Raid kills 7 children in Syria rebel bastion: monitor

Posted:

BEIRUT (AFP) - At least seven children and two pregnant women were killed in an air strike on Syrias rebel stronghold province of Idlib on Tuesday, a monitor said. The strike, which hit the town of Khan Sheikun, in the south of the province, appeared to have been carried out by Syrian government ally Russia, the Syrian Observatory for Human Rights monitor said. The Britain-based group, which relies on a network of sources inside Syria for its information, says it determines what planes carried out raids according to their type, location, flight patterns and the munitions involved. In Moscow, the defence ministry denied that Russian aircraft had been in the area on Tuesday, and accused the Observatory of information provocations.Russia began its air campaign in support of the government in September 2015, saying it was targeting terrorists. The strike hit a street where children were playing. Three of the dead children were from one family and were visiting their grandfather, Observatory director Rami Abdel Rahman said.He said the dead children were four girls and three boys, but did not immediately have their ages. Also in Idlib Tuesday, 11 civilians including three children were killed in air raids and regime bombardment of a village in the southwest of the province, the Observatory said.Idlib province is mostly controlled by a rebel alliance known as the Army of Conquest, which groups Islamist factions with jihadists of the Fateh al-Sham Front, formerly Al-Qaedas Syrian affiliate.Fateh al-Sham is blacklisted by the United Nations and the United States as a terrorist organisation and Russ1ia says its fighters are a legitimate target.Elsewhere, Syrian state media said government forces had advanced southwest of divided second city Aleppo, seizing the 1070 district from rebel forces.Abdel Rahman also reported the advance, saying it would allow government forces to protect areas already under their control on the southern outskirts of Aleppo.Rebels have sought to penetrate regime territory on the southern outskirts of Aleppo to end the government siege of the opposition-held east of the city. The Observatory said that regime forces on Tuesday retook Minyan district in the west from rebels.Aleppo has been divided between government control in the west and rebel control in the east since mid-2012, but in recent months regime troops have surrounded the east, laying siege to it.No aid has reached rebel districts, where more than 250,000 people live, since July, and rebels have tried several times to break through government lines to relieve the crippling blockade.

Eye for an eye for Iran man who blinded toddler

TEHRAN (AFP) - Iran blinded a man on Tuesday after convicting him of throwing chemicals in face of a four-year-old girl and depriving her of sight, a judicial official was quoted as saying. It was the second time this year that Iran had carried out the strict eye-for-eye punishment that can be imposed for such crimes in the Islamic republic, the head of criminal affairs for the Tehran prosecutors office, Mohammad Shahriari, said.In 2009, this man threw lime into the face of a little girl of four years in the Sanandaj region, leaving her blind, the ISNA news agency quoted him as saying. Today, the law of retribution was applied in my presence and that of experts, he said, without giving details. The law of retribution is a central part of Islams sharia code but has been condemned by international human rights groups. Victims can choose to spare their attackers the punishment often in exchange for blood money. In 2011, young Iranian woman Ameneh Bahrami, one of a number who have been blinded and disfigured in acid attacks in recent years, used the right, saying she did not want her attacker to endure what she had.

Oil down on knife-edge US vote

SINGAPORE (AFP) - Oil prices were down in Asian trade Wednesday as early US presidential election results indicate a knife-edge outcome, with market favourite Hillary Clinton struggling in key battleground states.Analysts warned it is still too early to predict a winner, despite a strong showing by Donald Trump, with several states still too close to call including all-important Florida and Pennsylvania. At around 0230 GMT, US benchmark West Texas Intermediate for delivery in December was down $1.67 to $43.31 and Brent crude for January tumbled $1.46 to $44.58.Jeffrey Halley, a senior market analyst at OANDA, said the election results were set to drive trade all day, as the world waited anxiously for results.Trading is expected to be very choppy throughout the day because markets seem to be moving back and forth according to the ebbs and flows of the voting results that are coming in, Halley told AFP.

OPEC says climate effort won't quench oil thirst

Posted:

PARIS (AFP) - A global pact to battle global warming entered into force last week, but the latest long-term look into the energy market by the OPEC oil cartel sees climate change measures failing to quench the worlds thirst for crude. Each year OPEC releases a report that looks at how the energy market will evolve in the coming two decades, and Tuesdays report slashed estimates of coal and gas use due to efforts to limit climate change, but left oil unscathed. The report comes as nations reassemble to discuss how to make good on their promises to cut planet-warming greenhouse gases following the entry into force last Friday of a worldwide pact to battle global warming. Dubbed the Paris Agreement, it is the first-ever deal binding all the worlds nations, rich and poor, to a commitment to cap global warming caused mainly by the burning of coal, oil and gas.The long-term base scenario for the evolution of the energy market in OPECs report takes into account greater measures to limit climate change, but not full implementation of pledges made by countries. In this scenario, greatest impact will be on the use of coal and then later gas, used particularly in electricity generation, which OPEC said is not surprising given that policymakers are increasingly engaged in climate change mitigation initiatives. The report slashed its estimate of coal demand to 91.5 million barrels of oil equivalent per day (mboe/d) in 2040, from 98.3 in last years report, although that still represents a jump from the 77.1 mboe/d of demand in 2014.The estimate for gas demand in 2040 was cut to 101.7 mboe/d from 111.5 mboe/d, but demand is still seen soaring from the 59.6 mboe/d of demand in 2014.Meanwhile, the estimate for 2040 oil demand was only trimmed to 99.8 mboe/d, from 100.6 mboe/d. With demand of 85.1 mboe/d in 2014, crude is expected to see the slowest growth over the next two and a half decades.A declining share for oil in the energy mix is mainly the result of tightening fuel efficiency standards across most countries of the world, said the report. However, with the number of passenger cars on the road expected to double, and electric vehicles still only accounting for a single digit percentage of vehicles, demand for oil is expected to continue to increase.Growth in the aviation and the petrochemical sectors will also support oil demand.Estimates that see little impact for the oil sector would be welcomed by the industry, which OPEC also said in its report needs $10 trillion of investments in order to meet future demand.OPECs main scenario sees overall energy demand grow from 273.9 mboe/d in 2014 to 382.1 mboe/d in 2040, although is a drop from the 399.4 mboe/d it forecast last year. But OPEC also presented two alternative scenarios. The first would have countries implement climate pledges faster than its base assumptions, while the second foresees full implementation, along with accelerated technological developments. But this would again mostly impact coal and gas use for electricity and, with added efficiency gains, total energy demand would drop by almost 30 mboe/d.Oil use is also expected to be curbed. Under the first alternative scenario this would be mostly via quicker and greater fuel efficiency gains. In the second, electric vehicles are expected to account for one in five cars by 2040.The second scenario would oil demand peaking in the 2030s, with demand in 2040 at a level only 3 mboe/d above that seen in 2014.OPECs base scenario would see greenhouse gas emissions continue to rise throughout the period, but to begin declining in the 2030s if all commitments were honoured.

Jose Mourinho's public blasts lay bare Man Utd tensions

Posted:

LONDON (AFP) - Manchester United manager Jose Mourinhos man-management skills are under scrutiny after he appeared to publicly accuse defenders Luke Shaw and Chris Smalling of malingering.Whilst not mentioning either player by name, Mourinho expressed unhappiness after the pair missed Uniteds 3-1 win at Swansea City on Sunday, suggesting they had shown a lack of bravery. Some British newspapers reported on Tuesday that Shaw and Smalling were now fighting for their futures at Old Trafford.Left-back Shaw, 21, was said to be baffled over his treatment by Mourinho, who succeeded Louis van Gaal as United manager in May.The England international recently spent 11 months on the sidelines after sustaining a horrific double leg fracture in a Champions League game at PSV Eindhoven in September last year.He has been in and out of the team since making his first-team comeback in August and is reported to have felt pain in the leg he broke during last Thursdays Europa League defeat at Fenerbahce.Mourinho said Shaw had informed him he was unable to play against Swansea on the morning of the game. But the former Southampton player is not thought to have travelled down to south Wales with the rest of the squad on the eve of the match.Mourinho also singled Shaw out for criticism following Uniteds 3-1 defeat at Watford in September, after which it emerged the full-back had been playing with a groin problem. Our left-back is 25 metres distance from him, instead of five, Mourinho said after Shaw failed to close down Nordin Amrabat in the build-up to Watfords second goal.Smalling, 26, has tended to start for Mourinho when fit, but the Portuguese appears to have lost patience with the England centre-back, who has missed four games with a foot injury. Both Shaw and Smalling are thought to have played with pain-killing injections already this season and interim England manager Gareth Southgate has defended them against accusations they lack heart.Asked if the pair are a bit flaky, Southgate told reporters at Englands St Georges Park training base: I dont know Chris well. That wouldnt be my impression, having worked with him.Luke I know well and Lukes had a really tough injury. Very often its easy to look from the outside or make judgements on people without knowing them really, really well.Shaw and Smalling were both left out of Southgates squad for Englands World Cup qualifier against Scotland on Friday and next weeks friendly with Spain. The Sun reported Uniteds senior players have accepted Mourinhos hardline stance over Shaw and Smalling.Mourinho was hired to restore some of Uniteds fading lustre after three seasons of underachievement under David Moyes and Van Gaal.He notoriously thrives on conflict and is renowned for publicly rebuking players to test their mental fortitude. It was an approach that worked wonders in his first spell at Chelsea, where players like John Terry, Frank Lampard and Didier Drogba became unflinching allies.Terry, who remains at Chelsea, is known for putting his body on the line and said in 2010 that he been taking anti-inflammatory injections prior to games for five years.Recalling an injury he sustained during a match against United in April 2006 that left his ankle pouring with blood, he told the Daily Mail Mourinho wouldnt even look at me.But there is a feeling Mourinhos methods are not as effective on the younger, more mollycoddled generation of players he has encountered in his second spell at Chelsea and now at United.Belgium internationals Kevin De Bruyne and Romelu Lukaku both failed to win Mourinhos trust at Chelsea, but are now thriving elsewhere -- De Bruyne at Manchester City, Lukaku at Everton. With United a lowly sixth in the Premier League table, eight points adrift of leaders and arch rivals Liverpool, the clubs fans must hope Mourinhos formula has not passed its sell-by date.

Tiny town casts first US votes -- Clinton wins

Posted:

DIXVILLE NOTCH (AFP) - A tiny New Hampshire town cast the first votes in the US presidential election at the stroke of midnight Tuesday, and the results are in: it chose Hillary Clinton. Dixville Notch, a hamlet about 20 miles (32 kilometers) south of the Canadian border, has maintained the tradition of first-in-the-nation voting since 1960.But the outcome in this mountainous Republican stronghold near Quebec is seen as more of a curiosity than a national bellwether.A crowd of media and others dwarfed the exactly seven residents -- five men and two women -- of Dixville Notch who lined up to vote as Democrat Clinton and Republican rival Donald Trump battled in a tight race.Trump, he talks about jobs, that hes going to give jobs. The others do nothing, said Andre Grondin, speaking in French. The 40-something owner of a public works company has proudly raised a huge blue Trump banner above dozens of his backhoes.Just seconds after midnight, the ballots had been placed in a wooden box in the middle of the ballot room at the hotel of The Balsams ski resort.Dixville Notchs eight votes, including one absentee ballot, were swiftly counted and the tally announced: Clinton won four votes, in a relative landslide to the Republican billionairess two.Libertarian candidate Gary Johnson won one vote. Mitt Romney, the Republican presidential nominee who lost to incumbent President Barack Obama in 2012, garnered a write-in vote. That year Obama and Romney each won five votes. In 2008 Obama was the first Democrat to win Dixville Notch, breaking Republican dominance.Though northeastern New Hampshire is one of the countrys smallest states, Clinton and Trump have done battle here in recent days for its four electoral votes which could be decisive in a neck-and-neck race.In the White House race, the winner needs at least 270 of the 538 electoral votes up for grabs.Nancy DePalma, a hotel worker voting in the village for the first time, said she backed Clinton, the former first lady, secretary of state and senator.I believe shes a strong person. Shes got the experience. I think shes going to lead our country in the right direction, DePalma told AFP. She said she had backed Clintons rival Bernie Sanders, the progressive senator from neighboring Vermont, in the Democratic primary race. For Trump supporter Peter Johnson, who has cast his ballot here since 1982, the real-estate tycoon Trump has done well for this country no matter who wins the national election. He welcomed Trumps maverick campaign as part of a populist movement spreading around the world.Another of the midnight voters, Ross Vandeursen, said the presidential campaign had been tense and sensationalized.Im not very proud of the state of the campaign weve run, he said.Leslie Otten, the owner of The Balsams, said the vast majority of people in America were not satisfied with Clinton or Trump. That is unfortunate. But well have to vote, he said. The results of the US election were not expected to be known before 0300 GMT Wednesday.
