Tokyo stocks open 0.17% higher

TOKYO (AFP) - Tokyo stocks opened 0.17 percent higher on Tuesday following a 12-day rally and a positive lead on Wall Street.The Nikkei 225 index at the Tokyo Stock Exchange climbed 34.80 points to 20,604.67 at the start.The benchmark index rose for a 12th consecutive day Monday, the longest upward trend since a 13-day run in February 1988 during the height of Japans stock market bubble.In New York, stocks rose on positive economic data with higher construction spending and personal incomes in April.The Dow Jones Industrial Average added 0.16 percent Monday, while the broad-based S&P 500 rose 0.21 percent.The tech-rich Nasdaq Composite Index gained 0.25 percent.In forex trading, the dollar was at 124.86 yen on Tuesday morning in Tokyo, hovering around the highest level since December 2002, compared with 124.81 yen late Monday in New York.The weak yen is positive for Japanese exporters as it makes them more competitive abroad and increases profits when repatriated.The euro slipped to $1.0921 from $1.0924, but remained unchanged at 136.35 yen.Greeces battle with official creditors over more financing still looms, with the country facing a Friday deadline to come up with 300 million euros ($328 million) to pay the International Monetary Fund.

IMF, ECB chiefs join Merkel, Hollande, Juncker for Greek debt talks

BERLIN (AFP) - IMF chief Christine Lagarde and ECB president Mario Draghi unexpectedly joined the leaders of France and Germany as well as European Commission head Jean-Claude Juncker in Berlin late Monday for talks on Greeces debt crisis, diplomatic sources said.The aim of the late-night meeting attended by Chancellor Angela Merkel and President Francois Hollande was to come up with a final proposal to present to Athens, according to German daily Die Welt.But the German chancellors office said after the meeting only that the quintet agreed to work together intensely in the coming days and would stay in close contact in the coming days.The newspaper, citing sources close to the talks, said the Berlin talks began at 1930 GMT and Greek Prime Minister Alexis Tsipras was in Athens awaiting a phone call from the troika, as Greeces creditors are known.According to a diplomatic source, the group did not telephone the Greek premier during the meeting.The diplomatic push comes as cash-strapped Greece remains locked in tough negotiations with international creditors in a bid to release 7.2 billion euros ($7.9 billion) in remaining bailout funds.A deal has so far proved elusive as the creditors -- the European Union, the International Monetary Fund and the European Central Bank -- are demanding greater reforms in return for the cash, which Greeces anti-austerity government has refused to match.The country faces a key deadline on Friday when it is due to repay 300 million euros to the IMF. Concussed Australian opener Rogers out of Windies Test

SYDNEY (AFP) - Australian opening batsman Chris Rogers has been ruled out of this weeks first Test against the West Indies with concussion after being struck on the helmet in the nets.Rogers took the hit during a practice session in the West Indies on Sunday and showed signs of mild concussion including headache and dizziness, Cricket Australia said on its website Tuesday.In line with Cricket Australias guidelines, team doctor Peter Brukner made the call to rule the 37-year-old out of the Test, which starts in Dominica on Wednesday, and informed captain Michael Clarke and coach Darren Lehmann of his decision.I assured Michael if it was him or anyone else we would make exactly the same decision, Brukner said.This is a black and white rule now. If someone is concussed, they dont play. He was disappointed. Obviously nobody wants to miss a Test match.Ive spoken to the players and explained the decision to them and said thats the way we operate, thats our policy and it wont be any different no matter who the player is, he added.Brukner said he expects Rogers to recover in time for the second Test in Jamaica next week.It is the first time since Rogers was recalled to the Test team in 2013 that he has missed a match and opens the way for Shaun Marsh, who made a century as an opener in last weeks tour match in Antigua, to take his spot in the batting order.

US plays down flyover by Russian bombers near warship

WASHINGTON (AFP) - The US military released a video Monday of a Russian Su-24 bomber flying past an American warship in the Black Sea to dispel what it called inaccurate media reports about a routine encounter.In the video, a Su-24 aircraft appears in the distance, then zooms by the USS Ross -- a guided-missile destroyer.Other Russian bombers also flew within sight of the ship, officials said.Such footage is rarely released publicly but the US Navy decided to post it because we were unsatisfied with the press reporting, and we wanted to show exactly what happened, Pentagon spokesman Colonel Steven Warren told reporters.None of the Russian aircraft that flew by the ship were armed and neither side took any aggressive action, Warren said.This was simply a ship and a plane passing in the day in this case, he said.Some Russian media had suggested that the aircraft forced the American destroyer to shift course away from Russian territorial waters off the coast of Crimea.But the Pentagon said those reports were erroneous and didnt reflect the facts.The USS Ross was in international waters and never changed course, never deviated from its mission, he said.And there was no communication between the Russian planes and the US vessel.The Russian aircraft got to within about 1,600 feet (500 meters) from the ship while flying at an altitude of about 600 feet, officials said.With tensions rising over Moscows armed intervention in Ukraine over the past year, Russia has stepped up flights of its bomber fleet, particularly over the airspace of NATO states.

Obama taps Cuba negotiator as Mexico ambassador

WASHINGTON (AFP) - President Barack Obama on Monday nominated Roberta Jacobson, a key figure in ongoing talks with Cuba, to be the next ambassador to Mexico.Jacobson traveled to Havana in January, becoming the most senior ranking official to visit the communist island in 35 years.She has led talks with her Cuban counterpart Josefina Vidal aimed at reestablishing embassies, a goal that has yet to be agreed thanks to diplomatic wrangling.But the State Departments Assistant Secretary for Western Hemisphere Affairs will soon return to focus on issues directly south of the US border.Jacobson was director of Mexican Affairs at the State Department from 2003 to 2007.She will need to be confirmed by the Senate, before taking up her post.With immigration and the drug war both red hot issues among lawmakers, the hearings are likely to be tense.Mexicos foreign ministry said it welcomed Jacobsons nomination, saying she had a notable diplomatic career that will enable President Enrique Pena Nieto and Obama to accomplish their priorities.

BEIJING (AFP) - A passenger ship carrying more than 450 people has sunk in the Yangtze river in central China, state media reported Tuesday.The ship named Dongfangzhixing, or Eastern Star, was headed from the eastern city of Nanjing to the southwestern city of Chongqing when it sank in the Jianli section of the river, in Hubei province, on Monday evening, Xinhua said.The cause of the sinking was not immediately clear, but state broadcaster CCTV said it was an accident.Eight people have been rescued, including the captain and chief engineer, who both said the vessel had been caught in a cyclone.There were 458 people on board when the vessel sank at 9:28 pm (1328 GMT), CCTV said, including 406 Chinese passengers, five travel agency workers and 47 crew members.According to CCTV, the vessel -- which measures 76.5 metres long (250 feet) in length) -- is capable of carrying up to 534 people, and was owned by a firm that operated tours in the region of the Three Gorges dam.Xinhua said rescue work was difficult due to bad weather, strong winds and heavy rain. CCTV said Chinese premier Li Keqiang was on his way to the site.A total of 22 people, including eight foreigners, were killed when a tugboat sank on the river between the eastern cities of Jingjiang and Zhangjiagang in January.After the January accident, the provincial government said the boat was undergoing trials without properly completing the required procedures and without first reporting the condition of the ship, as required by regulations.

Iraqi PM to outline plan for retaking Ramadi: US official

WASHINGTON (AFP) - Iraqs plan to recapture the western city of Ramadi from Islamic State terrorists will dominate a meeting Tuesday in Paris of foreign ministers from the international coalition fighting the group, a senior US official said.In the wake of the stunning defeat in Ramadi this month, Iraqi Prime Minister Haider al-Abadi will outline how his government intends to retake it and what coalition partners can do to help, a senior State Department official told reporters.This is not a business-as-usual meeting, said the senior official, speaking on condition of anonymity by teleconference.Were coming to discuss with Prime Minister Abadi his plan for liberating Ramadi and Anbar province.Under a campaign plan adopted by Abadis cabinet shortly after Ramadis fall, the Iraqis hope to mobilize the tribes of Anbar province, deploy police units under new leadership, channel reconstruction aid quickly to recaptured areas and ensure all Shiite militias are operating under Baghdads authority, the official said.The disastrous rout of Iraqi security forces led Baghdad to ask the Hashed al-Shaabi, an umbrella organisation which includes Iran-backed militias, to move into the area to block the advance of the IS extremists.But Washington remains concerned about any role for the Tehran-backed fighters in the mostly Sunni area, and officials said Monday the Iraqi governments campaign plan places a top priority on imposing Baghdads authority over all militia units.Its very important ... that all forces be brought under the command and control of the Iraqi government and the Iraqi prime minister. Pakistani militant to be deported from Canada

OTTAWA (AFP) - A member of a banned Pakistani sectarian group will soon be deported from Canada after being caught with a cache of firearms, an immigration hearing reportedly heard Monday.According to the daily National Post, a Canadian immigraiton and refugee board was informed by the Canada Border Services Agency of Muhammad Aqeeq Ansaris pending deportation.The newspaper said Ansari had stockpiled Can$20,000 worth of guns and ammunition in the basement of a Peterborough, Ontario home.He has lived in Canada since 2007, but was stripped of his permanent residency and ordered deported last month.An immigration and refugee board ruled him inadmissible to Canada on security grounds over his membership in the organization Ahl-e-Sunnat Wal Jamaat (ASWJ), formerly known as Sipah-e-Sahaba Pakistan (SSP).Seven of its members were hanged in Pakistan in January for killings, attempted assassinations and an attack on the US consulate in Karachi in 2003.A spokeswoman for the Canadian Border Services Agency told AFP Ansari would remain in custody until his departure, as he has been deemed to be a flight risk and a danger to the public.His detention would be reviewed at a next hearing scheduled on June 29.Meanwhile, another Pakistani national living in the Toronto area, Jahanzeb Malik, tagged in March as a national security threat, is still awaiting a deportation decision.He was accused of plotting to bomb the US consulate and financial buildings in Toronto.Rather than file charges, authorities took him before the Immigration and Refugee Board to seek his deportation to Pakistan.
