US judge blocks Trump order on sanctuary cities

LOS ANGELES (AFP) - A US judge on Tuesday blocked an executive order by President Donald Trump that could deny billions of dollars to so-called sanctuary cities as punishment for harboring illegal immigrants.Dealing a fresh setback to Trumps pledged crackdown on undocumented residents, Judge William Orrick of San Franciscos federal court issued a preliminary injunction barring any attempt to implement the January 25 executive order.Federal funding that bears no meaningful relationship to immigration enforcement cannot be threatened merely because a jurisdiction chooses an immigration enforcement strategy of which the president disapproves, Orrick said.The decision -- which could impact more than 300 cities and counties that have denounced Trumps order -- is another blow to the White House following successful court challenges to its two travel bans targeting Muslim-majority countries.Trumps order threatened the transfer of some $1.7 billion to Santa Clara County and $1.2 billion for San Francisco.Santa Clara counsel James R. Williams described it as a historic affirmation of the constitutional principle that Washington cannot coerce local governments into becoming federal immigration enforcers.Orrick noted that the governments lawyers had sought to avoid arguing the issue of whether the Trump administration had the right to take such steps.Instead, they weakly challenged the right of San Francisco and Santa Clara County to fight the order because neither had been formally declared sanctuary jurisdictions -- a phrase that remains vague in the law.The judge said the key issue remained Trumps repeated statements that funding is a weapon to use against cities that resist his policies. That demonstrates the governments intent, he said, and is unconstitutional.The Constitution vests the spending powers in Congress, not the president, so the order cannot constitutionally place new conditions on federal funds, he said.Dave Cortese, president of the Santa Clara County Board of Supervisors, said in a statement the decision had dealt a major setback to the politics of fear.Millions of people across the country can continue to receive essential medical care, go to school and remain active members of their communities without fear that their local governments are being forced to work against them, rather than for them, he added.The decision was being closely watched in Seattle, which filed its own lawsuit against the order in March.Ed Murray, mayor of the northwestern city of almost 700,000, issued a statement welcoming the ruling as yet another rebuke of Trumps dangerous overreach.New York mayor Bill de Blasio denounced Trumps illogical and unconstitutional desire to scapegoat immigrants while Chicagos Rahm Emanuel vowed his administration would not sit idly by while President Trump threatens American cities because he doesnt share our values.California attorney general Xavier Becerra said the president was trying to hijack crucial resources, sow fear among California families and make our communities less safe.Attorney General Jeff Sessions lashed out at sanctuary cities on Friday last week accusing them of allowing illegal immigrants who are violent criminals to go free.Orricks ruling still allows the Department of Justice to follow through with threats made to nine cities last week -- including Chicago, New Orleans and Philadelphia -- to cut specific program grants if the cities did not adequately cooperate with federal immigration officers.The Court upheld the Governments ability to use lawful means to enforce existing conditions of federal grants or 8 U.S.C. 1373, Justice spokesman Ian Prior said.And the order does not purport to enjoin the Departments independent legal authority to enforce the requirements of federal law applicable to communities that violate federal immigration law or federal grant conditions, Prior said.A meeting in Washington on Tuesday between a group of major-city mayors and Sessions demonstrated that the two sides remain at odds over Trumps election promise to expel some 11.3 million immigrants without legal residency.The mayors said federal policy remains unclear and inconsistent, and complained the government is telling them to deploy local law enforcement officers to enforce federal immigration laws.None of this discussion would be necessary if Congress and the president would enact comprehensive immigration reform, which is long overdue, said New Orleans Mayor Mitch Landrieu.

Turkish strikes kill Kurdish fighters in Syria, Iraq

AL-MALIKIYAH (AFP) - Turkish warplanes killed more than two dozen Kurdish fighters Tuesday in strikes in Syria and Iraq, where the Kurds are key players in the battle against the Islamic State group.Turkey said it had carried out the strikes against terrorist havens, vowing to continue acting against groups it links to the outlawed Kurdistan Workers Party (PKK).In northeast Syria, strikes targeting the Kurdish Peoples Protection Units (YPG) -- who are leading the offensive against IS stronghold Raqa -- were reported to have killed 20 fighters.In northern Iraq they killed six peshmerga fighters from the autonomous Kurdish government, usually allied with Ankara, in an apparent accident.Baghdad condemned a violation of international law and Iraqi sovereignty.The Iraqi government condemns and rejects the strikes carried out by Turkish aircraft on Iraqi territory, said government spokesman Saad al-Hadithi.The United States said it was deeply concerned.We are very concerned, deeply concerned that Turkey conducted air strikes earlier today in northern Syria as well as northern Iraq without proper coordination either with the United States or the broader global coalition to defeat ISIS, State Department spokesman Mark Toner said, using another acronym for the jihadist group.The strikes underlined the complexities of the battlefields in Iraq and Syria, where twin US-backed offensives are seeking to dislodge IS from its last major urban strongholds.They could also exacerbate tensions between Ankara and its NATO ally Washington, which leads an anti-IS coalition carrying out air strikes in Syria and Iraq and sees the Kurds as instrumental in the fight against IS.Turkey said its strikes aimed to destroy terrorist havens targeting our country and vowed to press the offensive until the very last terrorist is neutralised.An army statement said the strikes destroyed shelter areas, ammunition warehouses and PKK communications facilities.It said 40 PKK fighters were neutralised in Iraq and around 30 in Syria.Prime Minister Binali Yildirim said if the PKK threatens border securtity, Turkey will take steps to remove this threat regardless of whether it comes from country A or country B.Dozens of simultaneous air strikes targeted YPG positions near the Syrian city of Al-Malikiyah, including a media centre, a monitoring group said.The strikes killed three media officers and 15 YPG fighters, one of the highest death tolls from Turkish air raids on Kurdish militia, said Syrian Observatory for Human Rights head Rami Abdel Rahman.YPG spokesman Redur Khalil said 20 YPG fighters were killed and 18 wounded, three critically. Two civilians were also injured.An AFP journalist saw collapsed buildings and rescuers searching through the rubble.Representatives of the US-led coalition visited the site of the air strikes, the YPGs political arm, the Democratic Union Party (PYD), said on Twitter.An officer wearing a patch bearing a US flag was seen at the site with YPG fighters.Ankara has bombed the YPG in northern Syria for months, calling it a terrorist group because of its ties to the PKK, which has been waging a deadly insurgency against Turkey since 1984.While the air raids on Syria appeared to hit their intended targets, the bombardment in Iraq instead killed members of Kurdish security forces typically allied with Ankara.The peshmerga ministry in Iraqs autonomous Kurdish government said the raids killed five of its fighters and one intelligence officer.Turkey appeared to have been targeting a minority Yazidi militia allied with the PKK and based in the northwestern region of Sinjar.The peshmerga denounced the strike as unacceptable but focused blame on PKK-affiliated groups.These problems and tensions are all because of the PKKs presence, it said, accusing the PKK and its affiliates of refusing to withdraw from the Sinjar area.The peshmerga have been instrumental in the battle against IS in northern Iraq though have stepped back in recent weeks as Iraqi forces advance against IS in Mosul.Iraqi forces on Tuesday said they had retaken full control of Tenek, one of west Mosuls largest neighbourhoods.Eastern Mosul was recaptured in January and a push on the western half launched the following month has made steady progress despite fierce resistance.IS is facing multiple offensives across Syria and Iraq -- often led by governments or forces that otherwise bitterly oppose each other.Turkey launched an unprecedented cross-border operation into Syria in August to fight IS and to keep the YPG in check.The YPG makes up the bulk of the Syrian Democratic Forces alliance of Kurdish and Arab fighters taking on IS in Syria.After chipping away at IS territory across the north, the SDF is now locked fighting the jihadists inside Tabqa, a town on the Euphrates River.Clashes continued inside south and west Tabqa after heavy US-led air strikes overnight, the Observatory said.The SDF entered the town on Monday as part of its offensive on Raqa, Syrian heart of the jihadists self-styled caliphate since 2014.

US THAAD missile defence equipment enters South Korea site: Yonhap

SEOUL (AFP) - Trailers carrying US THAAD missile defence equipment entered a deployment site in South Korea early Wednesday with tensions high over North Koreas intentions, Yonhap news agency reported.Arrival of the six trailers at the golf course location sparked clashes between locals and police, the agency said.Washington and Seoul are deploying the Terminal High Altitude Area Defense (THAAD) battery to counter the threat from North Korea, which is pushing ahead with its ballistic missile programme despite multiple sets of UN sanctions.The THAAD system is meant to intercept and destroy short and medium-range ballistic missiles during their final phase of flight.The North is also believed to be preparing for a sixth nuclear weapons test.Washington and Seoul agreed to early deployment of the missile defence system after talks earlier this month between the Souths acting president and visiting US Vice President Mike Pence.China however is strongly opposed to deployment of the THAAD system which it fears will undermine its own military capabilities.Tensions on the Korean peninsula have soared in recent months as North Koreas missile tests have brought ever-more bellicose warnings from US President Donald Trumps administration.The United States has deployed an aircraft carrier strike group led by the USS Carl Vinson to the western Pacific.Trump has indicated he is willing to ramp up US military pressure on North Korea while simultaneously encouraging China to use its influence on its ally, and reject bilateral diplomacy with Pyongyang.The US has long pushed for China to make more efforts to curb Pyongyangs behaviour.But Beijing has resisted, concerned that a regime collapse could trigger a flood of refugees across the border and leave the US military on its doorstep.However, it has become increasingly concerned as tensions rise in the flashpoint region, with experts warning of the possibility of a sixth nuclear test by the North.Chinese President Xi Jinping called Monday for restraint regarding North Korea in a telephone conversation with Trump.US defence leaders and other top officials are to give a classified briefing on North Korea to all senators in an unusual meeting at the White House later Wednesday.

Bus-truck crash in Kenya kills at least 26

NAIROBI (AFP) - At least 26 people were killed and many others injured in a head-on crash between a bus and a truck on the highway between Nairobi and Kenyas second city Mombasa, police said Tuesday.It was a very bad head-on collision. We lost 26 people in the accident, Leonard Kimaiyo, police chief for the southern town of Kibwezi said.Another senior officer said the bus, heading to Mombasa, was overtaking several vehicles when it collided with an oil tanker.Kenya has a poor road safety record, with up to 3,000 people killed each year according to police. The World Health Organization puts the toll at 12,000.In December at least 40 people were killed an accident around 100 kilometres (60 miles) northwest of Nairobi, in which a tanker smashed into several other vehicles before exploding.

1 killed, 9 injured in fiery crash in Los Angeles

LOS ANGELES (Agencies) - At least one person was killed and nine others were injured in a fiery multi-vehicle crash in Los Angeles that shut down the 5 Freeway for more than four hours along Griffith Park Tuesday, firefighters said.The collision, which involved a big rig and tanker truck near Colorado Street, forced the closure of the southbound lanes, with traffic reduced to two lanes on the northbound side.About 11 a.m., one of the big rigs jumped the center divider and caused the crash and fire that followed, CHP officials said. That freeway remained closed as the evening commute got underway.A triage area was set up just north of the wreck. One of the victims was taken to the hospital in critical condition and eight others suffered lesser injuries, the Los Angeles Fire Department said. A dog was also found dead at the scene.Firefighters were checking on conflicting witness reports of one person who was unaccounted for.Aerial footaged showed firefighters dousing a big rig trailer destroyed by flames. A tanker truck, van, pickup truck and two other vehicles were also involved in the crash.

Elements working against Pakistan integrity will not be spared: Dar

Lahore: Fire at plastic godown causes huge loss

LAHORE (Dunya News) – According to details, fire broke out at a plastic godown situated in Lohey Wali Pully area of Badami Bagh in Lahore on Tuesday which spread to a major portion of godown very quickly.Fire brigade, rescue teams and police reached the spot and brought the fire under control after a hectic effort of five hours. The cause of the fire is not known yet.No loss of life was reported in the incident. Rescue sources said that goods worth millions of rupees were gutted in the blaze.

Lahore: Police nab 57 suspects during search operation

LAHORE (Dunya News) – Police conducted search operation in different localities of Lahore on Tuesday during which 57 suspects were taken into custody, Dunya News reported.The search operation was carried out in Gulshan-e-Iqbal, Iqbal Town, Faisal Town, Satto Katla, Ghalib Market, Gulberg, Naseerabad and Gulshan-e-Ravi areas.Police used biometric device for the identification of residents of these localities and apprehended 57 suspects who failed to produce any identification document.The arrested suspects were shifted to police station for further investigation. Police sources said that the search operation in different localities was launched to maintain law and order situation in the city.

Dawn Leaks report to be forwarded to PM on Wednesday: ministry

ISLAMABAD (Dunya News) – Ministry of the Interior has cleared on late Tuesday that report of probe committee over Dawn Leaks was presented to the Minister for Interior, Chaudhry Nisar Ali Khan today and would be forwarded to the Prime Minister on Wednesday.Spokesperson for the ministry issued a statement that put the news circulating in the media to rest.According to the statement, Dawn Leaks probe report was presented to Chaudhry Nisar at 06:45pm. It would be forwarded to Prime Minister Nawaz Sharif on Wednesday after the ministry reviews the report.The recommendations of the committee would be made public after the premier approves in the matter, the statement read.It was reported earlier today that the probe committee had filed the report to authorities concerned after which Nisar called on the premier and discussed the recommendations of the committee members.Media reported that, following the meeting, the Prime Minister approved sacking Tariq Fatemi, Special Assistant to PM on Foreign Affairs as recommended by the probe committee.Sources had reported earlier in the day that the government was recommended by the committee to sack Fatemi and Principal Information Officer, Rao Tehseen, a senior civil servant who is serving as the PIO since February 2014.Over 15 journalists, administration of the English daily concerned and editors among other officials were interrogated by the committee, sources reported.The members of the probe committee found evidence of close terms between Cyril Almedia and Fatemi. The committee also found phone call record and text messages of Pervaiz Rashid and Tehseen with Almeida.Pervaiz Rashid and Principal Information Officer have allegedly been held responsible for not stifling the news despite beforehand knowledge.A journalist with an English daily, Almeida had published a report last year that claimed of a confrontation between the army and the government following a meeting of the National Security Committee which was presided over by the Prime Minister and attended by then army chief General (r) Raheel Sharif.Both army and the government denied the news and termed the report baseless whereas the paper stood by the published content. However, a committee was formed to probe the issue.

12-year-old drives 800 miles across Australia without being noticed

(Web Desk) – A 12-year-old boy would have succeeded driving across the entire Australia if it weren’t for the policemen who pulled him over and arrested him. He drove more than 800 miles across Australia all by himself.It was reported that the New South Wales Police Force stopped the young boy on previous Saturday around 11 o clock in the morning. The lone traveler was headed from Kendall NSW to Perth.In fact, the police stopped his vehicle because his bumper was hanging on the ground. The boy was stopped at a barrier due to the hanging bumper.The arrested boy was taken to the Police Station at Broken Hill where he was inquired about the lonely venture.The boy had surprisingly managed the whole 800 miles journey without being noticed and even refueled his car.Similar incidents have also happened in the past. According to Huffington Post in 2016, two pre-school kids belonging from Washington state took their parents’ SUV to visit the grandmother. Their hopes were shattered when the car crashed into another.

Olympic chief Bach defends Rio Games' controversial legacy

PUNTA DEL ESTE (AFP) - International Olympic Committee chief Thomas Bach on Tuesday defended last years Games in Rio de Janeiro against criticism that expensive venues built for the event have since fallen into disrepair.He insisted Rio had benefited from the Games even though they took place during a deep recession in Brazil.The Rio Games were a big success under difficult circumstances, he said, speaking at a meeting of the Pan American Sports Organization in Uruguay.Brazil has been stricken over the past year by political ructions and corruption scandals.Various sports installations including the famed Maracana football stadium have fallen into disrepair since the Games ended in August, despite having been renovated for the event.Bach insisted the city had nevertheless benefited from transport and infrastructure improvements linked to the Games.He said that Olympic venues in other cities are often closed for years after the Games finish since it takes time to adapt them for new uses.The Pan American Sports Organization is meeting on Tuesday and Wednesday in the Uruguayan beach resort of Punta del Este to elect a new president.

Chicken pox virus: 16 die, 84 still under treatment

FAISALABAD: (Dunya News) – Owing to chicken pox virus, 16 people have till Tuesday died and 84 are still under treatment. Two of these 84 are critical, reported Dunya News.So far in 2017, 16 people have died of chicken pox virus while 84 people are under treatment at Allied Hospital in Faisalabad.The worst part is that the hospital administration is vaccinating the staff members but they claim to have no vaccine available for the patients.The level of insensitivity can gauged from the fact that after the loss of 16 lives, Health Department official said yesterday that a few people dying was no big deal.The citizens expressed anger over the statement and demanded immediate arrangements to fight the situation.Meanwhile, the five-member committee formed to curb chicken pox virus hasn’t yet shared any reports either.
