Onus on Pakistan and India to work out differences: US

WASHINGTON (Dunya News) - US State Department spokesperson, John Kirby while briefing the newsmen in Washington on Thursday said that it is responsibility of Pakistan and India to resolve their differences after Pakistan and India declared a diplomat each at their High Commissions in Islamabad and New Delhi persona non-grata and sought their recall in tit-for-tat action.Weve seen the reports of these decisions. These are sovereign decisions that nation-states make, and these are issues that were going to leave to India and Pakistan to work out, John Kirby said.The spokesperson further said that the onus is on Pakistan and India to work out differences and de-escalate tensions. These are issues that we believe Pakistan and India need to discuss, need to talk about, need to work out between themselves, Kirby said.

Rawalpindi: Lal Haveli sealed with containers

RAWALPINDI (Dunya News) – Police on Thursday night sealed the Lal Haveli, residence of Sheikh Rashid, by placing containers in front of its main entrance ahead of Pakistan Tehreek-e-Insaf public meeting which is scheduled to be held today (Friday) at the same place, Dunya News reported. Police also blocked all roads leading to Lal Haveli by placing more than 100 containers. Police also arrested an activist of Awami Muslim League (AML) for resistance.On the other hand, Federal Constabulary (FC) personnel reached the residence of Pakistan Tehreek-e-Insaf chief Imran Khan in Bani Gala, Islamabad and marched up to the barrier leading to the residence of the PTI leader. However, they left the scene after staying there for few hours.

Quetta: 4 terrorists killed in encounter with security forces

QUETTA (Dunya News) – According to details, security forces and police conducted a raid on a house in Hazar Gangi area of Quetta on intelligence reports during which terrorists hiding in the house opened fire and hurled hand grenades at the raiding party, injuring three police officials.Security forces and police returned the dire as a result four terrorists were killed. Two pistols, one SMG, 20 kilogram of explosive material, detonators and motorcycle were recovered from the house.The injured police officials were shifted to Combined Military Hospital (CMH) while the bodies of the terrorists were shifted to the Bolan Medical Complex (BMC) Hospital.

SAN FRANCISCO (AFP) - Uber on Thursday laid out a vision for on-demand aircraft that can whisk commuters to home or work in a fraction of the time it would take on the road.The ride-sharing giant assessed the feasibility of what it called vertical take-off and landing vehicles in a 98-page white paper, inviting innovators and entrepreneurs to take flight with the idea.San Francisco-based Uber said it will be reaching out to cities, manufacturers and others about the concept.Just as skyscrapers allowed cities to use limited land more efficiently, urban air transportation will use three-dimensional airspace to alleviate transportation congestion on the ground, said the white paper, authored by Uber chief product officer Jeff Holden and product manager Nikhil Goel.A network of small, electric aircraft that take off and land vertically will enable rapid, reliable transportation between suburbs and cities and, ultimately, within cities.Diagrams in the paper showed aircraft bodies of various designs with propellers that can rotate to allow for vertical lift-off or landing, then move into position for flying forward.Recent advances in technology have made it practical to build vertical take-off and landing, or VTOL, vehicles, according to the paper.More than a dozen companies taking varied design approaches are working on these types of aircraft, according to the Uber team.Since VTOL aircraft would be powered by electricity, they would be non-polluting and quiet, the paper said.Auto-pilot capabilities could be built into the aircraft to reduce the potential for human mistakes, and they could recharge at landing pads atop buildings, at existing helipads, or at stations built on unused land, according to the vision presented in the paper.However, challenges include making the aircraft affordable and reliable, training pilots, getting the approval of regulators, and making lightweight batteries.The greatest operational barrier to deploying a VTOL fleet in cities is a lack of sufficient locations to place landing pads, Holden said.Even if VTOLs were certified to fly today, cities simply dont have the necessary takeoff and landing sites for the vehicles to operate at fleet scale.

North Dakota police move to clear pipeline protesters

CHICAGO (AFP) - Police in the US state of North Dakota engaged in a tense standoff with oil-pipeline protesters Thursday in an effort to clear them from a public road and off private property.Police arrested at least 16 people. That number was expected to rise as numerous arrestees were yet to be processed, Morton County Sheriff Kyle Kirchmeier told a news conference.Demonstrators moved to block two roads over the weekend, camping on private land in an effort to stop Energy Transfer Partners construction of the Dakota Access Pipeline -- the subject of a months-long protest by Native Americans and supporters.The project resumed construction earlier this month after courts refused to halt it.We have tried everything we possibly could, talked to everybody we could, Kirchmeier said Thursday of attempts to get protesters to leave voluntarily, adding that their refusal forced law enforcement to act.As police moved in, protesters created a barricade with tires and wooden poles, briefly lighting it on fire.Police in riot helmets used a sound cannon device and pepper spray during operations that lasted more than five hours. Most protesters left voluntarily or were arrested, officials said.Hopefully, we have persuaded these protesters that our state highways and county highways, private property, is not the place to carry out a peaceful protest, North Dakota Governor Jack Dalrymple said at a separate news conference.The Standing Rock Sioux Tribe, whose reservation is close to the pipelines route, objects to the project, saying it would endanger the tribes water supply by crossing the nearby Missouri River, and destroy sacred Native American sites.Dallas Goldtooth, a protester at the scene of the Thursday standoff, said police were very aggressive and had also used bean bags and a concussion grenade.The police action today was to remove protectors from this land, he said.Kirchmeier could not immediately confirm Goldtooths account, saying operations were still ongoing, but said protesters were free to exercise their free speech rights as long as it was done legal and lawful.The Native American-led protest has grown into a larger movement in the United States, drawing in other tribes, environmentalists and advocates for Native Americans.The Sioux tribe criticized the sheriffs actions Thursday.The tribe had asked the Obama administration to intervene to stop the pipeline construction and for the Justice Department to investigate law enforcement abuses at the site, spokeswoman Sue Evans said.The federal government has twice asked the pipeline operator to voluntarily pause construction near the tribes reservation while the authorities reconsider the projects route.But courts have refused to compel a halt. Energy Transfer Partners, which insists the pipeline complies with the law, resumed construction on October 11.

Deal struck for world's biggest marine reserve in Antarctica

SYDNEY (AFP) - The worlds largest marine reserve aimed at protecting the pristine wilderness of Antarctica will be created after agreement was finally reached Friday with Russia dropping its long-held opposition.The deal, sealed by the Conservation of Antarctic Marine Living Resources (CCAMLR) at an annual meeting in Hobart after years of negotiations, will see a massive US and New Zealand-backed marine protected area established in the Ross Sea.It will cover more than 1.55 million square kilometres (600,000 square miles), of which 1.12 million square kilometres will be a no fishing zone, New Zealand Foreign Minister Murray McCully announced.The proposal required some changes in order to gain the unanimous support of all 25 CCAMLR members and the final agreement balances marine protection, sustainable fishing and science interests, he said.The boundaries of the MPA, however, remain unchanged.Moscow was the last government opposing the move, due to concerns over fishing rights, after China offered its support last year.But time ran out to reach agreement on a second proposed protected area on the meetings agenda, the Australia and France-led East Antarctica sanctuary covering another one million square kilometre zone, sources told AFP.Both reserve proposals have been on the table since 2012 with CCAMLR -- a treaty tasked with overseeing conservation and sustainable exploitation of the Antarctic Ocean, also known as the Southern Ocean.Consensus is needed from all 24 member countries and the European Union.For the first time, countries have put aside their differences to protect a large area of the Southern Ocean and international waters, said Mike Walker, project director of the Antarctic Ocean Alliance.The Ross Sea is one of the last intact marine ecosystems in the world, home to penguins, seals, Antarctic toothfish, and whales.It is seen as critical for scientists to study how marine ecosystems function and to understand the impacts of climate change on the ocean.

DHAKA (AFP) - Cricket Australias head of security has arrived in Dhaka to view Englands safety arrangements during the ongoing Test series, an official said.Sean Carrolls arrival on Thursday comes a year after Australia pulled out of a Test series in Bangladesh over safety fears.Basically he came here to see the security arrangement for the England team, Bangladesh Cricket Board (BCB) chief executive officer Nizamuddin Chowdhury said.Australia also refused to send their junior team to the ICC Under-19 World Cup held in Bangladesh earlier this year.Carroll travelled with the England team on their way to Sher-e-Bangla National Stadium from their hotel to see for himself what kind of security measures had been put in place for the visiting side.He will be here a few more days and see our other arrangements. Australian High Commission has also maintained regular contact with us, Chowdhury said.The bilateral series between Bangladesh and Australia has now been shifted to August 2017.BCB hope the visit will reassure Australia, convincing them it is safe to send its team next year.Its really encouraging for us, said the BCB chief executive.England agreed to go ahead with the current tour only after safety arrangements were cleared by their security chief Reg Dickason following a visit.The series was plunged into doubt after an attack in a Dhaka restaurant in July that killed 22 people, mostly foreign hostages.It has so far passed incident free.
