UN Security Council passes resolution on foreign jihadists

UNITED NATIONS (AFP) - US President Barack Obama on Wednesday led the UN Security Council in unanimously approving a binding resolution on stemming the flow of foreign jihadists to Iraq and Syria.The resolution requires all countries to adopt laws that would make it a serious crime for their nationals to join jihadist groups such as Islamic State and Al-Nusra Front.Obama described the resolution as historic at the special session of the Council, only the sixth time in UN history that the council was convening at the level of heads of state.The US president opened the session by voicing solidarity with France after one of its citizens was kidnapped and beheaded by jihadists in Algeria linked to the Islamic State group.We stand with you and the French people as you grieve this terrible loss and as you stand up against terror in defense of liberty, Obama said, turning his gaze towards French President Francois Hollande.The resolution states that nations must prevent the movement of terrorist or terrorist groups through their territory and ensure that domestic laws allow for prosecution of those who attempt to do so, he said. About 15,000 foreign fighters from 80 countries have joined the ranks of jihadists in Syria, according to US intelligence estimates.The call for action to stem the flow of foreign fighters is fueled by fears that new terror networks will emerge from the Syria-Iraq front, much in the same way that the September 11, 2001 attacks were linked to the Taliban and Al-Qaeda in Afghanistan.The resolution falls under Chapter 7 of the UN charter, which means the measures could be enforced by economic sanctions or military force.Obama appealed to countries to join the US-led coalition against the Islamic State during an address a few hours earlier to the UN General Assembly.

Jihadists behead Frenchman seized in Algeria

ALGIERS (AFP) - Jihadists linked to the Islamic State group beheaded a Frenchman abducted in Algeria in a video posted online Wednesday, but President Francois Hollande vowed France would not give in to blackmail.Hollande said the cruel and cowardly murder of Herve Gourdel would only strengthen Frances resolve to pursue its air war against the Islamic State group in Iraq.The 55-year-old was kidnapped on Sunday by Jund al-Khilifa, or Soldiers of the Caliphate, while hiking in a national park that was once a magnet for tourists but later became a sanctuary for Islamists.His beheading followed Frances rejection of the groups 24-hour ultimatum to halt its air raids in Iraq -- part of a US-led campaign against IS.Hollande, whose government was the first to join Washington in carrying out air strikes against the jihadists, pledged that France would stay the course.France is going through an ordeal through the murder of one of its citizens, but France will never give in to blackmail, he told the UN General Assembly.The fight against terrorism must continue and be stepped up.US President Barack Obama voiced solidarity with France over the killing, which came after two American journalists and a British air worker were beheaded by IS in similar videotaped executions.Chairing a special UN Security Council meeting, Obama looked at his French counterpart and said: We stand with you and the French people as you grieve this terrible loss and as you stand up against terror in defence of liberty.The video, entitled A Message with Blood to the French Government, employs a similar style to those used in previous videos by IS showing the beheadings of three Western hostages.It begins with a clip of Hollande at a press conference where he announced strikes against IS in Iraq.The video then shows Gourdel on his knees with his hands behind his back in front of four armed militants, their faces covered.The Frenchman briefly expresses his love for his family before one of the jihadists reads a speech in which he denounces the actions of the French criminal crusaders against Muslims in Algeria, Mali and Iraq.The jihadist says the beheading is to avenge the victims in Algeria... and support the caliphate proclaimed by IS in Iraq and Syria.The United States has built a coalition of more than 50 nations to fight IS, after the jihadists seized large parts of Syria and Iraq and committed widespread atrocities, including beheadings and crucifixions.France has ruled out joining military operations in Syria, where a US-led coalition began strikes against IS on Tuesday.Prime Minister Manuel Valls, in a speech Wednesday that kicked off a parliamentary session about Frances engagement in Iraq, said it was not the cause of Gourdels abduction.Its not our intervention that is exposing us to terrorism. The threat has been there for a long time. And thats why we are acting, Valls said.The Algerian government called it hateful and expressed its determination to continue the struggle against terrorism in all its forms and guarantee the protection and security of foreign nationals.Gourdel had only arrived in Algeria on Saturday and was seized the following day while hiking in the heart of the Djurdjura National Park, whose dense forests, deep gorges and picturesque lakes were once a major attraction for tourists.The mountains became a hideout for Islamists in the 1990s who later swore allegiance to Al-Qaeda, and security forces have been unable to dislodge them.A passionate photographer and mountaineer, Gourdel liked going off the beaten track, though he was always careful, his friends said.I often bump into him in the mountains and he always goes to little-known areas of the massif, never on the major routes where there are people, said Michel Ingigliardi, his friend of 30 years in Saint-Martin-Vesubie, a village nestled deep in the French Alps.Going to far-away isolated countries is consistent with his personality.The group that abducted him was formed recently after splintering from Al-Qaeda in the Islamic Maghreb (AQIM), which experts say has raked in some $120 million (93 million euros) in ransom payments in the past eight years.Before the video was released, Gourdels family expressed hope for his freedom and spoke of their anguish.We learned with great pain of the kidnapping of Herve Gourdel, our father, our partner, our son, our brother and our very dear friend, said a family statement sent to AFP Tuesday.

US-led air strikes target IS oil refineries in Syria

WASHINGTON (AFP) - The United States, joined by Saudi Arabia and the United Arab Emirates, resumed bombing raids against Islamic State jihadists in Syria on Wednesday, with warplanes targeting oil refineries held by the group, the Pentagon said.The US-led air strikes for the first time hit oil installations in eastern Syria in a bid to undercut a key source of income for the IS group, which relies on sales from smuggled crude oil to middlemen across the region.The latest round of air raids focused on 12 targets in eastern Syria, where the IS extremists control small-scale oil refineries, Pentagon spokesman Rear Admiral John Kirby told CNN.These 12 targets were what we call modular oil refineries, Kirby said.They were struck with precision-guided missiles by coalition aircraft. In fact, there were more coalition aircraft in the skies on these particular missions than US (planes), he said.Kirby confirmed that aircraft from Saudi Arabia and the United Arab Emirates took part in the latest raids. The well-funded IS extremists have seized several oil fields in Syria and rudimentary refineries, enabling them to sell smuggled crude oil at cheap prices through intermediaries in Turkey, Iraq, Iran and Jordan. Analysts say the group operates in a similar manner to a mafia and uses kidnapping ransoms, extortion and robbery -- in addition to oil smuggling -- for its funding.The United States launched an air campaign against the IS group in Iraq last month and expanded the strikes into Syria early Tuesday, with five Arab countries joining a coalition effort.The precise contribution of Bahrain, Jordan, Qatar, Saudi Arabia and the United Arab Emirates has not been revealed but US military officers say warplanes from a number of the countries have dropped bombs on IS positions in Syria.Jordanian aircraft conducted an air strike overnight in Syria, officers said.

Asian Games: Qatar quits basketball over headscarf ban

INCHEON (AFP) - Qatar on Wednesday withdrew their womens basketball team from the Asian Games just before their first match over a rule banning Muslim headscarves.Qatar and the Olympic Council of Asia (OCA) hit out at the International Basketball Federation (FIBA) rule which bans all headwear on safety grounds.The Gulf state, whoses team were due to open their campaign against Mongolia in the qualifying round at Incheon on Wednesday, said the rule ran contrary to Olympic principles on diversity.FIBA didnt let our players play with the headscarves and so we had to withdraw from the tournament, said Ahlam Al Mana, head of Qatars womens sports committee.What happened today is against International Olympic Committee goals which are meant to include countries from different cultures, and also its against the slogan of the Asian Games in Incheon which is Diversity Shines here.Al Mana said Qatar knew about the ban in advance, but hoped to persuade FIBA to change its mind. The headwear ban has already been relaxed at national level.She added that teams from other countries affected by the ban had not travelled to the Games in South Korea.Im pretty sure that what happened today can change FIBA rules quickly, Al Mana said.Of course the OCA encouraged us to participate but this is a technical decision from FIBA. I hope in the near future they will allow us.FIBA did not comment on the case, but the OCA director general Husain Al-Musallam hit out over the hijab ruling.The right of the athletes must be the highest priority, he said in a statement.Every athlete has the right to represent their countrys flag without discrimination or without the threat of a financial penalty.Football is among the sports which allow religious head coverings following a change of heart from world body FIFA earlier this year.

Cycling: Wiggins wins world time-trial title

PONFERRADA (AFP) - Olympic champion Bradley Wiggins ended Tony Martins three-year reign by winning the world time-trial title in Ponferrada, Spain on Wednesday.The 34-year-old Briton, the Tour de France champion in 2012, had twice finished second to Martin in 2011 and 2013, but he finally landed his first world title.Wiggins said this title went some way to making up for missing out on riding the Tour in July, when he was overlooked as a potential supporting team-mate for then champion Chris Froome.I mean, I dont know what to say really. I knew coming into it that I had the legs, Wiggins told reporters at the finish line.I realised once I saw the course that if I was ever going to beat Tony then it would be on a course like this. Its been an up and down year. I didnt ride the Tour. I want to dedicate this to my family because theyve been there for me all summer and they had to put up with me when I was at home during July. Its my last world time trial championship and Ive finished with a gold medal.The victory added to Wigginss overall success at the Tour of California in May and stage win in the race against the clock at the Tour of Britain earlier this month.Dutch time-trial champion Tom Dumoulin put in a strong finish over the 47.1km course to take the bronze medal and deny Vasil Kiryienka of Belarus.German Martin had been in imperious form against the clock all season, winning time-trials at both the Tour and Vuelta a Espana.He had also reigned supreme at the World Championships since 2011, although Wiggins beat him into second at the London Games in 2012.The 29-year-old was fastest at the first time check after 12km but from there on, Wiggins just accelerated away.He was 2.64sec ahead of the German at 23km and had stretched his lead to more than 9sec at 35km. The last section included two climbs where Wiggins, who had said before the race he felt the course suited him more than Martin, was expected to have an advantage.And so it proved as Martin rolled over the line 26sec down with Dumoulin, who had not been among the leading five names at any of the three time checks, a further 14sec back.For Martin it was the sixth year in a row in which he took a world medal, following bronze gongs in 2009 and 2010.He was 4sec up on Wiggins at the first time check with six-time French time-trial champion Sylvain Chavanel third, less than a second behind the Briton.But he quickly fell off the pace and was almost 2min 30sec down at the finish.Australian Rohan Dennis appeared to be challenging the top two and was third, 7sec off Wiggins, at the second time check.But he started to fade and finished fifth. Kiryienka was 4sec up on Dennis at the third time check but crucially 27sec behind his Sky team-mate.It was clear at that point that the gold meal would be contested by the Olympic and world champions and this time, Wiggins prevailed.With victories in races such as the Criterium du Dauphine (twice), Paris-Nice, Tour de Romandie, all in 2012, last years Tour of Britain and four Olympic gold medals -- three from the track -- Wiggins has won many of the most prestigious races in cycling.He will go back to the track next year to aim for the team pursuit ahead of the 2016 Rio Olympics, while another of his aims for 2015 is to beat the world hour mark set by German Jens Voigt last week.

Mufti Muneebur Rehman will preside over the meeting.The session of the central Ruet-e-Hilal Committee will be held in Karachi whereas the provincial and zonal committee meetings will take place at their respective headquarters for sighting of the moon.On the other hand, Zilhajj moon was sighted in Saudi Arabia on Wednesday and Eid-ul-Azha will be celebrated on October 4.

US oil prices rise on big drop in inventories

NEW YORK (AFP) - Oil prices in New York rallied Wednesday after a surprisingly big drop in US crude inventories, even as higher output from Libya pressured the main London oil contract.US benchmark West Texas Intermediate for November delivery rose $1.24 to close at $92.80 a barrel on the New York Mercantile Exchange.European benchmark Brent oil for November delivery added 10 cents to $96.95 a barrel in London trade after hitting a two-year low earlier in the session.The Department of Energy said US crude reserves sank by 4.3 million barrels in the week ending September 19, a much bigger decline than the 500,000 drop projected by analysts in a Dow Jones Newswires survey.The DOE report also showed that gasoline stockpiles decreased by 414,000 barrels, more than double the decline forecast.Inventories came out more bullish than a lot of the speculation, said Oliver Sloup of iiTrader. Brent oil sank to a new two-year low earlier in the day of $95.60, buffeted by the combo of weaker global demand fears and signs of stronger supply, according to Matt Smith, analyst at Schneider Electric.The European contract was hit by reports that Libya had restored output at its Sharara oilfield, the countrys largest, and by a drop in Germanys Ifo business confidence indicator to 104.7 in September, the lowest level since April 2013.But Brent picked up ground later in the session and rallied into positive territory in the final half-hour or so of trade on unconfirmed rumors of bombing in eastern Libya. The Libya rumors also lifted WTIs gains late in the session.

Euro to lowest dollar level in 14 months

NEW YORK (AFP) - The euro resumed its fall Tuesday, passing the $1.28 line for the first time since July 2013 as fresh data showed another slip in business confidence in Europe.The Ifo indicator of business confidence in the German economy, the eurozones largest, fell to its lowest level in 17 months, fanning worries about the regions stuttering recovery.Companies assessment of their current business fell again. And their expectations for the next six months hit their lowest level since December 2012, said Ifo president Hans-Werner Sinn.The German economy is no longer running smoothly. The dollar also powered up against the yen and pound, perhaps helped by a buoyant report on new-home sales in the United States last month that partly reassured economists worried about a sag in the housing sector.Sentiment against the (euro) unit remains negative, but further selling may have to come from better US data as the gulf in economic performance between the eurozone and US continues to widen, said Boris Schlossberg of BK Asset Management.

Sri Lanka pick Atapattu as head coach

COLOMBO (AFP) - Sri Lanka Cricket on Wednesday appointed former Test captain Marvan Atapattu as the head coach, making him the island nations seventh coach in the last four years.A selection committee interviewed Atapattu, 43, and one other candidate on Tuesday before recommending him for the job, a news release from Sri Lanka Cricket (SLC) said.The SLC executive committee then unanimously approved and appointed Mr. Marvan Attapattu to the position of national head coach... with immediate effect, the release said.Atapattu had served as the interim coach for three months before his full-time appointment Wednesday, guiding the team during the recent series against England, South Africa and Pakistan.The former batsman replaces Englishman Paul Farbrace who quit in April after just four months on the job to take over as Englands deputy coach under Peter Moores. Sri Lanka are set to play seven ODIs against England from November 26 as part of their build-up to the 2015 World Cup being hosted by Australia and New Zealand. They are also due to tour New Zealand in December and January.A prolific right-hander, Atapattu scored 5,502 runs from 90 Tests, including six double-hundreds, after making his debut against India in 1990.His 8,529 one-day runs included 11 hundreds.Atapattu will be the latest addition in a succession of coaches for Sri Lanka since 2010, following Trevor Bayliss, Stuart Law, Rumesh Ratnayake, Geoff Marsh, Graham Ford and Farbrace.

Altaf demands release of detained MQM workers

LONDON (Dunya News) - Muttahida Qaumi Movement’s (MQM) chief Altaf Hussain has demanded immediate release of MQM workers arrested by Rangers on Wednesday night in Karachi.In a statement issued from London, Altaf Hussain condemned Rangers raid at an MQM sector office and termed the arrest of his party workers as an unlawful act. He further said that such attempts will spread hatred in the country.Earlier, Rangers on Wednesday night raided one of Muttahida Qaumi Movement’s (MQM) offices situated on Abul Hasan Asfahani Road and took several workers into custody and transferred them to an undisclosed location.

KARACHI (Dunya News) – The Karachi Rangers on Wednesday night raided one of Muttahida Qaumi Movement’s (MQM) offices situated on Abul Hasan Asfahani Road and took several workers into custody and transferred them to an undisclosed location, Dunya News reported.MQM’s Raabta Committee said that a raid during the reorganization meeting of the party is condemnable.According to the details, over five hundred workers participated in the ‘reorganization meeting’ of the party.The Rangers raided the location amid the meeting and searched several workers, many of whom were taken into custody.Ranger personnel also stopped MQM Raabta Committee and member Sindh Assembly Faisal Sabzwari from entering the office.The locals started protesting against the raid shortly after it started.Terming the raid as condemnable, MQM Raabta Committee demanded immediate release of the workers.
