Kenya troops have mall 'under control' after three day bloodbath

NAIROBI (AFP) - Kenyan troops are in control of Nairobis Westgate shopping mall, the Kenyan interior ministry announced overnight Monday, with all the hostages trapped by Islamist gunmen believed to have been freed.A government spokesman told AFP the three-day-long siege, in which the attackers massacred at least 62 shoppers and staff, was close to being declared over. He said special forces combing the building were no longer encountering any resistance.Our special forces are inside the building checking the rooms. We think that everyone, the hostages, have been evacuated, but we dont want to take any chances, Manoah Esipisu said.The special forces call this sanitising. A Kenyan security source and a Western intelligence official said Israeli forces were also involved in operations, along with British and US agents.Somalias Al Qaeda-linked Shebab insurgents have claimed the attack, which began midday on Saturday, when the gunmen marched into the complex, firing grenades and automatic weapons and sending panicked shoppers fleeing.Kenyan army chief Julius Karangi said the gunmen were of different nationalities. Many foreign fighters, including Somalis with dual nationalities, are members of the Shebab force.They are from different countries. We have sufficient intelligence this is global terrorism, Karangi said.Interior Minister Joseph Ole Lenku denied that any of the insurgents were women: All the terrorists are men, he said, noting: Some of them had dressed like women.Police said they had also arrested more than 10 people for questioning.Kenyan President Uhuru Kenyatta, whose nephew was killed along with his fiancee, called the attack despicable and beastly.

US, Iran foreign ministers to hold first nuclear talks

UNITED NATIONS (AFP) - The foreign ministers of arch-rivals, the United States and Iran, will hold their first talks on Irans contested nuclear drive at a landmark meeting on Thursday, officials said.Mohammad Javad Zarif, foreign minister in Irans new government, and US Secretary of State John Kerry, will join counterparts from Britain, China, France, Germany and Russia at the meeting at United Nations headquarters, according to US officials.High level contacts between Iranian and US officials have been rare since the 1979 Iranian Revolution. But in a new sign of a possible thaw, the White House said it was not ruling out a meeting between President Barack Obama and new Iranian President Hassan Rowhani on the sidelines of this weeks UN General Assembly.The encounter between Zarif and Kerry, confirmed by US officials -- and arranged for Thursday, according to diplomats -- comes as Iran signals it wants the international community to ease crippling sanctions over its uranium enrichment.Rowhani said in a US television interview last week that Iran would never build a nuclear bomb. Bombs at Sunni funeral in Iraq kill 14

BAGHDAD (AP) - A double bomb attack on Sunni mourners in Baghdad killed 14 people on Monday, the third day in a row in which funerals have been attacked amid a wave of bloodshed across Iraq, officials said.Police say back-to back blasts tore through a tent set up for the funeral of one of four people killed two days before when gunmen shot up a store selling liquor in the Sunni neighborhood of Azamiyah. A security official said another 35 were wounded.The Azamiyah shooting was believed to be carried out by hard-line Sunni militants, who are most likely to attack liquor stores in Sunni areas.The Mondays attack came only one day after a deadly suicide bombing on another Sunni funeral in Baghdad that left 16 dead. On Saturday, a double suicide attack on a Shiite funeral killed 72 mourners.Attacks on Shiite civilian targets including funerals are a hallmark of al-Qaidas Iraq branch. But it was not clear if the two attacks on Sunnis were also the work of al-Qaida, which has been known to target Sunni rivals, or part of a growing number of apparent reprisal attacks by Shiites.More than 4,000 people have been killed between April and August, a level of carnage not seen since the country was on the brink of civil war in 2004-08.The reemergence of tit-for-tat retaliatory killings has raised fears that Iraq may be returning to that cycle of violence.Earlier in the day, police said gunmen broke into the home of a Shiite family in a Sunni-dominated area south of Baghdad and killed three members of a family.Two police officers say the militants attacked the house in the town of Youssifiyah early on Monday morning, killing the parents and their 16-year old son.Two other children, aged 12 and 14 years, were wounded.Youssifiyah is 20 kilometers (12 miles) south of Baghdad.Medical officials confirmed the figures. All officials spoke on condition of anonymity as they were not authorized to release information.

10 killed in massacre near Mexican border city

CIUDAD JUAREZ (AP) - A gunman burst into a home east of the Mexican border city of Ciudad Juarez where people were celebrating a baseball victory and killed 10 people, authorities said Monday.The killings occurred Sunday night in Loma Blanca, a town in the Juarez Valley. The dead included a 7-year-old girl, her mother, three teenage boys and five adult men, said Arturo Sandoval, spokesman for the Chihuahua state prosecutors office.The bodies were found scattered over a radius of about 12 yards (meters) around the home, suggesting some had tried to flee when they were gunned down. A trophy from the baseball game was also found at the home.The manager of the local baseball team, the Cardinals, was present at the party and said a total of about 30 people attended, but the others were able to escape by running away. He said he saw only one gunman, who he described as a young man.The manager, who asked not to be identified by name for fear of reprisals, said the killings could have been motivated by resentment over the teams victory; he said there is betting on games in the local league.Over 30 shell casing found at the scene indicated that an assault rifle was used in the attack.It is premature to talk about a hypothesis or a line of investigation, said Jorge Gonzalez Nicolas, an assistant Chihuahua state prosecutor. Landslides kill 20 in northwest Philippines

MANILA (AP) - Torrential monsoon rains hit the northwestern Philippines on Monday, triggering landslides and killing 20 people in areas already weakened by a powerful typhoon, and raising the death toll to 47 from storms across Asia.Philippine officials said soldiers and villagers were also searching for at least seven people missing in mountainside villages hit by the landslides Monday in the province of Zambales.In China, where Typhoon Usagi struck after passing by the Philippines, officials said the storm killed 25 people in the southern province of Guangdong, 13 of them in the city of Shanwei where it struck the coast late Sunday.The other deaths came when two people drowned when a passenger boat capsized in northeastern Aurora province in the Philippines.Subic Mayor Jeffrey Khonghun said 15 bodies were dug out in two landslide-hit villages in his town. Five people also died in landslides in two other towns in Zambales, according to army officials and police.Rescuers used their hands, pots and shovels to dig through the muck that buried a cluster of houses while relatives of two other missing residents waited in the rain in the village of Wawandue.This is the first after a long time that we were hit by this kind of deluge, Khonghun told Manilas DZBB radio network. He had to stop the interview after another body was pulled out from a muddy heap near him.Typhoon Usagi enhanced the torrential monsoon rains that drenched the main northern Philippine region of Luzon over the weekend. The powerful typhoon blew away late Saturday and a new tropical storm off southern Japan was continuing to intensify the downpours in Luzon, government forecaster Samuel Duran said.Many low-lying areas of the Philippine capital, Manila, and outlying regions were swamped Monday, prompting authorities to cancel classes and office work.In Hong Kong, flight schedules were returning to normal Monday after major disruptions from Usagi, which was the seasons strongest storm at its peak. It forced about 250 flight cancellations in Hong Kong before weakening to a tropical depression over the southern Chinese province of Guangdong.Train and airline services around Guangdong also were back to normal after the storm, Chinas state broadcaster CCTV said.Chinas national weather center said the storm would continue to weaken as it moves northwest.

Cycling: Alonso deal to buy Euskaltel Euskadi collapses

MADRID (AFP) - The deal for Spanish two-time Formula One champion Fernando Alonso to rescue the financially stricken Euskaltel Euskadi cycling team has collapsed, both parties confirmed on Monday.The Basque team had previously announced that a deal had been agreed in principle for Alonso to fill a funding gap in their sponsorship after it lost 3.5 million euros ($4.7 million,) of local government funding due to spending cuts.News emerged that a sponsor had been found in the form of Alonso but the two-time Formula One world champion said a deal couldnt be reached.We tried right to the end but it was impossible to maintain a cycling team in 2014, he said in a statement, before reiterating his determination to fund a team.My passion for this sport and the desire to work together and put in our grain of sand remains intact, this is just the beginning of the future, he added.From tomorrow we will start building from nothing a team that we can be proud of.It couldnt be, but it will be. This adventure has just begun. Now we look to 2015.The teams main sponsor, telecommunications company Euskaltel, had filled the funding gap themselves this season, taking their contribution to seven million of the teams nine million euro budgetHowever, it said that level of investment was unsustainable and it was announced in August that the team would be shut down at the end of the season should another sponsor not be found.And with the breakdown in negotiations it appears as if the last hope to save the 19-year old team have disappeared.The negotiations between Euskaltel and the representatives of Fernando Alonso for the acquisition of the cycling team Euskaltel Euskadi on behalf of the Asturian driver, which began with an agreement in principle on August 31, have ended without an agreement, the team said in a statement.For Euskaltel it is sad news that after the hope generated by the agreement in principle, a definitive agreement has not been formalised to guarantee a professional future for the members of the team and to reward the fans that have been loyal until the last moment.We would like to explain the details of the negotiations, because we have done our part, with total honesty, but it is not possible because we need to respect the confidentiality of the negotiations.Having not achieved an agreement, Euskaltel is unfortunately obligated to restart an organised and responsible closure of the project.Despite the uncertainty over the teams future, Euskaltel achieved their first ever victory in the team classification of a grand tour in the recently completed Tour of Spain.However, cyclists contracted to the team for the 2014 season, including Olympic gold medallist Samuel Sanchez, had already been given permission to speak to other teams about finding a place in the peloton for next season.

Draghi comments push euro lower

NEW YORK CITY (AFP) - The euro slipped against the dollar Monday after European Central Bank chief Mario Draghi voiced concern about rising interest rates and said the ECB could provide fresh liquidity to banks.At 2200 GMT the euro was at $1.3493, compared with $1.3525 late Friday.The yen gained modestly, the dollar falling to 98.83 yen from 99.34 yen and the euro dropping to 133.37 yen from 134.36.Draghi told a hearing of the European Parliaments committee for economic and monetary affairs that the ECB was ready to use any instrument including another LTRO if needed (the ECBs long-term refinancing operation) to prevent a tightening of short-term money markets.Eurozone banks have started repaying large chunks of LTRO loans made in 2011 and 2013 as financial markets have stabilized.But paying that money back has tightened conditions in the money markets, Draghi said.While repayment of central bank credit is certainly a sign of normalization, the resulting reduction in excess liquidity can reinforce upward pressures on term money market rates, he said.But the dollars gain was limited, in part because Federal Reserve officials, in separate comments Monday, reinforced the message that the Fed needed to see more concrete improvement in the economy before cutting back its stimulus.Last week the Fed stunned markets by keeping the stimulus unchanged, against widespread expectation that it was ready to cut back the $85 billion a month flow.The British pound gained slightly, to $1.6041 from $1.6010, while the dollar rose to 0.9108 Swiss franc from 0.9100 franc.

Whatmore confident of Pakistan's resurgence

US lays out rules for some smartphone health apps

WASHINGTON (AP) - Food and Drug Administration officials say they will begin regulating a new wave of applications and gadgets that work with smartphones to take medical readings and help users monitor their health.With the rise of the iPhone, Android and other mobile devices has come a flood of applications designed to help people stay healthy. Industry analysts estimate there are already more than 17,000 medical applications available, ranging from calorie counters to high-tech heart monitors.The FDA said Monday that the vast majority of these health care apps dont pose much of a risk to consumers if they malfunction, and will not be federally regulated. Instead, the agency will focus on a handful of apps that turn smartphones into devices, like a heart monitor, or medical attachments that plug into smartphones, like arm cuffs that measure blood pressure.Mobile apps have the potential to transform health care by allowing doctors to diagnose patients with potentially life-threatening conditions outside of traditional health care settings, help consumers manage their own health and wellness, and also gain access to useful information whenever and wherever they need it, said Dr. Jeffrey Shuren, director of the FDAs medical device center.Most health-related apps are free and perform simple functions, like helping users keep track of their meals or calories burned exercising.But a growing number of companies are developing more complex apps and attachments that perform tests and functions once reserved for the doctors office.These tools allow users to take photos of their eardrums, monitor irregular heartbeats and even measure lung function. Many of these tools can cost $100 or more. Sales data is not widely reported so its not yet clear whether patients and their doctors are embracing them.FDA officials said Monday they have already approved 75 of these mobile medical applications, including 25 in the last year. Agency officials estimate that 500 million smartphone users worldwide will use some type of health app by 2015.Last year the FDA approved the sale of a $199 heart monitor from AliveCor. The attachment snaps on like a smartphone case with finger electrodes that measure the users heartbeat. Hold the device for 30 seconds and it delivers an approximate EKG reading, an essential medical test that checks for problems with the hearts electrical activity. Patients can email the reading to their doctor for analysis.Other applications in development would allow patients with asthma to measure their lung function by blowing on their phone, rather than using special machines usually found in doctors offices.

Germany gets its 1st black members of Parliament

BERLIN (AP) - A chemist and an actor both with family roots in Senegal have become Germanys first black federal lawmakers, according to official election results released Monday.They were among 34 lawmakers with immigrant backgrounds to win seats in Sundays election, up from 21 in the previous term, said the Migration Media Service, a group that provides facts and figures on immigration in Germany.Although nearly one in five of Germanys 80 million people are immigrants, or the children or grandchildren of immigrants, relatively few have made it into the federal legislature. Until now there were no black lawmakers inParliament, despite more than 500,000 people of recent African origin believed to be living in Germany.My election into the German Parliament is of historical importance, said Karamba Diaby, a Senegalese-born chemist who moved to the city of Halle in 1986 after receiving a scholarship to study in communist East Germany.The 51-year-old, who gained German citizenship in 2001, said his priority would be to promote equal opportunities in education. Every child born in Germany should have the chance to be successful in school regardless of their social background or the income of their parents, he said.The other black lawmaker elected Sunday was Charles M. Huber, a 56-year-old actor born in Munich to a Senegalese father and a German mother. Huber is a member of Chancellor Angela Merkels Christian Democratic Union, which won the election with 41.5 percent of the vote.Merkels party also now has its first Muslim lawmaker in the Bundestag. Cemile Giousouf was elected in the western town of Hagen.
