Deal reached on UN resolution on Syria weapons

UNITED NATIONS (AP) - The five permanent members of the often-divided U.N. Security Council reached agreement Thursday on a resolution to eliminate Syrias chemical weapons arsenal, British and U.S. diplomats said, and the council was meeting to discuss it Thursday night.The agreement by the permanent members, whose differences have paralyzed council action on Syria, represents a major breakthrough in addressing the 2 1/2-year conflict, which has killed more than 100,000 people.Britains U.N. ambassador, Mark Lyall Grant, tweeted that Britain, France, the U.S., Russia and China had agreed on a binding and enforceable draft ... resolution.He said Britain will introduce the text to the 10 other members of the Security Council at a meeting Thursday night.The U.S. and Russia had been at odds on how to enforce the resolution, but Russias Foreign Minister Sergey Lavrov and U.S. Ambassador Samantha Power confirmed that the last hurdles to agreement had been overcome.On Twitter, Power said the draft resolution establishes that Syrias chemical weapons is threat to international peace & security & creates a new norm against the use of CW.U.N. diplomats said it would be the first legally binding resolution on Syria in the conflict if adopted, which now appears virtually certain.U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov met in hastily scheduled, closed-door talks Thursday afternoon at the United Nations, and the agreement was announced soon afterward.The agreement came a day after Russias deputy foreign minister said negotiators had overcome a major hurdle and agreed that the resolution would include a reference to Chapter 7 of the U.N. Charter, which allows for military and nonmilitary actions to promote peace and security.In Moscow, Deputy Foreign Minister Sergei Ryabkov offered to provide troops to guard facilities where Syrias chemical weapons would be destroyed.The P-5 have been discussing for weeks what to include in a new resolution requiring that Syrias chemical weapons be secured and dismantled.The U.S. and Russia had been at odds on how to enforce the resolution.The flurry of diplomatic activity is in response to an Aug. 21 poison gas attack that killed hundreds of civilians in a Damascus suburb, and President Barack Obamas threat of U.S. strikes in retaliation.After Kerry said Syrian President Bashar Assad could avert U.S. military action by turning over every single bit of his chemical weapons to international control within a week, Russia, Syrias most important ally, agreed. Kerry and Lavrov signed an agreement in Geneva on Sept. 13.Assads government quickly accepted the broad proposal, but there have been tough negotiations on how its stockpile will be destroyed.

New Iran nuclear talks in Geneva on October 15

UNITED NATIONS (AFP) - World powers will meet again for talks with Iran on its suspect nuclear program on October 15 and 16 in Geneva after a breakthrough meeting Thursday, the EUs foreign policy chief said.Foreign ministers who joined unprecedented talks at the United Nations had asked Tehran to respond to their proposals before next months discussions, the EUs Catherine Ashton told reporters after the meeting.It was a substantial meeting, good atmosphere, energetic. We had a discussion about how we would forward with an ambitious timeframe to see if we could make progress quickly, Ashton said, praising new Iranian Foreign Minister Mohammad Javad Zarif for talking so openly.We have agreed to meet in Geneva on the 15 and 16 of October to pursue the agenda, to carry on from todays meeting and to hopefully move this process forward, Ashton said.The talks in New York, at which Zarif sat down at the table with US Secretary of State John Kerry in one of the highest level meetings since the 1979 Revolution, appear to have given fresh impetus to the decade-old effort to rein in Irans nuclear activities.The tone and spirit of the meeting weve had has been very good, and indeed a big improvement on the tone and spirit of previous meetings on this issue and I pay tribute to minister Zarif for that, British Foreign Secretary William Hague said.Weve all established good working relations with him during this week in New York and this meeting was a reflection of that. We have all talked about the importance of reaching a peaceful and negotiated solution on this issue, and our commitment to seek to do that.Global powers accuse Iran of seeking to obtain a nuclear bomb, under the guise of what Tehran insists is its civilian nuclear energy program.Zarif, who was put in charge of the nuclear dossier by new Iranian President Hassan Rouhani when he took office in August, has already called for an agreement within three to six months.Ashton said that like Zarif she was very ambitious about what we can do, but we have to be practical about translating that ambition into what does that mean for the effective work we do on the ground.

Abbas warns UN of 'last chance' for peace

UNITED NATIONS (AFP) - Palestinian president Mahmud Abbas warned the United Nations on Thursday that US-brokered peace talks offered the last chance as he demanded an agreement with Israel that permanently resolves all disputes.Speaking before the UN General Assembly, Abbas urged no letup in international pressure on Israel to stop building settlements on Palestinian land.Time is running out, and the window of peace is narrowing and the opportunities are diminishing, Abbas said.The current round of negotiations appears to be a last chance to realize a just peace, he said.The Palestinian leadership has frequently turned to the United Nations and the annual General Assembly summits to build momentum in hopes of influencing Israel.The Palestinian issue has had a comparatively lower profile at the latest UN General Assembly, which comes less than two months after the two sides returned to talks following a three-year lapse.Abbas, who was given an ovation, began his speech by voicing pride at his introduction as president of the state of Palestine -- following a UN vote in November to grant it observer status.Israel, which opposes the observer status, did not send officials to any speeches on Thursday as it fell on a Jewish holiday.Abbas said the peace process with Israel -- relaunched after exhaustive missions by US Secretary of State John Kerry -- needed to result in a permanent peace.We refuse to enter into a vortex of a new interim agreement that becomes eternalized, Abbas said.Our objective is to achieve a permanent and comprehensive agreement and a peace treaty between the states of Palestine and Israel that resolves all outstanding issues and answers all questions, he said.Abbas urged international action against Israeli settlements, praising the European Union decision to label products from the internationally condemned entities.The international community is asked to remain alert to condemn and stop any actions on the ground that would undermine negotiations, Abbas said.I refer here, above all, to the continuation of settlement construction on our Palestinian land, particularly in Jerusalem, he said.Abbas said that occupation cannot provide legitimacy.Such policies may impose a weak stability, but they cannot prevent an inevitable explosion, he said.Kerry, in an earlier meeting on the Middle East at the United Nations, also called for a permanent settlement.All of the issues are on the table -- territories, security, refugees, Jerusalem. Twin explosions in Yemeni capital wound 20

SANAA (AP) - Two explosions on a busy street in Yemens capital wounded 20 people on Thursday, the Interior Ministry said, in the latest episode of violence to hit the troubled Arab nation.Residents were unharmed in the first blast, but as a group gathered around the site of the explosion a second blast struck, wounding 20, a security official said, adding that the explosives had been hidden underneath a pile of trash. He released the information on condition of anonymity because he was not authorized to speak to the media.The country has been rocked by turmoil over the past two years and is fighting al-Qaedas local branch, also known as the al-Qaeda in the Arabian Peninsula. The group seized significant swaths of territory during political upheaval in 2011 that led to the ouster of longtime autocratic President Ali Abdullah Saleh.The new U.S.-backed president, Abed Rabbo Mansour Hadi, spoke out against Saleh in a speech Thursday. Hadi, who was Salehs vice president before taking power in a deal brokered by Gulf Arab powers, hailed Yemens Arab Spring uprising as the end of an era of family inheritance a reference to Salehs nearly three decades of rule in which he stacked key security posts with relatives.His comments come as national dialogue talks aimed at mapping out the countrys future are underway.Some delegates in the dialogue have suggested a 30 percent quota for women on the panel that the president will appoint to write a constitution. Other delegates have called for broader use of Islamic law in the new charter, which has yet to be drafted.Religious hardliners hold sway however in Yemen, a religiously conservative country.Influential hardliner Abdul-Majeed el-Zidani on Thursday called for a stronger a role for Islamic law in the countrys new constitution.Though not a participant of the national dialogue, el-Zidani, a leader of the main opposition Islah Party, said the constitution must strengthen its wording to surpass current language citing Islam as the basis of laws.Speaking to students at the religious Iman University, el-Zidani said Islamic law must be the only source of legislation and that the constitution should state its rejection of any laws that counter the laws of God.

MILAN (AP) - Inter Milan came from behind to beat Fiorentina 2-1 in an entertaining match in the Italian league on Thursday and stay in touch with leader Roma.Giuseppe Rossi continued his fine run of form since returning from two years of injuries, scoring from the penalty spot on the hour mark to take his tally to six goals in seven matches. Joaquin had been pulled back in the area by Juan Jesus.It was only the second goal Inter had conceded this season.Esteban Cambiasso leveled in acrobatic fashion in the 72nd minute and Jonathan scored what was to prove the winner seven minutes from time to cap an all-round performance from the Inter fullback.Inter moved level with Juventus and Napoli, two points behind Roma. Auto Racing: Indycar plans road race ahead of 2014 Indy 500

INDIANAPOLIS (AFP) - Indianapolis Motor Speedway will play host to an IndyCar road race event next May ahead of the 98th Indianapolis 500, officials announced Thursday.The board of the directors of the famed 2.5-mile (4km) oval met Thursday and approved the addition of the race over the Speedways road course, which will have some configuration changes compared to its days hosting a Formula One event.The race will be contested on the opening weekend of May to launch a month of festivities that will culminate with the series namesake oval race on May 25.The road race will be the first IndyCar race on the course, which is set to undergo reconfiguration over the next few months to create greater passing opportunities and improved spectator vantage points.This event will bring even more energy and action to the month of May for fans and create another showcase for the diversity and excitement of the Speedway and the IndyCar Series, said track chief executive officer Mark Miles.The new road race will further enhance the Indianapolis Motor Speedway as the premier motorsports destination in the world and direct an even brighter spotlight on the Indianapolis 500.

First scoop of Mars soil contains 2 percent water: study

WASHINGTON (AFP) - The first scoop of Martian soil analyzed by NASAs Curiosity rover held about two percent water, offering hope for hydrating humans who someday explore the Red Planet, scientists said Thursday.We saw Mars as a very dry desert and while this is not as much water you will find in Earth soil... its substantial, said Laurie Leshin, lead author of the study in the journal Science.In a cubic foot (0.03 cubic meters) of Martian soil, about the size of a block that is a foot wide, tall and deep, you can get maybe a couple of pints (0.47 liters) of water out of that, said Leshin, who is dean of science at Rensselaer Polytechnic Institute.No global space agency has plans to send people to Mars any time soon, but the United States has said it hopes to launch the first humans there by the 2030s.Signs of water on the dusty and dry neighbor to Earth are nothing new.Previous space agency rovers and orbiters have found evidence that Mars likely had water -- whether in the form of ice, below-ground reservoirs or even the drinkable kind -- perhaps billions of years ago.But the latest evidence comes from a suite of 10 of the most sophisticated instruments ever sent to scour the Martian surface aboard the Curiosity rover, which touched down in 2012.The findings, described in five different papers in Science, include the analysis of a scoop of dust, dirt and finely grained soil from a portion of the Gale Crater known as Rocknest.Leshin said the scoop that Curiosity analyzed likely represents what could be found elsewhere on Mars, since the planet is coated with a thin layer of surface soil.We now know there should be abundant, easily accessible water on Mars, said Leshin.We probably can find it almost anywhere right on the surface under your feet if you are an astronaut.

Oil rises above $103 a barrel on US data

NEW YORK (AP) - Benchmark oil for November delivery gained 37 cents Thursday to close at $103.03 a barrel on the New York Mercantile Exchange. Oil had dropped $5.41, or 5 percent, over the five previous trading sessions.Oil prices rose as data showed that the number of Americans seeking unemployment benefits fell 5,000 last week to a seasonally adjusted 305,000, the second-lowest level in six years. The U.S. economy, meanwhile, was confirmed to have grown an annualized 2.5 percent in the April-June period.Oil has fallen nearly 7 percent since closing at a two-year high of $110.53 on Sept. 6. Since then, diplomatic efforts have averted a U.S. military strike against Syria, and tense relations between the U.S. and Iran have shown signs of a thaw. As a result, the market has removed the so-called political risk premium from the price of oil. Some analysts put this premium at about $5 to $6 a barrel.Brent crude, the benchmark for international crudes used by many U.S. refineries, rose 89 cents to $109.21 a barrel on the ICE Futures exchange in London.Pablo Gorondi in Budapest and Pamela Sampson in Bangkok contributed to this report.

Dollar gains, yen slips in quiet forex trade

NEW YORK CITY (AFP) - The dollar edged higher against the euro while the yen slipped in Thursday forex trading that drifted without much news to set direction.The dollar got minor help from a solid improvement in the US weekly figures for initial claims for unemployment insurance -- an indicator of layoffs.But other data on the housing market showed a slowing pace of sales and there was no improvement in the final revision to the second quarter US growth rate, which held at 2.5 percent.The economy continues to grow at a lackluster pace, said Doug Handler, chief US economist at IHS Global Insight.At 2200 GMT the euro bought $1.3488, compared to $1.3525 late Wednesday.The dollar climbed back to 98.94 yen, from 98.40, while the euro rose to 133.48 yen from 133.13.The British pound was slightly lower, at $1.6039 from $1.6080, while the dollar rose to 0.9102 Swiss franc from 0.9092 franc.

LONDON (AFP) - Teenage batsman Dominic Sibley hit 220 not out against Yorkshire on Thursday to become the youngest player to score a double century in the history of Englands County Championship.His feat, at the age of 18 years and 21 days, also made him the second youngest player to score 200 runs in a first-class game in England, behind only the legendary WG Grace, who achieved the feat aged 18 years and 12 days.The right-handed batsman batted for nine and a half hours at The Oval, facing 512 balls and recording 21 fours and two sixes. LONDON (AFP) - Former Essex pace bowler Mervyn Westfield has revealed his torment at spending four months in prison after being found guilty of spot-fixing.Westfield was jailed in 2012 and banned from professional cricket for five years and club cricket for three for accepting 6,000 pound ($9,606, 7,124 euros) to concede more than 12 runs in an over in a 40-over match against Durham in September 2009.The 25-year-old served his time in Belmarsh prison in south-east London and he admits the whole experience was a nightmare that has scarred him for life.They took me down to the room, handcuffed me and put me in the security van, he said in a film recorded by the Professional Cricketers Association.I felt so scared. You are in this little box and you cant look outside the windows of the van because they were blacked out.Personally I didnt know anything about Belmarsh but my solicitors ran it by me. They said it was double A category jail and the most secure jail in Europe. All the high risk people go there. I was wondering why am I going there?My time in Belmarsh was hell for me. They tell you what you can do and what you cant do. What time you eat and what time you go back into the room, what time you can come out for exercise, what time you have a shower. I didnt shower any more.With his professional career in tatters, Westfield, who pleaded guilty to a charge of accepting corrupt payments in a hearing at the Old Bailey in January 2012, now works as a shop assistant in a Tesco supermarket in east London.Any young cricketers out there if someone comes up to you and offers you to do match fixing just straight away say no, tell someone and walk away, he said.Me agreeing to do this, I have lost the best job I ever wanted to do. Nawaz urges world to shun double standards on disarmament

UNITED NATIONS (Agencies) - Prime Minister Nawaz Sharif said this in his address to United Nations General Assembly Disarmament Conference in New York.Prime Minister Nawaz Sharif says Pakistan reserves the right to peaceful use of nuclear energy and does not want an arms race in South Asia.Addressing UN Disarmament Conference in New York Thursday‚ he said Pakistan believes in minimum deterrence without entering into any arms race.He said the international community should do away with discriminatory nuclear policy as it has harmed the world peace.The Prime Minister said Pakistan is fully committed to nuclear non-proliferation regime and is ready to play its role for consensus building over disarmament.He also stressed the need to formulate a new international policy on disarmament and nuclear non proliferation.Japanese Prime Minister Shinzo Abe and US Secretary of State John Kerry also met Prime Minister Nawaz Sharif in New York.US Secretary of State John Kerry‚ on behalf of President Barack Obama‚ extended an invitation to Prime Minister Muhammad Nawaz Sharif to visit Washington next month.During a meeting with the Prime Minister in New York on Thursday‚ he said President Obama will receive him at the White House on the 23rd of next month.The Prime Minister accepted the invitation.The two sides also reviewed bilateral relationship and agreed to intensify the engagements in coming weeks and months to further expand and deepen bilateral cooperation in all areas.It was also agreed to convene meetings of the various Working Groups under the revived Strategic Dialogue mechanism.The Prime Minister said increased trade between Pakistan and the United States would contribute to the economic prosperity of the people of Pakistan and help in evolving a mutually beneficial relationship between the two countries.Matters of mutual interest including regional stability and situation in Afghanistan were also discussed during the meeting.Meanwhile, a meeting on Education for All was also held on Thursday.Prime Minister Nawaz Sharif and Malala Yusufzai also attended the meeting.The PM said that education is a high national priority. His government is committed to achieving all Millennium Development Goals including the goal of universal primary education.Prime Minister Nawaz Sharif would address to the General Assembly of the United Nation tomorrow.During his speech in the General Assembly, the PM would highlight the sacrifices rendered by Pakistan in the war on terror.The PM would also seek cooperation of international community especially the US and the European Union with Pakistan’s slogan of “trade not aid,”On the other hand, the coming Sunday is important from Pakistan’s point of view when Prime Minister Nawaz Sharif would hold meeting with his Indian counterpart Manmohan Singh.This meeting of Pak-Indian premiers is being assumed as ice-breaking between both sides.Indian Prime Minister Manmohan Singh said that Kashmir attack would not derail the peace dialogue.
