia, Jordan and Luxembourg demands that all parties, in particular the Syrian authorities, immediately end the sieges of the Old City of Homs, as well as in Aleppo, Damascus and other cities.Such steps are needed to allow the delivery of humanitarian assistance, including medical assistance, it said.Monday's meeting included permanent Security Council members Britain, the United States and France.However, Russia's envoy to the United Nations, Vitaly Churkin, did not attend, nor did China's representative.Churkin reiterated comments made last week, telling reporters that the draft text is beyond redemption, and if anything it would serve to create a disruption of the humanitarian efforts.This is not what we need now especially in the context of the Geneva II negotiation. This text is not going to be adopted, let me tell you that, Churkin said.

Iraq speaker targeted in blast as 21 militants killed

BAGHDAD (AFP) - Iraq's parliament speaker narrowly escaped an attack in his hometown on Monday, while 21 militants died when a car bomb they were readying mistakenly went off, officials said.The unrest comes amid the worst protracted period of bloodshed in nearly six years, with more than 1,000 people killed last month as security forces grapple with near-daily attacks and battles with anti-government fighters in Anbar province.Foreign leaders have pressed the Shiite-led government to reach out to the disaffected Sunni minority to undermine support for militants, but Prime Minister Nuri al-Maliki has taken a hard line ahead of April elections.On Monday, a convoy carrying parliament speaker Osama al-Nujaifi, Iraq's most senior Sunni Arab politician, was hit by a roadside bomb in the main northern city of Mosul, his office said.One of Nujaifi's bodyguards was wounded, a police captain and a medical source said, but the speaker himself escaped unharmed.Mosul and the surrounding Nineveh province, where Nujaifi's brother Atheel is governor, is one of Iraq's most violent areas, with attacks regularly targeting security forces, government officials and civilians.Also north of Baghdad, a car bomb mistakenly went off in a militant compound, killing 21 insurgents including a suicide bomber, an anti-Qaeda militia leader and a police officer said.The group were filming a propaganda video of the would-be suicide attacker when a technical glitch set off the car bomb in the Jilam area south of Samarra, according to Majeed Ali, the head of the Sahwa militia force in the city, and a police officer.Jilam, a mostly rural farming area just south of the mostly-Sunni city of Samarra, has long been an insurgent stronghold.The blast went off within a compound in the area, Ali and the police officer said.

Olympics: Canada's Bilodeau retains men's moguls title

ROSA KHUTOR (AFP) - Canada's Alex Bilodeau retained his Olympic moguls title Monday and then celebrated with his brother, a sufferer of cerebral palsy who he described as the real champion.Bilodeau took gold with a stunning score of 26.31 with Mikael Kingsbury claiming silver with 24.71 as Canada once again dominated the moguls following sisters Justine and Chloe Dufour-Lapointe's gold-silver run in the women's event.Alexandr Smyshlyaev (24.34) gave Russia some joy and prevented a Canadian clean sweep by pipping Marc-Antoine Gagnon (23.35) for bronze.After completing his podium duties, Bilodeau then went over to hug his older brother, Frederic, who suffers from cerebral palsy, and helped him over a barrier to celebrate his medal.It was amazing. My brother is my everyday inspiration, said Bilodeau. Like I say all the time, if he had the life that I have lived, he would be a three-time Olympic champion.Bilodeau, 26, also revealed he would see out the rest of the World Cup season and then call it quits, tipping Kingsbury to reign once he has finished.It's a great feeling, but I need to first of all thank all my colleagues, he said.I was the third to go, there were two other Canadians after me. Gas supply to parts of Punjab to be restored today

RAHIM YAR KHAN (Dunya News) - Sui Northern Gas Pipelines Limited (SNGPL) said gas supply would be restored by today morning (Tuesday) to the cities affected by destruction of three gas pipelines in Rahim Yar Khan.According to sources, there is reduction of 630 mcf of gas in the system due to the subversion resulting into suspension of gas supply to most of the areas in Punjab‚ including Lahore, Rawalpindi and Islamabad.The repair work is continuing at fast pace and is expected to be completed today.Consumers have been asked to be vigilant against any untoward incident due to variation in the pressure or suspension of gas.

Karachi: MQM worker dies after alleged police torture

KARACHI (Dunya News) – According to details, Muttahida Qaumi Movement (MQM) worker Muhammad Adil died at the Abbasi Shaaeed Hospital of of injuries allegedly suffered during torture by police.MQM leader Asif Hasnain, while talking to media outside the hospital informed that Muhammad Adil was in charge of Sector 136, North Karachi.Asif Hasnain said that Muhammad Adil was arrested by law enforcement agencies two days ago and was allegedly subjected to torture during custody. Also speaking on the occasion, MQM leader Haider Abbas Rizvi informed that Adil was handed over to his family with severe head injuries. He was shifted to Abbasi Shaheed Hospital where he succumbed to his wounds on early Tuesday morning.

Mass extinction happened fast: study

WASHINGTON (AFP) - Something wiped out nearly all life on Earth more than 250 million years ago, and whatever unleashed this mass die-off acted much faster than previously thought, scientists said Monday.Based on an analysis of rocks in China, the end-Permian extinction occurred over the course of 60,000 years, give or take 48,000, researchers reported in the Proceedings of the National Academy of Sciences.That is about 10 times faster than scientists believed up until now and a blink of an eye in geological terms.It is clear that whatever triggered extinction must have acted very quickly, said lead author Seth Burgess, a graduate student in earth science at the Massachusetts Institute of Technology.The extinction killed off 96 percent of life on Earth.Multiple theories about its origin exist, top among them that a string of massive volcanic eruptions spewed huge amounts of carbon dioxide into the atmosphere, acidifying the oceans and causing intense global warming.The latest study is based on an analysis of zircon crystals in a geological formation in Meishan, China.Fossils discovered in this region have led researchers to believe the rocks hold the secret to the end of the Permian and the beginning of the Triassic period, which is when dinosaurs and mammals began to appear.Using the latest scientific techniques, researchers have been able to refine their estimates made in 2011, when they reported that the mass extinction happened in less than 200,000 years.A closer examination of the uranium and lead in samples from volcanic ash beds suggests the deaths of nearly every living plant and creature on Earth could have happened in as little as 12,000 years.Weve got the extinction nailed in absolute time and duration, said co-author Sam Bowring, professor of earth and planetary sciences at MIT.Together with colleagues from the Nanjing Institute of Geology and Paleontology, the team found that 10,000 years before the die-off, the oceans experienced a pulse of light carbon, reflecting the mass outpouring of carbon dioxide to the atmosphere.The oceans would have undergone dramatic acidification and seen sea temperatures rise by 10 degrees C or more, a heat that would have killed most marine life.Burgess said whatever happened, it moved fast enough to destabilize the biosphere before the majority of plant and animal life had time to adapt in an effort to survive.Researchers are now analyzing rock samples from China to those from the Siberian Traps in Russia to see how the eruptions timelines compare.Weve refined our approach, and now we have higher accuracy and precision, said Bowring. You can think of it as slowly spiraling in toward the truth.

US oil closes above $100; Brent falls

NEW YORK (AFP) - US crude oil crept higher to close above $100 a barrel for the first time this year Monday, as traders awaited Federal Reserve chief Janet Yellen's testimony to Congress this week.New York's main futures contract, West Texas Intermediate (WTI) for delivery in March, settled at $100.06 a barrel, a gain of 18 cents from Friday's close.Brent North Sea crude for March delivery, the European benchmark, dropped 94 cents to finish at $108.63 a barrel in London trade.Markets were poised to hear what Yellen, who took the helm of the Fed on February 1, will tell Congress this week in the US central bank's semi-annual testimony on the state of the economy and the direction of monetary policy.Yellen's first hearing will be Tuesday in the House of Representatives, with attention on how she might view a second consecutive weak monthly jobs report released Friday, and how that might affect the Fed's drawdown of its stimulus operation.The softness of the last two payroll reports probably is not enough to persuade the Fed to pause in its tapering program, said Ian Shepherdson of Pantheon Macroeconomics.WTI prices also were getting support from expectations of a large decline in crude stockpiles at the Cushing, Oklahoma, terminal due to the January launch of operations of the southern leg of the Keystone XL pipeline, said James Williams of WTRG Economics.The pipeline, which carries crude from Cushing to Gulf Coast refineries in Texas has a projected capacity of 700,000 barrels per day.Last week we had a significant draw at Cushing he said, adding that most are anticipating another draw.Brent was under pressure on reports that Libyan crude oil production has risen after protestors allowed a key pipeline in western Libya to resume normal operations, according to Tim Evans at Citi Futures.The estimated current production of 600,000 barrels per day remains far below capacity as the ongoing political standoff in eastern Libya continues to limit output, Evans noted.

NEW YORK (AFP) - The dollar slipped against the euro Monday as traders appeared cautious ahead of Federal Reserve chief Janet Yellens inaugural testimony to Congress this week.The euro ticked up to $1.3642 around 2200 GMT, from $1.3637 late Friday.The dollar also weakened slightly against the Japanese currency, buying 102.18 yen compared with 102.30 yen.The euro slipped to 139.46 yen from 139.52.Yellen is set to testify to a House of Representatives committee Tuesday on the state of the US economy and the course of monetary policy. It will be the first time the new Fed chair presents Congress with the central banks semi-annual testimony after succeeding Ben Bernanke on February 1. She appears at a similar hearing in the Senate on Thursday.Following on the heels of last Fridays weak January jobs report -- the second disappointing report in a row -- Yellens testimony is expected to be closely scrutinized to see if she suggests the Feds taper of its massive stimulus may be slowed.Traders are likely on the sidelines in hopes of receiving a bit of clarity on the Feds taper plans going forward, said Christopher Vecchio, currency analyst at DailyFX.Yellens testimony might be the best insight into the mind of the new Fed chair -- though we wouldnt look for a major change, as no Fed chair has announced a formal shift in policy at a congressional testimony, he said.Kathy Lien of BK Asset Management said there was no doubt that lawmakers would question Yellen about the Feds unemployment rate threshold of 6.5 percent for considering tightening its near-zero interest rate. The jobless rate fell close to that, to 6.7 percent, in January.Lien predicted that Yellen would say the Federal Open Market Committee would reevaluate its forward guidance at its next meeting in March.Yet it may be difficult for her to dance around all of the questions from Congress without revealing some of her plans for monetary policy, Lien said.The dollar dipped to 0.8969 Swiss franc from 0.8977 franc Friday.The pound weakened a bit against the greenback, buying $1.6401 compared with $1.6407.

Ryder, Bracewell fined over booze-up

WELLINGTON (AFP) - New Zealand Cricket (NZC) on Tuesday added a fine to Jesse Ryder and Doug Bracewells punishment for embarking on a late-night drinking spree ahead of the first Test against India in Auckland.The pair had already been dropped from the Second Test by a furious coach Mike Hesson, although Bracewell was already out because he suffered a hand injury and broken foot in last weeks booze-fuelled blowout.NZC head of cricket operations Lindsay Crocker said they had each accepted a misconduct charge and been fined an undisclosed amount.Crocker said the biggest consequence for the pair, who both have form for alcohol-related incidents, was likely to be the damage to their relationship with New Zealands selectors.The New Zealand selectors place great emphasis on qualities such as personal responsibility, trustworthiness and dependability, he said.All players in contention for the Black Caps need to satisfy the selectors of their commitment to prepare conscientiously for international fixtures.The pair have admitted drinking in a bar just hours before the start of the first Test last week, amid reports they were also involved in a scuffle.CCTV footage has also been released showing Ryder needing assistance to get into a taxi at 3:00am after the one-day match against India in Auckland last month.The drinking sessions have infuriated the rest of the New Zealand team as they overshadow media coverage of their dramatic 40-run win in the first Test with a day to spare.Ryder, 29, who has only just returned to the international arena after a self-imposed exile 22 months ago to sort out personal issues, has a Test average of 40.93 from 33 innings.Bracewell, 23, who has slipped down the pecking order of New Zealand fast bowlers in the past year, led New Zealand to their first Test win in Australia in 26 years when he took nine for 60 in Hobart in December 2011.The pair were not in the starting XI for the first Test when they hit the town but they were on standby to play if there were any injuries.The second Test begins in Wellington on Friday.

Surrey agree Pietersen deal

LONDON (AFP) - Kevin Pietersen will remain with Surrey for the 2014 season, the English county announced Monday.England controversially called time on star batsman Pietersens international career last week after he was omitted for reasons of team morale from the squads for the upcoming tour of the West Indies and the World Twenty20 in Bangladesh.However, Surrey director of cricket Alec Stewart, a strong supporter of Pietersen throughout the furore, had no qualms in retaining the services of his fellow former England captain for a revamped domestic Twenty20 season of 14 matches.Pietersen, though, said he would also be available for first-class County Championship matches as well.BTW (By the way) -- this is a T20 contract, but I can play in the County Championship too, tweeted Pietersen.Stewart hailed the new contract as good news for the English domestic game where an expanding international schedule means leading England players are rarely seen on county duty.We are delighted to have agreed terms with Kevin, and to have a player of his ability at The Oval, said Stewart in a club statement.Unsurprisingly there was a great deal of interest in Kevin from around the world, but he has made it very clear that he wants to play at Surrey and it is not only good news for the club but for the domestic game in this country, he added.We are now looking forward to watching him in the middle, scoring a bucket load of runs for Surrey.Pietersen, whose stunning maiden Test century of 158 against Australia that secured Englands 2005 Ashes win was made at The Oval, said: Im absolutely delighted to have agreed terms with Surrey and am thoroughly looking forward to playing my cricket for the club this summer.Ive had some of my best moments in cricket at The Oval and Im really excited at the prospect of getting back out there playing in what will hopefully be a brilliant summer for us all at Surrey.In a joint statement with Pietersen last Tuesday, the ECB cited only the need for a new team ethic and philosophy following the 5-0 Ashes thrashing in Australia as the reason for their decision to axe the South Africa-born batsman.But that led officials to be criticised severely by the likes of ex-England captains Ian Botham and Michael Vaughan for both banishing Pietersen and failing to say precisely why such drastic action was required.Clearly stung the ECB, this time with Englands Professional Cricketers Association, issued another statement on Sunday.While Pietersen had played some of the finest innings ever produced by an England batsman, the new statement also said England captain Alastair Cook needed to be sure he had the full support of his team with everyone able to trust each other.It is for those reasons that we have decided to move on without Kevin Pietersen.Pietersen, 33, bowed out as Englands record scorer across all formats of the game, with 13,797 runs to his name.However, his strong personality made him a divisive figure in the dressing room.He fell out with two head coaches in Peter Moores and Andy Flower and was also briefly dropped in 2012 after it emerged hed sent text messages criticising then England captain Andrew Strauss to South African players.Strauss, speaking before the ECB explained its reasons for jettisoning Pietersen, said: The smoking gun is the total absence of trust.But former England captain Michael Atherton insisted some of Pietersens erstwhile team-mates were also to blame for the breakdown, saying the shotmaker was fundamentally friendless among such senior players as Cook, James Anderson, Stuart Broad, Matt Prior and Graeme Swann.

Karachi violence claims 12 more lives

Target killing and other incidents of violence continued in the city on Monday killing twelve more persons.A man was killed in firing in Ghazi Goth Malir area while another man namely Raheel was shot dead by unknown miscreants in Khadda Market and Shahid Ali was gunned down in Nazimabad.Some unknown persons opened firing and killed a trader in mobile market in Saddar area. The shop keepers closed the market and started protest against the incident of killing.Two persons sitting outside their homes were killed in firing by unknown motorcyclists. The victims were identified as Abrar and Javed.Three persons were killed in exchange of firing between the extortionists and residents of Malir area.According to police, an unknown extortionist and two citizens including Karim and Noor Muhammad were killed in firing while two extortionists were arrested from a private hospital where they were getting medical treatment.Meanwhile, a Rangers official was shot dead near Kala Board in Malir area.According to Rangers sources, the incident took place after clash between two officials.

Govt negotiation committee briefs PM on Taliban talks

ISLAMABAD (Dunya News) – Members of government’s negotiation committee called on Prime Minister Nawaz Sharif here on Monday.All four members of the committee including Irfan Siddiqui, Rustam Shah Mohmand, Major (r) Amir and Rahimullah Yusufzai were present on this occasion.Federal Interior Minister Chaudhry Nisar Ali Khan also attended the meeting.The committee briefed the PM on the progress regarding peace talks with Tehreek-e-Taliban Pakistan (TTP).According to sources, the members of the committee held an informal meeting before their meeting with the PM.Meanwhile, the sources claimed that the negotiation committee of Taliban also contacted government’s committee and informed about its meeting with the Taliban leaders.The sources further said that both the committees would hold formal meeting within next two days.Earlier, talking to the media persons in Akora Khattak on Monday, Taliban negotiation committee member Maulana Samiul Haq said that negotiations with Tehreek-e-Taliban Pakistan (TTP) in North Waziristan have so far been positive and encouraging.He said his committee members presented the demands of the government committee before the Taliban.Maulana Samiul Haq said the Taliban have also given their demands which will be shared with the government committee on Tuesday.He said nothing will be kept secret from the nation, however details cannot be made public at this stage to save the dialogue process. He said our desire is to bring an end to bloodshed and revive peace through the dialogue process.The three-member team representing the TTP returned after meeting the Taliban s 10-member council at their headquarters in the mountainous tribal district of North Waziristan over the weekend.The negotiating team was led by Professor Ibrahim Khan of the Jamaat-e-Islami religious political party and also included Maulana Yousuf Shah and Maulana Abdul Haseeb.Addressing a press conference in Peshawar on Monday, Professor Ibrahim said that Taliban have responded positively to the government’s initiative.He said that Taliban also want to hold the talks in a sincere way.Professor Ibrahim said that positive results were expected from the process of peace talks. He expressed the hope that unrest will end and peace will restore in the country.Professor Ibrahim said that the nation would receive good news soon.
