Four dead in Florida from Hurricane Matthew

Posted:

MIAMI (AFP) - The United States marked its first four fatalities from Hurricane Matthew as the powerful storm lashed the Florida coast after killing more than 400 people in Haiti, officials said Friday.A 58-year-old woman suffered cardiac arrest in her home in central Floridas St Lucie County overnight, but high winds from Matthew -- then a major Category Three storm on a five-point scale -- prevented fire officials from reaching her, a fire spokeswoman told AFP.We were unable to respond safely, and unfortunately she died, said St Lucie County Fire District spokeswoman Catherine Chaney. In the early morning hours, rescuers also received a call about an 82-year-old man who was experiencing stroke-like symptoms and was having difficulty breathing.Again, we could not go because thats when the winds were high, Chaney said. The man was taken in a personal vehicle to a nearby hospital, and fire officials learned later that he died, she said.At midday Friday, a woman in Volusia County ventured outside to feed some animals during a lull in the storm and was killed by a falling tree, said county manager Jim Dinneen.Further north up the coast, in Putnam County, another woman trying to ride out the storm was killed by a tree after it fell on the trailer, the local sheriffs office said. A man that was also in the trailer was able to escape with only minor injuries. The powerful storm surged through the Caribbean earlier this week, at times as a powerful Category 5 hurricane, leaving a trail of destruction in Haiti, Cuba and the Dominican Republic. In addition to the scores killed in Haiti, four died in the Dominican Republic.Matthew was downgraded to a Category 2 storm on Friday evening as it pummeled the northeastern Florida coast with winds of 110 miles (175 kilometers) per hour. It was moving northward at 12 miles per hour, the National Hurricane Center said.

US accuses Russia of cyber attacks to disrupt election

Posted:

WASHINGTON (AFP) - US officials on Friday formally accused the Russian government of directing cyber attacks intended to interfere with the US election process, amid escalating tensions between the two powers. The assertion against Russia comes with relations already frayed over stalled efforts to end violence in Syria, NATO defenses and other differences.A joint statement from the Department of Homeland Security and Office of the Director of National Intelligence was the first official accusation by Washington against Moscow in the spate of cyber attacks, although many analysts had said the hacks appeared to be from Russia.A US administration official said Washington would respond to the cyber attacks, without offering details. We will take action to protect our interests, including in cyberspace, and we will do so at a time and place of our choosing, said an official shortly after the statement accusing Russia of cyberattacks. The official statement said the US intelligence community is confident that the Russian government directed the recent compromises of emails from US persons and institutions, including from US political organizations. The officials added: We believe, based on the scope and sensitivity of these efforts, that only Russias senior-most officials could have authorized these activities:The statement said the disclosures of alleged hacked emails on WikiLeaks and other websites and by the online persona Guccifer 2.0 were consistent with the methods and motivations of Russian-directed efforts. These thefts and disclosures are intended to interfere with the US election process, the statement said. The statement, however, stopped short of accusing Russia in the recent cyber attacks on state election databases. Some states have also recently seen scanning and probing of their election-related systems, which in most cases originated from servers operated by a Russian company, the statement said. However, we are not now in a position to attribute this activity to the Russian government. It was not immediately clear how Washington would respond in the matter. Officials have in the past said any cyber attacks on important US institutions would prompt a response, which could take the form of diplomatic or economic sanctions, or possibly cyber measures.US Senator Dianne Feinstein, who last month said she and other lawmakers believed Moscow was seeking to disrupt the election, said the new statement conveys the seriousness of the threat to the vote.Attempted hacking of our election system is intolerable, and its critical to convince the Russian government to cease these activities, the California senator said.If it does not, we must develop a strong response.Jason Healey, a former White House director of critical infrastructure protection who is now a researcher at Columbia University and with the Atlantic Council, said the US has tools to respond. The initial response will be to protect and thwart what the other side wants to do, Healey told AFP.Healey said Washington is also capable of counteroffensive cyber actions which can limit or deter attacks.Dont attack them back but use our own cyber capabilities to disrupt them, he said.I would not call that offensive, its counteroffensive. The FBI has been investigating a leak of Democratic National Committee emails, which were published by WikiLeaks in July.A hacker group using the name Guccifer 2.0 has also released leaked emails and has claimed to have hacked into the Clinton Foundation, led by former US president Bill Clinton, whose wife Hillary is the Democratic presidential nominee. But the US statement said that it would be extremely difficult for someone, including a nation-state actor, to alter actual ballot counts or election results by cyber attack or intrusion. That is because of the decentralized nature of the US election system, which is operated by thousands of state and local government entities.States ensure that voting machines are not connected to the Internet, and there are numerous checks and balances as well as extensive oversight at multiple levels built into our election process, the statement said.Nevertheless, DHS continues to urge state and local election officials to be vigilant and seek cybersecurity assistance from DHS. A number of states have already done so.

Football: Ruthless Ronaldo hits four on Portugal return

Posted:

PARIS (AFP) - Cristiano Ronaldo scored twice in the opening four minutes on the way to a four-goal haul as European champions Portugal smashed Andorra 6-0 in World Cup qualifying on Friday, while France recovered from a goal down to thrash Bulgaria 4-1.The Real Madrid superstar was making his first appearance for Portugal since he was stretchered off injured and in tears from the final of Euro 2016 and he wasted no time in making up for his three-month absence from international football. The 31-year-old took just 73 seconds to make his mark. He was wrestled to the floor at a corner but then jumped up to volley in left footed from around the penalty spot after the Andorra goalkeeper could only parry a Portugal header.Ronaldo, who has struggled to get back to his brilliant best for Real since returning from his knee trouble, was at it again two minutes later when he was left totally unmarked on the six-yard box to rise and head in.It was only a matter of how many for the home side after that, as Portugal belatedly got three points on the board in Group B, after losing in Switzerland in the opening group matches.Ronaldo made it the perfect hat-trick just 90 seconds after the break, grabbing his third -- Portugals fourth -- with a sweet right-footed volley.Andorras nightmare evening got that bit worse just after the hour when they went down to 10 men, Jordi Rubio receiving a second yellow card for clattering late and hard into Ronaldo, who punished the away side soon after with another fine half-volley for 5-0.Cynical and increasingly desperate Andorra saw red again when Marc Rebes was the next to get sent off, again for cutting down the man of the moment Ronaldo.Andre Silva sealed the punishment for 6-0 four minutes from time. The Swiss scored in the 89th minute to stay top of Group B, Valentin Stocker firing them in front for the final time in a thrilling 3-2 away win in Hungary for a perfect six points from six.France, agonisingly beaten by Portugal in Paris in the Euro final in July, returned to the scene of that heartbreak and got off to the worst possible start when they conceded after just six minutes at the Stade de France.Mihail Aleksandrov stroked home from the penalty spot to give the Bulgarians a shock lead in a very competitive-looking Group A.But the French stormed back with two goals from Kevin Gameiro -- making his first international start in almost five years -- in a convincing 4-1 win.The Netherlands, who failed to make it to the Euros, top the group after they defeated Belarus 4-1 in Rotterdam. Quincy Promes grabbed a first-half brace for the Dutch.France travel to Amsterdam on Monday for a mouthwatering clash with the Netherlands.Under-achieving Belgium also enjoyed a fine home win, Eden Hazard scoring in the first period as they defeated Bosnia and Herzegovina 4-0 to go top of Group H.European World Cup qualifying continues on Saturday, when England host minnows Malta at Wembley for interim manager Gareth Southgates first game in charge after the departure in disgrace of Sam Allardyce.

Football: Gameiro hits double in handsome France win

Posted:

PARIS (AFP) - Kevin Gameiro marked his first international start in almost five years with a brace as France came from behind to beat Bulgaria 4-1 and kick-start their World Cup qualifying campaign on Friday. On their first outing at the Stade de France since losing the Euro 2016 final to Portugal in July, France fell behind to an early Mihail Aleksandrov penalty but Atletico Madrid striker Gameiro -- not part of the European Championship squad -- got the equaliser.Dimitri Payet and Antoine Griezmann ensured the home side went into the interval with a comfortable advantage and Gameiro completed an ultimately handsome victory in the second half.It was Frances first win in Group A of European qualifying for the 2018 World Cup in Russia and set them up nicely for Mondays trip to the Netherlands, themselves 4-1 winners at home to Belarus on Friday. It was a perfect evening. We reacted well and then ran away with it, Gameiro, back in favour at the age of 29, told TF1.I felt enormously proud and especially full of desire. Hard work pays off.He started as coach Didier Deschamps made five changes to the side that could only draw 0-0 in Belarus in their opening qualifier a month ago. Indeed Bulgaria topped the group coming into this encounter thanks to a 4-3 win against Luxembourg in September. This was their first game under new coach Petar Hubchev and the Stade de France was silenced as they went in front in the sixth minute. Georgi Milanov was fouled in the area by Bacary Sagna and Aleksandrov stepped up to net the resulting penalty. This was Bulgarias first visit to France since their 2-1 win in 1993 that denied Les Bleus a place at the following years World Cup and suddenly the prospect of a repeat performance was on the cards. Yet this Bulgaria team had let in 14 goals in their previous three matches and Frances formidable firepower eventually proved too much. France drew level midway through the first period, Sagna making amends for his role in the penalty by crossing from the right for Gameiro, who stooped to head the ball into the far corner past Vladislav Stoyanov. It was only Gameiros second international goal, his first since netting in a friendly in Ukraine in June 2011. Three minutes later, France were in front when a Payet cross from the left went all the way in without anyone getting a touch. Disaster had been averted for France and they were then gifted a third goal seven minutes before the break. The majority of the crowd was more taken by a Mexican wave than by events on the field when suddenly Dimitar Pirgov gifted possession straight to Griezmann on the edge of the area and Euro 2016s leading scorer applied the finish. It was one-way traffic at the start of the second half and after Paul Pogba saw a vicious first-time strike from 35 yards flash just wide, France got their fourth goal just before the hour mark. Layvin Kurzawa found Griezmann on the left and his low ball in was converted by his Atletico team-mate Gameiro for his second of the evening. His hopes of completing a hat-trick were ended when he was taken off 18 minutes from time to make way for Andre-Pierre Gignac, but France did almost further embellish their lead, Blaise Matuidi seeing an effort come back off the post.

Football: USA beat Cuba 2-0 in historic friendly in Havana

Posted:

HAVANA (AFP) - The United States warmed up for their looming World Cup qualifying clash with Mexico with a 2-0 friendly victory over Cuba on Friday, only the third time in history the two nations have met on Cuban soil. Chris Wondolowski in the 62nd minute and Julian Green in the 71st scored for the United States. The match at the Estadio Pedro Marrero was the latest byproduct of the thaw in relations between the United States and Cuba, after more than half a century of bitter Cold War enmity. It is the first time the United States have played in Cuba since their World Cup qualifying clash in Havana in 2008, when the Americans won 1-0 courtesy of a Clint Dempsey goal.Aside from that, the only other meeting between the teams in Cuba came in 1947, when the hosts won 5-2. Yet while Fridays game came loaded with political symbolism, for USA coach Jurgen Klinsmann the match was key preparation for World Cup qualifiers. After an hour of frustration San Jose Earthquakes striker Wondolowski, a halftime substitute, broke the scoreless deadlock, slamming in a rebound from a Green attempt saved by Cuban goalkeeper Sandy Sanchez.Less than 10 minutes later it was Wondolowskis low cross across the Cuban goal mouth that Bayern Munich winger Green -- recalled for the first time since May -- seized to slot home. The spirited Cubans had given the visitors a scare with two shots off the post before the United States took control in the second half.Goalkeeper Ethan Horvath, making his US debut, made a save on Roberney Caballeros shot in the 28th minute to keep the game scoreless, and minutes later thwarted an attempt by Aricheel Hernandez. The US got a fright of another kind in the 80th minute, when Steve Birnbaum was kicked in the head by a leaping Cuban player. He was treated on the field and was able to walk off under his own steam.Klinsmanns men open their CONCACAF Hexagonal World Cup qualifying competition with a home match against Mexico in Columbus, Ohio, on November 11 before facing 2014 World Cup quarter-finalists Costa Rica in San Jose four days later. Theyll play another tune-up friendly on Tuesday against New Zealand in Washington.

Athletics: Chumba, Kiplagat eye Chicago Marathon repeats

Posted:

CHICAGO (AFP) - Kenyans Dickson Chumba and Florence Kiplagat aim to defend their titles at the Chicago Marathon on Sunday, with 2012 winner Tsegaye Kebede out to spoil Chumbas repeat bid in the Windy City.Chumba pulled away in the final three miles to lead a Kenyan sweep of the podium last year in 2hr 09min 25sec, with Sammy Kitwara second and Sammy Ndungu third. It was the slowest time in Chicago since 2007 after organizers opted not to use pace-setters.The 29-year-old Chumba, who finished third in Tokyo in 2:07:34 in his only prior marathon this year, is expected to face a strong challenge from Ethiopias Kebede, whose 2012 time of 2:04:38 was a personal best and then-course record.Kebede is also remembered for a thrilling 2010 duel in Chicago with Sammy Wanjiru, who emerged with the victory.World record-holder Dennis Kimetto was initially scheduled to race but was forced to withdraw due to a leg injury.Three other men in the field have run 2:07 or better, including Ethiopian Abayney Ayele -- who clocked 2:06:45 in Dubai this year -- and Chumbas fellow Kenyans Abel Kirui and Micah Kogo.Kogo is still seeking a first marathon victory. He set his personal best of 2:06:56 in finishing fourth in Chicago in 2013.Another intriguing challenger is Kenyan Stephen Sambu, making his marathon debut. Sambu, who has been outstanding in shorter distance road races since graduating from the University of Arizona in 2012, warmed up for the event with a victory in the seven-mile Falmouth Road Race in August. In the womens race, Kiplagat will try to become the first woman to win back-to-back titles since Berhane Adere of Ethiopia in 2006 and 2007.Kiplagat made her decisive surge in the 25th mile last year to pull away from Ethiopians Yebrqual Melese and Birhane Dibaba.Fellow Kenyan Edna Kiplagat, who is the only other woman in the field to have run faster than 2:20, will make be running in Chicago for the first time, as will Ethiopian Gulume Chala. The other former champion in the field is Atsede Baysa, who won in Chicago in 2010 and 2012, while Melese returns vying to improve on her runner-up finish of last year.Paris Marathon winner Visiline Jepkesho, who represented Kenya at the Rio Olympics, is also in the field.

UN council to vote on Russian-drafted measure on Aleppo truce

Posted:

UNITED NATIONS (AFP) - The UN Security Council on Saturday will vote on a Russian-drafted resolution calling for a ceasefire in Aleppo that makes no mention of ending military flights over the Syrian city. The 15-member council will decide on that measure immediately after they vote on a French-drafted resolution that calls for an end to the aerial bombardment of Aleppo, diplomats said. The Russian text obtained by AFP on Friday urges immediate implementation of the cessation of hostilities, in particular in Aleppo and demands that all parties allow deliveries of humanitarian aid.The measure was presented to the council after Moscow signaled that it was ready to use its veto to block the French-drafted text. That measure provides for an end to the bombing campaign and halting all military flights over Aleppo. At least 250,000 people are living under siege in rebel-held east Aleppo, and facing almost-daily heavy bombing since the Russian-backed Syrian army launched an offensive to retake the city last month. The Security Council on Friday met in emergency session at Russias request to hear UN envoy Staffan de Mistura outline proposals to allow jihadist fighters to leave Aleppo. The Russian-drafted text welcomes the envoys initiative and calls on UN Secretary-General Ban Ki-moon to present a detailed plan that could be endorsed by the Security Council.

US urges war crimes probe as Syria fight moves to UN

Posted:

WASHINGTON (AFP) - The United States declared Friday that the bombing of civilians in Aleppo could amount to a war crime, as the diplomatic battle over the Syrian war moved to the United Nations.US Secretary of State John Kerry made clear his mounting anger at the Russian-backed regime onslaught, declaring: These are acts that beg for an appropriate investigation -- war crimes.France, meanwhile, was preparing to call a vote on Saturday on a United Nations Security Council resolution to demand an end to the siege -- a motion that Russia is all but certain to veto.President Bashar al-Assads forces launched their assault on eastern Aleppo, home to around a quarter-of-a-million civilians, two weeks ago after a US-Russian brokered ceasefire fell apart. The United States has since abandoned bilateral talks with Russia on restoring the truce, but a new effort to revive a multilateral peace-building effort has made no progress as fighting rages.Meeting in Washington with Frances Foreign Minister Jean-Marc Ayrault, Kerry said Assads Russian-backed air force had repeatedly and deliberately launched deadly strikes on hospitals. And those that commit these will be and should be held accountable for their actions, Kerry told reporters. This is a targeted strategy to terrorize civilians and to kill anybody and everybody who is in the way of their military objectives.Ayrault said he would head to the United Nations on Saturday to make the case for a resolution demanding a ceasefire and a ban on Russian and Syrian jets overflying the city. Frances top diplomat, who met his Russian counterpart Sergei Lavrov on Thursday, insisted that hope was not dead that the move could go somewhere, despite the clear threat of a Russian veto. But Moscows UN Ambassador Vitaly Churkin told reporters: I cannot possibly see how we can let this resolution pass.US officials are working on possible sanctions against Russian and Syrian individuals and companies involved in the siege, and Germany said it would not rule out backing possible international moves. Once Syrias economic powerhouse, Aleppo has been ravaged by the war that has killed more than 300,000 since it began in March 2011.At least 250,000 people remain in the rebel-held east of the city. They have been under near-continuous siege for months, and are now facing some of the most intense bombardment yet. Raids earlier this week destroyed the largest hospital in the rebel-controlled east. The talks in Washington came after UN special envoy Staffan de Mistura warned that Aleppo could be totally destroyed before the end of the year.De Mistura also called on the regime and Russia to halt strikes if fighters from the former Al-Nusra Front, now known as Fateh al-Sham Front, left the city, even offering to escort them out himself.Lavrov said he could support a UN plan for the jihadist faction to leave Aleppo if other opposition groups renounced their ties to the former Al-Qaeda subsidiary.Russias parliament on Friday ratified a deal with Syria on the indefinite deployment of its forces in the country. In a move seen as firming up Russias long-term presence, lawmakers approved an accord signed last year that could allow Moscow to establish a permanent presence at its Hmeimim Air Base.Fierce fighting has gripped several neighborhoods on the front line dividing rebel groups from regime forces in western areas.Government troops captured a hilltop south of the city, but rebels retook nearby positions, according to British-based watchdog the Syrian Observatory for Human Rights.Carlos Francisco, who heads the Syria branch of medical aid agency Doctors Without Borders, described the circumstances in Aleppo as unbearable. The few remaining doctors with capability to save lives are also confronting death, he said.Rebels have also intensified their rocket fire on government-held western Aleppo, where four people were killed in the Midan neighborhood, state television reported.

Ghost towns in Florida as Hurricane Matthew vents fury

Posted:

JACKSONVILLE (AFP) - Fierce Hurricane Matthew left behind flooding and power cuts as it churned along Floridas east coast Friday, leaving many hard-hit communities feeling like ghost towns. The slightly weakened but still extremely dangerous hurricane was menacing Jacksonville with maximum sustained winds of 110 miles (175 kilometers) per hour, uprooting trees and leaving more than a million people in Florida without power.Roads in Floridas normally picturesque seaside town St. Augustine sat deserted, many flooded or blocked by downed trees. Stores were closed, the whole city eerily empty under dark, threatening skies.Ocean water spewed into the streets of the coastal city, which was founded by Spanish colonialists in the 16th century. The nearby St. Johns River overflowed its banks, swallowing some docks and marinas. All bridges and beaches in the area were closed, with authorities insisting that those who chose to stick it out in evacuation zones were on their own.One couple defied those warnings, venturing out to Atlantic Beach east of Jacksonville to check on their neighbors boat.It feels great. I love it here, Graig Fairbairn shouted to AFP, the blustering wind nearly drowning out his voice. Ive been here all my life.We have a concrete house and I think well be fine.To fight cabin fever displaced people in one Jacksonville hotel gathered in the dark lobby, reminiscing about hurricanes past as their children played underfoot.Though Matthew had weakened slightly to a Category Three storm since battering Haiti early this week, the National Hurricane Center was warning that conditions remained severe, with a danger of life-threatening inundation along coastal regions of Florida, Georgia, South Carolina and North Carolina. The fierce storm was barreling up a 750-mile strip from Boca Raton in Florida towards Surf City, North Carolina, driving seawater and heavy rain inland -- with storm surges up of up to 10 feet (3 meters) capable of devastating damage. Many in vulnerable zones had disregarded evacuation warnings, and Jacksonville Mayor Lenny Curry said they should now shelter in place. We passed that window, Curry said, referring to the evacuation orders. Now we are encouraging you to stay where you are. After leaving at least 400 people dead in Haiti, a weaker but still potent Matthew claimed its first US casualties Friday when the storm blocked first responders in Florida from reaching a 58-year-old woman and an 82-year-old man who were in need of medical assistance. A third victim, a woman from Volusia county, was killed by a falling tree when she ventured out to feed animals during a lull in the storm.
