Burj Khalifa builder plans taller viewing tower

Posted:

DUBAI (AP) — Dubai is reaching for the sky once again, with the developer of the worlds tallest building vowing Sunday to build an even taller tower bedecked with rotating balconies and elevated landscaping inspired by the mythical hanging gardens of Babylon. The government-backed company behind the project, Emaar Properties, hopes the new tower will entice a fresh wave of view-seeking homeowners even as it raises numerous other promised skyscrapers and repairs a prominent one gutted by fire on New Years Eve.Company Chairman Mohamed Alabbar said the new observation tower would be a notch taller than the 2,717-foot (828-meter) Burj Khalifa. Just how much taller he wouldnt say.Unlike the Burj Khalifa, the new $1 billion tower will not be a traditional skyscraper but more of a cable-supported spire containing garden observation decks graced with trees and other greenery. Emaar says it will also contain a boutique hotel, restaurants and glass balconies that rotate outside the wall of the tower. The structures design means it is unlikely to be widely recognized as a taller building than the Burj Khalifa even if it surpasses it in height. The Chicago-based Council on Tall Buildings and Urban Habitat, for example, says at least 50 percent of a structures height must contain usable floor area for it to be considered in its ranking of the worlds tallest buildings. That typically disqualifies telecommunications and observation towers that have only a small number of floors. It and the Burj Khalifa could also be surpassed by a skyscraper being built in Jiddah, Saudi Arabia, that promises to rise more than 1 kilometer (3,281 feet) high. The new Dubai tower will be the centerpiece of a new 6 square-kilometer (2.3 square-mile) development on the edge of the Dubai Creek, near a protected wildlife sanctuary that regularly attracts flamingoes and other water birds.Alabbar likened the structure, designed by Spanish-Swiss architect Santiago Calatrava Valls, to a 21st-century Eiffel Tower that can act as a magnet not just for tourists but also for property buyers willing to pay a premium for nearby apartments with a view. It is due to open by the time Dubai hosts the World Expo in 2020.Many ... of our customers would like to have that view. And if you ask me what is the financial model, that is the financial model, he said.Emaar followed a similar strategy when it raised the Burj Khalifa, which opened in 2010. The silvery skyscraper is flanked by fancy low and high-rise apartment complexes, some of which are still being built, as well as hotels, restaurants and one of the worlds biggest shopping malls. The area is also home to The Address Downtown, a 63-story luxury hotel built by Emaar that went up in flames on New Years Eve.Dubai police have blamed exposed wiring for sparking the blaze. Outside experts say the type of cladding used to sheath the building was likely a factor in fueling that fire and several others that have engulfed skyscrapers in the United Arab Emirates.Emirati authorities have ordered a nationwide safety survey of existing buildings and promised to tighten regulations in the wake of the fire.Asked about fire risks Sunday, Alabbar said it was important to learn from the accidents but suggested there are limits to how much builders can do.Safety rules are good, but can you really eliminate all risk? I dont think human beings are able to eliminate all risk, he told reporters. Risks are there as long as we are progressing ... These things do happen, and you have to go and fix them and make sure if they happen, they happen to a minimum.

Embattled Ukraine PM Yatsenyuk resigns

Posted:

KIEV (AFP) - Ukrainian Prime Minister Arseniy Yatsenyuk announced his resignation Sunday in the wake of a months-long political crisis that has paralysed the government and frozen the release of vital Western aid.The tough-talking prime ministers decision comes barely two months after he survived a parliamentary no-confidence hearing in which lawmakers took turns takings jabs at his seeming inability to fight corruption since assuming office in February 2014.Parliament is expected to approve Yatsenyuks resignation on Tuesday and start crafting a new pro-European government that is likely to continue pulling the former Soviet country out of Russias orbit and toward the West.Having done everything to ensure stability and make a smooth transition of power possible, I decided to step down from the post of prime minister of Ukraine, the 41-year said in a weekly television address.Yatsenyuk said President Petro Poroshenkos party had already nominated parliament speaker Volodymyr Groysman to succeed him and that he would not stand in the way. From today onwards, I see my goals in a broader light than just heading the government, the former banker said.He vowed to lobby for the international support for Ukraine and its membership in the European Union and NATO.But he failed to mention what future role he saw for himself in politics or how he would achieve those goals.Yatsenyuks strident condemnation of Russias alleged backing of the two-year pro-Moscow uprising in eastern Ukraine and his ability to clinch a vital IMF rescue package helped his party become parliaments second largest in October 2014 polls. He formed a ruling coalition with the presidents bloc and several junior partners that was able to push through unpopular belt-tightening measures prescribed by the International Monetary Fund under its $17.5-billion (15.4-billion-euro) rescue plan. But his partys approval rating has slumped to just two percent because of the painful transition away from a state-sustained economy and his seeming lack of will to fight graft that has permeated all levels of government.Yatsenyuk oversaw a dire economic stretch in Ukraine that saw the currency lose about two-thirds of its value against the dollar and the economy shrink by nearly 10 percent last year. The coalition fractured after the February 16 no-confidence vote and the prime ministers days seemed numbered ever since.IMF chief Christine Lagarde said days after the vote that she could not see how lending to Ukraine could continue with the government in such a state of disarray.Yatsenyuk became premier in the chaotic days that followed the February 2014 ouster of Russian-backed president Viktor Yanukovych -- a corruption-tainted leader who sparked three months of protests over his decision to walk away from a landmark EU pact.He immediately admitted that he was committing political suicide by taking on the job.Yanukovychs flight to Russia was followed a month later by the Kremlins annexation of Crimea and the April 2014 outbreak of a separatist revolt that has claimed nearly 9,200 lives and plunged Moscows relations with the West to a post-Cold War low.But the nation of around 40 million has continued to break its reliance on Russia and has now geared its trade toward European states.Poroshenko said in a television interview taped before Yatsenyuks resignation that he expected Groysman to head the cabinet next. But I will work with any prime minister, the president added.Analysts and the Ukrainian media predict that one of the most important changes in the government will involve the departure of Finance Minister Natalie Jaresko. The US-born former State Department worker and private banker has been widely praised by the West for being able to pull together a crucial debt restructuring deal in August 2015.Jaresko said in March she was ready to head the government under strict conditions that would give her the freedom to fight the decades-long links between politicians and a handful of powerful tycoons. But her candidacy seemed unlikely to win the required parliamentary majority and Poroshenkos group soon nominated 38-year-old speaker Groysman to the post.Slovakias former deputy prime minister Ivan Miklos has provisionally agreed to join the new government if he is able to keep his citizenship and be given the freedom to fight corruption and pursue the plans outlined by the IMF.Analysts believe he will probably take Jareskos place.
