NEW DELHI: A group of former senior military and civil services officers today asked the Government to cancel the proposed talks between the Prime Ministers of India and Pakistan in New York next month in view of Pakistan-inspired terrorism against this country.At a time when Pakistan is day in and day out using terrorism against us, it would be ill-advised for Prime Minister Manmohan Singh to meet with Nawaz Sharif as it would signal that relations between the two countries are in a business-as-usual mode, they said at a press conference.We, therefore, strongly recommend that we do not rush into a dialogue with Pakistan, and the proposed meeting between the Prime Ministers of the two countries be cancelled, they said while releasing a joint statement.The press conference was attended by senior retired officials including former IB Chief Ajit Doval, former Army Chief Gen N C Vij, former ambassador G Parthasarathy and former Deputy NSA Satish Chandra.Talks are proposed between Singh and Sharif on the sidelines of the UN General Assembly in the last week of September.The policy of appeasement has failed; a new bipartisan policy is needed which will imposes costs on Pakistan for terrorism, said Chandra.

US to reopen 18 diplomatic missions after threat

WASHINGTON (AP) - The U.S. State Department says 18 of the 19 U.S. embassies and consulates in the Middle East and Africa that have been closed due to a terrorist threat will reopen on Sunday or Monday.Officials say the U.S. Embassy in Sanaa, Yemen, will remain closed.A statement issued Friday didnt cite a reason for resuming regular business operations at the 18 diplomatic missions.The 19 outposts had been closed since Sunday. Most American employees at the U.S. Embassy in Yemen were ordered to leave the country on Tuesday because of threat information.An intercepted message between al-Qaida officials about plans for a major terror attack triggered the closures.A separate threat led to the closure Thursday of the U.S. Consulate in Lahore, Pakistan. It remains closed.

WASHINGTON (AP) - President Barack Obama says the main Al Qaeda terrorist group is decimated, but its regional groups are powerful enough to attack U.S. interests.Obama says Al Qaedas core is less able to carry out a terrorist attack on the scale of the 2001 attacks on the U.S. But he says offshoots like the one in Yemen have the capacity to go after U.S. embassies and businesses around the world.The threat of such an attack prompted the U.S. to close 19 diplomatic posts in the Middle East and North Africa last week.U.S. intelligence officials had intercepted a message between a top Al Qaeda official and his deputy in Yemen about plans for a major terror attack targeting U.S. or other Western sites abroad.

Dengue epidemic looms for Central American region

MEXICO CITY (AP) - Central America is on track to have one of its worst years ever for the painful, sometimes fatal disease of dengue, prompting governments across the region to mobilize against the mosquito-borne virus.There have been 120,000 suspected cases of dengue reported across Central America so far in the season, which is roughly June to November, when the rains make it optimal for mosquito breeding. The number of cases already is about to surpass the total for all of 2012 in the seven countries from Guatemala to Panama. At least 39 people have died so far, more than the 32 for all of 2012.The disease is endemic to the region, but cases tend to surge every three to five years, and the Pan-American Health Organization says this years looks unusually bad. Perhaps the worst major outbreak in the Americas was in 2010, when 132 people in Central America died.Honduras and El Salvador have declared health emergencies to channel extra funds and efforts to prevent the spread of the disease. Other nations are also sending teams of workers across villages and cities to squirt bursts of insecticide at puddles and to lecture citizens against leaving standing water where mosquitoes can breed.Theyre involving people from public health, police and soldiers. Its an all-out effort to fight the effects of the epidemic, said Vilma Areas, spokeswoman for the Nicaraguan Health Ministry.At least 17 people have died in Honduras, where more than half the municipalities have registered dengue cases.Most of Nicaraguas 2,000 cases, including six deaths, are concentrated on the border with Honduras, which has reported nearly 18,000 cases so far, compared with 15,000 for all of 2012.Dengue is the leading cause of death in the tropics and subtropics, according to the U.S. Centers for Disease Control. The virus-carrying aedes aegypti mosquitoes are found in dense population areas where a combination of people and standing water allow them to breed and thrive.There is no vaccine or treatment other than standard antidotes for fever and flu symptoms. People contracting the most severe type, hemorrhagic dengue, can experience severe pain, breathing difficulties bleeding and even circulatory failure.Epidemics can depend on which type of dengue is circulating in a particular year, and whether the population has already built immunities to that type.People with immunity to one type of dengue can still contract others.New, susceptible people are being born all the time, CDC epidemiologist Dr. George Han noted.

Nagasaki marks 68th anniversary of atomic bombing

TOKYO (AP) - Nagasakis mayor criticized Japans government on Friday for failing to back an international nuclear disarmament effort as the country marked the 68th anniversary of the atomic bombing of his city.Mayor Tomihisa Taue said Japans inaction betrayed expectations of the global community.Japan refused in April to sign an unconditional pledge by nearly 80 countries to never use nuclear weapons.The document, prepared by a U.N. committee, is largely symbolic because none of the signatories possesses nuclear weapons. Countries with nuclear arsenals that have not signed it include the United States, Russia, India and Pakistan.Japan does not have nuclear weapons and has pledged not to produce any, although some hawkish members of the ruling party say the country should consider a nuclear option.Taue said that as the worlds only victim of atomic bombings, Japans refusal to join the initiative contradicts its non-nuclear pledge.I call on the government of Japan to return to the origin of our pledge as an atomic-bombed country, he said at the peace park near the epicenter of the 1945 blast.Tokyo apparently refused to sign the document because of its security arrangement with the United States, which could allow the U.S. an option to deploy nuclear weapons from Japan to counter the threat of North Korea.That suggests that Japans government would approve the use of nuclear weapons under some circumstances, Taue said.About 6,000 people, including U.S. Ambassador John Roos, attended Fridays ceremony after offering silent prayers for the victims of the U.S. atomic bombings on Nagasaki on Aug. 9, 1945, and on Hiroshima three days earlier. The bombings prompted Japans surrender in World War II. The Hiroshima blast killed an estimated 140,000 people, and another 70,000 died in Nagasaki.Opposition to nuclear power in Japan has risen sharply after a March 2011 earthquake and tsunami ravaged the Fukushima nuclear plant, which spewed radiation and forced the evacuation of tens of thousands of people.Despite the publics safety concerns, Prime Minister Shinzo Abe is aggressively pushing to export nuclear plants and technology to developing countries, including Turkey and Vietnam, and is trying to step up nuclear cooperation with France and India.In a speech at the ceremony, Abe did not mention the dilemma Japan is facing over nuclear energy.He said Japan as the sole victim of nuclear attacks has the duty to achieve a nuclear-free world and keep telling the world of the inhumane side of nuclear weapons.

Obama rejects boycott of Olympics in Russia

WASHINGTON (AP) - President Barack Obama on Friday rejected the idea of the United States boycotting the Winter Olympics in Sochi next year over a new anti-gay law in Russia, despite frustrations with that countrys leadership on that and other issues.Answering questions at a White House news conference, Obama said U.S. athletes should not be penalized by the nations differences.I do not think its appropriate to boycott the Olympics, Obama said. Weve got a bunch of Americans out there who are training hard, who are doing everything they can to succeed.Obama said he was deeply offended by Russias new law cracking down on gay rights activism. Sports officials have said it would be enforced during the Games in February.The president suggested that the policy could work against Russia in its quest for Olympic gold.One of the things Im really looking forward to is maybe some gay and lesbian athletes bringing home the gold or silver or bronze, which would, I think, go a long way in rejecting the kind of attitudes that were seeing there, Obama said.And if Russia doesnt have gay or lesbian athletes, then itll probably make their team weaker.The U.S. Olympic Committee welcomed Obamas comments, saying a boycott would be wrong.The Games bring people together. They unite the world and break down barriers. The Games demonstrate how it is possible to compete fiercely but respectfully, Scott Blackmun, chief executive officer of the USOC, said in a statement. As the president suggested, the diverse group of athletes representing our nation next winter makes us a stronger and a better Team USA.

MOSCOW (AP) - The ever entertaining and always amusing Usain Bolt will soon be blazing down his lane to give track a dose of positive from performances, for a change, and not tests.The recent doping scandals involving Tyson Gay and Asafa Powell have cast a dark cloud over the sport, one that Bolts hoping to blow away by sprinting his way to gold.That Gay or Powell, or even an injured Yohan Blake, arent at the world championships that open Saturday doesnt really overshadow the event because anytime Bolt steps into the blocks, he alone, by himself, makes for compelling theater.When the charismatic Jamaican is in top form, and properly motivated, records can be broken.And track could certainly use that at the moment, given that Gay, Powell, Sherone Simpson and Veronica Campbell-Brown have all recently tested positive for banned substances.Granted, there arent as many threats to Bolt in the 100 meters with Blake, his top rival and the defending champion, also sidelined due to a nagging hamstring injury. But these days Bolts biggest challenger may just be the clock anyway.After the 2012 Olympics, I was telling people who werent into track and field, Hold onto your popcorn because next year is going to be even more exciting. Were going to have the same people, American sprinter Justin Gatlin said. Never in a million years would I think it would end up like this. I still think its going to be exciting.Indeed, largely due to Bolts popularity. Its not like he wont be pushed, though.After all, Gatlin beat him in Rome two months ago and is eager to prove that it wasnt a fluke, that hes closing the gap on the world-record holder.These two arent exactly best of friends. WADA suspends testing lab in Olympic host city Rio

MONTREAL (AP) - The World Anti-Doping Agency suspended the testing laboratory in Olympic host city Rio de Janeiro for its second violation within 20 months.WADA announced the decision Friday, 10 months before football players samples are expected to be analyzed there during the 2014 World Cup.The suspension, which became effective as of Aug. 8, 2013, prohibits the (laboratory) from carrying out any WADA-related anti-doping activities, the agency said in a statement.WADA said its executive committee could decide on possible revocation of the Rio centers accreditation.It did not specify a reason or identify which international standards the lab failed to meet.WADA is responsible for accrediting and re-accrediting anti-doping laboratories, thereby ensuring that they maintain the highest quality standards.Whenever a laboratory does not meet ... requirements, WADA may suspend the laboratorys accreditation, the agency said.In 2012, the lab was barred from performing isotope ratio mass spectrometry (IRMS) tests for nine months after falsely accusing a Brazilian beach volleyball player of doping with testosterone.Then, the International Volleyball Federation asked WADA to investigate a regrettable incident.The Rio lab has three weeks to file an appeal at the Court of Arbitration for Sport against the latest sanction.

Oil rises near $106 on strong China economic data

NEW YORK (AP) - The price of oil rose more than 2 percent Friday as positive economic news from China outweighed expectations that the U.S. Federal Reserve would soon start withdrawing its bond-buying program.West Texas Intermediate, the benchmark for U.S. crude, for September delivery gained $2.57, or 2.5 percent, to close at $105.97 per barrel on the New York Mercantile Exchange. Oil still finished with a loss of 97 cents for the week.China, the world's No. 2 economy after the United States, reported Friday that July's producer prices the price of goods as they leave factories fell less rapidly than a year earlier, a sign that demand may be improving. The official Xinhua News Agency said retail sales grew 13.2 percent in July from a year earlier, slightly down from June. Industrial production grew 9.7 percent, up from June's 8.9 percent and the highest year-on-year growth in five months.Even with Friday's gain for oil, speculation still overhangs the market that the Fed will start phasing out measures that have kept long-term interest rates at record low levels.The Fed's policies have sparked investment in riskier assets such as stocks and oil. But comments from Fed officials this week indicate the central bank may be ready to begin reducing its monthly purchases of $85 billion in bonds as early as September.Until some clarity is seen next month with the Fed policy meeting, the market will continue to zig and zag off of latest comments from some of the Fed membership, wrote Jim Ritterbusch, president of energy consultancy Ritterbusch and Associates, in a note to clients.Brent North Sea crude, traded on the ICE Futures exchange in London, rose $1.54 to $108.22 a barrel.

CHESTER-LE-STREET (AP) - When Ashton Agar was surprisingly selected for the first Ashes test and then produced his memorable knock of 98 as a No. 11 batsman, there appeared to be little chance of rival spinner Nathan Lyon getting his place back in the Australia team.With Pakistan-born leg-spinner Fawad Ahmed also pushing hard for a callup after being granted Australian citizenship, Lyons status as the countrys No. 1 slow bowler was suddenly at risk.Not anymore.After an impressive display in the third test at Old Trafford on his recall to the team, Lyon had team-high figures of 4-42 on the opening day of the fourth test at Chester-le-Street to help restrict England to 238-9 on what was by all accounts a good pitch for batting.Being the No. 1 spinner over the last couple of years, youre the hunted so everyone wants to take your spot, Lyon said Friday.It didnt knock my confidence around. I knew the reason why I wasnt playing. I was obviously disappointed, theres no doubt about that. CHESTER-LE-STREET (AP) - Australia exposed the shortcomings of Englands frail batting lineup to take command of the fourth Ashes test on Friday, reducing the hosts to 238-9 on the opening day after off-spinner Nathan Lyon grabbed four wickets.England failed to take advantage of a good batting surface at Chester-le-Street after winning the toss, with only captain Alastair Cook (51) making a half-century under blue skies.From positions of strength at 107-1 and then 149-2, England ended up crawling past 200 in often painstaking fashion after many of its top batsmen threw their wickets away. Lyon was the standout bowler, sparking the collapse with the dismissal of Jonathan Trott for 49 and ripping through the middle order to claim team-best figures of 4-42.We were pretty happy with the way the whole bowling squad went as a unit. We built pressure, Lyon said.
