IAEA, Iran make progress on nuclear bomb probe

Posted:

VIENNA (AFP) - Iran has agreed to address some of the many long-held allegations that it conducted research into making nuclear weapons before 2003 and possibly since, the UN atomic watchdog said Wednesday. The International Atomic Energy Agency said that Iran, which denies ever having sought nuclear weapons, has undertaken to implement five new practical measures by August 25.These included two steps related to what the IAEA calls the possible military dimensions (PMD) of Irans nuclear programme -- in other words efforts to design a nuclear bomb. The announcement comes after an apparently largely fruitless fourth round of talks between Iran and six world powers in Vienna last week towards a comprehensive deal over Tehrans nuclear programme by a July 20 deadline. One of the key elements in this sought-after deal would be Iran addressing the PMD allegations, which the IAEA set out in a major report in November 2011 and which it has been pressing Iran to answer ever since. That report said that the evidence it has been given, which the IAEA judges to be overall, credible, indicated that Iran carried out activities that are relevant to the development of a nuclear explosive device.Iran says that the trove of evidence presented by the IAEA on these activities, which the Vienna agency believes took place before 2003 and possibly since, is based on faulty intelligence provided by the CIA and Israels Mossad. The first new PMD step is exchanging information with the IAEA on allegations related to the initiation of high explosives, including the conduct of large-scale high explosives experimentation in Iran, the IAEA said Wednesday. The second is Iran providing mutually agreed relevant information and explanations related to studies made and/or papers published in Iran in relation to neutron transport and associated modelling and calculations and their alleged application to compressed materials. The 2011 IAEA report said that it was unclear how the application of such modelling studies could be used for anything other than a nuclear explosive and that it was essential that Iran provide an explanation. Two other steps announced on Wednesday concern Irans current nuclear programme, in particular with regard to uranium enrichment, which can provide fuel for nuclear reactors but also the fissile core of a nuclear weapon. In their mooted nuclear deal with Iran, the six powers want Tehran to reduce drastically its uranium enrichment activities, something which the Islamic republic is loath to do.Iran has pledged to arranging an IAEA visit to a centre conducting research into new types of centrifuges which could enrich uranium at a much faster rate, and access to a facility making centrifuge parts, the IAEA said. The final step involves giving the IAEA greater oversight on Irans new Arak reactor, which Western countries fear could provide Tehran with weapons-grade plutonium once it is operational. It remained unclear however whether seven other steps agreed in February between Iran and the IAEA had been completed by a May 15 deadline, with the IAEA saying only that good progress had been made. These seven steps included one related to the possible military dimensions probe -- Irans stated need for a type of detonator that can be used in a nuclear weapon but which also has other uses.Given that the Iranians apparently missed the May 15 deadline for addressing the detonator issue, they had to do something to try to regain moral high ground, said Mark Fitzpatrick, analyst at the International Institute for Strategic Studies. But we neednt be too cynical; more transparency is to be welcomed, Fitzpatrick told AFP.

Egypt sentences 54 Morsi supporters to life in jail

Posted:

CAIRO (AFP) - An Egyptian anti-terror court on Wednesday sentenced 54 supporters of ousted Islamist president Mohamed Morsi to life in prison for taking part in violent protests, judicial officials said. The defendants, who stood trial in several cases, were convicted of belonging to a terrorist group, attempted murder, rioting, carrying out acts of violence, taking part in unlicensed protests and damaging public and private installations, the sources added.Another 104 defendants, including three female students, were sentenced to jail terms of between one and 10 years over similar convictionsSince the military ousted Morsi in July last year, his supporters have been staging weekly protests calling for his reinstatement. The rallies have often degenerated into violent street clashes with security forces and civilian opponents. In November, the military-installed authorities adopted a law baning all but police-sanctioned protests. The interim government also blacklisted Morsi's Muslim Brotherhood as a terrorist group in December, without providing any hard evidence of the group's involvement in deadly militant attacks targeting security forces since the Islamist's overthrow. The group has condemned the violence and said repeatedly it is committed to peaceful protests. At least 1,400 people, mostly Islamists, have been killed in street clashes since Morsi's overthrow, and more than 15,000 have been jailed.Hundreds have been sentenced to death after speedy trials.

Kerry: Russia-China gas deal has no impact on Ukraine crisis

Posted:

MEXICO CITY (AFP) - US Secretary of State John Kerry on Wednesday downplayed the impact of a massive energy deal between Russia and China, saying it has no repercussions in the Ukraine crisis.Kerry said the $400 billion deal was not a sudden response to events in Ukraine, adding that the ex-Soviet state was in a constructive moment that could allow Ukrainians to determine their futures.I don't personally think that Russia signing a deal with China for gas that they have been working on for 10 years has any impact on what is about to happen in Ukraine, Kerry said during a visit to Mexico.Earlier, the presidents of Russia and China witnessed the signing of gas deal at a time that the Ukraine crisis threatens Russian energy exports to Europe. The agreement represents a turn to the east by Moscow at a moment when its geopolitical assertiveness, particularly the takeover of Crimea, has seen it heavily criticized by the West.Kerry, meanwhile, welcomed Russian President Vladimir Putin's decision to withdraw troops stationed along the border with Ukraine. If that happens, and we are watching carefully, that's extremely constructive, it's positive, Kerry said.We in fact are in a good moment, not a moment of one party outwinning another, but at a constructive moment where there is the possibility of the people of Ukraine being able to determine their future, and all of us trying to find a way to further de-escalate this crisis.

US troops deploy to Chad in hunt for Nigerian girls

WASHINGTON (AFP) - The United States has deployed a drone and 80 troops to Chad to help with regional efforts to rescue more than 200 schoolgirls kidnapped in neighboring Nigeria, officials said Wednesday. These personnel will support the operation of intelligence, surveillance and reconnaissance aircraft for missions over northern Nigeria and the surrounding area, President Barack Obama said in a letter to Congress. The force will remain in Chad until its support in resolving the kidnapping situation is no longer required, he said, without mentioning the type of aircraft deployed.A US defense official, who spoke on condition of anonymity, told AFP the troops will oversee at least one unarmed surveillance drone to try to track those who kidnapped the Nigerian schoolgirls.Last month, Islamist militants from the Boko Haram extremist group seized more than 200 Nigerian girls from school dormitories in the northeastern community of Chibok, near border with Chad.Nigerian and international authorities were slow to react but, after concerned citizens launched social media campaign and the group threatened to sell the girls into slavery, offers of help have multiplied.France also has forces in Chad, and Britain and the United States have sent small teams of specialists to Nigeria to assist President Goodluck Jonathan's government in the search for the girls. Washington recently began surveillance drone flights over northeastern Nigeria to try to track down the location of the kidnapped girls. Meanwhile, the violence has continued, with attacks on villages attributed to Boko Haram leaving scores dead and a bomb attack on the Nigerian city of Jos killing at least 118 people Tuesday.

Hamilton wants tougher contest as he bids to raise bar

Posted:

MONTE CARLO (AFP) - Lewis Hamilton on Wednesday welcomed the prospect of a stronger challenge from his rivals as he seeks to raise his performance level again in this weekends Monaco Grand Prix. The championship leading Briton, who has moved three points clear of his Mercedes team-mate Nico Rosberg at the top of the standings after winning the last four races, explained that he wants a tougher contest to keep pushing him on.Monaco has always been a track that Ive really done well at, but Nico was very, very quick here last year and there are not many team-mates that Ive allowed to beat me here, Hamilton said.So Im really hoping that this weekend I can turn up the pressure again... I am looking to lift my performance.Hamilton was disappointed to finish fourth in Monaco a year ago, but said that in retrospect he believes his pace was respectable given his discomfort with the Mercedes at the time.Last year was probably the toughest year in terms of being able to get the maximum out of the car, he told reporters.Last year I didnt really feel like I could do that anywhere really. To have been second on the grid, even though I wasnt getting 100 per cent out of the car, was quite cool. Im hoping this weekend that Im able to extract more from the car and it should be better.Asked about the perceived lack of competition to Mercedes, he said: Im racing my team-mate, so I do have competition and Im grateful for that Im hoping we have a closer race. It would be cool if there were Ferraris and Red Bulls in the mix this time.Despite the daunting experience of finishing second to Hamilton at the last four races, Rosberg insisted that he has the speed and talent to beat his Mercedes team-mate this weekend.Rosberg, who lives close to Hamilton in the Mediterranean principality, won last years race from pole position and believes he can repeat that feat to regain the leadership in this years drivers championship. The 28-year-old German driver said that he drew encouragement from his form in dry qualifying sessions this year and pointed to the forecast for a dry weekend in Monte Carlo. At five Grands Prix this year, Hamilton has taken four poles to Rosbergs one, but in dry sessions the score is 1-1.Asked by reporters if he needed to try a new approach to qualifying, Rosberg said: No. I dont.Of course, three of those qualifying were in the wet, but in the dry it is 1-1 -- and it is supposed to be dry on Saturday, so I am confident I can make it happen. In general, it has been a tough battle up until now. I expect it to continue like that.Meanwhile, rival drivers believe the unique characteristics of the Monaco street circuit give Mercedes rivals a chance this weekend.Defending four-time drivers world champion Sebastian Vettel said: Mercedes have a very, very strong package, Nico and Lewis are very good around here so they will be the ones to beat.Maybe we can be a bit closer. The target is to have a very good qualifying because thats half the job done on Saturday.Two-time champion Fernando Alonso of Ferrari said: In Monaco, definitely, there is a different scenario to other races and it is a little bit more open for some other teams after the domination of Mercedes in the first races.Hopefully we are going to see some alternatives, but they are still big favourites. No doubt. If you have confidence with the car, you can do extra here and the performance of the car is not so important.

FIFA delays final test at stadium for WCup opener

SAO PAULO (AP) - The final test event at the troubled World Cup stadium in Sao Paulo has been pushed back, soccer officials said Wednesday, raising fresh uncertainty about the arena's readiness to host the opening match of the tournament.Saying it was responding to a request from local authorities, international soccer's governing body, FIFA, said the test game scheduled for Friday May 29 had been moved to Sunday June 1 to avoid disrupting the city's operational routine on a working day.FIFA said it also decided to stage the game on a weekend to ensure it attracts more than 50,000 fans needed to properly test Itaquerao stadium.Less than 40,000 people attended the first test match at Itaquerao last weekend, when the 20,000 temporary seats being added for the World Cup's opening game couldn't be used. The new test event will be held less than two weeks before the high-profile World Cup opening game between Brazil and Croatia on June 12, when 70,000 fans and guests are expected. It (is) vital for us that all facilities will be tested under full match conditions. Including the temporary seats (and) associated facilities, FIFA secretary general Jerome Valcke said on Twitter. The change in date came amid a strike by bus drivers in Sao Paulo that created chaos for people trying to get to work in the South American metropolis already known for its terrible rush-hour traffic. The World Cup opener falls on a Thursday, but city officials are expected to declare holidays on match days during the tournament.Only one test event had been initially scheduled for Itaquerao because it was among the most delayed stadiums for the World Cup. But FIFA said it was important to have another test there, given the attention drawn from the opening match.Among the problems last weekend were a leaking roof and faulty communications for fans and journalists.Valcke arrived in Brazil on Monday to oversee Brazil's final preparations for the World Cup, soccer's premier event. He will tour all 12 host cities again to make sure everything is in place.

Football: Ribery says this is his last World Cup

PARIS (AFP) - France star Franck Ribery declared on Wednesday that the 2014 World Cup finals would be his last but the Bayern Munich forward left the door open to compete at Euro 2016.Ribery, 31, who burst on to the international scene at the 2006 World Cup in Germany, told broadcaster RTL: This will be my final World Cup.Assessing his chances of leaving the World Cup stage on a high in Brazil the European footballer of the Year said: We have to go there to achieve something, to try to win the World Cup, quite simply.French football chief Noel Le Graet said Ribery was jumping the gun announcing his World Cup retirement. The next World Cup is in four years. Ribery is someone who can last a long time.Sporting figures can work for ages so this decision is a little hasty. In any event I hope he will be in good form in Brazil. In 2006 he helped steer France to the final where they lost in a penalty shoot-out against Italy. His 2010 World Cup experience proved vastly different, with France knocked out in the first round and Ribery involved in an infamous players' strike at a training session. He has turned out 81 times for his country.Ribery will join 17 of France's World Cup squad at Les Bleus' training headquarters at Clairefontaine outside Paris later Wednesday. He travels to Brazil having won the German league and cup double with Bayern, and in January having been cleared of charges of sex with an under-age prostitute. In Brazil France, under manager Didier Deschamps who skippered the French to the 1998 World Cup title on home turf, are drawn in Group E.They open against Honduras on June 15, before tackling Switzerland on June 20 and Ecuador five days later.

Cycling: Rogers wins 11th stage, Evans retains lead

Posted:

SAVONA (AFP) - Australia's Michael Rogers won the 11th stage of the Giro d'Italia on Wednesday as his compatriot Cadel Evans retained the leader's pink jersey.Rogers, riding for the Tinkoff team, came home 10 seconds ahead of the pack at the end of the 249km ride from Collecchio to Savona after breaking clear on the final descent, 20km from the finish.Simon Geschke of Germany claimed second place in front of Italy's Enrico Battaglin and Wilco Kelderman of the Netherlands. For the 34-year-old Rogers, it was a first stage win in a Grand Tour and his first success since his return to the sport following a positive test for clenbuterol last year.Rogers had always claimed that his positive test was due to eating contaminated food and he was later cleared to return to racing by the International Cycling Union (UCI) in time to compete in the Liege-Bastogne-Liege classic in April. It was one of the hardest rides of my life, for sure, he said. At the top of the climb, I realised that most guys in the group were GC contenders and this was the time to jump. So I went. From then on, it was all about keeping my head down, pedalling away and I guess I was a little lucky that the GC guys were probably looking at each other, hesitating a bit.The victory for Rogers, who dedicated it to his Italian wife, continues Australia's fine record in this year's Giro. The Orica-GreenEdge team won the opening stage team time trial and Michael Matthews triumphed on the sixth stage, while Matthews held the pink jersey from the second stage until it was seized by Evans after stage eight.Evans, of the BMC team, will now hope to extend his lead of 57 seconds down to Colombia's Rigoberto Uran of the Omega Pharma team in Thursday's 12th stage, a 41.9km individual time trial from Barbaresco to Barolo. The time trial is always the race of truth, Evans said. We have had a difficult first week and this week - though we have had a recovery day and a short stage. Now we have also had a very long and intense stage. I think that will probably have a little bit of an effect on the performances. For me, it is one of the key stages and on paper, it looks like it suits me. I go into it feeling pretty well, feeling ok.There were several falls on Wednesday's stage, and Germany's Fabian Wegmann was forced to abandon the race along with Luke Durbridge of Australia.Switzerland's Steve Morabito, a team-mate of Evans, was also hurt but was able to finish the stage and is fifth overall. However, former leader Matthews pulled out of the race at the start of the day due to injury.

Athletics: Gatlin and Campbell-Brown victorious in Beijing

Posted:

BEIJING (AFP) - US sprinter Justin Gatlin smashed the season's best 100m time he set less than a week ago as he claimed victory at the IAAF World Challenge in Beijing Wednesday. It was also a memorable night for Jamaica's Veronica Campbell-Brown, who went some way to putting her doping controversy nightmare behind her by winning the women's 100m.Gatlin comfortably won his race with a time of 9.87, slicing five-hundredths of a second off the 9.92 he clocked to win last Sunday's Diamond League meet in Shanghai.Sunday's result was the first time this season the veteran sprinter had dipped under ten seconds, and bettering it in Beijing gave Gatlin his second successive victory at the world challenge, which is held at China's iconic National Stadium. The venue, which is also known as the 'Bird's Nest', is set to stage next year's World Athletics Championships.Meanwhile, Olympic champion Ivan Ukhov cleared 2.36 metres to win the high jump event ahead of homegrown talent Zhang Guowei (2.29) and compatriot Daniil Tsyplakov, who cleared 2.25.Trinidad and Tobago's Keshorn Walcott recaptured some of his old magic by winning the javelin event with a throw of 83.94m.The London 2012 gold medallist finished a disappointing 7th in Shanghai on Sunday, behind Ihab Abdelrahman El Sayed who cleared 89.21m.The Egyptian could only manage a throw of 74.03m in Beijing, finishing tenth.Chinese 110m hurdler Xie Wenjun claimed his second victory in less than a week, finishing first in Beijing with a time of 13.31 seconds after he won his first Diamond League race in Shanghai.US athletes Ryan Wilson and Kevin Craddock finished second and third, while last year's winner and current world champion David Oliver withdrew with an injury, but expects to be at the Diamond League meeting in Eugene on May 31.In the women's disciplines, Campbell-Brown claimed victory with a time of 11.14 seconds, ahead of compatriots Simone Facey and Trisha-Ann Hawthorne. The former Olympic champion spent 10 months on the sidelines before having a two-year ban overturned in February.World champion Brianna Rollins won the women's 100 metres hurdles with a time of 12.58 seconds.London 2012 bronze medallist Kellie Wells came second with a time of 12.89 seconds, while Yvette Lewis of Panama finished third at 12.96.The winning time equalled the world leading time shared by Rollins and fellow US hurdler Kristi Castlin. The World Challenge is the fifth leg of the second-tier tour organised by the International Association of Athletics Federations (IAAF).

Oil rallies on surprise slump in US crude stocks

Posted:

NEW YORK (AFP) - World oil prices rallied on Wednesday following news of tumbling crude reserves in top consumer the United States. The US benchmark, West Texas Intermediate for delivery in July, jumped $1.74 to a one-month high at $104.07 a barrel.Brent North Sea crude for July gained 86 cents to $110.55 a barrel in London, touching a level last seen in early March. The US government's Department of Energy revealed American crude oil inventories plunged 7.2 million barrels in the week to May 16.That shocked traders expecting a weekly gain of 700,000 barrels, after having seen stockpiles steadily mount for months. WTI has rallied after a decrease in crude inventories suggested demand for US oil last week was higher than expected, said Fawad Razaqzada at trading site Forex.com. This was the sharpest drawdown recorded since mid-January.The American Petroleum Institute said Wednesday that its own survey showed a sharper drawdown in US crude stocks of 10.3 million barrels last week.Brent oil won further support from renewed violence in Libya, which has dented hopes that oil output would recover any time soon, Razaqzada added.Meanwhile China and Russia on Wednesday reached a huge natural gas supply deal worth $400 billion, a deal that has been a decade in the making.Under the 30-year contract between China's CNPC and Russia's Gazprom, Russia could eventually pipe 38 billion cubic meters a year to its southern neighbor, CNPC said. But the amount is barely more than half the 70 billion cubic meters envisaged under a 2009 framework agreement between the two.

Dollar edges up as Fed minutes offer little new

Posted:

NEW YORK (AFP) - The dollar firmed slightly against the euro on Wednesday as traders digested Federal Reserve meeting minutes that offered little new insight on the direction of US monetary policy. The minutes of the Federal Open Market Committee's April 29-30 meeting showed Wednesday the policy makers launching into how they should prepare the ground for lifting the benchmark federal funds rate from near zero, expected in mid-2015.Fed officials discussed several approaches to policy when they raise short-term interest rates, but decided further study was needed. The minutes were pretty generic and not much different from the actual statement issued by the FOMC after the meeting, said Nomura analysts in a research note. Overall, there was little new information on the exit strategy.Kathy Lien of BK Asset Management said the FOMC minutes had a limited impact on the dollar. While the central bank is comfortable with the current pace of tapering and intends to end QE in 2014 they provided no additional hints on when rates will rise, Lien said. The Bank of Japan on Wednesday doused expectations of more easing measures in coming months, saying the world's number-three economy was improving despite concern that a sales tax rise will derail recovery. The yen rose against the euro but fell against the greenback. The British pound benefited from rising expectations that the improving economy will drive the Bank of England to raise its record-low interest rate.Britain's retail sales soared 6.9 percent in April from a year ago, official data showed Wednesday. That was the fastest year-over-year growth for a decade and signaled that Britain's economic recovery has picked up more speed in the second quarter.Minutes from the Bank of England's May 7-8 meeting indicated policymakers were edging towards hiking its key lending rate from 0.50 percent amid increasing optimism over the economic outlook.A strong UK retail sales report and a slight hawkish tone to the BoE minutes has prompted a spike in sterling, said Craig Erlam, market analyst at Alpari.

Cook keen to 'get going' again

Posted:

LONDON (AFP) - England captain Alastair Cook is ready to put a difficult tour programme behind him by steering the side to victory over Sri Lanka.Cook's men started the 2014 season with a rain-marred one-day international win away to Scotland in Aberdeen a fortnight ago.But a reminder of their recent struggles against Test nation opposition came with Tuesday's narrow nine-run loss to Sri Lanka in the lone Twenty20 international at The Oval.England return to the south London ground on Thursday for the first of a five-match one-day international series against the Sri Lankans, with Cook -- who does not play international Twenty20 -- resuming the captaincy from Eoin Morgan. As a spectator, rather than a participant, Cook was left voicing a familiar refrain after a match where England lacked batting support for opener Alex Hales and couldn't match the 'death' bowling of Sri Lanka captain Lasith Malinga. At the crucial moments, we didn't quite get our skills right -- whether it was with the ball, bat or fielding, Cook said on Wednesday. For 85, probably 90 percent of that game, we played really well. Maybe (it's) the habit of not winning many games of cricket recently. These are games which -- when you're flying, as Sri Lanka are as (Twenty20) world champions -- you find a way of winning. But Cook refused to read too much into the result of Tuesday's game ahead of the one-dayers. When you're on the end of a loss ... with a few different players coming back in ... you won't look too much into the Twenty20 game. But of course, we would like to have won it. Now Cook is looking forward to settling into a new-look England side where Peter Moores has been recalled for a second stint as coach while disconnected star batsman Kevin Pietersen, in the most controversial decision following the team's 5-0 Ashes series loss in Australia, has been sent into international exile.I think getting going are the right words, Cook said.Since Australia, it's been a long time -- and we just want to get out there and play some cricket, and start whatever's going to happen, the journey of the next year or so. It's a bit weird. You turn up and train with half the guys, because the others are resting from Twenty20. Against Scotland, we put in a decent performance. But the summer starts now.
