Russia urges US to await Syria inspection findings

MOSCOW (AP) - Russia urged the U.S. and its allies Sunday to await the findings of a U.N. inspection team expected to visit the site of an alleged chemical weapons attack in Syria and avoid military action.Moscow also welcomed Syria's decision to allow international experts to examine the area in a Damascus suburb where at least 100 people died in the suspected attack. Syrian and U.N. officials are working to finalize the timing of the visit.Foreign Ministry spokesman Alexander Lukashevich said all countries should wait for the results of the investigation and he encouraged other countries to show prudence and avoid tragic mistakes by rushing to a conclusion about the incident.France has said evidence suggests Syrian forces used chemical weapons. President Barack Obama met with his national security team Saturday to assess the intelligence and consider a U.S. military response.Our American and European partners must understand what catastrophic consequences this kind of politics would have for the region, for the Arab and Islamic world as a whole, Lukashevich said, advising the U.S. and its allies against taking a gamble and using unilateral force in Syria.German Foreign Minister Guido Westerwelle spoke with U.N. disarmament chief Angela Kane about the agreement between the U.N. and Syria to allow experts to visit the site.This is an important agreement in a dramatic situation, Westerwelle said in a statement. I welcome that the examination will begin without delay.Before the announcement of the U.N.-Syria agreement, British Prime Minister David Cameron and French President Francois Hollande discussed the situation in a telephone call Sunday morning.They agreed that a chemical weapons attack against the Syrian people on the scale that was emerging demanded a firm response from the international community, a British government spokesman said on condition of anonymity because he wasn't authorized to identify himself publicly. This crime must not be swept under the carpet.In Paris, Hollande said a body of evidence suggests that chemical weapons were used during attacks on a Damascus suburb that killed hundreds, and that Syrian President Bashar Assad's regime was most likely behind it. In a statement from his office, Hollande said everything leads France to believe the regime was behind the attack.Francois Heisbourg, a special adviser at the Paris-based Foundation for Strategic Research think tank, said that Syrian authorities may have actually come to believe that there is a risk of some American strike and thus agreed to let the inspectors visit the suspected site.Whether they (Syrian authorities) came to that view on their own, or whether the Russians told them to become a bit more careful, I don't know, but it certainly looks as if they were actually starting to take the Americans seriously, he added. I think the Syrians are (indeed) getting scared.

Insurgent attacks in Iraq kill at least 46

BAGHDAD (AP) - Insurgents bent on destabilizing Iraq killed at least 46 people in numerous attacks scattered around the country on Sunday, striking targets as varied as a coffee shop, a wedding party convoy and a carload of off-duty soldiers.The attacks are part of a months-long wave of killing that is the country's worst spate of bloodshed since 2008. The violence is calling into question the security forces' ability to protect the country and raising fears that Iraq's sectarian and ethnic divisions are pushing it back toward the brink of civil war.One of the day's boldest attacks happened near the northern Iraqi city of Mosul, where militants set up a fake security checkpoint, captured five soldiers and shot them dead, a police officer said. The soldiers were dressed in civilian clothes and returning to base in a taxi.Inside Mosul, other gunmen in a speeding car shot and killed a grocer, he said, though the motive was not immediately clear. The grocer was a member of the Shabak ethnic group, which has its own distinct language and religious beliefs.Mosul, a former insurgent stronghold, is about 360 kilometers (220 miles) northwest of Baghdad.Another police officer said a car bomb exploded as a judge drove past in the northern town of Balad, killing three nurses and a man who had been walking nearby. Thirteen other people were wounded, including the judge, his brother and a driver, he added.Attacks have been on the rise in Iraq since a deadly security crackdown in April on a Sunni protest camp. More than 3,000 people have been killed in violence during the past few months, raising fears the country could see an even deadlier, sectarian round of bloodshed similar to what brought the country to the edge of civil war in 2006 and 2007.Many of Sunday's victims were civilians going about their normal business despite the rising risks.In the town of Madain, about 25 kilometers (15 miles) southeast of Baghdad, a car bomb explosion killed four and wounded 12, another police officer said. Authorities reported that another bomb there struck a group of young people playing soccer, killing four and wounding 13.Multiple blasts hit the city of Baqouba, about 60 kilometers (35 miles) northeast of Baghdad.Police said one bomb exploded near a police officer's house, killing his 8-year old son and wounding 11 other people, police said. The police officer was unharmed.Later in the day, a parked car bomb went off in a residential area in the city, killing seven and wounding 34. Yet another bomb exploded next to a wedding party convoy, killing four and wounding 17, police said.In the capital Baghdad, a car bomb at a market in the southeastern and largely Shiite neighborhood of al-Ameen killed three civilians and wounded 13 others, authorities said. Three other civilians were killed and six wounded when a bomb attached to a car exploded while passing through the capital's eastern Zayona neighborhood, police said. Another bomb went off in a commercial area in the western Ghazaliya area, killing two people and wounding seven others, officials said.Later in the evening, police said a bomb tore through a coffee shop, killing eight and injuring 27 in Baghdad's northern Shaab neighborhood.Medical officials confirmed the casualty figures. All officials spoke on condition of anonymity as they were not authorized to release the information.Violent attacks last month claimed the lives of more than 1,000 people, the highest monthly death toll in five years, according to the United Nations. More than 420 people have been killed so far in August, according to an Associated Press count.

Jerusalem pushes forth with settlement plans

JERUSALEM (AP) - Israel pushed forward Sunday with plans to construct 1,500 apartments in east Jerusalem in a move that could undermine recently renewed Israeli-Palestinian peace talks.City spokeswoman Brachie Sprung said city officials had approved plans to lay down infrastructure for the project. She called the move a standard and bureaucratic process and said final government approval was still required. Actual construction is still years away, she said.Still, the move comes just after Israelis and Palestinians resumed talks after a five-year stalemate. Israeli settlement construction in the West Bank and east Jerusalem is one of the thornier issues separating the two sides.The city is pushing development in the neighborhood of Ramat Shlomo, a project that has also raised tensions with the U.S. Israel first announced the plans in 2010 during U.S. Vice President Joe Biden's visit to Israel, sparking a diplomatic rift with Washington that took months to mend.Israel annexed east Jerusalem following its 1967 war with its Arab neighbors and claims the area as an inseparable part of its capital. The Palestinians also claim east Jerusalem as the capital of their hoped-for state. About 200,000 Jews and roughly 250,000 Palestinians live in east Jerusalem, which is home to sensitive Jewish, Christian and Muslim holy sites.While Israelis consider east Jerusalem enclaves neighborhoods like others in the city, the international community doesn't recognize Israel's annexation of the area and rejects the areas as illegal or illegitimate settlements.Palestinian official Hanan Ashrawi accused Israel of playing a dangerous game by moving ahead with the plans.It seems they're pushing ahead with infrastructure as though this is not a basic part of settlement activity she wrote in an email.The office of Israeli Prime Minister Benjamin Netanyahu declined to comment.

Iran's president appoints new head of central bank

TEHRAN (AP) - Iranian state television says that the country's president has appointed a private banker as the head of the country's central bank.The report Sunday said President Hasan Rouhani picked Valiollah Seif to run the country's financial regulator. It said Seif will replace outgoing central bank head Mahmoud Bahmani.Seif ran the private Karafarin bank in Iran. He also supports independence for the central bank and a floating rate for Iran's currency, the rial, against foreign currencies.Seif takes over the central bank as sanctions over Iran's disputed nuclear program have been putting heavy pressure on the country's economy for the past two years. Oil exports have been slashed in half and the rial has lost two-thirds of its value since late 2011. Inflation also has shot up in the country.

Commander of US nuclear weapons unit removed

MALMSTROM AIR FORCE BASE (AP) - The Air Force has removed the commander of a nuclear weapons unit at a Montana base following a failed safety and security inspection that marked the second major misstep this year for one of the military's most sensitive missions.Military leaders say the decision to relieve Col. David Lynch of command at Malmstrom Air Force Base stems from a loss of confidence. They say it is not the result of the failed inspection this month first reported by The Associated Press on Aug. 13.Lynch will transition into retirement, base spokesman Sgt. Robert Biermann said Sunday. Lynch's command included the 341st Missile Wing, which operates land-based nuclear missiles known as 450 Minuteman 3 intercontinental ballistic missiles. The unit failed a review of its adherence to rules that ensure the safety, security and control of its nuclear weapons.This is the second time in recent months that an Air Force nuclear commander was replaced following a high-profile security problem.Lt. Col. Randy Olson was relieved of duty at Minot Air Force Base, North Dakota, in June. The AP first reported an unprecedented sidelining of 17 launch officers there in May following an exceptionally poor review in the spring.The 341st Security Forces Group, which Lynch had led since June 2012, has more than 1,200 personnel members and four squadrons. It provides security for the 341st Missile Wing, 15 launch control centers and 150 nuclear missile silos in a huge area of central Montana.The decision to remove Lynch was announced in a statement Friday. There is no timeline for selecting his replacement, however, Col. John Wilcox, Air Force Global Strike Command Security Forces Division director, will take over on an interim basis.Base commander Col. Robert Stanley was not available for comment.

Inter opens with 2-0 win in Mazzarri's debut

BRNO (AP) - Rookie Marc Marquez edged his Honda teammate Dani Pedrosa to win the Czech MotoGP on Sunday for his fourth straight victory to stretch his lead in the overall standings.The 20-year-old Spaniard covered 22 laps of the 5.403-kilometer (3.358-mile) Brno circuit in 42 minutes, 50.729 seconds to become the youngest rider to claim four consecutive races.In his maiden MotoGP season, Marquez leads the standings with 213 points, followed by Pedrosa with 187. Jorge Lorenzo is third with 169 with seven races to go.Pedrosa, who won in Brno last year, was 0.313 seconds behind while Lorenzo finished third on a Yamaha, 2.277 behind Marquez.Starting third on the grid, Marquez chased defending world champion Lorenzo until he made the decisive pass with seven laps to go and stayed ahead for his fifth victory of the season.With the win in Brno, Marquez broke Kenny Roberts' single-season rookie record set in 1978.Seven-time world champion Valentino Rossi finished in fourth place, 10.101 seconds off Marquez's pace.Finland's Mika Kallio won the Moto2 race for his first victory in this category while Briton Scott Redding retained his overall lead despite an eighth place finish.Luis Salom won the Moto3 category to increase his overall lead.

GLENEAGLES (AP) - Tommy Fleetwood of England birdied the first playoff hole Sunday at the Johnnie Walker Championship to earn his first European Tour victory.Fleetwood also birdied the 18th to finish his round with a 70 and set up a three-way playoff with Scotland's Stephen Gallacher (67) and Argentina's Ricardo Gonzalez (70) after all three finished at 18-under 270 on the PGA Centenary course.Playing the par-5 18th again, Fleetwood narrowly missed an eagle putt from the fringe and then rolled in a three-footer for the win. Gallacher and Gonzalez both made par.Gallacher overcame a triple-bogey 7 on the 11th hole with a round that included five birdies and two eagles including one on the 18th to make the playoff.It's just unbelievable as it's been a lifetime goal to win on the European Tour, Fleetwood said. I'm sure there will be bigger and better goals in my career but this feels absolutely amazing right now.Fleetwood went into the final round of his 50th Tour event sharing the lead on 16-under with Gonzalez but slipped well off the pace to be 1 over for his round through 15 holes.However, he then eagled the 16th and birdied the last.Fleetwood was watched by his parents and ailing 14-year old dog, Maisy.She was diagnosed with cancer a couple of weeks ago, Fleetwood said. LONDON (AP) - England came close to pulling off a surprise victory over Australia in the fifth and final test on Sunday but had to settle for a draw when umpires stopped play because of bad light.Play came to a halt in the gloom of a London evening at The Oval with England agonizingly close to victory, needing just 21 runs from four overs.Set 227 in 44 overs, England's Kevin Pietersen and Jonathan Trott almost pulled off the victory with a 77-run partnership. England was 206-5 when play was stopped. The 447 runs scored on Sunday are comfortably the most ever scored on the last day of a test match. Pietersen set The Oval alight with a fiery 50 in 36 balls.A day that started half an hour late and which was heading toward a dull draw ended in a 3-0 Ashes series victory for the home team. England was presented with the tiny pottery urn - said to contain the Ashes of English cricket - awarded to the winners of cricket's famous rivalry.Australia scored 492-9 declared in its first innings before the game was shortened by rain that prevented any play on Saturday's fourth day at The Oval.Fair play to Australia for pushing the game on, said captain Alastair Cook. It made for a really good spectacle. The English have been the clear victors during the Ashes, but the Australians have run them closer than the 3-0 series defeat indicates.At Old Trafford, rain played a big part in foiling an Australian victory. The first test win for England was by just 14 runs. Warner introduced solidity to the batting, as did Chris Rogers.English bowlers like James Anderson and Stuart Broad have mastered the art of reverse swing, but will not find conditions as friendly on the hard, dry wickets in places like Melbourne, Perth and Adelaide.Broad is likely to face hostility on and off the field in Australia, whose coach Darren Lehman described his refusal to walk after clearly edging a ball to slip as blatant cheating. Teen survives half an hour flight in wheel chamber

LAGOS (Reuters) - A Nigerian teenager hid in the wheel compartment of an airplane and survived a half hour flight to the commercial hub of Lagos from his home town of from Benin, Arik Air said on Sunday.Daniel Ihekina evaded airport security and snuck into the tyre section of the flight just before the wheels went up for take off on Saturday, airline spokesman Ola Adebanji said by telephone.Passengers spotted him emerging from the wheel cavity in Benin and alerted the staff.How he got through security is something for the authorities to investigate, Adebanji said. Hes lucky to have survived it. Not many people can do that and survive.He said that the plane only went up 21,000 feet because it was a short flight, increasing the boys chances of surviving the thinner, colder air at high altitudes.Adebanji said Ihekina was still being questioned by police and that he said his family had mistreated him.

I have had a good training during off-season and eagerly waiting for the domestic season to start. I have been training very hard and would now like to play a few local tournament before the first-class season begins. I am really confident of making a comeback, Yuvraj told mediapersons during the inauguration of his new academy.Yuvraj seemed happy that a lot of youngsters have been getting chance to play for India of late.Its a great thing that youngsters are getting a lot of chances and they should utilize that too the fullest.With India having a busy schedule with assignments to play all three formats, Yuvraj feels that pacers like Umesh Yadav, Ishant Sharma should be rotated so that they remain free from injuries.We have some good pace bowlers in Umesh Yadav, Ishant Sharma. Varun Aaron is also a good prospect. I believe that since we are playing in all three formats, these bowlers should be rotated and given enough rest.After opening another branch of the Yuvraj Singh Centre of Excellence, the stylish left-hander stressed on the importance of having state-of-the-art academy for the budding cricketers.I didnt have all the modern facilities under one roof when I was training to become a cricketer. I would practise at one place, then head off to a gymnasium located at another part of the city and then go for a swimming session.
