Germany seeking 'safe zones' in Syria to shelter refugees

Posted:

GAZIANTEP (Reuters)Germany is seeking the creation of safe zones to shelter refugees in Syria, Chancellor Angela Merkel said on Saturday, an idea Turkey has long championed in the face of U.N. caution.Keeping refugees on the Syrian side of the border would help Brussels and Ankara, which hosts 2.7 million Syrian refugees, stem the flow of migrants to European shores. The U.N. has warned against the plan unless there was a way to guarantee the refugees safety in the war-torn state. Aid workers have opposed it.The cessation of hostilities in Syria which began at the end of February and was sponsored by Russia and the United States to allow for peace talks, has since faltered. The opposition, which walked out of negotiations in Geneva said the truce, which excluded powerful extremist groups such as Islamic State and the Nusra Front, al Qaedas branch in Syria, was no longer in place. At a news conference in the Turkish city of Gaziantep, Merkel called for zones where the ceasefire is particularly enforced and where a significant level of security can be guaranteed. As tens of thousands of refugees fleeing the fighting in Syria are unable to cross into Turkey, and instead are camped near the Azaz border crossing where local agencies offer humanitarian support, some have accused Turkey of stealthily forming such a zone. The EU-Turkey agreement to send back thousands of migrants from the Greek islands to Turkey has also been fiercely criticised by United Nations refugee and human rights agencies, as immoral and a violation of international humanitarian law. Rights groups say Turkey is not a country where returnees can be guaranteed proper protection. The agreement, coupled with border closures in Europe that meant smugglers could not secure passage to northern Europe, initially slowed the numbers of new arrivals to Greece. But boats have been arriving with about 150 people a day, indicating the hermetic sealing of the route appears to be over, the International Organization for Migration (IOM) said.TURKEY BEST EXAMPLEOne side of the bargain, used to sell the migrant deal to the Turkish public, was Turks winning quicker visa-free travel to Europe, a pledge that now could go unfulfilled, at least by the June deadline Prime Minister Ahmet Davutoglu had wanted. On Saturday Davutoglu said there would be no more readmissions if visa liberalisation was not enacted, but that he believed the EU would take the necessary steps. We have said that Turkey naturally must fulfil the conditions, these are 72 projects that must be implemented, Merkel said. My aim is that we stick to those understandings. Provided that Turkey delivers the relevant results.Davutoglu, Merkel, EU Council President Donald Tusk and Vice-President of the European Commission Frans Timmermans visited a refugee camp in Nizip and the inauguration of a child protection centre in Gaziantep.Following comments from a Turkish officials that there were problems in releasing the 3 billion euros ($3.37 billion)promised to Turkey to look after refugees, Tusk said access to the funds was being accelerated.Hundreds of thousands of Syrian children in Turkey have no access to education. Davutoglu said Turkey had met all its responsibilities, including giving refugees the right to work. But a work permit scheme for refugees designed to protect them from exploitation has been slow to gain traction, with many Syrians unable to apply without the support of their bosses.Yet Tusk on Saturday praised Turkey as a refugee host.Today Turkey is the best example in the entire world of how to treat refugees. I am proud that we are partners. There is no other way, he said.Amnesty International has said Syrians are being shot at trying to enter Turkey while others are being deported to Syria against their will, a claim Davutoglu refuted on Saturday. While Turkey and Europe haggle over long standing political battles like visa free travel, refugees continue to suffer with little chance of protection in Europe and serious violations against them in Turkey, said Gauri van Gulik, deputy Europe director at Amnesty International. All states have a duty to protect refugees that cant be traded away for political expediency.

EU states back plans for common tax havens' black list

Posted:

BRUSSELS (Reuters) -European Union states have agreed to work toward setting up a joint blacklist of tax havens by the end of the summer in the wake of the Panama Papers leaks.Following the leaks, EU tax commissioner Pierre Moscovici had urged EU states to find a compromise and set up a joint list with common sanctions against tax havens to combat tax evasion..Currently the 28 EU states have broadly different national lists of so-called non-cooperative jurisdictions on tax matters and are free to decide whether to impose restrictive measures. There is a unanimous support to set up a common EU black list of tax havens by the end of the summer, Moscovici told reporters at the end of a meeting of EU finance ministers in Amsterdam.EU finance ministers backed this plan, Dutch Finance Minister Jeroen Dijsselbloem told a news conference after an informal ministerial meeting. But negotiations are expected to be complex and the number of jurisdictions to be included in the list remains unclear.Plans to have a single EU list are not new but have been blocked in the past by national conflicting interests.Ministers also agreed to automatically exchange information on the beneficial owners of companies, another move that may increase transparency and reduce tax evasion. The European Commission will also present in the coming months new legislative proposals to crack down on banks and tax advisers who help their clients to hide money offshore.Rules to increase transparency on beneficial owners of companies and trusts are also in the making.

He further added that PM Nawaz and his party are not involved in wrongdoings and have nothing to be afraid of, reported Dunya News. While addressing the media, Rasheed said that instead of backing a Pakistani candidate’s election campaign in the United Kingdom, Khan supported Zack Goldsmith. He said that the PM’s name is not mentioned in the Panama Leaks and that Khan is lying habitually. “There is a straw in Imran Khan’s beard. That is why he is afraid of the (investigation) commission”, he said.Pervaiz Rasheed said that Imran should have the moral courage to state that he opposes Sadiq Khan, adding that the person who does not have this much courage seems odd talking about morality. “(Khan) asks for votes for Goldsmith but does not believe in a Pakistani’s vote. How can he live in Pakistan then?” he inquired.Rasheed said that Imran Khan does not believe in any law or the constitution of the country and today he even stated of not believing the Supreme Court as well. “The investigation commission has been formed. Its jurisdiction is quite broad. If Imran wants investigation then he should cooperate instead of opposing the commission”, he stated.Criticising Imran Khan’s education, Pervaiz Rasheed said that Oxford University’s education did not have influence over Khan as he does not believe in the decisions of the Supreme Court and that of the ballot paper, adding that those who study in poor conditions are better than him in this sense. He said that the article-A of the Terms of References (TORs) of the investigation commission states that the commission has authority to seek support from any tax expert regarding the investigation process, adding that “it seems as if Imran Khan and his lawyer have not read the TORs”.
