QUETTA (Dunya News) – Addressing the media soon after the security forces retook control of the Police Training College in Quetta, Major General Sher Afgan, chief of the Frontier Corps (FC) in Balochistan said the attack was over in around three hours after we arrived.He added that communications intercepts showed the militants belonged to the Al-Alimi faction of the Lashkar-e-Jhangvi militant group -- which is affiliated with the Pakistani Taliban.They were in communication with operatives in Afghanistan, he said. The group itself has not claimed the attack.At least 59 officials were martyred and 117 were wounded when heavily-armed militants wearing suicide vests stormed Police Training College at the Saryab Road in Quetta on Monday night.

US condemns terrorist attack in Quetta

WASHINGTON (Dunya News) - The United States on Monday condemned the terrorist attack on the Police Training College in Quetta in which 59 officials were killed and 117 were wounded, Dunya News reported.State Department spokesman John Kirby in a statement extended condolences to the victims and their families, including the police cadets who are embarking on careers of public service. We stand with the people of Pakistan and Government of Pakistan at this difficult hour, and we will continue to work with our partners in Pakistan and across the region to combat the threat of terrorism,John Kirby said.

Beaten but unbowed, Bangladesh plead for more Tests

CHITTAGONG (AFP) - Skipper Mushfiqur Rahim pleaded Monday for Bangladesh to be given more Test matches after the cricketing minnows fell agonisingly short of an historic victory over England.While Englands main challenge is to manage their players workload, Bangladesh struggle to arrange series against top-flight opponents and the just-concluded match in Chittagong was their first Test in 15 months.While India have agreed to host their first-ever Test match against Bangladesh next year, it will be a one-off and will do little to sate the hunger of a cricket-mad nation.Rahim made his Test debut back in 2005, the same year that his opposite number Alastair Cook made his first appearance for his country.But while Cook broke the England record in Chittagong by winning his 134th cap, Rahim was making only his 49th appearance -- a stark illustration of how little Test cricket Bangladesh are exposed to.While Bangladesh have made big strides in one-day cricket, winning six homes series in a row before losing to England earlier this month, Rahim says their lack of opportunities is holding them back in five-day cricket.You can always improve if you play more Tests, said Rahim.I have felt that each of my Tests has been like a debut game, and I have played 49 Tests so far.I think we should play more Tests, which will give you more consistency in the other formats.Bangladesh were to have hosted Australia for a Test series last year but the tour was scrapped at the last minute over safety fears.Englands tour was also in doubt after a deadly attack on a cafe in Bangladeshs capital Dhaka in July which was popular with tourists.Since being invited to join the games top table 16 years ago, Test crickets newest nation has lost 72 of its 94 Tests and won just seven -- five of them against fellow strugglers Zimbabwe.Bangladesh entered the fifth and final day of the first Chittagong Test needing just 33 runs for victory with two wickets left, but could only add 10 to their overnight score.Rahim refused to be downhearted and said there were many reasons to be proud at running England so close.We can take a lot of positives -- Miraz (Mehedi Hasan) and Shakib (Al Hasan) bowled well. Bangladesh call up two rookies for second England Test

DHAKA (AFP) - Bangladesh on Monday included two uncapped cricketers - Mosaddek Hossain and paceman Shuvashis Roy - in their 15-man squad for second and final Test against England.Chief selector Minhajul Abedin said Mosaddek was included as a backup to Sabbir Rahman, who has fallen ill after putting up a valiant fight in Bangladeshs 22-run loss in the opening Test that ended on Monday in Chittagong.Sabbir was left stranded on 64 as Ben Stokes claimed two wickets in three balls to seal the thrilling contest on the fifth day. Sabbir was feeling sick after the match. So we needed someone as a backup in case he cannot play, said Minhajul.Mosaddek, who has a good track record in domestic first-class cricket, played five one-day internationals against Afghanistan and England but he has yet to win a Test cap. 'X-factor' Stokes in no mood to take it easy

CHITTAGONG (AFP) - He might feel entitled to a breather after a back-breaking effort in his teams latest Test triumph but Englands X-factor Ben Stokes said hed rather be dropped than rested during a marathon tour of the sub-continent.The lion-hearted Stokes was named man of the match on Monday for his starring role in Englands nail-biting first Test win over Bangladesh in which he scored a crucial half century and took six wickets.After batting for more than three hours while making 85 on Saturday, Stokes then bowled superbly in Bangladeshs second innings and finished the match with six wickets in temperatures hitting 32 degrees celsius.Stokes began the year by scoring a career best 258 in a Test against South Africa but after Englands dramatic 22-run victory in Chittagong, the Durham player classed it as his most complete performance so far. Overall, I think it is, the 25-year-old replied when asked if he thought it was the most satisfying match.Stokes said he was particularly pleased with having improved his technique against the spinners, saying he had always been able to take the aggressive route but had now given himself more options.Stokes said he had been putting in the hours, making sure that my defence is tight and still having options to be able to rotate the strike when they do bowl the ball in a good area.He had also been working on his concentration levels so that Im switched on enough that if there is a bad ball to come along -- because there arent going to be many -- I still put it away for four or six.Stokes career has been interrupted by several injuries and the selectors will be desperate that he remains fit throughout the winter in which England will play a total of seven Tests, including five against India.Stokes was also the vice-captain in a preceding ODI series against Bangladesh while England are due to play six further limited overs internationals against India early in the new year.The workload means that England selectors could well be tempted to give Stokes a rest in one or two Tests, especially if they are dead rubbers -- but he made clear that he would reject any such overtures.Ill play all seven (Tests) if I still get picked, Id rather get dropped, he said.England skipper Alastair Cook said Stokes was absolutely crucial to his teams prospects.I say it every single time we speak about him, the guy is that x-factor cricketer which every side would love to have, said Cook.He balances our side, he gives us options, he allows us to play the extra seamer here or an extra spinner, whichever way you look at it.Cook also praised Stokes for his improvement against the spinners, which was highlighted by his maiden ODI century in Dhaka earlier this month. COLOMBO (AFP) - Sri Lankas oldest ever skipper Rangana Herath Monday said he hoped to build on the recent Test whitewash against Australia despite leading a young and inexperienced team to Zimbabwe.The 38-year-old spinner became the oldest player named to head an overseas tour as regular captain Angelo Mathews and his deputy Dinesh Chandimal pulled out of the two-Test series with injuries.I am pleased to be appointed captain of the national team even at the age of 38, Herath told reporters in Colombo before the teams departure to Harare.It is true that we dont have experienced players, but we have a lot of confidence after winning against Australia, the veteran spinner said referring to Sri Lankas historic series win against the then world number one team in a three-match tournament ending in August.Herath set up Sri Lankas success against Australia with a maiden Test hat-trick and ended up man of the series.What our young players lack in experience they make up with confidence, Herath said. The victory against Australia has given us a huge boost. We hope to make a very significant impact in Zimbabwe.There are three new faces in the squad for Zimbabwe - fast bowlers Kasun Madushanka and Lahiru Kumara and allrounder Asela Gunaratne.The first Test begins on October 29 in Harare while the second is scheduled from November 6 at the same venue.Herath becomes the oldest Sri Lankan player to be named skipper of the national team at the start of a Test series. In 1983, leg-spinner Somachandra de Silva was asked to lead the team when regular skipper Duleep Mendis was injured during a three-day practice match in New Zealand ahead of two Tests. De Silva was 40 at the time.

PM Nawaz strongly condemns Quetta attack

ISLAMABAD (Dunya News) – Prime Minister Nawaz Sharif strongly condemned the terrorist attack on Police Training College in Quetta on Monday night, Dunya News reported.At least 56 police recruits were martyred while 117 were wounded in the terrorist attack at the police facility at the Saryab Road in Quetta.PM Nawaz has expressed concern over the safety and security of police cadets at the facility and directed that utmost efforts must be made to save precious lives while hunting down the terrorists.Nawaz Sharif said that all resources will be used to eliminate the threat of militancy from the country.

QUETTA (Dunya News) – At least 59 officials embraced martyrdom, most of them fresh police recruits, in terrorists attack on the Police Training College in Quetta on Monday night, Dunya News reported. All the three attackers were also killed.More than 200 police recruits were taken hostage by the attackers. The attack occurred at the Police Training College located 20 kilometres to the south of the city at the Saryab Road at around 11:00 pm.Addressing a press conference after the security forces retook the control of the police facility from terrorists, Sarfraz Bugti, Home Minister of Balochistan informed that 59 persons embraced martyrdom in the attack while 117 were wounded.He said that three terrorists, wearing suicide jackets, entered the Police Training College from the rare gate after martyring a watchman and held over 200 cadets hostage. Sarfraz Bugti said that contingents of army, Frontier Corps (FC) and other law enforcement agencies arrived at the scene soon after the attack and launched an operation. Helicopters and drones were also used for surveillance.He further said that one of the terrorists detonated his suicide vest before the arrival of security forces, causing most of the deaths.Sarfraz Bugti informed that the attack was carried out by Lashkar-e-Jhangvi Al Alami militants who were continuously getting instructions from Afghanistan. Two bomb blasts were also reportedly heard at the police facility.Sources said that the attackers, including a 12-year-old boy, were Afghan Uzbeks and were wearing suicide jackets. Two of the terrorists blew themselves up while the third was killed by security forces.Pakistan has been battling an Islamist insurgency since shortly after it decided to ally with the US following its invasion of Afghanistan in 2001.Violence has declined in recent years following a series of military offensives in the northwest border areas as well as concerted efforts to block the militants sources of funding.But the remnants of militant groups are still able to carry out periodic bloody attacks, particularly in the northwest.

'Acute need' to rebalance oil market: Russian energy minister

VIENNA: (AFP) - Russian Energy Minister Alexander Novak warned Monday there was an acute need to rebalance the oil market and help ease price volatility, after talks with the OPEC oil cartel in Vienna.Probably by winter we will see considerable overkill of supply over demand. Therefore there is an acute and urgent need to speed up the rebalancing, Novak told reporters at the Vienna headquarters of the Organization of the Petroleum Exporting Countries.The meeting highlighted the impact that recent price volatility and the high level of stocks have had on the industry, the two parties said in a statement.In addition, deliberations considered scenarios depicting the effects that climate change mitigation policies could have on oil and energy demand, and on investments in the industry, the statement read.OPEC and non-member Russia have held regular meetings to tighten cooperation to bolster low oil prices.Russia, the worlds top crude producer along with Saudi Arabia, has been hit hard by the plunging market over the past two years.Prices are currently hovering at around $50 per barrel after hitting a 10-year low of less than $30 in January, down from a peak of more than $100 in mid-2014.Last month, OPEC members agreed a preliminary deal to cut production for the first time in eight years, sending crude prices surging.The cartel hopes to hammer out details of the accord ahead of its bi-annual summit in late November.It has invited Russia and other key non-members for a technical meeting in Vienna on October 28-29.Prior to his Vienna visit, Novak attended a Gulf ministerial meeting in Riyadh Sunday.The current down cycle is nearing an end... Terrorists attack Police Training College in Quetta

QUETTA (Dunya News) – Some five to six terrorists attacked Police Training College at the Sariab Road in Quetta on Monday night, taking more that 200 recruits as hostage as security forces arrived at the scene to carry out an operation.WATCH VIDEO REPORT:Sources said that 12 security forces officials embraced martyrdom while four attackers were killed in exchange of fire between the security forces and terrorists. At least 107 persons, including five security forces officials, were also wounded in the attackMore than 200 police recruits have been taken hostage by the attackers. The attack occurred at the Police Training College located 20 kilometres to the south of the city at around 11:30 pm. Gunfire continued to ring out from the site. A heavy exchange of fire is continuing from both sides at the Police Training College. Two bomb blasts were also reportedly heard at the police facility.Sources said that India’s RAW (Research and Analysis Wing) and Afghanistan’s NDS (National Directorate of Security) are behind the attack.Inter-Services Public Relations (ISPR) confirmed that five to six terrorists stormed the police facility while contingents of army, Frontier Corps (FC) and other law enforcement agencies arrived at the scene and launched an operation. Pakistan Army is leading the agencies in the operation.Sources said that helicopters and drones are also being used for surveillance. No group has yet claimed responsibility for the attack.Over 700 cadets train at the facility while 200 of them have been taken hostage. At least 107 persons were reportedly injured in the combat. Authorities have stated that state of emergency was declared in different hospitals of Quetta.Sources said that 12 security forces officials embraced martyrdom while four attackers were killed in exchange of fire between the security forces and terrorists. The security forces have also rescued over 100 recruits during the operation.A survivor reported after successful escape that gunmen opened fire as they stormed the training facility. All the terrorists entered the complex from the rear.Interior Ministry has established a control room to monitor the situation.Sarfraz Bugti, Home Minister of Balochistan has expressed confidence in law enforcers’ capability to take control of the situation. While talking to Dunya News, Bugti said that Chief Minister (CM) Sanaullah Zehri has imposed emergency in hospitals and a rescue operation was underway. Four UN peacekeepers injured in C. Africa violence

UNITED NATIONS, United States: (AFP) - Four UN peacekeepers were injured on Monday when protests turned violent in the Central African Republic, with gunfire and looting in many parts of the capital Bangui, a UN spokesman said.The demonstrations were to press demands for UN peacekeepers to take on a more active role against militias that continue to sow chaos in the country, more than three years after a coup.At least four UN peacekeepers were injured, UN spokesman Stephane Dujarric told reporters.Calling for calm in the city, the UN mission MINUSCA has strengthened patrols, he added.Earlier this month, 30 people were killed and 57 wounded when fighters from the Muslim Seleka militia group staged an attack in the central town of Kaga Bandoro.A few days later, 11 people were shot dead in a camp for displaced people in Ngakobo, northeast of Bangui.The MINUSCA force of some 13,000 peacekeepers is seeking to support the new administration of President Faustin-Archange Touadera, who was elected in February.One of the worlds poorest countries, the Central African Republic descended into sectarian bloodshed after the March 2013 ouster of president Francois Bozize, a Christian, by the Seleka rebel alliance.

Mystery as five die in French plane crash on Malta

VALLETTA: (AFP) - An unmarked reconnaissance plane working for Frances defence ministry crashed at Maltas international airport Monday, killing all five people on board and sparking questions about what the privately-chartered plane was doing.The aircraft plummeted into the ground nose-first and exploded in a ball of flames shortly after taking off for an undisclosed surveillance mission.Maltese Prime Minister Joseph Muscat told parliament that human error or a mechanical fault was the most likely cause of the incident.He denied the plane was involved in covert military intelligence work over conflict-torn Libya, which is just 220 miles (350 kilometres) south of the island.It is clear there was no bomb on the aircraft and no explosion happened before the aircraft crashed to the ground, Muscat said.Aviation experts have so far indicated that there was no foul play... although at this stage nothing could be ruled out.Muscat insisted that the plane had been on a customs mission, monitoring people, drugs and arms trafficking in the waters around Malta -- with the island governments full blessing.The French defence ministry contradicted Maltas initial portrayal of the victims as customs officials by confirming that the plane had been working on its behalf, carrying out reconnaissance missions in the Mediterranean.Maltese Prime Minister Joseph MuscatThree of those who died were employees of the defence ministry, it said. The two others were pilots employed by CAE Aviation, a private company based in Luxembourg which specialises in aerial surveillance and works regularly with European military.CAE aviation said the plane was being flown by an experienced crew with no technical issues reported on previous flights.France has been a significant player in Libya in recent years.Under former President Nicolas Sarkozy, it led the 2011 Western military intervention which led to the overthrow and death of former dictator Moamer Kadhafi and plunged the country into a state of chaos from which it has never recovered.Paris confirmed in July that its special forces were operating inside the conflict-torn north African state after three of its troops died in a helicopter crash.Close to LibyaThe wrecked plane was a twin-prop Fairchild Metroliner Mark III registered in the United States and leased to CAE aviation.It took off around 7:20 am (0520 GMT). Shortly afterwards it tilted abruptly to the right and was seen plunging nose-first towards the ground, finally exploding into a ball of flames on a road that rings the main runway, damaging the perimeter wall and fence.Official information, footage and eyewitnesses, including three members of the Armed Forces of Malta at the nearby barracks, and two commercial airline pilots, clearly indicate that there was no explosion prior to impact, a government statement said.The flight was part of a French customs surveillance operation which has been taking place for the past five months, with the aim of tracing routes of illicit trafficking of all sorts, including human and drug trafficking amongst others, the statement said.The flight was registered with the Malta Air Traffic Services as a local flight and was to return to Malta within hours without landing in third countries.The accident resulted in traffic in and out of the airport being suspended for almost four hours, with 13 incoming flights diverted to Sicily.But the terminal was not evacuated and only two outgoing flights were cancelled before normal service was resumed.Malta is on the front line of Europes efforts to contain the waves of migrants trying to reach Italy from Libya in boats operated by people smugglers who are often also involved in illicit drugs and arms dealing.The island is also strategically located for Western powers seeking to monitor developments in Libya, where a fledgling national unity government is struggling to impose its authority and militants loyal to the Islamic State group have established a foothold.

Death toll in China blast reaches 10, at least 150 injured

BEIJING: (AFP) - A powerful explosion ripped through a building in a northern Chinese city on Monday, killing 10 people and injuring more than 150.Media reports said the blast in Yulin, which destroyed or damaged nearby buildings including a hospital, may have been caused by explosives illegally stored in the building.The official Xinhua news agency said dozens of firefighters were sent to the scene in Shaanxi province, and rescuers were hunting for survivors who may be trapped in the rubble.Pictures showed widespread damage, with windows blown out of buildings, dense grey smoke engulfing the streets and bloodied people, some lying on the ground.The explosion occurred at around 2:00 pm (0600 GMT), city hall said.Xinhua, citing local authorities, said 10 people had died and 157 were injured during the incident, adding that by 11:00 pm 113 people had been admitted to hospital.Industrial accidents are common in China, where safely regulations are often flouted.

Big US banks unveil consumer payment app

WASHINGTON: (AFP) - Major US banking groups Monday announced they would join forces for a new person-to-person mobile payment application to counter services like PayPals Venmo and Square Cash.The new app called Zelle will launch in 2017 and give consumers the ability to instantly send and receive payments using a smartphone.Zelle will transform how people manage their financial lives, providing them faster, safer, and more convenient payment options with their friends and family, said Paul Finch, chief executive officer of the banking technology firm Early Warning, which made the announcement.We are pleased to partner with the leading financial institutions and financial service organizations in the country to make our vision for faster payments a reality for millions of consumers nationwide.Zelle will be open to all banks and credit unions in the US and accessible to some 76 million mobile banking users.To date, 19 financial institutions including eight of the largest US retail banks, have joined the Zelle Network, according to Early Warning.The new service aims to woo consumers away from non-bank services that allow money transfers such as Venmo and Square Cash.Because it involves the banks themselves, the service will allow recipients to instantly get use of the funds instead of waiting one or two business days.Among the banks joining the service were Ally Bank, Bank of America, Bank of the West, BB&T, Capital One, Citi, Fifth Third Bank, FirstBank, Frost Bank, JP Morgan Chase, Morgan Stanley, PNC, US Bank and Wells Fargo.Card networks Mastercard and Visa will also be partners in the service
