Commission of no use if forensic audit not conducted: Khursheed Shah

LAHORE (Dunya News) – Senior leader of Pakistan Peoples Party (PPP) and leader of the Opposition Khursheed Shah Friday stated that the judicial commission being formed for probing into the Panama Leaks case will be of no use if forensic audit conducted along with it.Talking to Dunya News during the program “Dunya Kamran Khan Kay Sath”, Shah expressed his gratitude to Prime Minister (PM) Nawaz Sharif for writing letter to Chief Justice Anwar Zaheer Jamali, appealing to him to head the commission for investigating the matter. Shah added that a probe into the matter of PM’s family should be conducted first.Dunya News program ‘Dunya Kamran Khan Kay Sath’ has revealed that the judicial commission formed for investigating Panama Leaks will be indiscriminate and not even the Chief Justice will be able to amend the Terms of Reference (ToR) of the commission.Meanwhile experts have stated that the commission is not only being formed for investigating the Panama Leaks issue but for tracing corruption in entire history of country.On the other hand, legal expert Salman Akram Raja stated that the proposed commission will be a criminal court. He added that the commission will not be able to complete its investigation even in 50 years if other issues, along with the Panama Leaks matter, are added into the ToRs.

Karachi: Security agencies apprehend 6 including target killer

KARACHI (Dunya News) – Security agencies on Friday apprehended 6 suspects, including a target killer, from several areas of Sindh’s Provincial Capital.According to the details, Counter Terrorism Department (CTD) arrested a suspect during a raid conducted in Defence Khayaban-e-Shehbaz area. According to CTD In-Charge Naveed Khawaja, the arrest is a highly crucial one regarding the case of target killing of 7 police officers who were martyred in Karachi during terrorist attacks in Orangi Town area earlier this week. The suspect is being interrogated by the police on the target killing incident. Rangers also arrested a target killer from Orangi Town. According to the Rangers Spokesperson, the target belongs to a militant wing. Meanwhile law enforcement agencies conducted late night raids in Lyari Musa lane area and apprehended 2 operatives of the Lyari gangwar Uzair Baloch group. Sources state that ammunition was also recovered from the perpetrators. The suspects have been shifted to an undisclosed location for further investigation.Police arrested a suspect, Arshad, in injured condition and recovered weapons after an alleged clash with the felon in Meran Pir area.Police also nabbed two suspects from New Karachi area for looting citizens. According the police, the culprits used to portray themselves as police officers. Ammunition has also been recovered from the felons.On the other hand, Rangers managed to recover a large cache of sabotage equipment from Lyari. Rangers’ officials have stated that the equipment also includes a bomb and a large quantity of bullets. The equipment was hidden for spreading instability in the city.

SEATTLE (Reuters) - A U.S. judge on Friday allowed a lawsuit against two former military psychologists who developed the CIAs interrogation program during George W. Bushs presidency to proceed, handing a victory to two former prisoners who said they were tortured in secret prisons abroad.U.S. District Court Judge Justin Quackenbushs decision to deny a motion to dismiss the case represented a step forward in a years-long effort to hold individuals accountable for a program that the American Civil Liberties Union said resulted in the torture of at least 119 men from 2002 until it was ended in 2008.The interrogation programs architects said it did not amount to torture. The prisoners were considered terrorism suspects.The ACLU filed the lawsuit last October on behalf of three men, Tanzanian Suleiman Abdullah Salim and Libyan Mohamed Ahmed Ben Soud, who it said suffered lasting psychological and physical damage, and Afghan Gul Rahman, who died in 2002 in CIA custody from hypothermia caused by dehydration and exposure to cold.The ACLU asserted that former U.S. Air Force psychologists James Mitchell and Bruce Jessen encouraged the CIA to adopt torture as official policy and made millions of dollars in the process.The ACLU said the program used such methods as starvation, beating, sleep deprivation, forced nudity and water dousing to break the will of prisoners.The lawsuit seeks damages of at least $75,000 for the men, who were all held in CIA black sites in Afghanistan.Quackenbush sided with the former prisoners following a two-hour hearing in Spokane, Washington, and said the discovery process in the case could begin soon, an ACLU lawyer said.Attorneys for Mitchell and Jessen had argued that decisions around the interrogation plan were made by the CIA and the military, and that the psychologists under contract to the agency did not commit the acts, the Guardian newspaper reported.The newspaper quoted ACLU attorney Dror Ladin as saying that the psychologists were not merely suggesting the program but designing it and being paid. ... Theres no argument that the defendants were not deeply involved in the program.In the past, the U.S. government has argued that similar cases would jeopardize national security if allowed to proceed.The Justice Department, which was not named in the suit, this month asked the court in a filing to consider the interests of the United States in relation to classified information that may emerge during the discovery process in which lawyers obtain evidence.A 2014 U.S. Senate report stated the CIA paid $80 million to a company run by two former U.S. Air Force psychologists without experience in interrogation or counter-terrorism. U.S. intelligence sources later identified the psychologists as Mitchell and Jessen. The company was Mitchell Jessen & Associates of Spokane.The ACLU said Salim was abducted by the CIA and Kenyan security forces in Somalia in March 2003. It said Ben Soud was captured in a joint U.S.-Pakistani raid in April 2003.

Pakistan Cup 2016: KP beats Punjab by 2 runs in nail-biting finish

FAISALABAD (Dunya News) – Khyber Pakhtunkhwa (KP) beat Punjab Friday in Pakistan Cup’s fourth match of the series in a nail biter finish. Even Salman Butt’s 77 runs could not propel Shoaib Malik’s Punjab team to victory at Faisalabad’s Iqbal stadium. KP’s Captain Younas Khan contributed only 2 runs while opener Fakhar Zaman managed to score 64 runs in an exceptional innings.KP had set a target of 262 runs which Punjab failed to achieve. KP started its innings with a good start scoring 88 runs. Ahmed Shehzad managed to score 57 runs while Rameez Aziz contributed 35 runs to KP’s total score.All rounder Zohaib Khan remained unbeaten at 51 runs. Meanwhile Punjab’s Amir Yamin and Zulfiqar Babar managed to grab 2 wickets each.On the other hand Punjab’s opening batsmen started the chase and contributed 42 runs. Asad Shafique and Muhammad Rizwan scored 47 runs each.With only 9 runs remaining for the win in the final over, the match inched towards a nail-biting finish. However, Punjab failed to overpower KP side and lost the match by just 2 runs.

People throw eggs as PSP founder visits North Karachi

PTI MPA Soran Singh assassinated in Buner

BUNER (Dunya News) – Pakistan Tehreek-e-Insaf (PTI) Member of Provincial Assembly (MPA) and advisor of Khyber Paktunkhwa (KP) Chief Minister (CM) regarding minorities’ affairs Dr. Soran Singh on Friday was assassinated by unidentified gunmen in Buner, reported Dunya News.According to the police, Singh was leaving for his home after participating in an event. He was shot near Pir Baba bazaar by unidentified gunmen who were able to flee from the scene. Singh succumbed to his wounds on-spot.The police initiated a search operation in the area after surrounding it however, as of now, no arrests have been made.KP CM Pervaiz Khattak condemned Soran Singh’s assassination and took notice of the incident, ordering Buner Deputy Commissioner to present report in this regards as soon as possible.

Panama Leaks investigation: Govt writes letter to Chief Justice

ISLAMABAD (Dunya News) – Ministry of Law issued a Statutory Regulatory Order (SRO) in regards to the investigation of the Panama Leaks, off-shore companies, waving off of taxes on the basis of political affiliations and the formation of a commission to probe into these issues, reported Dunya News.Based on the Inquiry Act 1965, the three-member commission will have the authority to summon any individual to conduct investigation and will have access to public records in this regards as well.According to the rules of procedure, the investigation commission will probe into the involvement of Pakistanis’ involvement in off-shore companies of any country. The commission will also conduct investigation regarding the waving off of bank loans, corruption or sending of money obtained through bribery outside the country from the current or former public representatives or any members of their families.The commission will also take into its consideration the formation of off-shore companies or waving off of loans through illegal procedures; if illegitimacy is proven then the commission will determine the perpetrators and will suggest suitable action to be taken against them.According to article-4 of the Act, the commission will have the authority to summon any individual, tax expert or accountant and record their statement. Furthermore, it can also obtain any important documents, sworn testimonies or any public records from any court(s).The commission can summon any privileged individual. The officer delegated by the commission will have the authority to obtain documents or evidences from any site or building whereas the commission’s proceedings will have legal status. All federal and provincial institutions will be liable to support the commission in its investigation.Cantonment section has been declared as the secretariat of the commission. It will have the authority to decide the time period needed for completing the investigation and will present its report of findings to the federal government.
