Top Iraq commander announces 'liberation' of east Mosul

Posted:

BARTALLA (AFP) - Iraqi forces have fully retaken east Mosul from the Islamic State group, a top commander said on Wednesday, three months after a huge offensive against the jihadist bastion was launched.Elite forces have in recent days entered the last neighbourhoods on the eastern side of Mosul, on the left bank of the Tigris River that runs through the city.Speaking at a press conference in Bartalla, a town east of Mosul, Staff General Talib al-Sheghati, who heads the Counter-Terrorism Service, announced the liberation... of the left bank.Sheghati added however that while the east of the city could be considered under government control, some work remained to be done to flush out the last holdout jihadists. The important lines and important areas are finished, he said, adding that there is only a bit of the northern (front) remaining.Wednesdays announcement marks the end of a phase in the operation launched on October 17 to retake Mosul, Iraqs second city and the last major urban stronghold IS has in the country. The offensive, Iraqs largest military operation in years with tens of thousands of fighters involved, began with a focus on sparsely populated areas around Mosul.CTS entered the city proper in November and encountered tougher than expected resistance from IS, whose fighters launched a huge number of suicide car bombs against advancing Iraqi forces. The going was tough for weeks but a fresh push coordinated with other federal forces and backed by the US-led coalition was launched in December and yielded quick and decisive gains. The west bank of Mosul is a bit smaller but is home to the narrow streets of the Old City -- impassable to most military vehicles -- and to some of the citys traditionally most dyed-in-the-wool jihadist neighbourhoods.Brigadier General Yahya Rasool also stressed that despite Sheghatis announcement, there would be more fighting in east Mosul in the coming days.Sheghati is the head of CTS and he was talking about areas under CTS control. There are some neighbourhoods that are still being liberated and that could take a few days, he told AFP.All the bridges across the Tigris in Mosul have been either blown up by IS or destroyed by coalition air strikes, which has made it very difficult for IS to resupply its fighters in the citys east.It will also make it difficult for elite Iraqi forces to attack the west bank without redeploying to other fronts west of the river that have been largely static for weeks.Interior ministry and federal police forces have held positions just south of Mosul airport, which lies on the southern edge of the city and west of the Tigris, since November.Punching into densely populated areas however and confronting intense resistance from IS in urban environments is a type of operation which is left largely to CTS.The fighting inside Mosul has been complicated by the continued presence of much of its population, which did not or could not flee when Iraqi forces started advancing.According to the United Nations, around 150,000 people are currently displaced as a result of the three-month-old offensive.Mosul lies around 350 kilometres (220 miles) northwest of Baghdad in the countrys north and had an estimated population of close to two million when IS overran it in early June 2014.Jihadist supremo Abu Bakr al-Baghdadi proclaimed a caliphate straddling parts of Iraq and Syria from a mosque on the west bank of Mosul days later. The full recapture of Mosul by government forces would effectively end ISs days as a land-holding force in Iraq and deal a death blow to its claim of running a state.Observers have said they expect a short lull in operations after east Mosul is brought fully under control.Mosul is already effectively surrounded, and IS has no choice but to fight on or surrender in the city and its surroundings, Omar Lamrani, Middle East analyst with the Stratfor think tank, said.Nevertheless, that does not mean that a deadly insurgency will not continue after Mosul is retaken, as IS will be able to operate as an insurgent force in Iraq at some level for a long time to come even as its conventional fighting ability is heavily degraded.

Obama warns Trump against threatening core US values

Posted:

WASHINGTON (AFP) - Barack Obama vowed to speak up if Donald Trump threatens core US values and reassured Americans well be okay on Wednesday in a political swansong after eight years as president.During his final press conference and public appearance before Trumps inauguration on Friday, the 55-year-old said he was stepping back but would return to the political breach in extremis.I want to do some writing, I want to be quiet a little bit and not hear myself talk so darn much. I want to spend precious time with my girls, he said. But, he added, any effort to enforce systematic discrimination, erode voting rights, muzzle the press or round up young immigrants, would cause him to speak out.Theres a difference between that normal functioning of politics and certain issues or certain moments where I think our core values may be at stake.During the campaign Trump vowed to ban Muslims from entering the United States and deport millions of illegal immigrants, many of them Latin Americans long-settled in the country. His strident tone since winning election and the contrast with eight years of Obamas liberal agenda has given the country something akin to political whiplash.Trumps supporters are euphoric that political business as usual may be over, while his detractors are fearful of a mercurial and untested leader.Against this backdrop, the traditionally mild-mannered ritual of a final presidential press conference was given added political weight.Obama was in turn resolute and reassuring. I have offered my best advice, he said, describing his conversations with the president-elect.I can tell you that - this is something I have told him - that this is a job of such magnitude that you cant do it by yourself. You are enormously reliant on a team.He also warned Trump to think through foreign policy decisions that may be domestically popular, like his vow to move the US embassy in Israel to Jerusalem. Its a volatile environment. What we have seen in the past is when some unilateral moves are made that speak to some of the core issues and sensitivities of either side, that can be explosive.Asked about Trumps stated intention to seek a thaw with the Kremlin, Obama stopped short of criticizing his successor - but noted that his own overtures to Russia were frustrated by an adversarial spirit when Vladimir Putin regained the presidency. He also defended his decision - slammed by Trumps Republicans - to commute the sentence of transgender army private Chelsea Manning, jailed for 35 years for handing classified US documents to WikiLeaks.Lets be clear. Chelsea Manning has served a tough prison sentence, Obama said. I know I feel very comfortable that justice has been served and that a message has still been sent.Asked about how his daughters Sasha and Malia were taking Trumps election, he said he and First Lady Michelle Obama had tried to teach them hope and that the only thing that is the end of the world is the end of the world. This is not just a matter of no-drama-Obama, he said, joking about his reputation for a cerebral, even detached approach. This is what I really believe. It is true that behind closed doors I curse more than I do publicly, and sometimes I get mad and frustrated like everybody else does, but at my core, I think were going to be okay.Given the rocky transition to Trumps presidency - which has seen the 44th and 45th president trading barbs - even the venue for Obamas press conference in the White House briefing room, took on political significance.Trumps team has floated the idea of evicting the White House press corps from the West Wing, ending daily on-camera briefings and handpicking who gets access, although some of those suggestions have since been rowed back.Obama hinted at the changes that may be afoot as he paid tribute to the reporters who covered his two terms in office.Youre not supposed to be sycophants, youre supposed to be skeptical, he said. And having you in this building has made this work place better. It keeps us honest, makes us work harder. He has not always been so effusive. While defending the press, he has been a searing critic of shallow and flitting reporting. When he appeared on the national political stage a decade ago, Obamas oratory pulsed with vitality and hope.Today, the gray haired leader appeared like a man who was setting down a heavy burden and accepting of his place in history. He exits with approval ratings that stand at 60 per cent - according to a CNN/ORC poll - the highest level since June 2009.On Tuesday, Trump dismissed the polls as rigged after a Washington Post-ABC News survey found his 40 per cent approval rating was the lowest of any incoming president-elect since Jimmy Carter in 1977.

Xi calls for world without nuclear weapons

Posted:

GENEVA (AFP - Chinese President Xi Jinping called for a world without nuclear weapons at the UN on Wednesday and urged a multilateral system based on equality among nations large and small. His speech at the United Nations in Geneva came at the end of a diplomatic tour that included a landmark address at the World Economic Forum in Davos, just days before Donald Trump is sworn in as the 45th president of the United States. Some experts have seen Xis Swiss tour as a bid to capture the mantle of global leadership at a time when Washington is clouded by uncertainty with an unpredictable political novice about to take charge.Nuclear weapons should be completely prohibited and destroyed over time to make the world free of nuclear weapons, Xi said, according to an official translation.China has been a nuclear power since 1964.In an address that stretched beyond 45 minutes, Xi also sought to make the case for a global governance system that strives for a level playing field among countries where interventionist tendencies are resisted. We should reject dominance by just one or several countries, Xi said, adding that major powers should respect each others core interests.Big countries should treat smaller countries as equals instead of acting as a hegemon, imposing their will on others, he further said, speaking alongside the new UN secretary general Antonio Guterres.Sovereign equality is the most important rule, Xi continued. He also praised UN organisations governed by the principle of one nation, one vote.China has reacted harshly against attempts to influence what it considers its internal domestic affairs, from concerns over human rights issues in Tibet to a democracy push in Hong Kong.Beijing has also used its veto on the UN Security Council to block intervention in some global hotspots, including notably in Syria. In his disarmament call and plea for sovereign equality Xi offered China as a nation committed to building a world of lasting peace. In Davos, Xi backed unity in the face of mounting global challenges such as resistance to globalised trade. Some analysts saw that as a bid to contrast Trump, whose often bombastic rhetoric has at times defined international relationships in terms of winners and losers. While he made no mention of the incoming Republican administration, Xis message on nuclear weapons stood apart from Trumps at times contradictory remarks on American nuclear power. In a tweet last month, Trump said the United States must greatly strengthen and expand its nuclear capability until such time as the world comes to its senses regarding nukes. But this week, the real-estate mogul and former reality TV star Trump struck a different note, saying nuclear weapons should be way down and reduced very substantially. He also suggested he would be open to a disarmament deal with Russia in exchange for easing sanctions imposed by Washington against Moscow.

Muslim nations to heap pressure on Myanmar over Rohingya

Posted:

KUALA LUMPUR - The worlds main pan-Islamic body is expected to pile pressure on Myanmar over a bloody crackdown on Rohingya Muslims when it meets for a special session in Kuala Lumpur on Thursday (Jan 19).Nearly 70,000 Rohingya have fled the northern part of Rakhine state since October when the Myanmar army launched clearance operations to root out insurgents accused of deadly raids on police border posts.Arriving in neighbouring Bangladesh, the displaced Rohingya have recounted allegations of widespread military abuse including rape, extrajudicial killings and the burning of villages. The treatment of the Rohingya, a stateless group denied citizenship in Myanmar and reviled as illegal immigrants by the majority Buddhist population, has become a lightning rod for anger across the Muslim world.Diplomats from the 56-member Organisation of Islamic Cooperation (OIC) will join Thursdays special session to debate the issue.Malaysian Prime Minister Najib Razak has taken a lead role in condemning the Myanmar crackdown.Analysts say that is at least in part down to a desire to burnish his international image after a damaging graft scandal at home.On Wednesday Malaysias Foreign Minister Anifa Aman upped the ante ahead of the meeting, calling for unimpeded access for humanitarian aid to reach the Rohingya. He is expected to spearhead an effort within the OIC to raise cash and open aid routes into areas in western Rakhine state which remain locked-down.The OIC meeting is expected to call on the Myanmar government to help end the violence against the Rohingya Muslims, a Southeast Asian diplomat familiar told AFP.The OIC foreign ministers are also expected to provide assistance in cash or kind for the Rohingya.Buddhist-majority Myanmar refuses to recognise the Rohingya as one of the countrys ethnic minorities.Instead it describes them pejoratively as Bengalis - or illegal immigrants from neighbouring Bangladesh - even though many have lived in Myanmar for generations. The latest chapter of a crisis that has festered since riots broke out in Rakhine in 2012 has once more drawn in regional neighbours.Bangladesh is struggling to cope with the fresh arrivals, while Malaysia has for years housed thousands of Rohingya refugees - many arrived during a 2015 exodus that saw boatloads of Rohingya stranded at sea.The plight of the Rohingya has put Myanmars democracy champion and de facto leader Aung San Suu Kyi under immense international pressure. She has been criticised for failing to speak up robustly in defence of the Rohingya, while analysts say the latest crackdown suggests she lacks leverage over Myanmars still powerful military.Premier Najibs intervention in the crisis has angered Myanmar which considers the violence in Rakhine state an internal matter. It also uprooted diplomatic convention among the regional bloc, ASEAN (Association of Southeast Asian Nations), a grouping long used to turning a blind eye to internal rights transgressions among member states.Najibs championing of the Rohingya is likely to be well received by his rural Malay heartlands. The premier has been buffeted by allegations that he took part in the looting of billions of dollars of public cash through state fund 1MDB. Both he and the fund vehemently deny the allegations.

Johnson warns over Brexit 'punishment beatings'

Posted:

NEW DELHI (AFP) - Britains foreign minister warned Wednesday against World War II-style punishment beatings after France indicated it would not accept improved conditions for the UK outside the single market.Boris Johnson said it would not be in anyones interest to penalise Britain for exiting the European Union, comparing proposed trade tariffs to punishments meted out to escaped prisoners in World War II movies. His comments came a day after Prime Minister Theresa May confirmed Britain would leave Europes single market and warned the EU against imposing harsh terms on its divorce from the bloc.I think that if Monsieur Hollande wants to administer punishment beatings to anybody who chooses to escape, rather in manner of some sort of World War II movie, than I dont think that is the way forward, he told delegates at a political conference in New Delhi.I think its actually not in the interest of our friends and our partners.May said on Tuesday that Britain would look to strike a new customs agreement with the EU, which accounted for 44 percent of the countrys exports in 2015.But French President Francois Hollande has consistently said Britain would not be granted better trading terms outside the single market. On Wednesday, Johnson said Britains decision to exit the single market did not mean it wanted to stop having access to EU countries. We should be working together. It seems absolutely incredible to me that in the 21st century, the European Union... should be seriously contemplating the introduction of tariffs or whatever to administer punishment to UK, he said. And dont forget, these things cut both ways. After all, the Germans, as is well known, export one-fifth of their motor manufacturing output. The British foreign secretary is due to meet Indias prime minister and finance minister during his two-day trip to the country.Britain has made clear its desire to boost trade with India, the worlds fastest-growing major economy. I think time is fast upon us that we need to turbo charge this relationship with a new free trade deal such as we would shortly be able to do, Johnson said. We cant negotiate it now but we can sketch it out in pencil, on the back of an envelope, he added.

Mali suicide attack kills 40 fighters

Posted:

BAMAKO (AFP) - A suicide bombing Wednesday on a camp grouping former rebels and pro-government militia in troubled northern Mali left 40 people dead, UN and local sources told AFP.The presidents office ordered three days of national mourning following the attack, the worst in the country in recent years.A member of the UN peacekeeping mission MINUSMA, who asked not to be identified, initially put the death toll at 37 but hospital sources later said 40 people had been killed and 60 hurt. The camp is located in Gao, a former bastion for Malian rebels and Islamist fighters who together seized control of much of the countrys vast arid north in early 2012.It was set up under a 2015 peace deal signed between the government and various militia and rebel groups following a French-led international military intervention that was launched in 2013 but which is still in place. The attack occurred as former rebels in the Tuareg-led CMA movement and ex members of a pro-government militia prepared to go on a joint patrol, under the terms of the peace accord.Implementation of the peace accord has been piecemeal with insurgents still active across large parts of the region. The suicide bomber came in a vehicle and blew himself up, the MINUSMA source said. The attack took place at 8:40 am (local and GMT) as the former rival groups were due to soon leave on a joint patrol, the source added. The camp is close to Gao airport, a key transport hub, which was closed briefly in early December following a suicide attack blamed on jihadists.Fighting broke out following the attack between armed groups, leaving at least one person dead and a dozen injured.A car bomb destroyed prefabricated hangars used by the missions aircraft, MINUSMA said at the time, and damage to the installations and debris on the runway made the airport temporarily unusable.

Golf: No McIlroy but field still strong for Abu Dhabi

Posted:

ABU DHABI (AFP) - World No3 Dustin Johnson and No4 Henrik Stenson will headline a quality field at the $2.7 million Abu Dhabi HSBC Championship, the opening leg of the Desert Swing of the European Tour. The tournament gets under way Thursday and will miss world No2 Rory McIlroy, who was scheduled to play before pulling out on Monday with a stress fracture in his ribs. But there are plenty of big names in field, including Masters champion Danny Willett, defending champion Rickie Fowler and world No10 Alex Noren.American Johnson is the highest ranked player in McIlroys absence, but he was categorical in assessing that it did not make the tournament any easier to win.The US Open champion who is known for making quick starts to his seasons on the PGA Tour, said: No, if you look at the field, its got a great field here. Obviously, Rory is a great player and no one wanted to see him pull out, including myself.I still think its going to be a great tournament. Its going to be very tough to win.The 7,583-yard course has favoured good drivers in the past, and that is the cornerstone of Johnsons game. And the American, who won three tournaments in 2016 and recorded top-10 finishes in 15 of his 23 starts, was excited about his chances despite making his debut in the Middle East.Ive played the front nine yesterday, so I like the front nine. I feel like its set up well for me. Well just have to see. But I feel like the game is in pretty good shape right now, so Im looking forward to playing here, said the 32-year-old. I feel like its pretty straightforward. Youve got to drive it straight. One of the keys obviously is hitting it straight and I feel like Im driving it pretty well right now, so hopefully, well have a good week.Hoping to make it difficult for the American is Stenson, who was voted the Swedish Male Athlete of the Year on Monday for his sensational 2016, in which he won the British Open and the Race to Dubai, and was silver medallist in the Olympics.Stenson has won the other two legs of the Desert Swing -- the Dubai Desert Classic and Qatar Masters. And even though he owns the course record in Abu Dhabi - 10-under par 62 in the third round of the inaugural tournament in 2006 - he is yet to get his hands on the Falcon Trophy.Ive had my chances here and its not a secret how much I want to win this tournament. But for some reason or the other, I havent showed up here fully switched on. Either theres been much to do over the break, or I have had some injury, said Stenson. This year, we did skiing in Utah with the kids. Im not sure if that helped my golf too much. I prefer to keep my body a bit straighter when were playing golf than skiing. But Ive aired the clubs for the last week in Orlando before I headed out. It was still getting airborne. It was going forward, and I managed to get some good putting sessions in, as well. Given that I havent done that much, it still felt pretty good.

Dollar recovers as pound falls back

Posted:

LONDON (AFP) - The dollar recovered against its major peers Wednesday after taking a battering the previous day, while the pound fell back having surged on the UKs Brexit plans.European stock markets were largely steady around midday following gains for Asian indices. The FTSE 100 has given up early gains despite the pound continuing to pull back from yesterdays strong rally, the index hindered by a Pearson profits warning and weakness among miners and financials, said Mike van Dulken, head of research at Accendo Markets.Shares in UK publisher Pearson plunged up to 28 percent after it issued a profit warning and said it would sell holdings in Penguin Random House, a joint venture with German media company Bertelsmann. The rising anxiety and uncertainty ahead of Donald Trumps inauguration this coming Friday has exposed the greenback to heavy losses, said FXTM Research analyst Lukman Otunuga. With optimism slowly fading over the series of interest rate hikes under Trump and the lack of clarity provided on the proposed fiscal stimulus measures weighing on sentiment, the dollar may find itself vulnerable to further losses, he added. The greenback plunged Tuesday following comments from the US president-elect in an interview that it was too strong and that a weak Chinese yuan was killing us, fuelling concerns of a possible currency war.The sell-off marked a sharp turnaround for the US unit, which has been surging since Trumps November election on expectations his big-spending, tax-cutting plans will fan inflation and force a Federal Reserve rate hike.Trumps comments came days before he takes the oath of office on Friday, with market-watchers hoping his speech will provide some detail on his plans for the US economy as well as his intentions on the global trade front. On Tuesday, Chinese President Xi Jinping warned at the World Economic Forum in Davos against protectionism, alluding to Trumps plans to tear up global trade deals, saying it was like locking oneself in a dark room. Wind and rain may be kept outside, but so is light and air.In European trade Wednesday the dollar was up on the yen, euro and pound but struggled against higher-yielding units including South Koreas won, the Australian dollar and Malaysian ringgit. The pound fell on profit-taking during a volatile week for the currency. Having plunged Monday to October lows against the greenback on worries about Britains plans for a clean break from the European Union, it bounced back sharply Tuesday. This was after British Prime Minister Theresa May set out her plan to leave the customs union and single market in a so-called hard Brexit, and promised to let parliament vote on the deal.Mays announcement that both houses of parliament will vote on the final Brexit deal is positive for the pound, as the process, at a minimum, should ensure that the most severe outcomes are avoided, said Oanda trader Stephen Innes.Sterling shot up three percent -- its biggest gain since 2008 -- to more than $1.24 following her remarks, having plunged below $1.20 Monday as news emerged of her plans. There is nothing like clarity to turn around a market, said McKenna. In Asia Wednesday, Hong Kong rallied 1.1 percent, boosted by a flood of mainland Chinese investors picking up stocks considered cheap compared with those north of the border, while a pick-up in the yuan eased fears about the mainland economy.
