Greek parliament approves controversial new bailout measures

Posted:

ATHENS (AFP) - Greek lawmakers on Sunday adopted another batch of controversial spending cuts and tax hikes ahead of a crunch Eurogroup meeting expected to unlock much-needed bailout funds for the debt-ridden country. The 7,000-page bill that raises the sales tax cap and introduces a contingency mechanism to slash spending further in case of budget overruns was passed thanks to the Syriza-led coalition governments slim majority in parliament, according to an AFP count. All 153 of the government coalitions MPs voted in favour, while outside the parliament building in Athens more than 10,000 people protested against a recent string of unpopular reforms. The contingency mechanism in the new legislation, labelled the cutter by Greek media and designed to cut spending if the country fails to meet fiscal targets in 2018, is of chief interest to Greeces international creditors. European leaders get the message that Greece is sticking to its promises. Now, its their turn, Greek prime minister Alexis Tsipras said Sunday ahead of the vote. People across Greeces political spectrum have criticised the latest in a series of sweeping reforms for the austerity-weary nation. No one in Greece will remain unaffected by the typhoon of the new measures, Kyriakos Mitsotakis, the leader of the New Democracy main opposition party said in parliament Sunday. Employment is punished, property is prosecuted, he added. The measures we are talking about arent pleasant. Especially for citizens that have already endured a lot, Tsipras admitted on Sunday. But he said this is the first time that the sacrifices seem to have a prospect of paying off.Greece and its European creditors are locked in talks on how to reduce the countrys debt burden, which the International Monetary Fund (IMF) said must happen if it is to contribute any more of its own funds. But EU economic powerhouse Germany has been deeply opposed to alleviating any of Athens debt. Tsipras said this is the first time the debt issue is discussed with the appropriate attention within the international institutions. Greece urgently needs the next tranche of bailout funds to repay big loans to the European Central Bank (ECB) and IMF in July, and has already fallen behind in paying for everyday government duties and public sector wages.Eurozone finance ministers are set to discuss a deal for Greece at a closely-watched meeting in Brussels on Tuesday.German financial daily Handelsblatt has said Athens could receive between nine and 11 billion euros if a deal is struck.

India's mini space shuttle to blast off on test run

Posted:

BANGALORE (AFP) - India was making final preparations Sunday for the launch of its first model space shuttle, as it bids to join the race to one day make rockets as reusable as airplanes.Indias seven-metre (23-foot) shuttle is expected to blast off from a southeastern space port on Monday, in a crucial step to eventually developing a full-scale, reusable one to send up satellites in the future. Indias space agency director Devi Prasad Karnik told AFP that the test flight was set to occur any time during the launch window between 7am (0130 GMT) and 11am (0530 GMT), depending upon wind and weather conditions. The scale-model shuttle will be propelled 70 kilometres into the atmosphere using a 15-tonne rocket before splashing down 10 minutes later into the Bay of Bengal, some 500 kilometres from the Sriharikota space port. The Indian Space Research Organisation (ISRO) has developed the 1.7-tonne (1,542 kilogram) winged shuttle reportedly on a miniscule budget of one billion rupees ($14 million) over a five-year period.Called the Reusable Launch Vehicle or RLV-TD, the shuttle will not survive Mondays test flight, but scientists hope that subsequent ones built six times as big over the next decade will glide safely back to land.In subsequent test flights, we will attempt to land the reusable vehicle at a specific location on land like an aircraft does on a runway so that we can again use it for launching more satellites, K. Sivan, director of a space research centre developing the vehicles at ISRO, told AFP.The exercise (on Monday) will enable us to collect data on hypersonic speed, autonomous landing and other useful information, Sivan said.India faces stiff competition including from global companies which are developing their own reusable rockets after NASA retired its space shuttle programme in 2011. Reusable rockets would cut costs and waste in the space industry, which currently loses millions of dollars in jettisoned machinery after each launch. Billionaire Elon Musks SpaceX and Amazon owner Jeff Bezoss Blue Origin have already successfully undertaken their own test launches.Russia, Japan and the European Space Agency are also developing similar technology and are in testing stages.SpaceX tested its powerful Falcon 9 rocket in December while Blue Origins New Shepard successfully completed a third launch and vertical landing in April this year. But ISRO hopes to develop its own frugal shuttle, as it seeks to cash in on a huge and lucrative demand from other countries to send up their satellites.ISRO made global headlines in 2013 after it successfully launched an unmanned mission to orbit Mars, after spending just $73 million, compared to NASAs $671 million outlayed for its Maven Mars mission.

Bairstow's keeping catches England's eye

Posted:

LEEDS (AFP) - Jonathan Bairstows form with the gloves as much as his runs with the bat in the first Test against Sri Lanka delighted Englands backroom staff. The Yorkshiremans 140 on his Headingley home ground laid the plaform for an innings and 88-run win that saw England go 1-0 up in the three-match series. But the England wicket-keeper, the man-of-the-match, also held nine catches, including a couple of diving efforts that have troubled him in the past, as an attack led by James Anderson, who had overall figures of 10 for 45, kept finding the outside edge in a match that was wrapped up inside three days.As well as working with specialist wicket-keeping coach Bruce French, himself a former England gloveman, Bairstow also enjoyed a day with Newcastle United football clubs goalkeeping coaches. He did one session with the goalkeeping coaches at Newcastle, on balance and shape of the body, explained England assistant coach Paul Farbrace. He really enjoyed that, and got a lot from it.Bairstow grassed just one clear chance at Headingley and former first-class wicket-keeper Farbrace said there were definite signs of improvement in his work behind the stumps since England completed a Test series win in South Africa earlier this year. He looked balanced and very strong in his movements, said Farbrace. In South Africa, he looked unbalanced.Predominantly, he stood a fraction too wide ... if you get a nick from there, youre off balance. The only chance he dropped in this game, he got done by the angle of the ball and missed it by a fraction. The rest of the game, I thought he kept incredibly well.Balance of another sort remains an issue for England when it comes to the question of their top-order batting. They slumped to 83 for five against Sri Lanka at Headingley but opener Alex Haless patient 86, his Test-best score, went some way to suggesting he could nail down a place alongside Alastair Cook.Englands Test captain has had eight opening partners, Hales included, since former skipper Andrew Strauss retired in 2012. Its a shame he didnt get a hundred. But in the situation, 86 runs on that surface was a fantastic innings, said Farbrace of Haless knock. The big thing for him is (to feel) he can play Test cricket.Nick Compton, under pressure for his place at number three, made a duck and was then denied a second innings in Leeds by Englands dominance with the ball.Compton is a steady, old-fashioned top-order batsman and Farbrace denied suggestions hed been told to play more aggressively by the England management or risk being dropped. I have read all the stuff about (Comptons) intense personality, but I have yet to meet a batsman at the top level who is not intense about the way they prepare, said former Sri Lanka coach Farbrace. What (we say to) players in red or white-ball cricket is play your game. There is no pressure from us to put his foot down and start whacking it. We (just) want him to score runs - that is why he is in the side.England have one major doubt ahead of the second Test starting at Chester-le-Street on Friday, with all-rounder Ben Stokes struggling to be fit for the match at his Durham home ground after suffering a knee injury.Stokes went for a scan on Sunday, with England due to name their squad on Monday. Warwickshire all-rounder Chris Woakes could be called up if Stokes is unfit.

New India boss says 'not running away' from reforms

Posted:

MUMBAI (AFP) - The new chief of Indias embattled cricket board said Sunday the body was not running away from reforms following corruption scandals, but he remained opposed to a key recommendation from the countrys top court.Lawmaker Anurag Thakur, 41, was elected as the youngest-ever president of the Board of Control for Cricket in India (BCCI) following a special meeting in Mumbai.Thakur, a member of parliament for the ruling Bharatiya Janata Party and a close ally of Prime Minister Narendra Modi, is charged with reforming one of the most powerful organisations in world sport. He told a packed press conference after the meeting that the reforms were a continuous process, and the cash-rich BCCI was ready to take them to the next level. Whatever is possible and practical and is required, we are implementing that from time to time.I see an opportunity here, its time to deliver, he added. However, he followed his predecessor Shashank Manohar in remaining intransigent on a Supreme Court recommendation calling for a ban on television adverts between overs during live broadcasts.Thakur, who was previously secretary of the BCCI, was the sole nomination on Sunday for the top post, seen by many as the most powerful in global cricket. He will have his hands full as the BCCI is under enormous pressure to introduce reforms after being tarnished by scandals including accusations of corruption and match-fixing in the glitzy Indian Premier League. In the wake of those scandals, the Supreme Court ordered a retired judge to draw up a report on the BCCIs governance to try to avoid future conflicts of interest.Justice Rajendra Mal Lodhas report recommended the BCCI introduce age limits for its office-bearers and bring in the advert ban.Manohar quit the BCCI presidency earlier this month, saying the reforms were not in the BCCIs best interests and he felt he could no longer carry on in his role.On Saturday Manohar, who then became the first independent chairman of the International Cricket Council (ICC), told reporters that the recommendations on no adverts between overs would destroy the financial structure of the BCCI.Thakur, a three-time MP in Himachal Pradesh state, pointed out to journalists that newspapers run adverts beside stories about the Indian Premier League. The BCCI gets its revenue from advertisements and that is how we pay our employees and our state association, he said. But he insisted the BCCI was not running away from the recommendations. We understand our responsibility towards the most popular sport in India and we will give our 100 percent, Thakur said.Thakur has been involved with the BCCI since he was elected president of his state association aged just 25. Last year he pipped the incumbent to the secretarys post by a single vote. The BCCI benefits from huge TV deals that allow it effectively to run the world governing body -- the ICC -- along with its allies, Australia and England. However under reforms that Manohar had himself supported, it is no longer possible to be both ICC chairman and to head the national board of a member country.Manohar had been serving as head of the ICC in his role as president of the BCCI in line with the organisations previous system of rotating chairmanships. But under the reforms, the ICC has amended its constitution to bring in direct elections for the position. It will now be officially an independent post, a move designed to ensure the incumbent no longer feels obliged to promote his own countrys interests.
