15 civilians killed in Boko Haram attack in SE Niger: TV

NIAMEY (AFP) - Fifteen civilians were killed in an attack by Boko Haram militants on a border village in southeastern Niger, state television reported late Friday.The attack took place on Thursday night in a village on the banks of the Komadougou Yobe river which runs along a small section of the border between Niger and Nigeria, Tele Sahel said.The station said 15 people had been killed and another four wounded in an attack carried out by around a dozen militants armed with guns who had reached the village on foot.One of the victims was the village chief, the Afani private radio station reported.The attack followed two months of calm in the area, and took place as Muslims marked Eid al-Adha, the Feast of Sacrifice, the most important holiday of the Islamic calendar.We found a dreadful scene, around 15 people had been executed, four of whom were from Nigeria, Hassan Ardo, an official from the Diffa governorate told the channel.The attackers had also torched 22 houses, a car and a mill, he said.Since February, the southern Diffa region has suffered several deadly Boko Haram raids staged from neighbouring Lake Chad.Diffa lies on the border with northeast Nigeria, where the terrorists have waged a bloody uprising since 2009, leaving at least 15,000 dead and left more than two million others homeless.

US-trained Syria rebels gave ammo, equipment to Qaeda group: official

WASHINGTON (AFP) - The Pentagon on Friday said a group of US-trained Syrian rebels had handed over ammunition and equipment to Al-Qaedas affiliate in the country, the Al-Nusra Front, purportedly in exchange for safe passage.The startling acknowledgement contrasted with earlier Pentagon denials of reports that some fighters had either defected or handed over gear.Unfortunately, we learned late today that the NSF (New Syrian Forces) unit now says it did in fact provide six pickup trucks and a portion of their ammunition to a suspected Al-Nusra Front (group), Pentagon spokesman Captain Jeff Davis said.Colonel Patrick Ryder, a spokesman for Central Command (CENTCOM), which is overseeing efforts against the Islamic State group in Iraq and Syria, said the fighters had handed over the gear in exchange for safe passage in the Al-Nusra operating area.If accurate, the report of NSF members providing equipment to Al-Nusra Front is very concerning and a violation of Syria train-and-equip program guidelines, Ryder said.Ryder added that the pickup vehicles and ammunition represented about 25 percent of the equipment issued to the group by the US-led coalition.We are using all means at our disposal to look into what exactly happened and determine the appropriate response, Ryder said.A defense official told AFP that according to the rebels, there had not been any defections, but he stressed: We only know what they have told us.A new setbackThe development is another embarrassing setback for the US effort to train and equip moderate Syrian rebels to fight Islamic State terrorists in Syria.The $500-million program originally aimed to ready around 5,400 vetted fighters a year for three years but problems finding suitable candidates have seen only a fraction getting trained.The first graduates, who made up a group of 54 fighters, were attacked by Al-Nusra in July and the Pentagon isnt sure what happened to them all. At least one was killed.The second group, consisting of about 70 rebels, were sent back to Syria last weekend and reports began circulating on Twitter soon after that they had either defected or handed over equipment.Last week, before the insertion of the new fighters, the US general overseeing efforts against IS drew disbelief from senior lawmakers when he told them only four or five US-trained rebels were on the ground fighting in Syria.Unwilling to commit US ground troops in the region, the Obama administration in January launched the train-and-equip mission for Syrian opposition fighters as part of a broader push to work with locals there and in Iraq.The program has faltered, with many would-be fighters failing the strict screening process. The troops are being trained as part of the US-led fight against Islamic State in the region.

Monkey who took grinning 'selfie' should own copyright: U.S. lawsuit

DENVER (Reuters) -A rare crested macaque monkey who snapped a well-known, grinning selfie should be declared the photos owner and receive damages for copyright infringement after it was used in a wildlife book, animal rights activists argued in a federal lawsuit filed on Tuesday.Naruto, a six-year-old macaque who lives free in the Tangkoko Reserve on the Indonesian island of Sulawesi, took the image and several others about four years ago using a camera left unattended by British photographer David Slater, People for the Ethical Treatment of Animals (PETA) said in the suit.The so-called Monkey Selfies that resulted came from a series of purposeful and voluntary actions by Naruto, unaided by Slater, said the complaint, filed in U.S. District Court in San Francisco.Naruto has the right to own and benefit from the copyright ... in the same manner and to the same extent as any other author, the suit said.Slater told Reuters he felt rather bemused and persecuted by the lawsuit, which he said seemed to be a publicity stunt.He said he was very disappointed not to have been contacted by PETA in advance, and described himself as a low-paid wildlife photographer who has been struggling to earn a living.I am sympathetic in my book for animals having rights to property in some circumstances, but in no way do I mean copyrights, Slater said in an e-mail.Their focus seems more aimed at making me out to be a criminal than someone who loves and respects and fights for animals. ... US and China agree to stop cyber-theft for profit

WASHINGTON (AFP) - The United States and China have agreed not to conduct or condone cyber attacks on each others private sector for commercial gain, US President Barack Obama and his counterpart Xi Jinping said Friday.I indicated it has to stop, Obama said at a joint news conference at the White House after a morning of summit negotiations.Weve agreed that neither the US or the Chinese government will conduct or knowingly support cyber-enabled theft of intellectual property, including trade secrets or other confidential business information for commercial advantage.Xi confirmed the agreement, saying: The competent authorities of both countries have reached important consensus on joint fight against cyber crimes.Both sides agreed to step up criminal investigation cooperation and information sharing and both governments would not engage in and not support online theft of intellectual property and we will explore the formulation of appropriate state behavior norms in cyber space.Neither government gave an engagement to abstain from state-to-state espionage, but both gave an undertaking not to seek to give their private companies assistance in stealing trade secrets or intellectual property.

Swiss suspend sales of VW models over rigged emission test concerns

GENEVA (AFP) - Swiss authorities said Friday they had temporarily banned the sale of new Volkswagen brand diesel-engine models potentially equipped with software capable of tricking environmental tests.Some 180,000 vehicles made by Volkswagens Audi, Seat, Skoda and VW brands between 2009 and 2014 could be affected by the scandal, the Federal Roads Office said in a statement.Models equipped with diesel engines of the type 1,2TDI, 1,6TDI and 2.0TDI may be fitted with software capable of tricking environmental tests, the government agency said.It stressed that only cars designed to meet Eur05 emission standards were affected and not the Eur06 engines.The announcement came after Volkswagen appointed Porsche chief Matthias Mueller Friday to steer it out of the widening scandal over pollution test rigging.The scale of VWs deception became clear when the German company admitted that 11 million of its diesel cars are equipped with so-called defeat devices that covertly turn off pollution controls when the car is being driven and back on when tests are being conducted.The Swiss Federal Roads Office said it had created a taskforce to investigate which types of vehicles sold in Switzerland are in fact equipped with the software.The taskforce has been in contact with importers of potentially affected cars, foreign registration offices, including in Germany as well as other Swiss authorities at both the federal and regional leve, the statement said.

Mexico seeks new DNA tests in missing students case

MEXICO CITY (AFP) - Mexican authorities are sifting through nearly 60,000 bone fragments to see if any can be tested for a DNA match with 43 students who vanished last year, officials said Friday.Independent forensic experts from Argentina are helping government investigators to find any remains that could be sent to Austrias Innsbruck University for lab tests, said Eber Omar Betanzos, a human rights prosecutor.The attorney generals office sent 17 charred remains to the university last year, but only one student was positively identified while only a partial match was found of a second one.Officials said in November that the 17 remains were the only ones linked to the case that could potentially be tested for DNA.But the government has ordered new forensic tests on all the bones amid new doubts over the official investigations conclusions.Betanzos told reporters that the nearly 60,000 bone fragments are of different sizes and characteristics and that most are charred.The remains were found at the same site as the bones that confirmed the death of one student and could possibly belong to a second youth.Prosecutors say the 43 students were whisked away by municipal police in the southern state of Guerrero on September 26, 2014, and delivered to a drug gang, which killed them and incinerated their bodies at a garbage dump.Authorities found the charred remains inside bags that were thrown in a river near the dump.But independent experts from the Inter-American Commission on Human Rights tore apart the official investigation this month, saying there was no evidence that the students were burned at the landfill.Parents of the students, who have always rejected the official investigation, will join a protest in Mexico City on Saturday to mark the one-year anniversary of a case that has caused the biggest challenge of President Enrique Pena Nietos administration.

ZURICH (AFP) - The FIFA scandal on Friday engulfed Sepp Blatter and Michel Platini, the two most powerful figures in world football, with Swiss prosecutors investigating whether a two million dollar payment from Blatter to the French legend was illegal.Swiss investigators opened criminal proceedings against FIFA president Blatter and searched his office as they also quizzed UEFA counterpart Platini.Swiss criminal proceedings against the President of FIFA, Mr. Joseph Blatter, have been opened on September 24, 2015 on suspicion of criminal mismanagement...and -- alternatively -- misappropriation, said a statement from Switzerlands attorney generals office (OAG).Blatter, 79, is standing down because of corruption scandals involving other top officials and Platini had been favourite to win an election to be held in February to succeed him.The Swiss prosecutor said that the defendant Joseph Blatter had been questioned and the office of the FIFA President has been searched and data seized.Blatter was questioned as a suspect. The statement added that Platini had been questioned as a person called upon to give information.Platini, 60, has been head of UEFA since January 2007 which made him an automatic FIFA vice-president.Blatters lawyer Richard Cullen said in a statement that the FIFA boss was cooperating with Swiss authorities and that a review of the evidence would show no mismanagement occurred.Blatter is suspected of making a disloyal payment of 2.0 million Swiss francs ($2.04 million/1.8 million euros) to Michel Platini, president of Union of European Football Associations (UEFA), at the expense of FIFA, the OAG said.The alleged payment was made in February 2011 for work performed between January 1999 and June 2002.Later Friday, Platini insisted the payment had been for contractual work he had carried out.Concerning the payment that was made to me, I wish to state that this amount relates to work which I carried out under a contract with FIFA, said the UEFA boss.I was pleased to have been able to clarify all matters relating to this with the authorities.A former FIFA insider, who requested anonymity, told AFP: Platini took a serious blow by even being mentioned in the Swiss statement.Blatter is finished now....Platini will struggle to recover from being questioned.Fridays dramatic turn of events came after a press conference, that Blatter was scheduled to give, was cancelled.Platini is a former Blatter ally who turned against the veteran Swiss sports baron over the past 18 months as FIFAs troubles mounted.The investigation is also into Blatters links with Jack Warner, a former FIFA vice-president now at the centre of a US investigation.The attorney general said Blatter was suspected of making a deal unfavourable to FIFA with the Caribbean Football Union, which Warner used as his power base.Properly preparedAccording to Blatters lawyer Cullen, who is based in Virginia, that contract was properly prepared and negotiated by FIFA staff with responsibility for such matters.A Trinidad court on Friday announced that it would rule on December 2 on whether Warner should be extradited to the United States.Warner is one of 14 soccer officials and business executives charged by US prosecutors of involvement in more than $150 million in bribes for football broadcasting and marketing deals.Nearly all of the suspects are from central and South America. Until recent days, FIFAs top leadership had escaped accusations flying around the world body, which earns $5 billion from the World Cup.Swiss officials arrested seven FIFA officials, who are among the US suspects, on May 27 in Zurich just ahead of the world bodys congress.Blatter was re-elected to a fifth term at the congress despite the storm but then announced on June 4 that he would stand down.Since then FIFA has announced steps to make reforms but have been shaken by new corruption claims.FIFA this month suspended Blatters right-hand man Jerome Valcke after he was accused of involvement in an accord to sell tickets for the 2014 World Cup at inflated prices.Valcke strongly denied the allegations but FIFA handed over emails from the suspended secretary general that had been demanded by the Swiss attorney general.He is also under suspicion over what he knew about a $10 million payment from the South African FA to an account controlled by Warner through FIFA in 2008.US prosecutors believe it was a bribe intended to get Caribbean support for South Africas bid for 2010 World Cup.Swiss prosecutors are also looking into FIFAs award of the 2018 and 2022 World Cups to Russia and Qatar, respectively. Both have strongly denied any wrongdoing in their campaigns to secure the tournaments.US attorney general Loretta Lynch made it clear this month that her departments inquiry was growing and more major charges could be expected.

Football: Brazil court freezes Neymar assets worth $47 mn

SAO PAULO (AFP) - A Brazilian court on Friday froze $47 million in assets belonging to football superstar Neymar over tax evasion allegations surrounding the Barcelona striker.Judge Carlos Muta wrote in a ruling that Neymar -- who is facing fraud claims in a separate case in Spain -- had been subjected to a special fine concerning alleged unpaid taxes between 2011 and 2013.I confirm that a special fine of 150 percent was applied... requiring payment of 188,820,129,25 reals ($47.3 million), of which 63,591,796 relate to income tax and the rest to fines and interest, with regard to events that took place in the calendar years from 2011 to 2013, Muta wrote.The court ruling is another bodyblow to the reputation of Neymar, the figurehead of Brazils national team.The 23-year-old is already battling fraud allegations in Spain stemming from the financial arrangements surrounding his move from Santos to Barcelona in 2013.In June, Spains National Court admitted a lawsuit alleging corruption and swindling by Neymar, his father and Santos.The case has been brought by a Brazilian investment fund, DIS, which owned part of the transfer rights for the player when he was at Santos.

Islamic State gaining ground in Afghanistan: UN

UNITED NATIONS (AFP) - The Islamic State group is making inroads in Afghanistan, winning over a growing number of sympathizers and recruiting followers in 25 of the countrys 34 provinces, a UN report said Friday.The terrorist group, which controls large areas of Syria and Iraq, has been trying to establish itself in Afghanistan, challenging the Taliban on their own turf.Afghan security forces told UN sanctions monitors that about 10 percent of the Taliban insurgency are IS sympathizers, according to the report by the UNs Al-Qaeda monitoring team.The number of groups and individuals who are openly declaring either loyalty to or sympathy with ISIL continues to grow in a number of provinces in Afghanistan, said the report.Afghan government sources said sightings of the groups with some form of ISIL branding or sympathy were reported in 25 provinces in the war-torn country, it added.The IS-backed groups regularly engage Afghan military forces, but fighting with other parts of the insurgency are rare, except in Nangarhar province where they are battling the Taliban for control of the drug trade.Among the prominent IS fighters, the report singled out Abdul Rauf Khadem, a former Taliban adviser to Mullah Omar, who visited Iraq in October 2014 and has since formed his own group in Helmand and Farah provinces.Khadem allegedly has been recruiting followers by paying out large sums of money.Foreign fighters from Pakistan and Uzbekistan, some of whom have close ties to Al-Qaeda, have come under the IS banner after fleeing their country and have rebranded themselves in recent months, the report said.Up to 70 IS fighters have come from Iraq and Syria and now form the core of the terrorists branch in Afghanistan, according to the report.Afghan security authorities do not consider the growing emergence of Islamic State as an immediate increased threat but they are keeping an eye on the situation as a potential new threat, it added.The UN monitoring team said IS had improved its propaganda in English in a sign of increased competition with the Taliban.The Taliban, who have themselves often been accused of savagery during their 14-year insurgency, are seeking to appear as a bulwark against ISs brutality and as a legitimate group waging an Islamic war.Earlier this month the Taliban condemned a horrific video that apparently showed IS fighters blowing up bound and blindfolded Afghan prisoners with explosives.

World leaders adopt UN goals to end poverty in 15 years

UNITED NATIONS (AFP) - World leaders on Friday pledged to end extreme poverty within 15 years, adopting an ambitious set of UN goals to be backed up by trillions of dollars in development spending.Pope Francis welcomed the new global agenda as an important sign of hope in his speech to the UN General Assembly and urged leaders to deliver on their promise to transform the world by 2030.Making his first address to the United Nations, the pontiff sounded a note of warning, saying pledges were worthless without the determination to follow through.Solemn commitments, however, are not enough, even though they are a necessary step toward solutions, the pope said as he urged leaders to take concrete steps and immediate measures to protect the environment and end exclusion.Billed as the most comprehensive anti-poverty plan ever, the 17 Sustainable Development Goals (SDGs) and 169 targets were adopted at the start of a summit that capped three years of tough negotiations.They will replace the Millennium Development Goals (MDGs) that expire this year and will apply to both developing and developed countries.The new UN agenda aims to end poverty, ensure healthy lives, promote education and combat climate change, at a cost of between $3.5 and $5 trillion per year until 2030.UN Secretary-General Ban Ki-moon described the plan as a to-do list for people and planet that laid out a universal, integrated and transformative vision for a better world.The true test of commitment to agenda 2030 will be implementation, Ban told leaders. We need action from everyone, everywhere.Teenage Nobel laureate Malala Yousafzai urged leaders to zero in on promoting education, which she described as the real investment the world needs and what world leaders must do.Taking time away from Europes refugee crisis, German Chancellor Angela Merkel applauded the new goals but stressed that peace was a key prerequisite for development.Millions of refugees and migrants are fleeing raw terror and violence, Merkel said, before adding, We must tackle the causes of flight.Immediately after their three-day summit, world leaders open a General Assembly debate on Monday, with the war in Syria and Europes migration crisis set to take center stage.Keeping promisesMuch attention has focused on ending extreme poverty for an estimated 836 million people still struggling on the margins of survival, mostly in sub-Saharan Africa and Asia.Billions of dollars in development aid will be redirected to meet the targets, but the United Nations also wants to tap into local sources of financing through improved revenue collection.In his first UN address, Nigerian President Muhammadu Buhari vowed to plug all loopholes allowing corrupt capital flight and to prevent oil theft that is undermining Africas largest economy.The global goals call for improved transparency in oil-producing countries to clamp down on corruption and ensure that revenues from natural resources are used to improve the lives of citizens.Indian Prime Minister Narendra Modi, whose government has yet to announce its action plan for climate change, declared that helping his countrys poor will have great consequences for the sustainable development of our beautiful planet.It is unlikely that all countries will achieve all of the goals, but aid groups say they will provide benchmarks for governments in every area of development.Jamie Drummond, executive director for global strategy at the ONE Campaign, described the global goals as a citizens scorecard, to hold governments accountable for delivery.The key missing ingredient is political will, said Drummond. The protestors chanted slogans against the Indian PM.According to the details, protesters included a large number of men, women and children who held signs and banners inscribed with lines against the Indian PM. Modi’s current visit to the US will not be less than a nightmare due to the protests. The Indian PM has also been blamed for the brutality against Muslims and the people of Kashmir.Director Khalistar Affair Dr. Amirjeet Singh declared Modi a killer of Sikhs and Muslims. He stated that if Khlaistan’s census was not done by the Indian PM then they will do it themselves.Preparations for protests against Modi in the UK are also underway. Kashmiris living in the UK have announced an “Anti-Modi March” on the day of Modi’s arrival in the UK on the 13th of November in which Pakistanis and Sikhs are expected to participate in large numbers.

NEW YORK (Dunya News) – Prime Minister (PM) Nawaz Sharif on Saturday reached New York accompanied by his wife, Kalsoom Nawaz. He is expected to address the United Nations (UN) General Assembly’s 70th meeting on the 30th of September.According to the details, the PM was greeted by Pakistan’s Ambassador Maliha Lodhi and the staff of the embassy. Sharif, along with US President Barak Obama, will host the UN peace summit. He will also participate in a high level meeting regarding gender equality and women empowerment which will be hosted by China’s President Xi Jinping.The PM will also meet world leaders in between periods of the UN General Assembly meeting. According to Pakistan’s Diplomats, PM Nawaz Sharif will also highlight Pakistan’s stance regarding economic development and relations with its neighbors.PM Nawaz Sharif will also explain Pakistan’s position on regional and international issues including Jammu and Kashmir. He is also expected to raise the issue of Indian terrorist activities on Pakistan’s soil.

Saudi prince faces sex crime charge in Los Angeles

LOS ANGELES (AFP) - A Saudi prince has been arrested in Los Angeles for allegedly trying to force a woman into a sexual act with him at a Beverly Hills mansion.Officer Drake Madison, of the Los Angeles police department, told AFP that Prince Majed Abdulaziz Al-Saud was arrested in early afternoon Wednesday after police were called to the gated compound.He said the 28-year-old prince was arrested on suspicion of sex crime and spent the night in jail before posting a $300,000 (268,000 euros) bail.Witnesses reported seeing a bleeding woman scream for help as she tried to scale the wall of the properly, the Los Angeles Times reported.The prince is due to appear in court on October 19.If convicted, he faces up to eight years in prison and a $10,000 fine.
