Europe has 'taken responsibility' for refugees: Hollande

LONDON (AFP) - Europe has shouldered responsibility for the wave of migrants reaching its shores, French President Francois Hollande said on Tuesday after EU ministers agreed to relocate 120,000 refugees around the bloc.Europe has taken on its responsibilities. It has been able to do this but with conditions and with rules, and that is what France has called for, Hollande told reporters.Europe has been struggling to coordinate a united response to an unprecedented influx of migrants and refugees from war-torn countries such as Syria.Couldnt we manage 120,000 in a continent with 450 million people? We will show that we can do this, and at the same time have rules. That is taking responsibility, that is solidarity, Hollande added.The plan was bitterly opposed by the Czech Republic, Hungary, Romania and Slovakia, who argue that the European Commission does not have the right to make them take in people seeking refuge.Asked about the possibility of sanctions for countries which did not respect Tuesdays agreement, Hollande said Europe had rules.When you are in the European Union, it comes not just with benefits, it also means playing your part, especially when it comes to accommodating people who are in an extremely difficult situation, he said.The agreement came on the eve of a key EU summit on Wednesday which is dedicated to finding ways to help countries to stop the flow of asylum seekers at sources.Hollandes remarks came as the first refugees from war-torn Syria arrived in Britain, which is exempt from EU asylum and migration policy.Hollande defended Britains opposition to being part of a quota system, noting that it was not in the Schengen area of passport-free movement.But the United Kingdom will play its part as well in the reception of refugees, in particular in so-called resettlement, Hollande said.British Prime Minister David Cameron has agreed to accept 20,000 refugees by 2020, from camps in countries bordering Syria such as Turkey and Jordan.Hollande is on a diplomatic visit to Britain, and spoke before meeting Cameron at Chequers, his official country residence where the two will hold talks and a working dinner.

DAMASCUS (AFP) - Syria said Tuesday it had received sophisticated new arms from Russia including warplanes and deployed them against jihadists, as signs grew of a major shift in the countrys four-year conflict.A senior Syrian military official told AFP Damascus had received a fresh batch of arms, including at least five fighter planes, while a monitoring group said there had been a marked increase in regime attacks on the Islamic State group.The deliveries came amid a rapid Russian military build-up in Syria, with US officials saying Moscow had deployed 28 combat planes and begun drone flights in the country.Syrias devastating conflict has taken on a new dimension in recent days as Moscow has moved to boost its military presence in the country, raising deep concerns in Washington.The Syrian military official told AFP the new warplanes had arrived on Friday along with reconnaissance aircraft at a military base in Latakia province, the traditional heartland of President Bashar al-Assads regime.The regime had also received sophisticated military equipment to fight IS including targeting equipment and precision-guided missiles, the official said, speaking on condition of anonymity.The new weapons had already been deployed against IS in the cities of Deir Ezzor and Raqa, the jihadist groups de facto capital in Syria.Russian weapons are starting to have an effect in Syria, the official said.Another military source in Latakia confirmed to AFP that the army had received spy planes and other equipment that will allow Syrian ground and air forces to accurately identify targets.The Syrian Observatory for Human Rights, a monitoring group, said new Russian equipment was being put into action, with at least 38 IS fighters killed in air strikes in jihadist-held towns in central Syria on Monday.The number of raids is growing and the strikes are more precise after the Syrian air force received arms and more efficient planes from Moscow, Observatory director Rami Abdel Rahman told AFP.Moscow has been an unwavering supporter of Assad during a conflict that has seen more than 240,000 killed since March 2011, insisting it would continue arms deliveries to his regime.But Russias intentions have been unclear in recent days as it deployed a range of new weaponry and troops to its airbase near Latakia.On Monday, US officials said Moscow had deployed 28 fighter and bomber aircraft at the airfield, including 12 SU-24 attack aircraft, 12 SU-25 ground attack aircraft and four Flanker fighter jets.The officials said there were also about 20 Russian combat and transport helicopters at the base and that Moscow was operating drone flights, but did not give additional details.They are not going to sit around and defend the airfield or maybe even the province of Latakia, said Jeffrey White of the Washington Institute for Near East Policy.This kind of aircraft suggests that the Russians intend to exert their combat power outside of Latakia in an offensive role.The deployments have raised fears of an inadvertent confrontation between Russian forces and the US-led coalition that has been carrying out almost daily air strikes against IS in Syria for more than a year.After an 18-month freeze in military relations triggered by NATO anger over Moscows role in the Ukraine crisis, US and Russian military officials held talks Friday aimed at avoiding unintended incidents in Syria.In another potential sign of an increasing Russian role, President Vladimir Putin agreed a deal with Israeli Prime Minister Benjamin Netanyahu on Monday aimed at avoiding incidents in Syria.A joint mechanism for preventing misunderstandings between our forces was agreed to at talks in Russia, Netanyahus office said.Israeli forces have reportedly carried out several strikes in Syria on Iranian arms transfers to Lebanese Shiite movement Hezbollah.The deployments come as Russia pushes for the coalition of Western and regional powers fighting IS in Syria to join forces with Assad against the jihadists.Western and Gulf powers have long resisted any role for Assad in the fight against IS, insisting he must go for Syria to have any hope of peace.Western diplomats suggest Putin -- who has been isolated by the West over the crisis in Ukraine -- is trying to switch the focus to Syria, ahead of a key address to the UN General Assembly on September 28.Efforts to find a negotiated solution to Syrias war have repeatedly failed, despite the enormity of a crisis that has forced millions from their homes, many of them seeking refuge in Europe.The UNs envoy on Syria, Staffan de Mistura, held meetings this week in the latest bid to revive peace talks, his office said in a statement Tuesday.De Mistura in July proposed a fresh approach that would see Syrians taking part in thematic working groups on resolving the conflict. UN Syria envoy seeks to restart peace talks

GENEVA (AFP) - The UNs envoy on Syria, Staffan de Mistura, held meetings this week aimed at reviving peace talks, a statement said Tuesday, amid mounting pressure to end the four-year war. After several attempts to find a political solution, De Mistura in July proposed a fresh approach whereby Syrians would take part in thematic working groups.The envoy met with the heads of these groups over the last two days, seeking to set the stage for a Syrian agreement to end the conflict, De Misturas office said in a statement. The group heads include Jan Egeland, a former top UN official and current chair of the Norwegian Refugee Council who will lead the safety and protection group, as well as Nicolas Michel, a Swiss national and former UN legal counsel, in charge of the group on political and legal affairs. Also named was Volker Perthes, a German academic and Syria specialist who will focus on the military and counter-terrorism, with the fourth group headed by Swedens Birgitta Holst Alani, who will lead the group on reconstructing the country. De Mistura said he hopes these groups can lay the groundwork before representatives of the various factions in Syria join the talks. But Syrian President Bashar al-Assads regime has reportedly warned him the outcomes of the working groups cannot be binding. The conflict among Assads forces and various rebel groups including Islamist extremists has killed nearly a quarter of a million people since 2011 and forced more than four million to flee the country. Millions more have been displaced within Syria. Hundreds of thousands of Syrian refugees have reached Greece this year, fuelling Europes migrant crisis and leading to growing calls for a political solution to end the fighting. This is the defining humanitarian challenge of our times, De Mistura said. The Syrians deserve that we move faster towards a political solution.

Coalition air raid kills 21 in Yemen capital: medics

SANAA (AFP) - A Saudi-led coalition air strike on rebels in a residential area of the Yemeni capital on Tuesday killed at least 21 people including civilians, witnesses and medics said.The raid targeted Iran-backed Huthi insurgents in the Sabeen neighbourhood of the rebel-held capital Sanaa, but nearby homes were also damaged, witnesses said.At least 21 Huthis and residents were killed in the raid, a medical source told AFP, without being able to specify the number of civilian fatalities. The death toll is likely to rise because some people are missing, another medical source said, as rescuers combed the rubble.The Arab coalition launched an air war against the Shiite rebels in March, when the advancing insurgents forced President Abedrabbo Mansour Hadi to flee to neighbouring Saudi Arabia.The United Nations says nearly 4,900 people have been killed in the conflict. The UN aid chief has called the scale of human suffering almost incomprehensible.On Monday the rebels celebrated the first anniversary of their seizure of Sanaa, which they overran unopposed, aided by renegade troops loyal to ousted president Ali Abdullah Saleh.

Death toll hits 117 after NE Nigeria bombings: medics

MAIDUGURI (AFP) - The death toll from a series of bomb blasts blamed on Boko Haram in Maiduguri in northeastern Nigeria has risen to at least 117, hospital sources said Tuesday, more than twice the official tally.A total of 72 dead were registered at the University of Maiduguri Teaching Hospital, while another 45 were taken to the mortuary at the Borno State Specialist Hospital, three medical staff said. Borno states capital has been hit repeatedly since President Muhammadu Buhari came to power on May 29, vowing to crush the insurgency.But Sunday nights attacks were the deadliest so far.Nigerias military claims the Islamist militants are a spent force and that troops have driven them from their camps and occupied territory in the remote region.But the blasts underlined the threat the group still poses with its guerrilla-style tactics against soft civilian targets.Borno police on Monday said that 54 people died and 90 were injured in the bombings, which hit worshippers at a mosque, football fans watching a televised match and bystanders. Locals disputed the figures, saying at least 85 died and that some people had taken loved ones killed in the blasts directly for burial rather than to hospitals. Sixty-nine dead bodies were brought here and three other people died while receiving treatment, an orthopaedic doctor at the University of Maiduguri Teaching Hospital said on Tuesday.I am afraid that there are some victims with grievous injuries who may likely require referral to other specialised hospitals. A mortuary worker at the hospital confirmed the tally. Some bereaved families have come and claimed the bodies of their loved ones but we still have many here, he said. At the citys State Specialist Hospital, a senior nursing officer said 45 bodies were brought to the mortuary. Most of the bodies were unrecognisable because of the burns the victims sustained, he said. Most of the 43 people that died in the mosque were brought here. More than 70 others who were injured were also brought for treatment, he added. The sources requested anonymity as they were not authorised to speak to the media.

The ‘Zuhr’ and ‘Asr’ prayers will be performed in Arafat.Upon sunset, the pilgrims will move towards Muzdalifah, where they will spend the night under open skies.After dawn prayers on the 10th Zil Hajj, the pilgrims will walk towards Mina for the stoning of the devil.After the first stoning, pilgrims will slaughter their sheep and the meat distributed to needy Muslims.Men will then shave their heads or trim their hair while women will cut a fingertip-length of their hair. After that the pilgrims will end their ‘Ihram’ and change back to normal clothing.Pilgrims will then return to Masjid-al-Haram, circumambulating around the Kaaba and will offer prayers of thankfulness.

Dollar firms as Fed seen hiking rate this year

NEW YORK (AFP) - The dollar broadly strengthened Tuesday on expectations that a Federal Reserve interest rate hike remains on track in the next three months.The greenback also gained as US and European stock markets piled up losses on economic growth concerns and Volkswagens escalating emissions scandal.The widespread gains in the US dollar confirm that rate hike expectations are a big driver of todays move in currencies, said Kathy Lien of BK Asset Management.The euro fell to $1.1132 from $1.1195 Monday, but the dollar struggled against the Japanese currency, dropping to 120.14 yen from 120.54 yen.The dollar had taken a hit after the Fed left unchanged its zero-level benchmark rate last Thursday. But since then, Fed officials have talked up a rate hike. Dennis Lockhart, head of the Atlanta Fed and a member of the policy-setting Federal Open Market Committee, on Monday insisted that a hike was still on the table for this year.After a round of hawkish remarks from Fed members since the weekend, many are giving the central bank the benefit of the doubt that rates could rise before the end of the year, buoying the dollar, said Joe Manimbo of Western Union Business Solutions.As for the euro, the single currency remained under pressure, a day ahead of testimony by European Central Bank chief Mario Draghi to the European Parliament.

LAHORE (Dunya News) – Promotions and transfers were made at high levels in the Pakistan Army on Tuesday as the Chief of Army Staff (COAS) General Raheel Shareef visited the Lahore Garrison and attended the 11th Infantry Division’s golden jubilee ceremony. 4 Major Generals were promoted to the rank of Lieutenant General while many Core Commanders were also changed.According to the Inter-Services Public Relations (ISPR), the newly promoted Lieutenant General’s include Major General Asim Saleem Bajwa, Major General Sadiq Ali, Major General Umer Farooq Durrani and Major General Amir Riaz.The new appointments include Lieutenant General Ikram-ul-Haq as Core Commander Gujranwala, Lieutenant General Malik Zafar Iqbal as Core Commander Rawapindi and Lieutenant General Umer Farooq Durrani as Core Commander Mangla while Lieutenant General Amir Riaz was appointed as Commander Southern Command Quetta.According to the ISPR, Lieutenant General Sadiq Ali was appointed as Core Commander Lahore while Core Commander Mangla, Lieutenant General Hilal Hussain was appointed as Commander Strategic Force.Lieutenant General Asim Saleem Bajwa will continue to perform duties as Director General (DG) ISPR. Bajwa has also performed the duty of Division Commander in Wana during operation ‘Rah-e-Nijat’. He has previously also performed the duty as the Commander of Triple One Brigade.According to the ISPR, Lieutenant General Nasir Khan Janjua, Lieutenant General Tariq Nadeem Gillani, Lieutenant General Nadeem Zaman and Lieutenant General Ejaz Chaudhary will retire after completing their tenure next month.

BRUSSELS (AFP) - The court hearing in the plagiarism case taken by a Belgian graphic designer against the International Olympic Committee over a logo for the Tokyo 2020 Games will take place in Liege next February, his lawyer said on Tuesday.Olivier Debie filed a lawsuit in a Belgian court in August alleging that Japanese designer Kenjiro Sanos Olympic design was plagiarised from the logo Debie made for a theatre in the Belgian city of Liege.Late on Monday, just hours before a preliminary hearing, the theatre announced it was dropping out of the case.Debies lawyer, Philippe Mottard, however told AFP his client was still pursuing his case, and the first hearing will take place on February 21.Last month Tokyos Olympic committee dropped the scandal-hit logo, but insisted the move was not in response to the legal action and that the designs were different.

LONDON (AFP) - Practitioners of the card game bridge are appearing in Londons High Court this week to argue that their pastime deserves to be considered a sport.The English Bridge Union (EBU) took legal action after British funding body Sport England refused to recognise it as such, preventing the EBU from taking part in international competitions.Sport England refused to recognise bridge as a sport, a position which the EBU believes to be inconsistent with both the wishes of Parliament, and the opinion of significant international sporting organisations, said an EBU spokesman.He said that bridge required undoubted levels of mental skill and had known health benefits.Lawyers acting for the EBU will point out that chess is recognised as a sport by the International Olympic Committee and that both chess and bridge have been invited to apply for inclusion at the 2020 Tokyo Games.Jeremy Dhondy, a leading bridge player and EBU chairman, said: We hope that this hearing will allow bridge to be recognised in the way that it should.Bridge, also known as contact bridge, is a trick-taking game involving four players in two competing partnerships and is one of the worlds most popular card games.
