UAE imposes harsh penalties for religious crimes

ABU DHABI (AFP) - The United Arab Emirates on Monday announced new legislation imposing harsh sentences including the death penalty for crimes related to religious hatred and Sunni extremism.A presidential decree criminalises any act that stirs religious hatred and also prohibits discrimination on the basis of religion, caste, creed, doctrine, race, colour or ethnic origin.Offenders risk up to 10 years in prison or the death penalty if convicted of takfirism or Sunni Muslim extremism, according to the text of the decree distributed by the official WAM news agency.Proponents of such ideology adopted by Al-Qaeda and other radical Islamist groups describe as infidels non-Muslims as well as Muslims who do not share their beliefs. The oil-rich Gulf state last year brought in strict new legislation and listed 83 groups classified as terrorist, including the Muslim Brotherhood.UAE warplanes are taking part in the US-led international coalition waging a campaign of air raids against the jihadist Islamic State group in Syria and Iraq.

US sets capital surcharges for largest 8 banks

Posted:

WASHINGTON (AFP) - The US Federal Reserve set Monday tough new capital surcharges for the countrys eight largest banks in a new post-economic crisis effort to reel in too-big-to-fail institutions. But of the eight, only one is currently below the new capital threshold: JPMorgan Chase, which needs to come up with an additional $12.5 billion in capital by January 2019, when the new rules will be fully phased in.Besides JPMorgan, the institutions identified as global systemically important banks and subject to the new rule are Bank of America, Wells Fargo, Goldman Sachs, Morgan Stanley, Bank of New York Mellon, Citigroup and State Street. The rule is designed to reduce the risks posed by a GSIB to US financial stability, the Fed said. The extra capital required would help to ensure that the GSIB has sufficient capital to continue its operations during times of stress and to protect the financial system from the spillover risks of its failure.Essentially, the new rule requires banks to increase their levels of equity to account for higher-risk activities, or to cut back those activities.Since the rule was first proposed last year, all eight banks have taken action to meet the new standards, trimming in-house trading divisions, cutting exposure to certain high-risk financial markets, boosting long-term funding levels, and adding to their capital cushions. In December the Fed had made clear that seven already met the new requirements. Alone in falling short, JPMorgan was said at the time to need around $22 billion in new capital. The bank had been singled out in a congressional report in November as having a particularly high and risky exposure to the physical commodity market. The threat of risky activity by the largest banks to the financial system became clear in the 2008 financial crisis, when the government was forced to prop up some of the largest institutions to protect them from large losses and extreme funding vulnerabilities.Since the crisis, global banking regulators have made extensive efforts to identify systemically important financial institutions, also called too-big-to-fail because their failure had the potential to weaken the entire financial system.

Gawker editors quit after controversial article pulled

Posted:

NEW YORK (AFP) - The top two editors of the New York-based gossip site Gawker resigned Monday, protesting the removal of an article about a media executives private life.Gawker, which bills itself the source for daily Manhattan media news and gossip, announced the resignation of Tommy Craggs, the executive editor of Gawker Media, and Max Read, editor-in-chief of Gawker.com.The pair said they were quitting because of the sites managing partners decision to delete the controversial post. The decision to remove (the article) is an unacceptable and unprecedented breach of the editorial firewall, and turns Gawkers claim to be the worlds largest independent media company into, essentially, a joke, Read said in a letter to staff. The decision to delete the article, which purportedly exposed the chief executive of another firms efforts to contact a high-priced escort, had provoked protests from Gawker staff last week. Our opinions on the post are not unanimous but we are united in objecting to editorial decisions being made by a majority of non-editorial managers, a staff statement said last week.Disagreements about editorial judgment are matters to be resolved by editorial employees. We condemn the takedown in the strongest possible terms.Gawker made news earlier this year when staffers voted to unionize, making it possibly the first among the digital news media to do so.Gawker Media, which is believed to be one of the larger online news organizations, also publishes Deadspin, Gizmodo and other news sites. On Friday, Gawker Media chief executive Nick Denton defended the decision to delete the article, saying Gawker needs greater editorial restraint in a media environment which has evolved. He reiterated that in a blog post Monday. This is the company I built. I was ashamed to have my name and Gawkers associated with a story on the private life of a closeted gay man who some felt had done nothing to warrant the attention, Denton said.We believe we were within our legal right to publish, but it defied the 2015 editorial mandate to do stories that inspire pride, and made impossible the jobs of those most committed to defending such journalism.

LONDON (AFP) - Australias Steven Smith has regained top spot in the International Cricket Councils Test batting rankings following a man-of-the-match display in his sides commanding 405-run win over England in the second Ashes Test at Lords on Sunday.Smith made a Test-best 215 in Australias first innings 566 for eight declared and added a quickfire 58 in their second innings during a victory which saw the tourists level the five-match series at 1-1.The 26-year-old had been dethroned as the worlds leading Test batsman by AB de Villiers after he was twice out for 33 in Australias 169-run defeat by England in the Ashes opener in Cardiff. However, the in-form Smith -- who has now scored six hundreds in his last eight Tests -- has regained first place from de Villiers and leads the South Africa star by 28 ranking points in the ICC standings.Smiths current rating of 936 is the highest of his career and the 10th highest all-time achieved by any batsman in the ICC system. The Lords Test also saw a career-high gain for veteran Australia opener Chris Rogers who, in the first of the innings of the match, made a Test-best 173 and followed up with an unbeaten 49 in Australias second innings 254 for two declared.Rogers climbed 12 places into ninth spot on 793 points, 20 behind New Zealands Kane Williamson.David Warner, Rogerss opening partner remained in 10th spot, while Michael Clarke, the Australia captain, has dropped three places to 20th.Englands Joe Root moved down two places to sixth.Meanwhile Australia left-arm paceman Mitchell Johnson has climbed three places to fourth position in the ICCs Test bowler rankings after taking six for 80 at Lords. That left the 33-year-old with 299 Test wickets in a 68-match career and Johnson will be eyeing a significant landmark when the third Ashes Test gets underway at Birminghams Edgbaston ground on July 29.One more wicket will see Johnson become only the fifth Australian to take 300 Test wickets after leg-spin great Shane Warne (in second place on the all-time list on 708 wickets), and the pace trio of Glenn McGrath (in fourth place on 563), Dennis Lillee (in 20th place on 355) and Brett Lee (in 25th place on 310).Johnson currently lies in 28th place overall, eight wickets behind the tally of late England fast bowling great Fred Trueman, the very first cricketer to take 300 Test wickets when he reached the landmark in 1964.Leading ICC Test player rankings as of July 20 after second Ashes Test at Lords (rank, change in ranking, player, team, ranking points, average, highest ranking points):Batting01 (01) Steven Smith AUS 936 58.52 936 v ENG at Lords 201502 (-01) AB de Villiers RSA 908 52.09 935 v AUS at Port Elizabeth 20143 (-) Hashim Amla RSA 891 52.78 907 v PAK at Abu Dhabi 201304 (01) Kumar Sangakkara SRI 874 58.04 938 v ENG at Kandy 200705 (01) Angelo Mathews SRI 860 51.67 877 v NZL at Christchurch 201406 (-02) Joe Root ENG 850 54.02 884 v AUS at Cardiff 201507 (-) Younus Khan PAK 829 54.07 880 v SRI at Lahore 200908 (-) Kane Williamson NZL 813 45.70 860 v ENG at Lords 201509 (12) Chris Rogers AUS 793 44.33 793 v ENG at Lords 201510 (-) David Warner AUS 764 46.86 880 v IND at Adelaide 2014Bowling01 (-) Dale Steyn RSA 905 22.55 909 v WIS at Centurion 201402 (1) Trent Boult NZL 814 27.12 825 v ENG at Lords 201503 (1) Yasir Shah PAK 810 24.81 810 v SRI at Pallekele 201504 (3) Mitchell Johnson AUS 801 27.71 849 v PAK at Dubai 201405 (-) Stuart Broad ENG 800 29.62 801 v AUS at Cardiff 201506 (-4) James Anderson ENG 787 29.73 847 v WIS at Barbados 201507 (-1) Vernon Philander RSA 780 21.95 912 v IND at Johannesburg 201308 (-) Rangana Herath SRI 752 30.17 851 v Pak at Colombo (SSC) 201409 (-) Morne Morkel RSA 727 29.35 776 v AUS at Cape Town 201110 (-) Tim Southee NZL 713 31.63 799 v WIS at Jamaica 2014

Grenade thrown in Burundian capital on eve of key vote

BUJUMBURA (AFP) - Attackers in Burundis capital hurled a grenade Monday without wounding anyone, the latest act in a spree of violence coming on the eve of controversial presidential elections. The grenade exploded on a street close to the symbolic Independence Square in central Bujumbura. We saw people passing in a car, they threw a bag and we heard an explosion, one woman who saw the attack told AFP.More than two months of protests against President Pierre Nkurunzizas bid for a third consecutive term have left at least 100 dead in a tough government crackdown.Independent media has been shut down and many opponents have fled -- joining an exodus of over 150,000 ordinary Burundians who fear their country may again be engulfed by widespread violence.Earlier Monday, aid organisation Doctors Without Borders said in a statement around 1,000 people have been flocking from Burundi into Tanzania daily to flee violence arising from the polling. Each day up to 1,000 people cross the border, through the forest between Burundi and Tanzania, (with) many travelling in the dark on foot, and without belongings, MSF said.MSF estimates around 78,000 people from Burundi are amassed in Tanzanias Nyarugusu camp, along with 64,000 refugees from the Democratic Republic of Congo who have been there since 1997.The camp was originally built to take in a maximum 50,000 people fleeing civil war in DRC.Small, landlocked and one of the worlds poorest nations, former Belgian colony Burundi is situated in the heart of central Africas troubled Great Lakes region.Polls officially open at dawn at 06:00 am (0400 GMT) on Tuesday, and close at 1300 GMT.

European stocks start week with gains

LONDON (AFP) - Europes main stock markets rose on Monday as investors followed developments in Greece, which made massive loan repayments to creditors and reopened its banks.Londons benchmark FTSE 100 index added 0.20 percent to end the day at 6,788.69 points. In the eurozone, the CAC 40 in Paris edged up 0.35 percent to 5,142.49 points, while Frankfurts DAX 30 rose 0.53 percent to 11,735.72 points compared with Fridays close.Focus remained firmly on Greece, where banks re-opened their doors Monday after a three-week shutdown imposed to prevent a mass cash withdrawal that could have caused the financial system to collapse. The Greek government made a 4.2 billion euro ($4.6 billion) loan repayment due to the European Central Bank on Monday as well as outstanding sums owed to the International Monetary Fund, both creditors said in statements.News on Monday that Greece had made scheduled payments to the ECB and IMF using its newly-agreed bridge finance was encouraging, said analyst Jennifer McKeown at Capital Economics. But she also warned of possible political upheaval with Greek Prime Minister Alexis Tsipras fighting against considerable dissent from within his party, which could prompt an early election this autumn. The euro strengthened against the dollar after earlier weakness caused by expectations of a US interest rate rise by the end of the year. The European single currency stood at $1.0855 compared with $1.0830 late on Friday in New York.- Gold at five-year low -Gold slumped to the lowest point in nearly five and a half years, weighed down by reports of massive selling in China, dealers said. The precious metal tumbled to $1,072.35 in Asian deals, striking the lowest point since February 11, 2010, and breaching the key psychological barrier of $1,100.Gold had already slid Friday on the back of the strong dollar, which soared last week after US Federal Reserve chief Janet Yellen reaffirmed expectations of an interest rate hike by years end.A stronger greenback makes dollar-denominated commodities more expensive for buyers using weaker currencies. That tends to dent demand and, in turn, pull prices lower.Analysts said investors are now beginning to refocus on macroeconomic data after the past few months were dominated by the Greek debt crisis and a more than 30 percent plunge in Chinese stocks. With the relative calm that has engulfed Europe, traders are feeling a little more comfortable and focusing on equities and the deluge of corporate data hitting them in this latest reporting season, said Alastair McCaig, market analyst at IG trading group. In London, shares of Pearson, the British publisher of the Financial Times, dived 1.57 percent to 1,255 pence on rumours it was sounding out potential buyers for its influential economic and business daily, though no decision to sell has been taken, Bloomberg News reported.Embattled banks were also in focus with a report saying Barclays could shed 30,000 jobs, while Standard Chartered unveiled a streamlined management team.Barclays share price rose 0.27 percent to close at 280.85 pence, while Standard Chartered advanced by 0.93 percent in value to 1,026.50 pence.US stocks climbed Monday following solid earnings from Morgan Stanley and Lockheed Martins purchase of Sikorsky Aircraft from United Technologies for $9 billion. In New York mid-day trade, the Dow Jones Industrial Average was at 18,120.25, up 0.19 percent. The broad-based S&P 500 added 0.10 percent at 2,128.86, while the tech-rich Nasdaq Composite Index advanced 0.19 percent to 5,220.28.Asian stocks were mixed Monday, with Sydney and Shanghai rising as concerns eased over Greece and Chinas recent market rout.Shanghai ended 0.88 percent higher at 3,992.11 points, while Sydney added 0.30 percent to close at 5,686.90.Hong Kong was flat at 25,404.81, while Seoul closed 0.17 percent lower at 2,073.31.Tokyo and Jakarta were closed for public holidays.

Hawking launches biggest-ever search for alien life

Posted:

LONDON (AFP) - British cosmologist Stephen Hawking launched Monday the biggest-ever search for intelligent extraterrestrial life in a 10-year, $100-million (92-million-euro) project to scan the heavens.Russian Silicon Valley entrepreneur Yuri Milner, who is funding the Breakthrough Listen initiative, said it would be the most intensive scientific search ever undertaken for signs of extra-terrestrial intelligent life.In an infinite universe, there must be other occurrences of life. Somewhere in the cosmos, perhaps, intelligent life may be watching, Hawking said at the launch event at the Royal Society science academy in London.Either way, there is no bigger question. Its time to commit to finding the answer, to search for life beyond Earth. We must know. The project will use some of the biggest telescopes on Earth, searching far deeper into the universe than before for radio spectrum and laser signals. We are launching the most comprehensive search programme ever, said Milner.Breakthrough Listen takes the search for intelligent life in the universe to a completely new level. He said the scan would collect more data in one day than a year of any previous search, tracking the million closest stars, the centre of the Milky Way and the 100 closest galaxies. We should not read too much into the lack of confirmed signals, said the former physics student, who is named after Yuri Gagarin, the first man in outer space.Earths telescopes would be able to detect a signal from similarly-advanced technology sent from the centre of the Milky Way.A signal from Andromeda, the nearest major galaxy, would need only the power of two times the Three Gorges Dam in China to reach Earth. We dont need to assume that civilisation is way more developed than we are, Milner said.- Huge gamble, colossal pay-off -===================================Martin Rees, Britains astronomer royal and one of the project leaders, said modern technology allowed much more sensitive searches than ever before, though he cautioned against expectations of finding intelligent alien life. Its a huge gamble, of course, but the pay-off would be so colossal... even if the chance of success is small, the astrophysicist said. However, the possibility of finding life had effectively risen a billionfold through the identification of billions of Earth-like planets in the Milky Way, he said.Is there life out there? We may not answer it but this gives a bigger chance that it may be answered in our lifetime, he said. The programme will be 50 times more sensitive than previous searches, and cover 10 times more of the sky, experts said.It will scan at least five times more of the radio spectrum, and 100 times faster, while in tandem undertake the deepest and broadest-ever search for optical laser transmissions. The initiative was launched on the 46th anniversary of the first manned Moon landing. It is allied with the Breakthrough Message project, an international competition to create digital messages that represent humanity. There is no commitment to send any messages into space, and the project should spark discussion about whether humans should be sending messages at all out into the void.

Football: Milner scores again as Liverpool beat Adelaide United 2-0

ADELAIDE (AFP) - James Milner scored again as Liverpool downed Adelaide United 2-0 on Monday to win both their pre-season games in Australia before the new English Premier League season.England midfielder Milner, who joined on a free transfer last month from Manchester City, was on target in the 67th minute for the second time in four days for Liverpool in Australia.Milner, capped 53 times by his country, scored Liverpools winner in a 2-1 victory over Brisbane Roar on Friday.Fellow new recruit Danny Ings sealed the victory with Liverpools second goal in the 88th minute to cap a strong all-round performance by the Merseyside giants before 53,000 at the Adelaide Oval.I thought the performance was very good tonight against another well-organised team, said Liverpool manager Brendan Rodgers. The pressure and intensity in the game was excellent.Young players understand and know if they work hard and show the correct personality theyll get a chance.Joe Gomez looks like he could be a Liverpool player for many years. I know its pre-season but he has shown all the qualities and temperament and hes only 18.Jordon Ibe, I think this could be a big season for him. Hes only 19.Liverpool fully stretched Adelaides defence, with Gomez sweeping along the left flank and the lively Divock Origi a constant threat.Adelaide did not mount a genuine attack until 25 minutes into the game. They can credit two super low saves by goalkeeper Eugene Galekovic for keeping the game scoreless at halftime.Galekovic produced another top-shelf stop in the 59th minute with a spectacular mid-air parry to deflect an Adam Lallana strike. But eight minutes later Galekovic was finally beaten when Milner scored after a sweet passing movement.Milner slid onto the end of a curling Ibe cross to poke the ball in with his right foot, although replays suggested he may have been offside.Ings made it safe for Liverpool when put through by a Nathaniel Clyne pass. The former Burnley forward got a touch around the flailing Galekovic to roll the ball into the net.
