Iran nuclear talks deadline extended

Posted:

VIENNA (AFP) - Global powers seeking to hammer home a deal to curtail Irans suspect nuclear programme missed another deadline Tuesday, with all sides vowing to now keep working until the end of the week.We are continuing to negotiate for the next couple of days, EU foreign policy chief Federica Mogherini told reporters during a break from the negotiations in Vienna, effectively stopping the clock. But the United States said the terms of a November 2013 interim accord under which Iran has been cutting back its stock of enriched uranium in return for sanctions relief would be extended until Friday, July 10, meaning this is the effective new deadline. It was the fifth time since 2013 -- and the second time in this round of talks -- that the so-called P51 and Iran have missed their own target date to strike an unprecedented accord which has become bogged down over a number of weighty issues.Mogherini admitted the seven nations at the negotiating table were interpreting in a flexible way our deadline, which means that we are taking the time, the days we still need, to finalise the agreement. But she said it was still possible to overcome the remaining differences and reach a deal to draw a curtain on a 13-year standoff with Iran, first triggered when dissidents revealed its nuclear programme in 2002.US Secretary of State John Kerry would remain in Vienna with Mogherini and their Iranian counterpart Mohammad Javad Zarif, the US delegation spokeswoman Marie Harf said.We are taking these negotiations day to day to see if we can conclude a comprehensive agreement, she said in a statement.Weve made substantial progress in every area, but this work is highly technical and high stakes for all of the countries involved. Were frankly more concerned about the quality of the deal than we are about the clock, Harf added. After talking deep into the night Monday, foreign ministers from the so-called P51 -- Britain, China, France, Germany, Russia and the United States -- met twice Tuesday without their Iranian counterparts. They are seeking to hammer out a final accord to put an atomic bomb out of Irans reach in return for lifting a web of sanctions, after reaching a framework deal in April. We have no deadline, a spokesman for the Iranian delegation told AFP.For many observers July 9 had always been the real deadline, and the US team now has its back against the wall trying to nail down the final details by then.If Kerry fails to hand over a deal by late Thursday, US lawmakers will get 60 days instead 30 to review and vote on it, which risks further complicating its implementation.Despite progress on a series of complicated annexes, negotiations have hit hurdles on how to ease sanctions against Iran, probing allegations that in the past Tehran sought to develop nuclear arms, and ensuring Iran can continue to have a modest, peaceful nuclear programme.Russian Foreign Minister Sergei Lavrov confirmed however that at the 11th hour a new problem had emerged -- the lifting of a UN conventional arms embargo on Iran.I can assure you that there remains one major problem thats related to sanctions: this is the problem of an arms embargo, Lavrov told Interfax from Vienna.Under the resolution, nations are banned from selling convention weapons such as tanks and missiles to Tehran. And Russia is believed to be eager to start selling such arms again. An Iranian official revealed Monday that Tehran was pushing for removal of any mention of a UN arms embargo in any final agreement. There is no evidence that the arms embargo has any relation with the nuclear issue, the official said.A fact sheet put out by the State Department as part of the April framework said that under the final deal there would be a new UN Security Council resolution to extend important restrictions on conventional arms and ballistic missiles.Western officials are uneasy about allowing Iran to buy conventional weapons when it is accused of fomenting unrest in the Middle East, even though it is also fighting Islamic State militants, a common enemy for Washington and Tehran.

Shebab militants kill 14 workers in northern Kenya

Posted:

NAIROBI (AFP) - Shebab militants killed at least 14 workers in northern Kenya on Tuesday, officials said, the latest in a wave of attacks in the east African nation by the Somali-led Islamists. The attack occurred just outside the town of Mandera in Kenyas far northeastern region, which borders Ethiopia and war-torn Somalia, and comes a little more than two weeks before US President Barack Obama is due to make his first presidential visit to Kenya, where his father was born.People were sleeping when the attack happened. They just came and hurled explosives into the houses, said Mandera County Commissioner Alex Ole Nkoyo, confirming 14 people had been killed in the attack. These were Al-Shebab from the nature of the attack. They used explosives and guns, he said.A pro-Shebab website, Somalimemo, said the Al-Qaeda-affiliated rebels had confirmed they carried out the attack against Christian Kenyans.A regional commissioner, Mohamud Saleh, said the attackers were believed to be Shebab members based in Kenyas northeast, which has seen a string of attacks in recent months. We believe the assailants are members of al-Shebab terror group who are operating from sleeper cells in Mandera town, Saleh told reporters in Garissa, where in April the Shebab massacred 148 people at the towns university, most of them students. He said up to 150 people were targeted in the attack and praised the security forces for responding quickly. Our security officers have done a commendable job by rescuing 136 people from the hands of the bloodthirsty terror gangs, he said, adding any loss of life was painful.Interior Minister Joseph Nkaissery, however, said the attackers had sneaked into the country from Somalia and had then run back to Somalia. He added that 130 residents were evacuated from the area.We are still undertaking a security operation in the area, he told reporters. The target of the attack was a guarded compound that is home to labourers who work in nearby quarries. Many labourers who work in the Muslim-majority border region are Christians from central Kenya.Kenyas National Disaster Operation Centre said 13 of the dead were non-locals and one was from the area. It said five of the wounded had been airlifted to Nairobi for treatment.Under pressure in Somalia, where it has for years been fighting to overthrow the internationally-backed government, Shebab is now increasingly targeting Kenya. It has also stepped up attacks during the Muslim fasting month of Ramadan. In late 2014, 28 passengers were dragged from a bus near Mandera and executed. Days later in the same area, 36 quarry workers were pulled from their tents at night and murdered -- after which many have moved to more secure locations such as the one that was attacked. In 2013, four Shebab gunmen killed at least 67 people in an assault on the Westgate mall in the capital Nairobi. The upsurge in cross-border attacks and the emergence of Kenya-based Shebab cells is now Kenyas number-one security headache, as well as being a strategic blow given that Nairobi sent troops into southern Somalia in 2011 in the hope they would protect the long, porous border.

20 killed in Zaria, Nigeria bomb attack: state governor

KANO (AFP) - At least 20 people were killed in a bomb blast in the city of Zaria, northern Nigeria, on Tuesday, a regional governor said.I am sad that a terrorist bomb attack just killed 20 people in Sabon Gari Zaria, Nasir Ahmad El-Rufai, the governor of Kaduna state, wrote on his Twitter account. The blast happened at about 9:00 am (0800 GMT) as primary school teachers and public sector staff underwent screening at government offices in the city, according to witnesses. There was no immediate claim of responsibility but Boko Haram Islamists will be the main suspects, as they have carried out a wave of similar attacks in the past.El-Rufai, from the All Progressives Congress (APC) party of President Muhammadu Buhari, said people in the mainly Muslim city should be vigilant and avoid crowded places in the next few weeks. We call on our people to report any suspicious persons and movements to law enforcement agents, traditional rulers and religious leaders, he added. The Kaduna State government is working with Federal security agencies that are taking proactive measures to frustrate such terrorists.

Two killed when F-16 collides with small plane over South Carolina

CHARLESTON (Reuters) - A U.S. F-16 fighter jet and a small plane collided in midair over South Carolina on Tuesday, killing two aboard the private plane while the military pilot ejected safely, authorities said. The collision between the fighter jet and a Cessna C-150 occurred at around 11 a.m. near Moncks Corner, north of Charleston, the Federal Aviation Administration said in a statement. The two people aboard the Cessna were both killed, a spokesman for the National Transportation Safety Board said. The agency is investigating the crash.Authorities are still searching for their bodies, and have not released their identities, Bill Salisbury, the Berkeley County coroner, told a news conference. The small plane carrying the local residents had left the Berkeley County airport a few minutes before the crash and was probably going to Myrtle Beach, South Carolina, Salisbury said. The pilot of the military aircraft, identified as Major Aaron Johnson, ejected safely and was taken for a health evaluation, according to a statement from Shaw Air Force Base in South Carolina, where the F-16 was based.Johnson is expected to make a speedy return to the base and could resume flying next week, Colonel Stephen F. Jost said at a news conference on Tuesday.Authorities have located the military plane and parts of the Cessna, Salisbury said. Our thoughts are with the friends and family of anyone aboard the civilian aircraft, Shaw Air Force Base said in a statement posted on Twitter. From what I understand from a witness, the military plane struck the other, small aircraft broadside, Salisbury said.Debris from the small plane had been found scattered over a wide area, including in a rice field, local authorities said. There were no reports of injuries from any debris. At least 20 agencies were involved in the response.Johnson was flying a routine training mission from the air base to Charleston and back, Jost said. Our pilots are well-trained to fly the approaches in and out of there, and all of the facts at this point indicate that the pilot was talking to air traffic control as they normally do when the accident occurred, Jost said. Everything beyond that is subject to speculation.

Two Americans, Briton gored in opening Pamplona bull run

PAMPLONA (AFP) - Two Americans and a British man were gored and eight others hurt on Tuesday as runners dashed ahead of six half-tonne fighting bulls in a fast first running of the bulls at Spains annual San Fermin festival.A 30-year-old British man was gored between the legs in the perineum area, the regional government of Navarra, of which Pamplona is the capital, said in a statement.A 38-year-old from California was gored in his right armpit and another 27-year-old American was also gored in an undisclosed spot.None of the injuries were considered to be life-threatening.Eight other men, including three Americans, were treated in hospital for bruises and scrapes suffered in falls.Runners, wearing traditional white clothing and red kerchiefs around their necks, tripped over each other or fell in the mad rush as they and the animals charged down a winding 846.6-metre (925-yard) course from a pen to the citys bull ring in two minutes, 23 seconds. Some dared to run just at arms length from the six huge bulls and six steers that accompany them, glancing nervously behind at the beasts curved horns. One black bull raced ahead of the pack and made several charges at the runners, who scrambled to get out of the way.Fifteen people have been killed in the bull runs since modern day records started in 1911, most recently in 2009 when a bull gored a 27-year-old Spaniard in the neck, heart and lungs. The bulls used in Tuesdays run came from the Jandilla ranch in Spains southern region of Andalucia, the same ranch that supplied the animals responsible for the last fatal goring at San Fermin.Five Spaniards, two Australians and one American were gored in last years festival in Pamplona.People come from all over the world to test their bravery and enjoy the festivals nonstop street parties which last until July 14. The festival was immortalised by author Ernest Hemingway in his 1926 novel The Sun Also Rises.Last year just over 17,000 people joined the festivals eight daily bull runs with over half of them, 56 percent, coming from abroad, according to Pamplona city hall. The United States, Australia, New Zealand and Britain accounted for the greatest number of foreign bull run participants.

Man shoots off firework from top of his head, dies instantly

Posted:

CALAIS (AP) — A 22-year-old man who was drinking and celebrating the Fourth of July tried to launch a firework off the top of his head, killing him instantly, authorities said Sunday.Devon Staples and his friends had been drinking and setting off fireworks Saturday night in the backyard of a friends home in eastern Maine, said Stephen McCausland, a spokesman for the state Department of Public Safety.Staples, 22, of Calais, a small city on the Canadian border, placed a reloadable fireworks mortar tube on his head and told his friends he was going to light it, McCausland said. But his friends urged him to stop.Apparently, he thought that was a great idea, McCausland said. His friends they thought dissuaded him from doing it, and the next thing they knew, he ignited the fireworks and he was killed instantly.Stapless brother Cody told the Daily News of New York that he was a few feet away when his brother lit the firework and was the first to come to his side after it exploded. There was no rushing him to the hospital. There was no Devon left when I got there, said 25-year-old Cody Staples, who called it an accident.Devon was not the kind of person who would do something stupid. He was the kind of person who would pretend to do something stupid to make people laugh, he said.Staples death is the first fireworks fatality in Maine since the state legalized fireworks on Jan. 1, 2012, authorities said.Lawmakers had voted to repeal a 1949 law banning fireworks, reasoning the industry would create jobs and generate revenue.State fire marshals were also investigating several other Fourth of July fireworks accidents involving injuries in Friendship, Jefferson, Lebanon and Woodstock. They said most of the accidents involved burns and eye injuries. In Montana on Saturday, a 32-year-old man was killed at a Billings home in a fireworks accident involving a mortar tube. And in New Jersey, a 52-year-old man blew off a large piece of his left leg below the knee when he set off a tennis-ball sized firework in Leonia.

Oil prices mixed amid uncertainty over Greece, China

Posted:

NEW YORK (AFP) - Oil prices finished mixed on Tuesday as investors faced growing uncertainty over the Greek debt crisis and Chinas efforts to stem a stocks rout in the worlds top energy consumer.West Texas Intermediate (WTI) for August, the US benchmark, dipped 20 cents to $52.33 a barrel on the New York Mercantile Exchange, its lowest level since mid-April.Global benchmark Brent North Sea crude for August delivery a barrel closed at $56.85 a barrel in London, a gain of 31 cents from the prior days settlement. On Monday WTI plunged nearly eight percent and Brent dropped 6.3 percent as the clouded economic outlook raised the specter of a further slowdown in global demand for crude.Investors are worrying about weaker demand for crude oil as a result of Greeces mounting debt crisis, which could result in the country leaving the eurozone, and the fall in Chinese stocks market despite government efforts to end three weeks of plunging prices, analysts said.On Tuesday, Greece unexpectedly showed up without a new set of reform proposals at a eurozone finance ministers emergency meeting, after a referendum on Sunday rejected European proposals.Chinese shares took another tumble Tuesday, defying government efforts to arrest a precipitous fall that has wiped an estimated $3.2 trillion off markets and threatens the worlds number-two economy.Oil demand from China could decline further if the current stock market rout spreads to the rest of the economy, while a Greek (eurozone) exit could affect demand for oil from Europe, said analyst Jasper Lawler at CMC Markets. The dollar firmed as investors sought a safe haven from the uncertainties, putting more pressure on the dollar-priced oil market.Meanwhile, the top-level negotiations in Vienna between six major powers and Iran on Tehrans nuclear ambitions on Tuesday were effectively extended until Friday. An agreement could allow Iran to boost oil exports, piling more downward pressure on prices. The ongoing sense that Iranian nuclear negotiators are making enough progress to extend talks also adds a risk that with the eventual lifting of sanctions, Iranian, OPEC, and world crude oil supplies will rise, said Tim Evans of Citi Futures.

'New' England face Ashes acid test

Posted:

LONDON (AFP) - England will face the ultimate test of their stated desire to play bold and aggressive cricket as they bid to regain the Ashes from Australia in a five-match series that starts in Cardiff on Wednesday. With their new Australian coach, Trevor Bayliss, telling them the only way they can defeat the Aussies is to fight fire with fire, England have certainly talked a good game as they look to turn the tables on an Australia side who beat their arch-rivals 5-0 during the last Ashes series Down Under in 2013/14.But can England match the aggression of Australia and will they have to if they are to win the series? On paper, at least, Australia -- even after Ryan Harriss injury-induced retirement on Saturday -- have quicker bowlers in the likes of left-armers Mitchell Johnson and Mitchell Starc than Englands new-ball duo of James Anderson and Stuart Broad. And with their top order boasting the likes of dynamic opener David Warner, Steven Smith, now the number one ranked batsman in Test cricket, and captain Michael Clarke, Australia also appear to have a faster scoring top order than Englands leading quartet of Adam Lyth, skipper Alastair Cook, Gary Ballance and Ian Bell, who have been accused of being one-paced batsmen.Nevertheless number five Joe Root has often shown hes comfortable upping the tempo -- something for which England should be grateful given Kevin Pietersens ongoing exile.England were much praised for the attacking manner they displayed during a recent 3-2 one-day series victory over New Zealand, a series Cook missed.Former Sri Lanka and New South Wales coach Bayliss insisted England had to take their white-ball approach into the Test arena. The way the game has been played over the last five or 10 years you could argue that maybe we havent kept up to date as some of the other teams, he said.Whether you like it or not the T20 format and the one-day format do have a bearing on the way the game is played at Test level. Its that philosophy of being positive and aggressive.Bayliss, however, said this was not the same thing as being reckless, a point echoed by England all-rounder Ben Stokes, who said Thursday: Its not all about hitting fours and sixes, its about having intent in everything you do.During Englands 124-run win over New Zealand in the first Test at Lords in May, contrasting second innings hundreds from Cook and Stokes laid the platform for victory with the captain batting in classic opening fashion to make 162 off 345 balls while Stokes blasted 101 off 92.Cook is often portrayed as an inherently cautious captain, certainly when compared to Clarke, and even faced flak when England won the 2013 Ashes 3-0.Australia all-rounder Shane Watson questioned the England skippers capacity to be proactive in the field, saying: Im not sure if that?s exactly in Alastair Cooks DNA to be really able to put a game on the line. But Broad made the valid point that captaincy style was often heavily influenced by the make-up of a side. You may see a decent shift, Broad said. You have to captain the players you have in your side and we have these newer guys who like to play attacking, free-flowing, exciting cricket.Cooky can roll with that and is excited about rolling with that.Australia have not won an Ashes series in Britain since 2001 and much will depend on how their fast bowlers adapt to generally less responsive pitches and their batsmen cope with the swinging ball, if conditions are conducive to aerial movement.Clarke, one of the outstanding batsmen of his generation, has made three previous tours of England and ended up losing the Ashes on each occasion.Ive played for long enough and Im realistic enough to know that playing here is a really tough challenge, said Clarke.Look at our record over the last 10-15 years (in England) -- its certainly not what wed like as an Australian team. But theres good reasons for that... England are very tough to beat at home.

Pietersen backs Australia to retain Ashes

Posted:

LONDON (Agencies) - Kevin Pietersen believes a lack of support for James Anderson will damage Englands chances of regaining the Ashes from Australia. The controversial batsman has been in England exile ever since the team returned home from their 5-0 thrashing in Australia in 2013/14.Recently appointed director of cricket Andrew Strauss, Pietersens successor as England captain, confirmed before the start of this seasons home internationals that the star run-maker would remain on the outside looking in because of trust issues. But South Africa-born Pietersen was adamant he wanted England to win in his absence, just that he could not see them doing so because of a lack of wicket-taking back-up for attack-leader Anderson.Australia have two genuine fast bowlers in left-armers Mitchell Johnson and Mitchell Starc, with Josh Hazlewood set to be the tourists third seamer and the 35-year-old Pietersen fears England lack similar firepower.Sadly I think Australia will win 2-1, Pietersen wrote in his Daily Telegraph column on Tuesday.I want England to win but I just cant see it happening. I hope I am wrong. The difference between the two teams this series is we do not have that strike bowler who can lead the attack and take wickets while James Anderson is resting between spells. Two years ago we had (now retired off-spinner) Graeme Swann but Im concerned as to who will be our match-winner if Anderson does not turn up.It is essential Stuart Broad and Mark Wood are firing and taking wickets.Englands route to victory then lies with Alastair Cook and Joe Root scoring lots of runs, and the bowling attack working in partnerships to make up for that lack of a strike bowler.Meanwhile Pietersen insisted England would not regain the Ashes by trying to contain Australia. You have to make a play, he said. England have to come out and attack Australia. There is no way in the world they are going to win the series by being defensive. As for the vexed issue of sledging, with Anderson insisting he no longer felt the need to verbally abuse opposition players and many fans rejoicing in the sporting atmosphere that existed during Englands preceding series with New Zealand, Pietersen insisted it was good for the game.Australians are intimidating people when they get on top of you. So England guys have to fight them on their own terms. Do not take a backward step, Pietersen said. The Ashes is sporting war and sledging is good for the game. I want more of it and I want there to be fire in the series.I do not want to see people laughing and joking with each other. It is Ashes cricket. You do not test people mentally by smiling at the opposition on the field. Do not cross the line or be personal. But stand up and take them on, he added. The first Ashes Test starts in Cardiff on Wednesday.
