Humanitarian truce begins in Aleppo, few leave

Posted:

ALEPPO (AFP) - A humanitarian pause in the Syrian armys Russian-backed assault on Aleppo took effect Thursday, but despite a drop in violence there was little sign residents were heeding calls to leave.Late in the day Russias Foreign Minister Sergei Lavrov accused Syrian rebels of preventing civilians from leaving areas of rebel-held east Aleppo, in violation of the truce.Moscow said the ceasefire would be extended by 24 hours, and the UN said it hoped to carry out the first medical evacuations from Aleppo on Friday, after getting clearance from all warring parties.Despite the lull, NATO chief Jens Stoltenberg expressed concern that a Russian aircraft carrier battlegroup, on its way from the North Sea and currently off the coast of Britain, could join attacks on Aleppo.British warships shadowed the Russian ships through the North Sea, the latest cat-and-mouse encounter in two years of Cold-War style tensions. The unilateral ceasefire in Aleppo began at 8:00 am (0500 GMT) Thursday with the aim of allowing civilians and fighters to evacuate the citys opposition-controlled east.Shortly after the pause began, gunfire and artillery exchanges erupted around one crossing point, with state news agency SANA saying terrorist groups had targeted the area in an attempt to hinder the humanitarian pause. But by afternoon, the clashes had subsided and the east was calm, though the streets were empty.Around Aleppo on Thursday, Syrian soldiers were calling through loudspeakers for residents to seize the chance to evacuate. The Russian defence ministry streamed live video from several of the corridors, showing waiting ambulances and buses along empty roads. An AFP photographer in government-held west Aleppo said eight injured people had crossed via the Bustan al-Qasr crossing despite the fighting. But AFP correspondents in the east visited four crossing points and saw no movement through them.Yasser Youssef of the Nureddine al-Zinki rebel group said opposition fighters wanted nothing to do with the Russian initiative.Who are they to decide to displace the Syrian people who rebelled against the dictator Assad? he asked. Lavrov, in a phone call to his US counterpart John Kerry on Thursday, said Syrian rebels are violating the ceasefire and preventing the evacuation of the population. The truce was initially described as lasting just 11 hours, but Russias Defence Minister Sergei Shoigu announced later Thursday that it would be extended by 24 hours, leaving it unclear exactly when the truce was now scheduled to end.Shoigu also announced that the Admiral Kuznetsov carrier, part of its Northern Fleet, would be sent to the eastern Mediterranean to boost Russian naval forces in the area.Reacting to the deployment, Stoltenberg said: We are concerned Russias carrier group will support military operations in Syria in ways which increase human and civilian suffering.Russia announced the ceasefire earlier this week as a goodwill gesture, amid growing international pressure over its support for Syrian President Bashar al-Assads campaign to recapture the city.More than 300,000 people have been killed since Syrias conflict began in March 2011, and the violence in Aleppo has been described as some of the worst of the war. A further 250,000 civilians have been trapped in the rebel-held east of the city. The nearly month-long Russian and Syrian bombing campaign in Aleppo has had horrific results with nearly 500 dead and food rations expected to run out by the end of the month, UN Secretary-General Ban Ki-moon said Thursday. The Syrian army said it was opening eight corridors for civilians to leave Aleppo, two of which can also be used by rebel fighters provided they leave behind their weapons. Some civilians said they were eager to leave but wanted more reassurance they would be safe.I dont want to risk my life or my familys by being among the first to leave, said Mohammed Shayah, an unemployed father of four.Amnesty International meanwhile denounced the temporary truce as woefully inadequate.Secretary of State Kerry said US and Saudi officials were in discussions with allies -- including France, Britain, Turkey and Qatar -- trying to develop a plan for a renewed ceasefire before talking to Russia. Were working off low and careful expectations but high hopes that the agony of Aleppo can be addressed, he said. The UNs humanitarian taskforce chief Jan Egeland said Thursday that Russia, the Syrian government and rebels had given permission for medical evacuations from Aleppo to start on Friday, adding that the UN hopes to also deliver food to the besieged east. The civilian toll in Aleppo has drawn international condemnation, with Washington saying the bombardment could amount to a war crime.Moscow has dismissed the accusation as propaganda and demanded that rebels break ranks with the former Al-Qaeda affiliate, the Fateh al-Sham Front.EU leaders, meeting in Brussels on Thursday, warned Russia that they will consider sanctions over its role in the Syrian conflict if Moscow does not stop crimes in Aleppo.

Iraq forces make gains against IS near Mosul

Posted:

NAWARAN (AFP) - Elite Iraqi forces retook a town on the eastern edge of Mosul on Thursday while Kurdish peshmerga fighters opened a new front in the offensive to wrest back the jihadists last bastion in Iraq.Prime Minister Haider al-Abadi told an international meeting in Paris that the four-day-old offensive was advancing faster than expected.France and Iraq were co-chairing the meeting on the future of Mosul, which observers have warned could raise even greater humanitarian and interconfessional challenges than the massive military operation to retake it.In some areas, the Iraqi advance was met by a trickle of civilians fleeing both the fighting and the jihadists who ruled them for two years, but the feared mass exodus from Mosul had yet to materialise. The counter-terrorism service (CTS), Iraqs best-trained and most battle-seasoned force, retook full control of Bartalla, a town that lies less than 15 kilometres (nine miles) east of Mosul.I announce to the people of Bartalla and Mosul we have complete control over Bartalla, CTS commander Taleb Sheghati al-Kenani told reporters from the town. Its residents, its churches and all of its infrastructure are now under the control of CTS, he said of the small Christian town that IS seized when it swept across the Nineveh plain in August 2014.Some 120,000 Iraqi Christians were forced to flee their homes at the time.Further north Kurdish peshmerga forces opened a new front with a multiple-pronged assault on the town of Bashiqa. The objectives are to clear a number of nearby villages and secure control of strategic areas to further restrict ISILs movements, the peshmerga command said, using an alternative acronym for IS.At dawn, bulldozers flattened a path for forces in armoured vehicles to carve their way down towards Bashiqa. As tanks and personnel carriers prepared to advance, a shadow glided above them and one peshmerga shouted droneFighters opened fire at it with every weapon available, causing an almighty din and lighting up the dim morning sky, until the drone fell to the ground and the troops resumed their advance. An AFP reporter in the village of Nawaran near Bashiqa saw the downed drone, a Raven RQ-11B model similar to a booby-trapped one that killed two Kurdish fighters and wounded two French soldiers a week ago.Iraqi federal forces and the peshmerga have not divulged casualty figures in this offensive. On Thursday, IS released a short video showing the bodies of what it said were two peshmerga, hung by their feet from a bridge in central Mosul.A US service member was killed Thursday when an improvised explosive device went off, the coalition said.A US defence official said the incident occured north of Mosul but did not specify whether the dead service member was one of the more than 100 US troops advising Iraqi forces as they push toward Mosul. To the south, Iraqi forces were making steady gains, working their way up the Tigris Valley and meeting small numbers of fleeing civilians heading the other way.Dozens of men, women and children who escaped from the village of Mdaraj, south of Mosul, some on foot and others in vehicles, were waiting as police searched their belongings. We snuck out, said a man who gave his name as Abu Hussein. The huge plumes of black smoke from fires lit by IS to provide cover from air strikes had helped them slip out unnoticed, he said. The UN fears up to a million people still trapped inside Mosul could be forced to flee by the fighting, sparking a humanitarian emergency. But Iraqi forces are still some distance from the city limits and no major outflows of civilians have been reported yet. Some Mosul residents who fled before the start of the offensive have crossed into neighbouring Syria and are now sheltered at a camp in Al-Hawl.A Kurdish official at the camp said 500 people had entered the camp in the past two weeks and 2,000-3,000 Iraqis were waiting at the border.Bulldozers were busy expanding the camp, which staff there feared could be submerged by as many as 30,000 displaced Iraqis when the Mosul battle intensifies. The Iraqi prime minister told the Paris meeting on Mosul that the operation to retake it was making progress. We are advancing faster than we had expected and planned, he said by video link.French President Francois Hollande told the meeting that jihadists were already leaving for Raqa, their stronghold in neighbouring Syria. We cannot allow those who were in Mosul to evaporate, Hollande said.Mosul, Iraqs second city, was seized by IS in June 2014.Its capture touched off an offensive that saw the jihadists conquer about a third of the country and declare a caliphate straddling Iraq and Syria.ISs rule has seen some of the worst war crimes in recent history and the task of reconciling all the components of the areas complex religious and ethnic mosaic is daunting.Given the sheer size of Mosul -- and its experience of savage rule at the hands of the Islamic State -- revenge killing will likely be an issue in the days and months ahead, according to the Soufan consultancy.A massive effort will be required to begin to heal what is a truly fractured city and society, it said.

Arab coalition says Yemen rebels breach truce

Posted:

ADEN (AFP) - The Saudi-led coalition accused Yemeni rebels of repeatedly breaching a ceasefire Thursday, the first day of a truce under global pressure to end a war which has killed thousands. At least 11 people were killed in sporadic clashes between rebels and pro-government forces, despite all sides insisting they will pause the fighting. The truce, for an initial period of three days, took effect just before midnight on Wednesday to allow sorely needed aid deliveries in Yemen where the conflict has also left millions homeless and hungry. The Saudi-led Arab coalition intervened in March 2015 to support the government of President Abedrabbo Mansour Hadi after Huthi rebels overran much of the impoverished country on the southern tip of the Arabian Peninsula.Five previous truce attempts failed but cautious optimism preceded the current pause after intensified international pressure following an escalation of combat. But Major General Ahmed Assiri, the coalition spokesman, told AFP, there is no ceasefire at all because of repeated rebel breaches. This is the same situation as the previous time when we called for a ceasefire, Assiri said.Saudi Arabia and Washington accuse Iran of arming the Shiite Huthi insurgents allied with forces loyal to ex-president Ali Abdullah Saleh.Tehran denies the charges and the conflict has stoked tensions between the rival Middle East powers. The coalition and Hadi both vowed to abide by the ceasefire despite alleged violations by the rebels.Pro-government forces declared respect for the truce but reserved the right to respond to infractions. The rebels said they would respect the ceasefire as long as the enemy abides by it, but urged their fighters to be ready to retaliate against all aggression. The coalition says it will continue an air and maritime embargo, to prevent weapons shipments to the rebels, and maintains airborne reconnaissance. At dawn, coalition aircraft flew twice over the rebel-held capital Sanaa without conducting raids, according to residents, who said they have had enough of failed ceasefires.Theyre mocking us with a three-day truce, said Ali al-Doush, a 32-year-old civil servant who has not been paid for three months. We want an end to the war.Nearly 6,900 people have been killed, more than half of them civilians, while another three million are displaced and millions more need food aid.The deaths Thursday included three civilians killed in a coalition air raid on Saada province, a historic Huthi stronghold, rebel-controlled media said.Assiri denied that any air strikes took place over Yemen, although coalition warplanes carried out surveillance. He said a Patriot missile shot down a missile fired by rebels in Marib, east of the capital Sanaa.Five pro-government fighters were killed in two rebel attacks in Saada and Hajja provinces, according to loyalist forces, while three rebels were said to have died in attacks in the Red Sea province of Hodeida.A man and his daughter were wounded in a cross-border attack from Yemen on the kingdoms Jazan region, Saudi civil defence authorities said.Assiri said coalition artillery and aircraft retaliated. We will respond to each violation. We will be reactive, he said. Its so easy. If they stop, we will not fire a bullet.Official Saudi media said there were more than 43 rebel violations along the border.Military sources and residents said there had also been fighting around besieged third city Taez, and pro-Hadi positions came under fire in Sarwah, east of Sanaa. The last ceasefire attempt began in April and collapsed as UN-brokered peace talks broke down in August.Fighting then escalated, until an October 8 coalition air strike which the UN said killed more than 140 people and wounded at least 525 at a funeral in Sanaa. The United States announced an immediate review of its intelligence and refuelling assistance to the coalition, whose investigative team said the funeral was wrongly targeted. The US Navy also for the first time struck rebels directly earlier this month, hitting radar sites which Washington said were involved in missile launches against a US warship and other vessels. The ceasefire does not apply to jihadists who have exploited the conflict to gain ground in the south.Suspected Al-Qaeda militants on Thursday killed four soldiers at a checkpoint in the southern province of Abyan, a security official said. One attacker was killed and another wounded.

UN warns of displacement crisis in Afghanistan

Posted:

KABUL (AFP) - The UN on Thursday warned anew of a deteriorating crisis of displacement in Afghanistan as the conflict escalates, imploring the government and international donors to step up support especially for a lost generation of children.More than 323,000 Afghans were internally displaced across the country in the first 10 months of this year, according to UN agencies, in a continuation of an upward trend over the last four years.Warnings by humanitarian partners suggest that many more IDPs could be displaced by the end of the year, yet attention and resources allocated to their needs seem to be waning rather than increasing, UN special rapporteur Chaloka Beyani said in Kabul. The displacement picture in Afghanistan is changing as the conflict evolves and intensifies.Displacement is becoming more protracted for more people as the security situation has led many to make the difficult decision not to return to their homes.Beyani called on the Afghan government and its international partners to step up emergency responses for those in protracted displacement.Tens of thousands of Afghans have been uprooted from their homes as the Taliban have stepped up their insurgency across the nation -- from Kunduz in the north to Helmand in the south. Children, in particular, have paid a heavy price. It is no exaggeration to speak of a lost generation of displaced Afghan children deprived of education since children constitute about 56 per cent of the displaced population, Beyani said.Aid groups have warned that yet more displacement is likely to take place as the conflict intensifies before the onset of winter, when fighting usually tapers off.Afghanistan has been beset by conflict and the crisis of displacement for decades. In September, the UN issued a flash appeal for $150 million to meet urgent needs, including winter assistance packages, by the end of the year.I urge the donor community to respond generously and rapidly to that call, Beyani said.

Trump says will only accept 'clear election result'

Posted:

DELAWARE (AFP) - Republican White House hopeful Donald Trump said Thursday that he would accept a clear election result next month, but reserved the right to challenge the outcome if he felt it was questionable.Trump stuck firm to his unprecedented defiance of US democratic norms, telling supporters: I will totally accept the results of this great and historic presidential election -- if I win.But he went on to say: I will accept a clear election result, but I will also reserve my right to contest and file a legal challenge in the case of a questionable result.Trump sailed into a new political tempest after threatening not to recognize the election outcome during his final debate with Hillary Clinton, the Democratic frontrunner. With the November 8 elections three weeks away, Trump insists that Clintons campaign team and the media are attempting to rig the vote against him.Asked point-blank during Wednesdays debate whether he would accept the results no matter what, he responded: Ill tell you at the time. Ill keep you in suspense, OK?Clinton declared herself appalled by what she said was an attack on American democracy. But in Trumps rigged election conspiracy, supporters are defiant. Linda Hernandez, from the aptly named town of Defiance, Ohio, cheered Thursday as Donald Trump thumbed his nose at American democratic tradition by saying he would accept the presidential election results, provided he wins. While Trump doubled and tripled down on claims that the nations elections are rigged and massive voter fraud might be underway, Hernandez stood firmly by her candidate.I think it should be in doubt, Hernandez said of the election. She and a fellow Hispanic-American friend made the two-hour journey from Defiance to see their candidate at a fairgrounds rally near Columbus, Ohio, and both agreed with him that the system is rigged.Told that several Republicans have repudiated Trumps comments and insist the election is fair, and that studies show that voter fraud exists but is minimal, Hernandez, who is seeking disability benefits for several injuries, simply shook her head.I dont believe it, she said, as Trump courted about 1,000 voters at the rally. I think there is massive voter fraud. Corruption is bad, and there are tentacles going everywhere.Hernandez, 55, was one of a dozen supporters who told AFP that the provocative Republicans refusal to say whether he would accept the election outcome in the event of a Hillary Clinton victory in no way diminished their respect or backing for him.Ohio entrepreneur Audrey Akers agreed, and said Trumps defiance of the establishment was vital to his campaign, even if it antagonizes many voters. Trump, warts and all, is an honest man. I accept him, she said.It would be wonderful if the election were proved to be fair, but it is unlikely, Akers warned.I think his ability to say, Yes, I accept whatever verdict of the vote has been changed by new information which has become available, i.e. how readily Democratic operatives have been involved in rigging the election, she said.Akers expressed appreciation for how Trump stood up to Clinton and her Democratic machinery at the third and final presidential debate Wednesday night by saying he would keep you in suspense about whether he would accept the election outcome.Hes a brawler, she said. We need a brawler to stand up for us.Local mechanic Aaron Ward, 30, was convinced the system could be compromised by alleged political corruption on the Clinton side. With all the stuff I see coming out with her, the emails and all the different scandals, rigging the election would not surprise me, he said. But the process does go on, Ward added. He would accept the results regardless of who wins, but Ill have questions about it, especially if the vote count is close. Many in the crowd were quick to forgive Trumps unpolished manner. He does tend to stick his foot in his mouth a bit more, said health technician Angie Denes, when asked about Trump threatening to not recognize the election outcome.Denes, who said she voted twice for President Barack Obama but is squarely behind Trump, was absolutely prepared to accept the results of the November 8 vote, but offered a warning about what a Clinton presidency might provoke for many who distrust her.As an American I have no other choice, she said. But I can tell you I will also be preparing for a civil war within our country, particularly if a Clinton administration makes moves toward taking our guns.Stay-at-home mother Joelle Lamphere, 44, said she is an uncommitted voter but strongly agreed that the election could be stolen. After what happened in the election of 2000 with Al Gore, he has good reason to say what he said, Lamphere explained, referring to the race in which Republican George W. Bush prevailed after a bitterly contested recount in Florida.Clinton is too devious and untrustworthy for the White House, she said.I believe that the voters dont choose the president, but the people who count the votes do, she said.I think hes giving himself an out. Hes covering his bases, and I cant blame him, she said of Trumps noncommitment to the election results.Believe half of what you see and none of what you hear.
