China Communist Party agrees to amend constitution at key conclave

BEIJING (AFP) - Chinas Communist Party announced Saturday that it agreed to amend its constitution, ahead of a keenly-watched congress, with speculation mounting that leader Xi Jinpings name will be added to the document, enshrining his legacy.The Central Committee said it had passed an amendment to the partys constitution at the end of a plenary meeting held in advance of the main twice-a-decade congress, which opens Wednesday and is expected to see Xi tighten his grip on power.The document will be submitted to the upcoming 19th CPC National Congress for review, it said in a statement released through the official state news agency, without giving further details.The congress is expected to see Xi granted the customary second five-year term as general secretary of the Communist Party, thereby renewing his de facto mandate to serve as president of the worlds second-largest economy.The official Xinhua news agency said last month that the constitution will be amended during the congress to reflect the new governance concepts, thoughts and strategies developed by the Central Committee since the last meeting five years ago.Analysts speculate that Xis name could be added to the partys constitution, elevating him into the exclusive pantheon of Chinese leaders.That privilege has only been granted to Xis two most powerful predecessors, Mao Zedong and Deng Xiaoping.The Communist commandments currently features Mao Zedong Thought and Deng Xiaoping Theory, with the political philosophies or ideas of other leaders included without their names.This weeks congress is hotly anticipated to herald a significant shake-up in the leadership ranks, with five out of seven members of the Politburo Standing Committee that rules over China set to be replaced.Saturdays statement from the Central Committee also endorsed the expulsion of Sun Zhengcai, the former Chongqing city head once considered a possible successor to Xi.He was kicked out of the party in September after being ensnared in a wide ranging anti-corruption drive by Chinese leader that has toppled party officials, including potential rivals.

Nadal and Federer to face off for Shanghai title

SHANGHAI (AFP) - Rafael Nadal and Roger Federer will meet in Sundays final of the Shanghai Masters, just the latest chapter in their storied rivalry.The celebrated duo have faced one another 37 times, with the Spaniard and world number one Nadal winning 23 of their contests.And the 31-year-old Nadal, who has never won the Shanghai Masters, will be slight favourite this time because he goes into the showdown on a terrific run of form and Federer faces a quicker turn around.Nadal, a 16-time Grand Slam champion, triumphed at the US Open and then last week at the China Open for his sixth title of another remarkable campaign.But he was forced to survive a rollercoaster with fourth seed Marin Cilic in their semi-final, saving three set points in the opener before pulling through 7-5, 7-6 (7/3).The Swiss Federer, the world number two chasing a second Shanghai crown, rolled back the years to recover from a set down and defeat Juan Martin del Potro 3-6, 6-3, 6-3.The 36-year-old Federer afterwards dismissed concerns about his shorter rest time -- his was the later match -- and called the rivalry with Nadal special.The way we both play, play so very different from one another, and also the attitude, the way we go through our lives, its all very different in some ways, said Federer, a crowd favourite in Shanghai.But we have a similar mindset in the big moments, I came to realise that when we played doubles (together recently at the Laver Cup).No sense of urgency or panic. Dutch slam Windows 10 for breaking privacy laws

THE HAGUE (AFP) - Dutch authorities claim Microsofts Windows 10 operating system is violating data protection and privacy laws, and warned they may impose fines on the US technology giant.Microsoft breaches the Dutch data protection law by processing personal data of people that use the Windows 10 operating system on their computers, the Dutch Data Protection Authority (DPA) said in a statement late Friday.The company fails to clearly inform users of Windows 10 that it continuously collects personal data about the usage of apps and web surfing behaviour through its web browser Edge, when the default settings are used, the DPA said.It also does not clearly inform users about the type of data it uses, and for which purpose, while not providing a valid way to consent to the processing of their personal data.The authority said it had investigated several versions of Windows 10, which has been installed on four million active devices in The Netherlands since it was launched in July 2015.It found that through the default setting Microsoft systematically charts information about app usage of users.So the company could for example gather information about such apps being used as a Turkish newspaper, or a magazine targeted at gay people, an app that indicates Islamite prayer times, the authority said in its report.That would allow Microsoft to target the user with personalised recommendations and adverts.Microsoft has indicated that it wants to end all violations. If this is not the case, the Dutch DPA can decide to impose a sanction on Microsoft, the authority warned.It also said that the Windows 10 Fall Creators Update, set to be released globally on October 17, falls short and does not fully address the issues.Microsoft said in a statement that it does not believe the Dutch findings accurately reflect the data protection compliance of Windows 10.But the company will continue to cooperate with the DPA to find appropriate solutions, Microsoft devices group privacy officer Marisa Rogers said.

Zaha inspires Palace to Chelsea win

LONDON (AFP) - Wilfried Zaha returned to inspire bottom club Crystal Palace to their first win and first goals of the Premier League campaign with a shock 2-1 defeat of champions Chelsea on Saturday.Hodgsons side finally broke their seven-game goal drought when Yohan Cabayes 11th-minute shot deflected in off Cesar Azpilicueta, prompting a huge outpouring of relief around Selhurst Park.Tiemoue Bakayoko levelled with an 18th-minute header but Zaha -- back in the side for the first time since injuring his knee in the opening-day defeat to Huddersfield -- secured the victory with the second on the stroke of half-time.Palace remain rooted at the foot of the table despite this notable win but Hodgsons side were handed a much-needed boost by a victory that revived memories of last seasons dramatic survival bid.For Chelsea, this was an early blow in their efforts to defend their Premier League title.Having gone into the international break on the back of a home defeat to leaders Manchester City, a second loss leaves them already trailing Pep Guardiolas side by nine points after just eight matches.Palace manager Hodgson insisted he had seen positive signs from his players on the training pitch during the international break despite the dismal run of early-season form.And the home sides approach during the opening stages of the games suggested the manager had done a good job in restoring confidence to a side that has endured the worst start in Premier League history.It helped that Zaha was back in the ranks and partnering Andros Townsend up front, the winger quickly demonstrating he had the capacity to worry the Chelsea backline.He was not alone in that as Hodgsons side quickly pressed the reigning champions back on their heels, particularly when Patrick van Aanholt found space on the left to deliver a testing low cross.The breakthrough, though, came from the other flank after James McArthur had sent Townsend heading towards the byline.Palace fortuneThe England international pulled the ball back towards Cabaye and while there was a huge amount of luck in the way the ball bounced off the Frenchman, against David Luiz, and then again off Cabaye, before deflecting past Thibaut Courtois via a hefty deflection from Cesar Azpilicueta, Hodgsons side were grateful for any fortune that came their way.It was the kind of goal that in normal circumstances would be quickly forgotten, but the reaction from within Selhurst Park confirmed the strikes significance.Palace, though, are not in desperate trouble for nothing and they quickly demonstrated the side of their game that has been far more prominent this season when they gifted Chelsea a route back into the match.Tiemoue Bakayoko produced a good downward header from Cesc Fabregass corner but the way the French international was allowed to drift away from marker Van Aanholt was frustrating for Hodgson.Chelsea may have been back in the game but Antonio Contes side were far from convincing.Alvaro Morata was sidelined with a hamstring injury and deputy Michy Batshuayi struggled to make an impression as the focal point of the Blues attack.And while Fabregas was Chelseas most threatening player when he advanced from central midfield, it was clear the industry of NGolo Kante -- another hamstring casualty -- was missed.Palace could sense they had an opportunity to claim a morale-boosting win and restored their lead immediately before half-time after Mamadou Sakho stepped up from the backline to dispossess Willian and release Zaha inside the Chelsea box.The Ivorian did the rest, moving past Azpilicueta and placing a right-footed shot across Courtois and inside the far post.Chelsea dominated the second half with Fabregas hitting the bar and Pedro, Charly Musonda and Marcos Alonso coming close but Palace defended impressively to hold on to their advantage.

LCCI committees tasked to prepare sector-specific reports

LAHORE (APP): Lahore Chamber of Commerce and Industry (LCCI) President Malik Tahir Javed, for the first time in the LCCI history, has given task of preparing sector-specific research/ market reports and compilation of data bank to newly constituted standing committees of the Lahore chamber.Speaking at the appointment letters awarding ceremony here Saturday, he said that the standing committees would have to work in full swing as country was passing through a challenging economic era.LCCI Senior Vice President Khawaja Khawar Rasheed, Mian Shafqat Ali, Chaudhry Zafar Iqbal, Engineer Sohail Lashari, Abdul Basit, Amjad Ali Jawa, Aftab Ahmed Vohra, Nasir Hameed Khan and Executive Committee Members were also present.Malik Tahir Javed said that the LCCI standing committees consisted of brainy and experienced businessmen having abilities to draw a good revival plan for national economy. He said that dwindling exports, reducing foreign exchange reserves, high cost of doing business, low tax-to-GDA ratio, stagnant growth of manufacturing sector, deteriorating state of affairs of the public sector entities (PSEs) and trade deficit were the key challenges for country’s economy but these could be tackled through joint efforts of the government and private sector.He added that business community always wanted to do something good for the country; therefore, the government should give due weightage to their point of view, address their genuine reservations and remove unnecessary laws, rules and regulations hindering trade and industrial process.The LCCI president advised the newly appointed conveners of the Chamber’s Standing Committees to focus on the areas of growth through innovation, strategic economic reforms, brain-drain, water scarcity, power generation and hunt for new destinations for Pakistani goods. He said that all of economic ideas from the standing committees would be developed as suggestions/reports and would be forwarded to government departments concerned.He said that an extra care had been taken while appointing the conveners of the LCCI Standing Committees as on basis of the feedback of these sector specialists, the Lahore Chamber would formulate a set of proposal for government for economic revival. He said that Lahore Chamber of Commerce and Industry, this time, would forward to the government a possible way out of the ongoing economic mire. He said, the business community could yield better results if stakeholders were consulted in formulation of policies.

Trump puts America first, but more and more alone

WASHINGTON (AFP) - Donald Trump has gambled with US diplomatic credibility by attacking an Iran nuclear deal that his European allies cherish as a benchmark for international cooperation.And in doing so the US president has underlined the risk that his America First foreign policy will translate to one of America Alone as he confronts future crises.Between nationalist speeches, protectionist gestures and high-octane Twitter outbursts, observers have struggled to identify a coherent strategy behind Trumps decisions.But one thread does stand out as he pulls out of trade deals, provokes allies and tears up international accords -- he seems determined that no international ties will bind him.The United States emerged as the indispensable superpower in the wake of World War II in part through its leadership in a global rules-based system of treaties and alliances.- Withdrawal doctrine -But, as Trump made clear last month in a speech to the UN General Assembly, his vision is of a world where America is just the most powerful in a network of sovereign nations.Trump foreign policy has found its theme: The Withdrawal Doctrine, quipped Richard Haass, influential president of the Council on Foreign Relations.Trump has not yet withdrawn from the Iran deal, although he made it clear that he is ready to do so if Congress and skeptical US allies do not agree to new sanctions.He did quit the UN cultural organization, this week. He has collapsed the Trans-Pacific Partnership trade deal and appears to be poised to destroy the bigger NAFTA treaty.Time and again his bluster has put in question Americas commitment to its NATO allies, and time and again he has ordered reviews into the utility of remaining in UN agencies.He has even declared that America will drop out of the biggest -- and arguably most important -- accord in world history, the 196-member Paris climate deal.As might be expected, former members of president Barack Obamas administration are furious and bewildered at what they see as an abdication of US leadership.Once again, Trump is throwing into question the ability of the US to keep its commitment to international agreements, former top aide Ben Rhodes said.Other nations will not want to enter into agreements with the United States, he warned.- Ego and ideology -Former secretary of state John Kerry, a key architect of the Iran deal, called Trumps decision a reckless abandonment of facts in favor of ego and ideology.Trump, he said, weakens our hand, alienates us from our allies, empowers Iranian hardliners, makes it harder to resolve North Korea and risks moving us closer to military conflict.Irans Foreign Minister Mohammad Javad Zarif, who negotiated the deal on behalf of Tehran, said Trumps move would do lasting damage to US credibility.Nobody else will trust any US administration to engage in any long-term negotiation because the length of any commitment, the duration of any commitment from now on with any US administration would be the remainder of the term of that president, Zarif told CBS News.Washingtons traditional allies in Europe were at first cautious in their approach to Trump, hoping he would mellow as he grew into the Oval Office role.But they were outraged by his Iran gambit, and united in their response.It is clearly not in the hands of any president of any country in the world to terminate an agreement of this sort, declared EU foreign policy chief Federica Mogherini.The president of the United States has many powers (but) not this one.In Washington, having failed to get through to Trump despite the support of some of his top advisers, European diplomats are now lobbying Congress to save the Iran deal.Nevertheless, the Iran decision at least has some strong supporters in the US capital.- American leverage -An outspoken group of foreign policy hawks, backed by influential senator Tom Cotton and Trumps UN ambassador Nikki Haley, had been pushing for decertification.And they, at least, agree with Trump that his tougher stance could give America more leverage, rather than less, with its foreign partners.If anything, the decision to decertify but keep the US in the deal could serve to bolster US credibility, argues Behnam Ben Taleblu, of the Federation for Defense of Democracies.Trump, he says, is sending a message that the US will not be a party to agreements where it feels it has a material disadvantage.This theory will be put to the test almost immediately.In the weeks to come Trump and senior US officials will attempt to build a coalition to pressure North Korea to abandon its nuclear program.

Pakistan pledges financial assistance for hurricane-hit Caribbean countries

ISLAMABAD (APP): As an expression of support and solidarity from Pakistan with the Caribbean countries devastated by Hurricanes Irma and Maria, Prime Minister Shahid Khaqan Abbasi Saturday pledged a financial assistance of US $ 200,000 each to Antigua and Barbuda, Dominica and Saint Kitts and Nevis.The Caribbean region was recently hit by two Category V hurricanes that caused widespread destruction and damage to lives and property across the region with Antigua and Barbuda, Dominica and Saint Kitts and Nevis as the worst affected.The hurricanes killed 27 people and destroyed 80% of the buildings in the small island nation of Dominica. In Barbuda, 90% of the buildings were destroyed and all of its population was shifted to neighboring Antigua. Similar damages have been reported in Saint Kitts and Nevis.Pakistan has good, cooperative relations with the 14-member Caribbean Community (CARICOM) nations and has forged excellent cooperation in several multilateral settings including the United Nations. The government and the people of Pakistan share the grief of the victims, and pray for the early recovery of the affected region, said a Foreign Office statement.

No foreign country has right to dictate Pakistan: Saad Rafique

LAHORE (APP): Railways Minister Khawaja Saad Rafique on Saturday said no foreign country had the right to dictate Pakistan on any matter, including China-Pakistan Economic Corridor (CPEC).Addressing the ceremony of prize distribution among high achievers of Pakistan Railways Schools organised by the PR Directorate of Education at Al-Hamra Hall here, he said the CPEC was a long-term project which would pay dividends for the next four to five decades.He said Pakistan was not ready to listen “Do More” any more. He said Pakistan had done a great job and the armed forces, police and civilians had sacrificed thousands of lives.He said “China does not interfere in the matters of its friends and it only focuses on economic matters.”“When Pakistan gets closer to China, its enemies feel pain and they try to destabilise the country through their operatives,” he said. “However,it is our duty to make progress by tackling all obstacles,” he added.He said it was fortunate that there were a few evils and negative things while great blessings and positive things were present in the country so there was no need to be disappointed.“Pakistan is an nuclear power, it has one of the best forces in the world, there is a strong judiciary, a vibrant media, people have right to vote and political parties are working for the welfare of people,” Saad said.He said that Pakistan came into being to remain stable for long and whosoever tried to damage it, would have to face consequences. “No one will come from outside the country for its progress and prosperity, only we can change our country and we can do it very well,” he added.The minister stressed the students to work hard with dedication as there was no other way to success.He said the PR was still facing deficit but it had been reduced with the efforts of the PR administration, adding the PR administration did the best for its improvement while prosperous as well as functional railways would be transferred to successors.The minister congratulated the students, parents, teachers and administration for remarkable results in the secondary school examinations.Earlier, the minister distributed prizes and shields among the students and teachers while PR Chairperson Parveen Agha and CEO Javaid Anwar were also present.

8-year-old martyred after firing across LoC by Indian forces: ISPR

(Web Desk) – An eight-year-old boy lost the battle of his life when he was struck by the firing of Indian forces across LoC, according to Inter-Services Public Relations (ISPR).It was reported that the Indian forces at neighbouring border opened unprovoked fire at both Nakiyal and Satwal sectors. At least five civilians were injured due to the continuous gun shots.ISPR told that the five injured also include four kids which are currently in Nakiyal THQ hospital for medical assistance. Names of injured civilians are 15-year-old Qurat ul Ain, 14-year-old Hammayun Kabir, 10-year-old Mohai ul Islam, 6-year-old Aiqa Ramzan, 45-year-old Sikander Hussain.Amongst the four injured children, two are girls and two are boys. Three children Qurat ul Ain, Hammayun and Mohai ul Islam belong to the same family and Kabir Khan is their father.Pakistani soldiers at the border gave a befitting response to the Indian aggression and silenced their guns. It was earlier reported thattwo Pakistan civilians including a six-year-old girl are injured after Indian Army resorted to unprovoked intense fire in Satwal and Nikial sectors.

Karthik recalled for ODIs against New Zealand

NEW DELHI (AFP) - India on Saturday recalled wicketkeeper-batsman Dinesh Karthik to the one-day international squad for three upcoming matches against New Zealand.Karthik, 32, was part of the squad for the recently concluded Twenty20 series against Australia but did not get a place in the starting lineup in the two completed matches.Rookie fast bowler Shardul Thakur was also included in the 15-man squad for the series starting October 22 in Mumbai. Veteran pacemen Mohammed Shami and Umesh Yadav were omitted.The selectors continued to rest their faith on wrist spinners Yuzvendra Chahal and Kuldeep Yadav while ignoring seniors Ravindra Jadeja and Ravichandran Ashwin.Top-ranked India have enjoyed a successful run with Chahal, Yadav and left-arm spinner Axar Patel in their squad during recent matches.The Virat Kohli-led side thrashed Australia 4-1 in the ODI series before a 1-1 result in the T20s following the abandonment of the third and final match on Friday.Hosts India will play the second ODI against New Zealand in Pune on October 25 and the third in Kanpur on October 29. Dr Sattar urges govt to observe sanctity of institutions

KARACHI (Dunya News) – Dr Farooq Sattar of Muttahida Qaumi Movement Pakistan has urged the federally ruling party on Saturday to respect the sanctity of institutions and that sanctity of the courts have suffered owing to the clash.Dr Sattar talked to the media after appearing for a hearing of a case against him in anti-terrorism court and complained that the government of Sindh was not allowing space to Muttahida Qaumi Movement Pakistan to conduct politics.He demanded off the chief minister to take notice of alleged partisanship.MQM Pakistan chief pointed out that no brigade of workers follows him to the court hearings unlike what happens in Islamabad.He demanded off Pakistan Muslim League-Nawaz to not damage political and democratic process. Dr Sattar said that it is not in the best interest of Pakistan to not appear for case hearings.However, he said that Muttahida Qaumi Movement Pakistan would maintain a working relationship with Pakistan Muslim League-Nawaz.

ISLAMABAD (Dunya News) – Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan said on Saturday that it appears as if the federal government of Pakistan Muslim League-Nawaz (PML-N) will not last long considering their ‘suicide attacks’ at their own government.He met PTI leaders and workers today in Islamabad today where they were briefed about the party’s current and future strategies. Imran Khan directed party workers and leaders to prepare for elections which may even be held within one month. “PML-N is attacking its own government,” he added.PTI’s mainstream leaders and analysts exchanged opinion regarding their policies. Amongst the attendees included Aleem Khan, Dr. Yasmin Rashid, Ejaz Chaudhry, Sadia Sohail Rana and others.Talking to his senior leaders, PTI chief claimed that the PML-N government will not last for long and predicted that the whole country will soon switch to election mood. “PTI has already gone to election mood,” he said while telling that his party has started nationwide rallies.He suggested that PTI should prepare for election before the call and there is only one month to prepare for the polls.Meanwhile, Imran Khan has appointed Fawad Chaudhry as acting Information Secretary of PTI. The notification was issued today. Fawad Ch thanked Imran Khan and hoped to fulfill the duties as needed.

Military's comment on economic situation true: Saleem Mandviwalla

KARACHI (Dunya News) – Senator Saleem Mandviwalla of Pakistan People’s Party has said on Saturday that the military, for the first time, commented on the economic conditions of Pakistan which is true and finance minister Ishaq Dar should resign.Mandviwalla and Dr Asim Hussain addressed a press conference in Karachi today and criticised the economic policies of the government of Pakistan Muslim League-Nawaz.The senator said that it has never happened in the history of Pakistan that World Bank refused to convene a meeting with the finance minister. He rhetorically asked what purpose do interior minister has to participate in meeting of the International Monetary Fund.He demanded the government to summon a session of the National Assembly on emergency basis.Mandviwalla said that a security department has realised that the government has failed but not the leaders of Pakistan Muslim League-Nawaz.He claimed that the World Bank has warned that Pakistan is going under in the coming four years.The senator warned that China could pull the plug if no other country wishes to invest in Pakistan. Mandviwalla said that On the occasion, Dr Asim Hussain said that the government criticises departments in case authorities confront the leaders on their failed policies. He asserted that the incumbent government has pocketed the highest loans in the history of Pakistan.Dr Hussain said that steel mills were shut in present government’s tenure and planes of the national carrier were sold off as well.
